The Edwardsville Public Safety Committee meeting was called to order by Alderman Chris Farrar
at 5:30 p.m. in the Governor Edwards Conference Room, 118 Hillsboro Avenue with a quorum
present.

Approval of Minutes:
Motion by Alderman Farrar, second by Alderwoman Miracle to approve minutes from
the Public Safety Committee meeting held Tuesday, September 12, 2023.

Action Item(s):
Motion by Alderman Farrar, second by Alderwoman Miracle for “An approval of a
Resolution Authorizing the Fire Department to apply for the 2024 Illinois Department of
Public Health Grant for EMS Assistance”.
Discussion:
o The grant will cover 100% of the cost of EMS equipment up to $5,000.00.
o If awarded this grant will purchase three (3) video assisted intubation devices,
one for each of the front line ambulances, for a total not to exceed $5,000.00.
o Discussion on the importance of video assisted intubation devices.

and installation of two (2) AutoVu SharpV Camera
Kits.
ORIGIN: Public Safety Committee
Approval of the purchase and installation of two (2) AutoVu SharpV Camera Kits
entering the city limits.
RATIONALE:
During the budget process for Fiscal year 2023/2024, police department staff requested,
and was granted, approval to purchase and install two (2) AutoVu SharpV Camera Kits
for installation along an entry route into the city. This camera would work as a License
Plate Reader (LPR), which will be connected to the larger network of cameras in the area
supported by the Drug Enforcement Agency (DEA). This system will provide
Edwardsville Police Officers the ability to monitor cameras connected throughout the
system. The utilization of such a camera system has proven effective in the investigation
of criminal activity to include burglaries, thefts, drug cases and violent crimes. The
funding for the purchase and installation of the equipment, at a cost not to exceed
$16,000 will be provided through the Public Safety Capital Equipment Fund.

SOLE SOURCE RESOLUTION AUTHORIZING THE PURCHASE AND INSTALLATION OF
ONE (1) AUTOVU SHARPV CAMERA KIT IN A TOTAL AMOUNT NOT TO EXCEED $16,000.
WHEREAS, it is the desire of the City of Edwardsville to provide quality police service within the City,
and
WHEREAS, the utilization of the License Plate Reader (LPR) Camera System supported by the Drug
Enforcement Agency (DEA) has proven effective in the investigation of criminal activity to include
burglaries, thefts, drug cases and violent crimes, and
WHEREAS, the purchase and installation of AutoVu SharpV Camera Kits will allow officers within the
Edwardsville Police Department to monitor the system to help provide for the safety of the citizens of the
City of Edwardsville, and
WHEREAS, the cost of two (2) AutoVu SharpV Camera Kits and installation of all equipment is
$14,830.06: and
WHEREAS, City Code, Section 2-591, Bid Purchasing Regulation, (d) Exemption from the Bidding
Process; provides for the award of single source contracts for services without competitive bidding if such
exemption is authorized by two-thirds of all the Aldermen then holding office.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
EDWARDSVILLE that:
The City of Edwardsville City Council has reviewed and hereby approves by two-thirds majority vote the
purchase and installation of two (2) AutoVu SharpV Camera Kits on December 5, 2023 at a cost not to
exceed $16,000.

Request to Purchase LPR Camera System
During the budget process for Fiscal year 2023/2024, police department staff requested,
and was granted, approval to utilize funds from the Public Safety Capital Equipment
Fund in the amount of $16,000 for the purchase of a License Plate Reader (LPR) Camera
System to be used by the department to monitor traffic plates entering the city. This
camera system will be part of a larger network monitored by the Drug Enforcement
Administration (DEA) and made available to law enforcement agencies for identifying
vehicles involved in criminal activity such as theft and violent crimes.
This camera system will be purchased from UTILITRA and installed by UTILITRA, at
pricing available on and approved by the DEA. The pricing for this system, totals
$14,830.06.
Attached to this memorandum is the quote from UTILITRA. I am respectfully requesting
to order/purchase this equipment before the end of the current fiscal year.
I am prepared to address any concerns of the Public Safety Committee. Thank you in
advance for your consideration in this matter.

SUMMARY:
This resolution authorizes the Fire Department to apply for the 2023 OSFM Small Equipment
Grant and approves the Mayor to enter into the award agreement if and when the grant is
awarded. The grant will cover 100% of the cost of the equipment up to $25,000.00. The grant
application is to purchase seven (7) oral suction devices with mounting brackets, one for each of
the front line ambulances, for a total expected not to exceed $10,000.00.
RATIONALE:
The ability to suction secretions and debris that inhibit adequate respirations is essential during
critical patient care. The Fire Department provides EMS service to the community and responds
to calls for patients requiring respiratory support. The Department currently has suction devices
on each ambulance that are aging and in need of replacement. This grant seeks to replace the
four devices currently in service on the ambulances and add a device to each of the three
Advanced Life Support fire engines. These devices will help firefighter/paramedics to improve
patient outcome.

A RESOLUTION AUTHORIZING THE FIRE DEPARTMENT TO APPLY FOR
THE 2023 ILLINOIS OFFICE OF THE STATE FIRE MARSHAL SMALL
EQUIPMENT GRANT
WHEREAS, the Edwardsville Fire Department intends to apply for the 2023 Illinois
Office of the State Fire Marshal (OSFM) Small Equipment Grant; and
WHEREAS, the OSFM Grant funding covers (100%) of the cost of the requested
equipment up to $25,000.00; and
WHEREAS, the Firefighter/Paramedics can provide improved service to the public
during respiratory distress and cardiac arrest responses with the addition of seven (7) oral
suction devices with mounting brackets; and
WHEREAS, the Fire Department projects the grant will completely cover the cost of the
requested equipment; and
WHEREAS, the Mayor must sign for the grant if and when it is awarded;
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE
CITY OF EDWARDSVILLE that:
The City Council authorizes the Fire Department to apply for the 2023 Illinois Office of
the State Fire Marshal Small Equipment Grant, and the Mayor to sign for the acceptance
