SUBJECT:

Butterfield Corridor Plan Presentation

FROM:

Rebecca Von Drasek, Development Services Director

BUDGET SOURCE/BUDGET IMPACT: NA
RECOMMENDED MOTION: None
Background/History:
An application for the Butterfield Road Corridor Plan was submitted to CMAP for the 2019 LTA
Call for Projects by the Village of Lombard. CMAP’s LTA program has been in existence since
2010 and is intended to provide comprehensive planning assistance to communities in the
Chicago region to prioritize and assist in investment and provide inclusive/resilient growth in the
metropolitan area. Since Lombard was initially awarded the funding for the project, CMAP
reached out to other local agencies in an attempt to expand the scope of the plan by including
more partner communities for a long-term corridor study. Downers Grove, DuPage County,
Oak Brook and Oakbrook Terrace were all approached by CMAP and only Oakbrook Terrace
opted out.
The corridor study was conducted by the CMAP staff with the assistance and cooperation of
local municipal planning staff. CMAP reviewed the 3.7-mile corridor from I-355 to Route 83 for
the participating communities. There are approximately 1,200-acres of land within the study
area, 192-acres or 16% of the total land area in the corridor study is within Oak Brook’s
corporate limits. The study analyzed transportation, land use, and housing initiatives to help in
promoting economic growth and community development in the region. Specific emphasis was
placed on roadway access, enhancing existing intersections, and utilization of slip-ramps to
improve vehicular circulation and eliminate traffic congestion in the area.
This partnership (and plan) with CMAP, DuPage County, Downers Grove and Lombard had
ancillary benefits in helping to create a corridor “consortium” to assist us in achieving local
policy and infrastructure initiatives for future projects that are coordinated/conducted with the
neighboring communities, the State of Illinois, PACE, and other agencies.

The Village Board authorized staff to proceed with the CMAP LTP Program for the Butterfield
Road/22nd Street Corridor study on April 27, 2021. CMAP representatives will provide a fiveminute presentation regarding the findings of the study.
Recommendation:
Staff requests the Board ask any questions or provide feedback regarding the Plan and its
findings.

Request for Proposal - Investment Services

FROM:

Marilyn Fumero, Finance Director

BUDGET SOURCE/BUDGET IMPACT: Program 211-76950 (Consulting Services)
RECOMMENDED MOTION: I move that the Village Board authorize staff to conduct the
Request for Proposals process for Investment Services
Background/History:
On January 10, 2012, the Village Board authorized staff to solicit proposals for investment
services. Fourteen (14) sealed proposals were received on February 23, 2012. Based on the
review process, the rate of return for Illinois Funds and IMET, and the budgeted amount for
these services at that time, the Board at its meeting of July 24, 2012, agreed with staff's
recommendation to reject all proposals received and to continue to conduct investment services
in-house. Investment services are still conducted in-house by the Finance Director today.
The RFP will be posted on the Village website and sent to financial institutions and brokerage
firms. Staff will request an initial term of five (5) years with the option to renew for two (2)
additional years.
Once proposals are received, this item will be brought back for your consideration.

Sign Variation - 300 22nd Street

FROM:

Rebecca Von Drasek, Development Services Director

BUDGET SOURCE/BUDGET IMPACT: N/A
RECOMMENDED MOTION: I move that the Village Board concur with the recommendation
from the Planning & Zoning Commission approving the requested sign variation to Section 1311-10.C.8 of the Zoning Regulations to permit and allow wall signs to be installed in the center
of the building façade on the South and West elevations of the structure located on the Subject
Property:
The design and placement of the proposed signs shall be in substantial conformance with the
plans as submitted and approved;
Notwithstanding the attached exhibits, the applicant shall meet all Village Ordinance
requirements at the time of building permit application except as specifically varied or waived.
Background/History:
Lions Clubs has submitted a sign variation request for installation of wall signs at 300
22ndStreet. The property is zoned ORA-1, Office Research Assembly District. The exterior
wall signs require relief from Section 13-11-10.C.8 of the Code to be installed in the center of
the building façade on the South and West elevations. All other specific requirements for wall
signs are in compliance with the Sign Code. At the January 3, 2024, meeting of the Planning &
Zoning Commission, all members present voted in favor of the request (one P&Z member was
absent).
Recommendation:
Approve and authorize Ordinance S-1690 for sign variations - 300 22nd Street - Lions Clubs

An Amendment to Title 4, Chapter 1, Section 8A of the Village Code of The
Village of Oak Brook, Illinois Relative to the Number of Authorized Liquor
Licenses.

FROM:

Netasha Scarpiniti, Village Clerk

BUDGET SOURCE/BUDGET IMPACT: N/A
RECOMMENDED MOTION: I Move to Approve the Passage of Ordinance G-1250, “An
Ordinance Amending Title 4, Chapter 1, Section 8A of the Village Code of the Village of Oak
Brook, Illinois by Increasing by One to Forty-Five the Number of Authorized Class A-1 Liquor
Licenses”.
Background/History:
Village Code requires that any changes in the number of liquor licenses being held in the Village
of Oak Brook must be passed by ordinance.
Fig Boz, LLC has entered into a food and beverage management services agreement with the
Village of Oak Brook. They will provide food and beverage services to the Oak Brook Golf Club
Bar, Restaurant, Patio and Beverage Cart, and The Bath & Tennis Club Poolside Café. The
owners, Christopher Figaro and Chris Bozonelos have submitted the required application and

Award of Contract: A Professional Engineering Services Agreement for the
Village Bike Route/Multi-Use Path Master Plan

FROM:

Tim O'Malley, Interim Public Works Director

BUDGET SOURCE/BUDGET IMPACT: The approved FY 2024 Budget amount in 46376200 is $50,000. The recommended award amount is $72,429.40 or $22,429.40 over the
budgeted amount. However, it is noted that the 2024 Street Improvement Project was budgeted
for $291,000 for Design and Construction Engineering in FY 2024, and the anticipated awarded
amount for Design and Construction Engineering will be $169,229.06, which is under budget at
approximately $121,771.
RECOMMENDED MOTION: I move that the Village Board approve Resolution R-2178
awarding a Professional Engineering Services Agreement for the Village’s Bike Route/MultiUse Path Master Plan to Civiltech Engineering, Inc., Itasca, Illinois, in the amount of $72,429.40.
Background/History:
On October 23, 2023, staff requested proposals for Professional Engineering Services to develop
a master plan for the Village’s bike route/multi-use trail system from the list of six consultants
that were pre-qualified in the Civil Engineering category as part of the Village’s August 2022
Request for Qualifications for Professional Consulting Engineering Services.
This master plan is intended to provide Village officials and staff with a robust understanding of
the needs of the current bike/multi-use path facility network and the means to appropriately plan
for the future. The study scope comprises of an Existing Conditions evaluation (Community
Engagement, Existing Pavement Condition Inventory, Establishment of Bike Route/Trail
Engineering Standards, Development of Maintenance Recommendations and Costs, and an
Existing Conditions Technical Report), and a Proposed Conditions evaluation (Recommended
Bike/Multi-Use Path Network, additional Community Engagement, and preparation of a Master
Plan document).
Two proposals were received on or prior to the November 20, 2023, deadline. Four of the six

consultants chose not to submit a proposal. Proposed fees are as follows.

While Civiltech’s proposed fee is slightly greater than Baxter & Woodman’s, it is staff’s
recommendation that the Village select Civiltech, for a number of reasons. While the Village’s
initial Request for Qualifications comprised many of the sub-disciplines under the greater “Civil
Engineering Umbrella”, the list of sub-disciplines did not expressly account for assignments
involving preparation of planning studies such as active transportation master plans. Therefore,
staff believes it is important to evaluate qualifications in addition to proposed fees. The RFP
requested that respondents provide three representative projects. The staff reviewed the three
projects provided by each consultant, and found that Civiltech’s experience is considerably more
current, representative, and applicable to the study that the Village of Oak Brook is seeking.
In September 2023, Civiltech completed the St. Charles Bicycle and Pedestrian Plan, and in
December 2021, completed the Elmhurst Bicycle and Pedestrian Plan. These two projects are
directly applicable to the study that Oak Brook is seeking. These two studies, in addition to
others (e.g., Wilmette) are highlighted in detail on Civiltech’s website. Civiltech’s third
representative project described a mobile GIS application that they developed to collect
pavement condition data, which may be applicable to path pavement analysis.
Baxter & Woodman’s first representative project was an overall transportation plan for Oswego
completed 11 years ago, and there is no mention of bikes or pedestrians in the description. The
second project was a transportation plan update for Plainfield in which Baxter & Woodman was
a subconsultant to a planning firm, and this description also did not mention bikes or
pedestrians. Their third project was also completed as a subconsultant to a planning firm in
which they completed an existing conditions' analysis that did include bicycle and pedestrian
facilities. A search of Baxter & Woodman’s website found minimal information regarding
bicycle and pedestrian planning studies.
The staff also finds that Civiltech’s proposed staffing shows more extensive experience
specifically with bicycle and pedestrian planning, whereas Baxter & Woodman’s staff shows
strength in areas that do not specifically address bicycle and pedestrian facility planning. The
staff also believe that Civiltech’s institutional knowledge and previous successful project
experience within the Village of Oak Brook make them a preferred consultant for this planning
study.
Recommendation:
Staff recommends that the Village Board approve Resolution R-2178 awarding a Professional
Engineering Services Agreement for the Village’s Bike Route/Multi-Use Path Master Plan to
Civiltech Engineering, Inc., Itasca, Illinois, in the amount of $72,429.40.

Purchase of five Starchase vehicle mounted launcher systems

FROM:

Brian Strockis, Chief of Police

BUDGET SOURCE/BUDGET IMPACT: Account 621-90200 / $54,984.75
RECOMMENDED MOTION: I move to approve Resolution R-2182 authorizing the purchase
of five Starchase vehicle mounted launcher systems with installation and subscription fees for a
total not to exceed $54,984.75.
Background/History:
The Police Department researched and obtained a grant from the Attorney General’s Organized
Retail Crime Grant Program. The grant funds obtained totaled $150,000.00 (FY 2024, Grant
24-01700ORC) of which $75,000.00 was specifically allocated for new equipment. These funds
need to be expended by June 30, 2024, to meet grant requirements. The police department
currently has two Starchase vehicle mounted launcher systems and two Starchase handheld
launcher systems. This technology has proven effective in the apprehension of suspects fleeing in
motor vehicles.
Starchase is not only an effective tool in the apprehension of fleeing suspects, but it is also an
excellent pursuit mitigation tool. The police department had nineteen vehicle pursuits in 2022,
thirty in 2023 and three YTD in 2024. When successfully deployed, Starchase technology
allows officers to safely track a vehicle from a distance, reducing the risk of vehicle pursuits and
subsequent potential for injuries and property damage.
Recommendation:
Staff requests approval from the Village Board to purchase five Starchase vehicle mounted
launcher systems with installation and subscription fees for a total not to exceed $54,984.75,
pending final attorney review and Village Manager signature.

RECOMMENDED MOTION: I move to approve Resolution R-2183 authorizing the purchase
of eight License Plate Recognition (LPR) cameras and eight over watch cameras from
Minuteman across three Homeowner Associations (Subdivisions), and further authorizing the
Village Manager to sign the five-year maintenance and database access agreements.
Background/History:
The Village of Oak Brook and most of the west suburban region has experienced an increase in
catalytic converter thefts, vehicle thefts and burglaries. Often, these crimes are committed using
a stolen vehicle or vehicle with a stolen license plate affixed. The Village Board requested the
Police Department explore what measures we can take to ensure the safety and quality of life of
our residents, visitors and businesses.
Our research and experience with this technology indicates that utilizing these assets to assist us
with prevention as well as the apprehension of criminals is an efficient use of resources. Oak
Brook and many of the surrounding communities are now employing the use of high quality
license plate recognition systems either in a mobile platform or fixed site installation. These
systems are tied together with a nationwide database that has been very effective in tracking
wanted vehicles, stolen vehicles and stolen license plates. These systems alert police officers in
real time of wanted vehicles that are in their jurisdictions.

The system we have identified is by Minuteman who has also prepared all the quotes for Oak
Brook Subdivision LPR’s, and is presently the vendor for the majority of our existing LPR’s.
Minuteman Security Technologies is an enterprise security system technologies developer and
service company located in Tinley Park, Illinois. Minuteman has over 30 years in business with
190 employees and over 50 million in annual revenue.
License plate reads through this system are integrated through Minuteman’s Unity software

Award of Bid - Purchase of Two Grinders

FROM:

Sean Creed, Golf Course Grounds Superintendent

BUDGET SOURCE/BUDGET IMPACT: Program #834 ($95,000 budgeted)
RECOMMENDED MOTION: I move that the Village Board approve R-2177 to purchase a
Reel Grinder and Bedknife grinder from Reinders Inc and to issue a Purchase Order to Reinders
Inc. for $92,289.
Background/History:
The current two grinders are partner machines in that one grinds the reel portion and the other
grinds the bed knife portion of the cutting unit. These machines are coming up on 26 years old
and finding parts for this equipment has become very difficult, especially when the company was
sold to another approximately 10 years ago. Their usage is critical in the months of December
through March, nearly every day. They are again used in June and July to maintain the quality of
cut we desire.
Recommendation:
Staff recommends that the Village Board approve Resolution R-2177, and issue a Purchase
Order to Reinders Turf Equipment in the amount of $92,289 ($95,000 budgeted) which includes
the trade in value of $300.00 dollars.

RECOMMENDED MOTION: I move that the Village Board approve Resolution R-2180,

Brook Event Management Services dated April 27, 2023, In the new amount of $21,950.00 for
the Taste of Oak Brook Event Management Services.
Background/History:
The Village of Oak Brook has collaborated with Duff Entertainment for the past two years to run

Award of Purchase – Bobcat/Toolcat UW56 Utility Work Machine Item #
040319-CEC (M1225)

FROM:

Tim O'Malley, Interim Public Works Director

BUDGET SOURCE/BUDGET IMPACT: $112,000 is available in the FY2024 Budget, 34290200
RECOMMENDED MOTION: I move that the Village Board approve Resolution R- 2024PW-PO-EQ-R-2181 waiving further bidding, since Sourcewell has already conducted the bid
process, and authorize staff to issue a purchase order to Atlas Bobcat, Elk Grove Village, IL, for
one Bobcat/Toolcat UW56 Utility Work Machine Item # 040319-CEC (M1225) in the amount of
$111,619.71.
Background/History:
In the 2024 budget, we requested $112,000 for the purchase of a Toolcat UW56 Utility Work
Machine. The toolcat is a multi-function piece of equipment that can utilize many attachments to
accomplish different tasks. The Toolcat will assist staff with providing a higher level of service
for maintenance of the Village’s multi-use path system. The Toolcat will reduce the need for
some rental equipment as well as faster cleanup of tree stumps. The Toolcat will also be utilized
for tree removals, snow removal, special event setup, emergency clean-up, and general grounds
clean-up.
The Bobcat Toolcat is slated to replace two (2) units. Unit #514 is a 2018 John Deere HPX815E.
This unit is seven (7) years old and has reached it useful life. It has limited capabilities to work
on the multi-use path system. Unit 508 is a 2006 Elgin Pelican sweeper. This unit is only used
in cases of emergencies, as we are currently contracting out our street sweeping services with
LRS Waste Management Services. This unit has also exceeded its useful life. Staff will request
that the Board declare Units 514 and 508 surplus at a later meeting, after receipt of the
Bobcat/Toolcat Utility Work Machine.

GolfNow POS Software for the Oak Brook Golf Club

FROM:

Art Segura, Sports Core Director

BUDGET SOURCE/BUDGET IMPACT: N/A
RECOMMENDED MOTION: I move that the Village Board approve Resolution R-2184,
approving the renewal of an agreement between the Oak Brook Golf Club and GolfNow
Background/History:
The Oak Brook Golf Club entered into an agreement with GolfNow in 2016 to adopt their tee
sheet management software, prompted by the discontinuation of the Golf Club's then current
software, Ezlinks. Additionally, the club utilizes Jonas software for point-of-sale transactions,
including green fees, pro shop merchandise, and membership management.
The 2016 agreement with GolfNow provided Oak Brook Golf Club access to various software
components, including the GolfNow Online Booking Engine, GolfNow Mail, Facebook Booking
Engine, GolfNow Marketing, and GolfNow Reservations. In return, GolfNow received two
foursomes per day with carts, scheduled during non-peak times.
Furthermore, Oak Brook Golf Club utilizes Jonas Purchase of Sales Software for all payment
transactions, incurring a cost of $13,557.00 for this software. However, Jonas does not offer any
Tee Sheet management software, which is why we use GolfNow to manage that component,
Staff proposes discontinuing the use of Jonas as the Purchase of Sales Software and exclusively
adopting GolfNow to oversee all aspects of the Golf Club's Purchase of Sales as well as tee sheet
management. GolfNow's Purchase of Sale Software surpasses Jonas in performance, and
consolidating all functions onto a single system would enhance operational efficiency for the
staff. This transition not only streamlines processes but also results in a cost saving of
$13,557.00, with a reduction in credit card processing fees from 3.1% to 2.6%. GolfNow will
also provide the computers and hardware systems to include scanners for the Golf Pro Shop.
Furthermore, through firm negotiations, GolfNow will provide the added benefit of assigning a

dedicated marketing team to support the promotion of Oak Brook Golf Club at no additional
cost. Importantly, there will be no associated price increase for migrating to GolfNow, and the
existing trade agreement will remain unchanged.
Recommendation:
Staff Recommends that the Village Board approve Resolution R-2184 approving the renewal of
an agreement between the Oak Brook Golf Club and GolfNow POS Software System subject to
final attorney review and approval.
