SAFTEY ANALYSIS
The Town of Beacon Falls implemented a bi-directional ATESD Speed Camera site at
201 S Main St. The system became operational on December 25th, 2025, with live
citations e ective on January 24th, 2026.
The goal of this analysis is to identify the impacts of the program, notably the reduction
in dangerous vehicle speeds which contribute to crash activity and injuries.
Key Findings:
Compliance improved from less than 10% to over 75%
85th percentile speeds reduced nearly 20% from 53 mph to 43 mph
Reckless speeding events were reduced by over 97% (20+ mph over limit)

PROPOSED SITE EXPANSION – SPEED STUDY
STUDY GOAL
The Town of Beacon Falls identified two sites where speeding poses a significant risk to
public safety. These locations were identified based on citizen feedback, crash data,
and enforcement data. The goal of this study is to support the Town in making an
informed decision regarding appropriate countermeasures that improve safety.

EMERGENCY CALLS & ALARMS :
5-1 Called out to a sewer back-up on Division St, sewage was coming up out of manhole #926. American Rooter responded to
our call and cleared the line, repairs are needed and have been scheduled.

Our Tsurumi grinder pump for Pines bridge pump station has been rebuilt, currently all of the stations have a new or

Sewer repair : 10 Beacon St. had a root ball in their lateral, the repair was done on 5/30 by Green Construction Management
CCTV Sewer inspection: Main street has been completed , work had to be preformed during our low flow period over night
for two consecutive evenings. SLR should have the report soon with their findings.
Maintenance:
5-27 All three of our blowers annual service and inspections were preformed, the report was good . We will be keeping a
close eye on # 1 blower motor, the bearing is showing sings of wear.
Ongoing :
5-28 Asset tags have been put on most of our assets at this time ,this project is ongoing.
Landscaping ,mowing, weed whacking ,shrub and tree trimming are in full swing along with along keeping the plant running
as well as it possibly can.

Monthly Report
Bulky Waste Event 6/27/26- 1 metal, I mattress, 1 electronics container, 8 bulky
waste dumpsters. Hauled leaves and brush from garage to Breault debris site.
Natures Harvest was hired to haul away loads of brush and logs from the site for
cleanup.

Roadside mowing with brush tractor for sight lines. Mowed and weed wacked
around guard rails Beacon Valley, Andrasko, Blackberry, Skokorat, Rice La,
Main St., Burton, Cook, Lancaster, Rimmon, Lopus, and Old Pines Bridge.
Patch potholes on streets -Main St., Lopus, Pent, Old Pines Bridge, Rimmon Hill,
Pent, and West Rd. Began removing broken curbing and installing new curbing
on roads, backfill, topsoil and seed.
Shaw Vac LLC began cleaning CBs throughout town. 408 total on the list.
Tri State sweeping
was hired to sweep the Main St area for the parade.
Sealing
Crack
Northeast
was hired to crack seal town roads.
Replace CB on Wolfe Ave which the sidewall fell in creating sink hole. Replaced

with a new precast structure.
Mowed and maintained Town Properties. Cleanup the center median on Main St.
and clean commuter parking lot up. Patch potholes at the firehouse and prepare
for carnival.
C.Y.B.D. mark outs. Video inspection of North and South Main storm sewer.
Clear drainage structure on Blackberry hill
Worked with Town Engineers on closing out road projects- Church and West Rd.
Ordered fuel and prepared fuel reports.
Cut and clean up a tree that fell on Pent Rd.

Met with Aquarion Water to go over sewer locations on Main St for the water
main replacement project.

JMB spoke about the update on the Rimmon School House with Phase One of the rehabilitation of the
exterior structure including the outside and the roof, to stabilize and keep the building safe. Phase Two will
be the interior. Phase One has moved through the Selectman’s office, Board of Finance, with additional
funds from Parks and Rec. DiGiorgi will be doing the rehabilitation of the schoolhouse. At present there is a
goal for the schoolhouse dedication at 12 p.m. July 11th as part of Family Day and the America 250
Celebration. EK asked about investigation of materials and if there would be a flagpole. JMB mentioned
that it is something to discuss and to be explored prior to final purchase with future goals including a
flagpole with a solar light, and the schoolhouse being surrounded by the town bricks and landscaping.

• New flags on Main Street, prior to Memorial Day for the July 11th
America 250 Celebration.
• JB asked for updates on Train Station-MK as far as he knows Spring.
• MK informed the Board that Aquarion putting in new water lines in the

SUBJECT: ATESD Speed Enforcement Program: S. Main St. Results & Proposed Expansion
1. Purpose
This memorandum reviews the performance of our Automated Traffic Enforcement Safety Device (ATESD)
pilot program at 201 S. Main Street and proposes expanding the system to two additional trouble areas: Beacon
Valley Road and Munson Road. Recent speed studies show that both locations experience chronic, high-risk
speeding that requires structured enforcement to ensure public safety.
2. Pilot Program Performance (201 S. Main St.)
The bi-directional speed camera at 201 S. Main Street became operational with a warning period on December
25, 2025, and began issuing live citations on January 24, 2026. A review of the traffic data from November
2025 (pre-program) to April 2026 demonstrates that the system has successfully changed driver behavior:
• Increased Compliance: Drivers obeying the 40 Mph speed limit rose from under 10.0% to over 75.0%.
• Reduced Average Speeds: The 85th percentile speed decreased by nearly 20%, dropping from 53 Mph
down to 43 Mph.
• Eradication of Reckless Speeding: Drivers traveling at extreme speeds (21 Mph or more over the
limit) fell by over 97%. Northbound extreme violations dropped from 2,500 to 33 per month, while
Southbound violations dropped from 4,380 to 94.
3. Traffic Data Analysis for Proposed Expansion Sites
To address ongoing safety complaints from residents, a three-day speed study was conducted from March 23 to
March 25, 2026. The data confirms that standard enforcement and passive signs are not effectively controlling
speeds in these zones:
A. Beacon Valley Road Corridor (25 Mph Speed Limit)
Traffic was monitored on both sides of Beacon Hill Common, revealing widespread non-compliance:
• Westbound (East of Beacon Hill Common): Out of 50,780 monthly vehicles, 97.2% exceed the speed
limit. The 85th percentile speed is 42 Mph, with over 3,400 vehicles per month traveling at a dangerous
46+ Mph.
• Eastbound (West of Beacon Hill Common): Out of 60,590 monthly vehicles, 97.4% exceed the speed
limit. The 85th percentile speed is 43 Mph. More than 68% of all traffic travels at 36 Mph or faster, and
over 5,600 vehicles exceed 46+ Mph in this residential area
.
B. Munson Road Corridor (30 Mph Speed Limit)
Traffic was monitored south of Pamanata Meadows, showing significant speeding issues, particularly heading
southbound downhill:
• Northbound: Records 37,570 vehicles monthly with an 85th percentile speed of 43 Mph. Over 90% of
drivers exceed the 30 Mph limit , resulting in 11,010 monthly citable events.

Southbound: Out of 40,180 monthly vehicles, the 85th percentile speed reaches 46 Mph. Over half of
all traffic (53.0%) travels at 41 Mph or faster, creating 21,280 citable violations per month.
Additionally, nearly 1,700 drivers a month exceed 51+ Mph.

4. Recommendation and Next Steps
The data indicates that the current speed limits on Beacon Valley Road and Munson Road are systematically
ignored, creating an unacceptable safety risk for local neighborhoods.
Based on the proven success of our pilot location, I recommend that the Board of Selectmen approve expanding
the ATESD program to include the following four enforcement sites:
1. Beacon Valley Road (Westbound, east of Beacon Hill Common)
2. Beacon Valley Road (Eastbound, west of Beacon Hill Common)
3. Munson Road (Northbound, south of Pamanata Meadows)
4. Munson Road (Southbound, south of Pamanata Meadows)
Following the blueprint established on S. Main Street, we will implement a mandatory 30-day public notice and
warning period before issuing live citations. This ensures transparency with the community while effectively
improving the safety of our roadways.

My name is Cara Fortier, and I wanted to take a moment to recognize and thank Victor Santos of the Parks and
Recreation Board for the outstanding support he provided to the Woodland Valley Softball Recreation teams this season.
At the beginning of the season, we faced some challenges regarding field access and scheduling due to the significant
amount of time being allocated to a travel team (unknown to him at the time). I know I was persistent in voicing our
concerns, and Victor stepped up to help address those issues. His willingness to listen, and find solutions made a
tremendous difference for our league.
On behalf of the entire Woodland Valley Softball board, I want to express our sincere appreciation for his efforts. The
girls had a wonderful season, and we truly could not have done it without his support and dedication.
I would also like to thank the Parks and Recreation staff who worked diligently to prepare the fields and facilities before
each game. Their hard work provided a positive experience for the players and it did not go unnoticed.
Together their dedication, and willingness to work with us under significant pressure helped make this season a success.

From ref calls: Family-owned
company. They do good work.
Their quality is high. They do not
nickel and dime. There has been
several change orders but they
were all a result of in-the-field
design changes. Mark and his son
are great family guys. Very
accommodating. They run a tight
ship with their workers. Compared
to other site contractors, they are
pretty fair to work with on change
orders. There are no extras and if
there are, they point them out.
They are clean.
