The Regular Meeting of the Public Safety Commission of the City of Artesia was called
to order on April 25, 2024 at 6:04 p.m. at the City of Artesia Council Chambers by
Chairperson De Mederios.

Presentation by the Los Angeles County Sheriff’s Department Regarding
Public Safety Activities and Incidents throughout the City of Artesia
BACKGROUND
The City of Artesia contracts with the Los Angeles County Sheriff’s Department for public
safety services. Sergeant Ramos, of the City’s Special Assignment Team, will provide a
presentation regarding Public Safety activities and incidents in the City.
RECOMMENDATION
Staff recommends that the Public Safety Commission receive and file the report by the
Los Angeles County Sheriff’s Department (LASD) on crime statistics and other related
information within the City.

Update on Climate Adaptation Planning Grant and the Artesia Climate
Ready Program
BACKGROUND
On January 11, 2024, Staff brought an item before the Public Safety Commission to
discuss the City's application to the Sustainable Transportation – Climate Adaptation
Planning Grant.
On July 9, 2024, the City was notified that it had been awarded a grant of $342,036 for
the Artesia Climate Ready project. This project focuses on developing a comprehensive
Climate Action and Adaptation Plan (CAAP) to assess and adapt to the impacts of climate
change, particularly in enhancing the resilience of the City's transportation system against
extreme weather events like heatwaves, wildfires, and flooding.
ANALYSIS
In October, the City will solicit proposals for a consultant to develop the CAAP. The project
is anticipated to begin in November 2024 and is expected to be completed by June 2027.
During the project's Community Engagement and Drafting phases, Staff will actively seek
the Public Safety Commission's input, particularly in critical areas like evacuation
planning. The Commission's insights will ensure that the CAAP effectively addresses the
City's safety needs.
RECOMMENDATION
Staff recommends that the Public Safety Commission receive and file an update on the
City's grant application to the Climate Adaptation Planning Program from the California
Department of Transportation.

Receive and File an Update on Automated License Plate Readers
BACKGROUND
In April 2024, the Public Safety Commission discussed the potential implementation of
Automated License Plate Recognition (ALPR) cameras throughout the City. This
discussion followed an increasing concern over vehicle-related crimes in Los Angeles
County, highlighting the need for enhanced surveillance solutions to support public safety
efforts.
On May 13, 2024, the City Council approved a contract with Vigilant Solutions to deploy
ALPR cameras at critical intersections and thoroughfares within Artesia. These cameras
are intended to strengthen the City’s crime prevention and investigation capabilities by
capturing detailed vehicle data, including license plates, vehicle make, model, color, and
speed.
ANALYSIS
The project has encountered manufacturing and shipping delays, which have impacted
the installation timeline. However, progress has been made. Seven (7) of the eleven (11)
planned cameras have already been installed and are currently operational. The
remaining four cameras are expected to be installed by the beginning of September 2024.
Staff will continue to monitor the project's progress and effectiveness, providing updates
to the Public Safety Commission in future meetings.
RECOMMENDATION
Staff recommends that the Public Safety Commission receive and file this update on the
implementation of Artesia’s Automated License Plate Readers
