Down Loaded Content's second sitdown with Marsha Gosier leans hard into comic-book and comic-villain metaphors — The Dark Knight's surveillance sonar, Cap's Project Insight — to make a point that doesn't actually need superhero help: once a city wires itself with automated license plate readers, the infrastructure for constant tracking is just there, waiting for whoever holds the login. Hollywood dystopias make for good hooks, but the real story is duller and more urgent — city councils quietly approving camera contracts with little public debate, then acting surprised when residents ask hard questions later.

The part of this conversation worth paying attention to isn't the Marvel analogy, it's the on-the-ground reporting: the creators say they showed up to a Warner Robins City Council meeting to push back on "Operation Rolling" and got a firsthand look at how local government handles pushback on Flock deployments. That's the work.
