That's not victory, that's rebranding.
This is the pattern every community needs to understand before celebrating a single ordinance repeal. The demand for a searchable, cataloged record of every car, bumper sticker, and driving pattern in your town doesn't evaporate because one company's name got run out of the building. Law enforcement contracts, grant money, and "public safety" marketing keep flowing to whoever offers the next version of the same dragnet. If your city council thinks it solved the problem by swapping vendors, it didn't.
