M/S/P Tyler/Woods Approve Minutes from September Meeting
#5. Letter from JT Custom Cycles Re: Noise Ordinance
Jamie Dontje-JTs Custom Cycles has inquired about the noise ordinance.
He is interested in purchasing a Motorcycle Dyno machine for his business. These machines can be loud and he does not want to invest in this very expensive piece of equipment without the Boards input regarding the noise.
The current noise ordinance allows up to 80 decibels in a C-1 zoning for both daytime and night time. That is a measurement at the lot line.
The Dyno machine can be from 70-80 decibels during idle and could be up to 90-100 when they rev it up. Taking into consideration that the machine is in the building which helps take that decibels number down (with exhaust venting out the back not towards the neighbors)
Jamie states that it will be about 2 bikes a day during bike season and maybe one a week in the winter. He is only open during the day so it will not be after hours.
He is hoping that with the machine being inside and venting out the back, that the noise level will be within the 80 decibels but there may be a time it is over.
There have been no complaints of any kind regarding JTs Custom Cycles.
The Board discussed that it is possible the decibels may go over what is allowed but it may not be any louder than a motorcycle driving by. Trustees Brownson, Tyler and Dawes stated they want to work with the businesses in the Village. There is no way of knowing if their will be complaints but if there are they could either ask them to do some soundproofing or limit the dyno hours to specific days of the week or times. Trustee Bunnell stated that noise should not go over the allowed decibels stated in the ordinance. The entire Board agreed that they would work with the business should issues come up.
#6. Amend Ordinance 10-5-8 (d)(1) to change the word or to and/or by the request of Judge Bunnell.
Judge Bunnell explained that the current ordinance allows for a landlord OR tenant to be cited for unsightly property. He suggests the wording be changed to and/or. That would give a little more leeway in getting the properties cleaned up. If the tenant does not do it then the landlord can be held accountable. Chief Knapp agreed with Judge Bunnell.
M/S/P Brownson/Bunnell Approve to Amend Ordinance 10-5-8 (d)(1) to change the word or to and/or by the request of Judge Bunnell effective Nov. 1, 2026
#7. Board to Discuss Automatic License Plate Readers, per request of Trustee Bunnell
At the September meeting Trustee Bunnell requested the Board consider making an ordinance regarding automatic license plate readers. He feels that the board should be the ones to decide if the Village ever uses them.
Several of the Board members requested to table the conversation so Chief Knapp could be present.
Chief Knapp stated she had talked to Sheriff Kriewaldt about the automatic license plate readers and they both agree that they are useful tools but at this time they have no plans to install them. The Village could ban them but the Sheriffs Office could still put them up on the county roads or state highways within the village, or even on village streets with a warrant.
Trustee Bunnell wants a policy in place to make sure any village Chief of Police could not install them without Board approval. Chief Knapp stated she has no intension of installing them and feels it can de discussed if it ever is considered.
The Board asked the Clerk to put a policy on the Nov. agenda.
#8. Street/Utilities Reports- Director of Public Works Dan Nabbefeld & Jesse Haas
DPW Nabbefeld reported that he is still working with FEMA and the DNR on the Elm St. exposed sewer pipe. They are requesting an engineer to inspect it and give their thoughts on a permanate fix.
The DPW will also be getting quotes from an engineer about doing a facilities plan for the plant. With upcoming DNR requirements a facilities plan will be required. There are new permit requirements regarding phosphorus. The DNR is requiring annual reports for now but by 2031 the utilities need to have their phosphorus numbers corrected and the current condition of the plant cant do that. They will have to have a plan by 2028 and the DNR required set up by 2031.
Jesse Hass explained what the phosphorus number are and how the new requirements affect Shiocton Utilities. The DPW may be able to use a room at the plant for their phosphorus tank rather than build a new shed.
The other changes from the DNR are regarding PFAS. The utilities will need to do a minimization plan. Jesse Hass explained that PFAS comes from things like the non-stick coating on pots and pans, cleaning chemicals, etc. If PFAS numbers are too high for long periods of time could cause cancer. The plan would start with taking samples for testing. Testing costs $500-$1,000 per sample and can get very expensive. The DPW will select a few locations in the village where they suspect it may be coming from and have those sampled first. The initial testing will be paid for by the utilities but if PFAS is found at a specific location the property owner will be responsible to pay to have samples tested until the levels are in the desired range. If they cant get the levels where they need to be they may be required to install a holding tank and dispose of their own waste water.
The utilities do sludge testing annually. They are still working on the land application issues. They will do their own testing at the location they had been using to see if it worth paying to hire someone to test. They are hoping the DNR will overturn their decision to not allow land application at the previous location.
The DPW has asked to change their office hours to 7am-3pm. The Village offers then a lunch hour but they dont take it. They prefer to keep working and skip their lunch. As long as they understand that they are allowed a lunch and they chose not to take it the Board has no issues with then changing their hours. The plant phone will take calls after 3pm no matter what.
#9. Shiocton Police Department September Activity Report
Trustee Tyler asked about e-bikes/scooters. Chief Knapp stated she is aware of the few in the Village
and has reminded them of the dangers. There are several kinds with different laws for each

#10. Range update
Chief Knapp reported that the pistol range road is done. The gates have been replaced.
#11. Committee Reports
Tammy Free reported that the Library Director has resigned. They are currently seeking her replacement.
Trustee Dawes attended the drainage meeting. The drainage committee has approval to clean the ditches along the trail.
#12. Approve/Deny Operator License
M/S/P to Approve the Operator License for Ginger Casper.
#13. Clerk-Update on FEMA funding for Village expenses, budget meetings, update on traffic
study on HWY 54 by Dollar General.
Clerk Sweeney reported that there are 11 projects being submitted to FEMA for flood damages. Three are approved and have been awarded and the funds will be coming by November. Five projects are submitted and awaiting approval and the other three will be completed and submitted soon.
The pre-budget meeting will be October 26th at 5pm and the final Budget hearing November 9th at 5pm.
The DOT stated they have completed the traffic study regarding the Village Boards request to lower the speed limit on HWY 54 with the new Dollar General being completed. The DOT found that a majority of drivers are not going over the current limit of 55mph and sees no reason to lower the speed at that location.
The Board was disappointed due to the fact that a speed limit of 55 was ok prior to the DG but now it may be too fast for the extra traffic in that stretch.
So far there have been 4 properties that have been required to be in compliance with the flood rules due to the 50% rule.
Clerk Sweeney reported that the Shiocton Summer Sports has recently requested an application for a Class B liquor license. One person from SSS stated they want to serve Carbless and bloody marys. Clerk Sweeney explained that there are no Class B licenses available and that the Board may only approve a temporary picnic license for SSS. That license only allows beer and wine. They will not be allowed to serve anything more than that.

:0 JTs Custom Cycles has inquired about the noise ordinance.
2
90 2
`^0 He is interested in purchasing a Motorcycle Dyno machine for his business. These machines can

2
'0 g2
;`=0 Jamie states that it will be about 2 bikes a day during bike

t2
N`F0 winter. He is only open during the day so it will not be after hours.
2
N0 2
b`_0 He is hoping that with the machine being inside and venting out the back, that the noise level

2
u0 v2
`G0 There have been no complaints of any kind regarding JTs Custom Cycles.
