INFORMATION AND DISCUSSION
A. Rezoning Request for 435 Southwest Road- Community Development Director Joe Carroll
explained that the property at 435 Southwest Road currently contains a single-family residential
structure. The property is a 0.60-acre (26,161 square foot) parcel with 121 feet offrontage on
Southwest Road. The property is zoned R-2 One & Two-Family Residential, which allows singlefamily or duplex structures, but does not allow more than one principal structure on a lot. The lot
is large enough for a duplex and has enough land area and frontage to be split into two lots (60 feet
and 6,000 sq. ft.). However, the location of the existing structure on the lot doesn't allow enough
lot width for a new lot that would still meet the required setbacks from the existing structure. The
applicant has submitted a request to rezone the property to R-3 Multi-Family Residential, which
allows more than one principal structure on a lot. The applicant would like to construct an
additional single-family structure on the property just east of the existing structure. The property is
designated as Medium-Density Residential in the Comprehensive Plan. That designation allows 4
to 14 units per acre and includes R-l, R-2, R-3, and PUD as recommended zoning districts. The
Page 1 of 2
proposed two structures on the lot would have a density of 3.3 units per acre, which is well below
the maximum density suggested by the Comprehensive Plan. The R-3 district is also appropriate
for properties with that designation. In the opinion of Staff, the R-3 district is appropriate for this
property based on the medium-density designation in the Comprehensive Plan, the current uses of
the nearby properties, and the R-3 classification of the nearby properties. The Plan Commission
voted 3-1 to recommend approval of the rezoning request. It was noted that one community
member came to the Plan Commission and voiced his concerns about parking. Staff recommends
approval of the request to rezone the property at 435 Southwest Road to R-3 M.ulti -Family
Residential. There will be a public hearing. Director Carroll answered questions.
B. Emergency Communications Services - Interim Transition with Grant County- City Manager Caz
Muske gave an update regarding the interim transition of emergency communications services
between the City of Platteville and Grant County. Police Chief Josh Grabandt explained that an
upcoming Police Department staffing change prompted an accelerated operational transition to
maintain reliable, uninterrupted emergency communications services. Effective October 12, 2026,
Grant County assumed responsibility for Platteville's 911 call handling and emergency services
paging, 24 hours a day, seven days a week. Grant County will assume designated weekend
dispatch responsibilities while Platteville Police Department personnel continue providing
weekday coverage. The final implementation schedule is being coordinated between the City and
County. A draft interim Memorandum of Understanding (MOU) outlining operational
responsibilities between the City and Grant County is attached for informational purposes. The
agreement remains under review, and no Council action is requested at this time. The interim
arrangement does not constitute permanent consolidation. Discussions regarding a long-term
emergency communications framework remain ongoing. The City prepared a press release dated
October 9, 2026, outlining the operational transition. Public messaging emphasizes that residents
should continue calling 911 for emergencies and that the Police Department's non-emergency
number, 608-348-2313, remains operational. During a September 30, 2026 meeting, the
Wisconsin Department of Revenue (DOR) identified two mutually exclusive levy-limit
approaches for consolidation. Municipal Levy Transfer, which would reduce the City's levy
capacity based on its existing dispatch expenditures, with a corresponding adjustment for Grant
County. Countywide Consolidation Adjustment, which would preserve the City's levy capacity
while allowing Grant County to establish additional levy authority based on the cost of providing
countywide dispatch services, as determined by DOR. DOR did not recommend either approach
but acknowledged greater County flexibility under the countywide consolidation option. The
adjustment is generally a one-time levy-limit adjustment, with future capacity determined through
subsequent annual levy-limit calculations. Additional levy authority does not automatically
increase property taxes. For the long-term funding framework, staff strongly recommends that
Grant County pursue the countywide consolidation adjustment to preserve the City's levy capacity
while providing the County greater flexibility in funding countywide emergency communications
services. Final funding arrangements remain subject to coordination with Grant County and DOR.
City Manager Muske and Police Chief Grabandt answered questions.
