1.

Call to Order and Roll Call: Mayor Pohlman called the meeting to order at 6:15 PM. On
the call of the roll, the following were present: Jeff Tauscheck, Dave Herrmann, Angie
Matzdorf, Dana Haucke, Mike Penkwitz, and John Binder. Also present: Fire Chief Jim
Klug, Director of Public Works Cathy Austin, Electric Operation Manager Ryan
Roehrborn, Finance Director Chris Russo and City Clerk/Deputy Treasurer Anna Voigt.

Approve the Minutes from August 11, 2026: Motion was made by Binder/Penkwitz to
approve the minutes from August 11. A unanimous aye vote was cast. Motion carried.

Presentation and Discussion from WPPI regarding Contract Extension: Mike Peters
from WPPI gave a presentation about WPPI regarding a request extension of the City’s
contract with WPPI. Binder asked questions about coal and natural gas. Binder also asked
if the data centers have had an impact.

Discussion on Garbage and Recycling Bids: Director Austin explained that in 2016 the
City signed a 10-year contract with Advanced Disposal, which is now Waste Management,
for the collection of garbage and recycling with the City of Plymouth. The City received
three proposals: Waste Management, Harter’s Lakeside Disposal and GFL Environmental.
The two main questions for the committee are if they would like to continue weekly
recycling or change to every other week for a price decrease and if the committee would
like to have a 5% CPI annual increase or applicable CPI. The committee agreed they liked
the idea of weekly recycling pick up and the 5% CPI locked in annual increase.

aye vote was cast. Motion carried.

Plymouth Police Department—Use of Flock Group, Inc. ALPR

In light of recent discussions among law enforcement agencies across the state regarding Flock Group,
Inc., the Plymouth Police Department is proactively bringing its contract before the Common Council to
provide information, answer questions, and receive feedback.

In 2024, the Plymouth Police Department (PPD) proposed adding Flock Group, Inc. Automatic License
Plate Recognition (ALPR) cameras to our capital improvement budget for fiscal year 2025. Quotes were
obtained for the system which included installation, software licensing and four (4) ALPR cameras. With
the approval of the Capital Budget for 2025, the PD entered a contract with Flock Group in February
2025 with installation to begin in the spring. Installation of our four cameras and the operating system
was completed in July 2025; this becomes our annual renewal month under the contract.

Beginning with the installation process, PPD viewed the primary use of ALPR technology as an
investigatory tool. We directed the cameras to be placed on the side of the roadway where traffic is
leaving the City of Plymouth, not driving into the community. It was our position that we have an
incident first, before conducting searches of vehicles or license plates. When a victim or witness
provides a partial vehicle description or license plate, a search of the Flock ALPR system, within a
reasonable timeframe of the offense, can generate an exact image of the offending vehicle with
accurate license plate information allowing us to focus on a suspect. This data increases accuracy and
shortens the time it takes an officer to locate and identify suspects. The information can greatly
improve efficiency and our ability to solve criminal offenses.

We have implemented safeguards within our policy and procedure to ensure that Flock data is not
misused. The City of Plymouth does not have reason to believe that data collected in Plymouth has
been misused. These new restrictions and the ongoing evaluation of the city’s contract with Flock are in

response to issues and questions that have arisen in other communities, not to a specific incident in
Plymouth. Our policy requires Flock data to be used for law enforcement purposes only. It requires
system audits to be conducted on a regular basis.
We have continuously updated the parameters of our system to reflect best practices, including:

Officers are required to enter a case report number when conducting searches in Flock.
We audit all searches performed by our personnel each week.
We are no longer sharing data with out-of-state or Federal agencies.
We do not share data with non-law enforcement partners, except Flock Group, Inc.
Our agency stopped accessing out-of-state networks.
We are not using live streams or recorded video from Flock ALPR cameras.
We do not use Flock data for traffic volume or speed analysis.
We have requested Flock reduce our retention from 30 days to 7 days.

Some examples of cases PPD used Flock ALPR data to help solve include:

2024 Fraud and Theft. Bank employee stole money from the account of a bank customer. After a
lengthy investigation warrants were obtained in 2025 for multiple counts of felony theft. Suspect
refused to turn himself in and was hiding in the City of Sheboygan. Flock data was used to locate him
while driving and he was taken into custody.
2025 Multiple Vehicle Entries. Offenders from Milwaukee area entered numerous vehicles in Plymouth
overnight and stole property including a firearm. The same offenders were linked to similar crimes in
multiple Wisconsin communities. Flock data linked the offenders to the various jurisdictions and crimes
and allowed us to share suspect vehicle information with multiple law enforcement agencies which led
to the arrest of three suspects. One stolen firearm was recovered.
2025 Welfare check on missing female. Female located safe outside our jurisdiction.
2026 Sex Offender failing to register his actual address in violation of Wisconsin Sex Offender Registry.
2026 Hit-and-Run to a building. Officer used Flock to locate offending vehicle.
2026 Motor Vehicle Theft. Officer determined vehicle was repossessed and towed.
2026 Hit-and-Run to City property. Flock provided the license plate and driver was located.
2026 Hit-and-Run at Sheboygan County Fair. Witness could only provide vague description of offending
vehicle. License plate provided did not return. Flock provided image of vehicle with accurate license
plate information leaving the City within 15 minutes of the collision.

Staff Recommendation: The Council receive information from staff and provide direction regarding the
City’s contract with Flock Group, Inc.

likely in the March 2027 timeframe.
Consider changes to the City’s use of Flock technology prior to the expiration of the current

A combination of the above or other direction as determined by the Common Council.

The Term for Flock Hardware shall commence upon first installation and validation, except that the Term for any Flock Hardware that requires selfinstallation shall commence upon execution of the Agreement. In the event a Customer purchases more than one type of Flock Hardware, the earliest Term
