reconsidered pursuant to the City of Monona ordinances. It is possible that members of and a
possible quorum of members of other governmental bodies of the municipality may be in
attendance at the above-stated meeting to gather information about or speak on a subject over
which they have decision-making responsibility. No action will be taken by any governmental
body at the above-stated meeting other than the governmental body specifically referred to above
in this notice.
PUBLIC SAFETY COMMITTEE AUTHORITY
Monona Ord §18-7(C). Functions and powers:
1. The Committee shall be advisory to the Common Council.
2. The Committee shall review and recommend ordinances affecting public safety to the
Common Council.
3. The Committee shall review and recommend ordinances and policies relating to the
organization and operation of the Police and Fire Departments and the emergency
medical service units.
4. The Committee shall not possess the functions or the powers prescribed for a police and
fire commission in §§ 62.13(3), (4)(a), (5) and (7), Wis. Stats., including but not limited
to hiring, firing, disciplining or promotion of personnel; nor shall the Committee conduct
any hearing or other quasi-judicial proceeding. None of the functions and powers in this
subsection shall be construed to include the functions and powers of the Police and Fire
Commission.
5. The Committee shall hear appeals pursuant to the City's Fire Prevention Code. The
Committee may adopt written notes outlining the procedure for processing such appeals.
6. The Committee shall establish and modify all fees and charges of the emergency medical
services other than the base transport fee at a minimum of once annually. Said fees shall
approximate the cost incurred by the City to obtain, administer and provide such goods
and services.

A. Discussion/Presentation of the Annual Report for Fire/EMS (Chief McMullen)

Chief McMullen presented annual report submitted to public. Spoke on volume of calls recently by
Fire/EMS. Chief answered questions by members regarding mutual aid calls. Goal is to be under
10% mutual aid response into Monona. Current numbers are due to increase call volume. Madison
PD, Fitchrona EMS, McFarland, DeerGrove, Maple Bluff respond into Monona. Monona EMS also
responds into Madison as well for mutual aid. Chief mentioned that Monona doesn’t have the
staffing to adequately staff a second ambulance.
A good volume of calls on EMS side are fall related calls. Senior Center and Fire/EMS does do a
good number of fall prevention presentation and programming/ individual checks. For Fire, car
crashes on Beltline and false fire alarms.
Question related to overdose, or drug related calls. Chief noted decrease in those calls from 2025.
Seeing that trend countywide.

B. Discussion/Presentation of the Annual Report for Police/Dispatch (Chief Chaney)

Chief Chaney presented annual report. Numbers related to data showing increase but can be
attributed to serial calls/circumstances. Example – Serial Burglar Investigation and Arrest leading to
arrest and guilty verdict. Questions and discussion on impact on morale related to outcome of arrests
and decision. Focus is emphasis on continuing to do your job.
Additional proactive operations related to lunch hour retail thefts at Walgreens. Chief mentioned that
MOPD has not seen a change in business practices to help discourage theft behavior. As such,
MOPD has suspended special initiatives until cooperate/operational policies at Walgreens have
changed.
Discussion on MOPD college internship program which is very successful. Also discussion on
success of Community Service Officer program with respect to impact on safety, parking

enforcement and code enforcement regulation.
Lastly, the PD continues to emphasize priority on community engagement as it relates to trust with
those we serve.

Reports (Information Only, No Discussion or Action)
A. Police Department – K9 Recon is officially a member of MOPD. Various K9
Fundraiser events will be occurring this Summer. Update provided on Flock and the
Chief’s decision to not renew the upcoming contract until the elected officials have an
opportunity to make an affirmative decision regarding Flock or ALPR. Chief supports
the technology, but understands the ongoing discussions on the topic. MOPD has
suspended use of the technology. APLR is not new to Monona, we previously utilized
mobile LPR affixed to squad cars. The Chief intends on continuing to explore this
topic and will likely be presenting ALPR formally in the future.
B. Fire Department – Update on personnel. Assistant Chief is back on duty while
recovering from an on-duty injury. Chief mentioned expansion on state task force
team. Council approved contract with Emergency Management and MOFD now has a
member on the team. This is at no cost to City. The full-time staffing is operating on
very minimal staffing due to vacancies and an injury. PFC has authorized a hire of a
new full-time member, very experienced individual. The new member chose to work
for MOFD, despite other offers. Starts with Monona on June 8th. New Fire Engine is
nearing completion. Current goal is later in May for delivery. Chiefs will inspect the
apparatus when it gets delivered in Oshkosh.
C. Police and Fire Commission – Commissioner Fontaine spoke on good list of
candidates. Annual meeting was held at last meeting. Fontaine was elected as PFC
representative to the PSC.
