2025 Budget Highlights:
 Net New Construction is 1.32%, about $140,000 - The highest level in the last
15 years, just above 2024.
 All Non-Union Staff include a proposed 2% increase January 14, 1% increase
July 13, and 1.25% steps as scheduled.
 All proposed salary increases are included in each department's budget,
not as a line-item contingency.
 Health Insurance includes a 5% increase.
 Sales Tax Revenue has slowed, but is still growing.
 We are seeing great returns on our investments.

SAWYER COUNTY PUBLIC RECORDS REQUEST FEE SCHEDULE – 2024
"An authority may impose a fee upon the requester of a copy of a record which may not exceed the
actual, necessary and direct cost of reproduction and transcription of the record, unless a fee is
otherwise specifically established or authorized to be established by law." Wis. Stat. § 19.35(3)(a).
Sawyer County establishes its fees based on the cost of materials involved, the staff time involved, and
postage. Staff time is calculated based on the pay rate of the lowest paid employee able to fulfill the
request. For clerical only requests, the hourly pay rate will be $23.06. For requests exceeding clerical
needs, pay rate will be calculated using actual hourly rate of employee plus benefits of the lowest paid
staff capable of performing the task. It is assumed that staff time on electronic tasks and processing

Location of Records – No charges will be made for time locating records unless it is anticipated that
the cost of staff time to locate the records will exceed $50.00. If location costs are charged, they may
be added to the record production costs listed below.
Inspection of Records without Copies – If a requester wishes to examine records in the departmental
offices but does not choose to obtain copies, there will be no charge unless there are more than a
total of two hours of staff time devoted to locating the records.
Paper Copies of Paper Records – If a requester seeks paper copies of a paper record on a standard,
business-sized sheet, the fee is $0.25 per page for black-and-white copies, reflecting the cost of
materials. If staff time is more than the assumed five minutes to print the copies, it will be charged at
$1.92 for each five-minute increment, which is based on the pay rate of the lowest paid staff capable
of performing the task. If mailed, actual postage cost may be added.

Digital Records to Digital Copies via Physical Medium – If a requester seeks digital copies via physical
medium, the fee per thumb drive is $5.00 for 64GB or under, and $10.00 for 128GB. In addition, there
will be a charge of $1.92 reflecting the assumed staff time involved in making the copies, which is
based on the pay rate of the lowest paid staff capable of performing the task. If staff time is more than
the assumed five minutes, it will be charged at 1.92 for each five-minute increment. For requests
requiring additional skill or capabilities to perform the task, the pay rate will be calculated using actual
hourly rate of employee plus benefits of the lowest paid staff capable of performing that advanced
task. If mailed, actual postage costs may be added. Other media will be based on the actual cost of the
medium. The requester may not provide its own medium based of safety and security concerns.
Conversion of File Format – If the requester seeks a digital record in a file format other than the one
in which it is maintained by the County, staff time for reproduction in the preferred format will be
charged at $23.06 per hour.
Requests to Law Enforcement for Audio and Video Records – Subject to 2023 Wisconsin Act 253,
creating Wis. Stat. §§ 19.35 (3)(h), the Sheriff’s Department may impose a fee upon a requester for
the actual, necessary, and direct cost of redacting, whether by pixelization or other means, recorded
audio or video content to the extent redaction is necessary to comply with applicable constitutional,
statutory, or common law. The ability to charge a fee is subject to the provisions as written in Wis.
Stat. §§ 19.35 (3)(h).
Prepayment – If it is anticipated that the fees will exceed $5.00, the County may request prepayment,
if over $50.00 the County will require prepayment.
Minimum Fee – No fees will be assessed if the total cost of the request is less than $5.00. Therefore, in
many instances, assuming the staff time is no more than five minutes and there are no postage or
copy costs, many record requests will be fulfilled at no cost to the requester.

Meeting Agenda –
2025 Budget Discussion –
Documents were included in the packet and presented by Mr. Markgren. He reviewed the Budget Presentation, the
County Fee Schedule, the CIP Summary, Employee FTE, and 2025 Budget Hearing Grids. The resulting CIP debt issue is
$1,638,460 with an estimated tax rate in 2025 of $2.46.
Public Hearing on 2025 Budget –
At this time, members of the public were given the opportunity to address the board to provide comments on the 2025
Budget. Public Comments – Doug Kurtzweil, Linda Zillmer, Mindy Simons, Benjamin Kurtzweil, Karrie Sabin.
Mr. Shuman made a motion to increase Namekagon Transit budget amount to $180,000; second by Mr. Suralski. A
voice vote was taken and carried without negative vote. Budget Hearing ended at 7:10 pm. Mr. Shuman left the
meeting at 7:14 pm and returned at 7:15 pm.

Public Works Committee -Chair Report – Mr. Helwig provided a verbal update of the October Committee meeting identifying projects of the
various reporting departments. Ms. Hessel left the meeting at 7:45 pm; returned at 7:46 pm.
Airport Master Plan Update – Recommended Development Alternative – Mr. Albarado advised that the consultant
has developed an alternative layout of the airport for the future. There is a potential of shifting the runway, potential
acquisition of property and expansion. The County owns the land where the airport resides and we are the sponsors,
granted the authority to operate an airport in which we must adhere to FAA governance. Mike Dmyterko and Mr.
Kemper spoke to some of the details of the revised Master Plan. Environmental analyses will be completed along the
way for improvements that the County does approve in the future. Mr. Righeimer made a motion to move forward
with the Recommended Development Plan Alternative; second by Mr. Neumann. A roll call vote was taken and
carried 12:0.
Ron Kothals Hangar Sale – Resolution to Approve Assignment of Lease of Hangar to James Robert Fox – Mr. Albarado
presented the Hangar 10-year lease option and the Resolution to assign the lease to Mr. James Robert Fox. Ms.
Hessel made a motion to approve the lease extension request; second by Mr. Helwig. A voice vote carried without
negative vote. The Resolution Waiving the Right of First Refusal and Approving assignment was presented. A motion
was made by Mr. Shuman to approve the resolution; second by Mr. Van Etten. Motion carried without negative vote.
Airport Management Contract with Hayward Aviation – Mr. Albarado advised that the current contract is up for
renewal at this time; he has been working with Mr. Leslie who would like to proceed with a 5-year extension of the
current contract with the exception of a 10% increase in compensation for the first year then 2.5% for years 2-5. A
motion was made by Mr. Helwig to approve the extension with the proposed compensation changes; second by Mr.
Neumann. A voice vote was taken and carried with one negative vote from Mr. Shuman.
Health and Human Services Board -Chair Report – Ms. Wilson provided a verbal report of the October Committee meeting. Mr. Scott Johnson was
introduced as the new director of the medical facility. LCO will be developing their own TRH ordinance. Mr. Albarado
will be working with local law enforcement to see if transport opportunities exist with LE staff.
Mr. Albarado briefly reviewed the process of the TRH Ordinance. A Resolution was available to Accept the
Amendment to the Ordinance – Health and Human Services Chapter 14 – TRH and Short-term Rentals. A motion was
made by Ms. Hessel to approve the Resolution Amendment that was presented; second by Ms. Wilson. A Roll Call
vote was taken and carried 9:3 with “nay” votes from Van Etten, Savitski and Hoehne.
Public Safety Committee -Chair Report – Mr. Helwig provided a verbal report of the October meeting. Mr. Righeimer and Mr. Van Etten left the
meeting at 8:39 pm; returning at 8:42 pm.
Public Safety Radio Network and Resolution Authorizing Proceeding with Public Safety Radio System Improvements –
Joint MOU Between LCO and Sawyer County Regarding CJCC – Mr. Albarado presented the resolution to move ahead
with the public safety radio system as was originally proposed with GenComm at a budgeted cost of $2.75. Clerk
Fitch left the meeting at 8:54 pm and returned at 8:55 pm. A motion was made by Mr. Savitski to send this back to
Economic Development; second by Mr. Righeimer. Motion carried without negative vote.
Joint MOU with LCO – Mr. Albarado provided a revised MOU between LCO and Sawyer County to support CJCC.
Changes include changing to 1-year agreement, to designate tribal member status be returned to monthly reports

Zoning Committee Chair Report – Mr. Shuman provided a verbal update with department statistics and activity.
Land, Water, and Forest Resources Committee Chair Report – Mr. Suralski provided an update of the October meeting. Mr. Savitski left the meeting at 9:21 pm and
returned at 9:24 pm
Resolution for AIS Authorization Grand – Aquatic Invasive Species – Mr. Albarado presented the resolution that
would allow the zoning department to apply for DNR grant funds. A motion was made by Mr. Shuman to approve the
resolution; second by Ms. Wilson. Motion carried without negative vote (Mr. Savitski was absent for this vote.)
Economic Development & UW Extension Committee -Chair Report – Mr. Righeimer provided an update of committee member reports. Mr. Van Etten left the meeting at
9:24 pm and returned at 9:25 pm.
Finance Committee Chair Report – Mr. Righeimer provided an update. Sales tax revenues have decreased slightly and across the state for
the past month.

WHEREAS, the Finance Committee recommends approval of the attached number of
authorized positions for 2025, Attachment A; and,
WHEREAS, the Finance Committee recommends approval of the attached fee schedule for
2025, Attachment B; and,
WHEREAS, the Finance Committee recommends approval of the attached Capital
Improvement Plan (CIP) for the budget year 2025 only; and,
WHEREAS, a public hearing has been held for interested citizens and taxpayers to voice
their opinions on the proposed budget and tax levy; and,
WHEREAS, the proposed budget has been published in the Sawyer County Record and
Gazette, and copies have been made available to the public.
THEREFORE, BE IT RESOLVED, that the Sawyer County Board of Supervisors adopts the 2025

RESOLUTION TO APPROVE BANK LOAN NOT TO EXCEED $2,003,460
WHEREAS, by the provisions of Section 67.12(12)(a) of the Wisconsin Statues, Sawyer County, Wisconsin
may issue promissory notes as evidence of indebtedness for any public purposes in the manner therein
prescribed; provided that this resolution must be approved by a vote of at least three-fourths of the
members-elect (as defined in Section 59.001(2m) of the Wisconsin Statutes) of the Sawyer County Board
of Supervisors (the “Board”); and,
NOW, THEREFORE, BE IT RESOLVED, by the Board, that the County borrow from Frandsen Bank & Trust
– Hayward, Wisconsin (the “Bank”), an amount not to exceed $2,003,460 (the “Loan”) for the purpose
of financing 2025 Capital Improvement Projects as referenced in the 2025 Sawyer County Budget
documents.
The Loan shall be evidenced by a promissory note payable to the Bank (the “Note”) dated as of its date
of issuance, which shall bear interest at a fixed rate of 4.57% per annum. Accrued interest shall be
payable each month at the time and place set forth in the Note. One payment of outstanding principal,
plus accrued but unpaid interest, shall be due at maturity, on or before April 1, 2025. The Note shall be
issued and delivered in a form and substance acceptable to the County.
BE IT FURTHER RESOLVED, that there shall be raised and there is levied upon all taxable property, within
Sawyer County, Wisconsin, a direct annual tax sufficient in amount to pay, and for the for the express
purpose of paying, interest and principal on the Note as it becomes due. Pursuant to Section
67.12(12)(ee) of the Wisconsin Statutes, the County may not repeal such levy or in any way obstruct the
collection of the tax until all such payments have been made or provided for.
BE IT FURTHER RESOLVED, that no money obtained by Sawyer County by the Loan from the Bank may
be applied or paid out for any purpose except financing 2025 Capital Improvement Projects as
approved by this resolution or further resolutions of the County Board.
BE IT FURTHER RESOLVED, that the Chairman of the Board and Clerk of Sawyer County, Wisconsin, are
authorized and empowered, in the name of the County to execute and deliver the Note to the Bank for
any sum of money that may be loaned to the County pursuant to this resolution. The Chairman and
Clerk of the County will perform all necessary actions to fully carry out the provisions of Wisconsin
Statutes, including, without limitation, Chapter 67 of the Wisconsin Statutes, and applicable resolutions,
including, without limitation, the execution of the Note and all other required loan documents.
BE IT FURTHER RESOLVED, that this Resolution shall take effect from and after its adoption by a vote of
at least three-fourths of the members-elect (as defined in Section 59.001(2m) of the Wisconsin Statutes)
the Sawyer County Board of Supervisors.
BE IT FURTHER RESOLVED, that all prior resolutions, rules or other actions of the Board or any parts
thereof in conflict with the provisions hereof shall be, and the same are, hereby rescinded insofar as the
same may so conflict. In the event that any one or more provisions hereof shall for any reason be held to

be illegal or invalid, such illegality or invalidity shall not affect any other provisions hereof. The foregoing
shall take effect immediately upon adoption and approval in the manner provided by law.

ALLOCATING FUNDS FOR A VETERANS HONOR PARK

WHEREAS, Sawyer County is able to undertake projects for community benefit, and
WHEREAS, it is important to recognize the selfless contribution and sacrifice of our military

community, and
WHEREAS, the development of a Veterans Honor Park would be an appropriate way to

recognize our Veterans and provide a visible community gathering spot for reflection and
recognition of our military men and women, and
WHEREAS, Sawyer County can allocate funds for park development, and
WHEREAS, Sawyer County maintains a Resource Development Fund, and
WHEREAS, siting and developing a Veterans Honor Park has been identified as a potential

project, and
WHEREAS, a site would be need to be secured and a development plan assembled for creation

of a Veterans Honor Park, and
WHEREAS, the County has the ability to allocate funds to create a budget and start the project.
NOW THEREFORE BE IT RESOLVED, that the Sawyer County Board of Supervisors amends the

proposed 2025 budget to allocate $250,000 from the Resource Development Fund to a Veterans
Honor Park budget.
BE IT FURTHER RESOLVED, that the Administration Committee is directed to identify a location

for the Veterans Honor Park and to oversee the budget, planning, and development of the Park.

Request:
Purpose of request is rezone entire 25.0 acres of Forestry-One (F—l)to Agricultural-Two
(A-2) to raise bees and small livestock. Animals will be fenced out of the forest & wetland areas
The Shoreland/Wetland District is not subject to change as part of this request.
Summary of Request & Project History:
The applicant is requesting to rezone 25.0 acres of F-1 to A-2 (see attached map of parcel). The
proposed rezone would result in conforming lot dimensional requirements. The purpose of this
request would then be to have a permitted use of beekeeping and hobby farming livestock within
the proposed zone district of A—2.There are no exact details of the hobby farm operation at this
time but the applicant would need to meet the requirements of Sawyer County Code of OrdinancesAppendix D- Section 17.5(A) which included but not limited to:

Keeping livestock (not to exceed 15 animal units {1000 pound

The applicant also stated that any or all livestock would be fenced on the property as to not be
able to go into the forested or wetland areas associated with the property. Excluding the wetland
area there is approximately 15.5 acres of upland associated with the property. The 15.5 acres
would be used to calculate the number of AUs allowed on the property which would equal 5.8
AU or 5,800 pounds of livestock. According to the USDA the “average” live weight of a beef
cattle is approximately 1250 lbs which would limit the property to 4 beef cattle at any given
time.
The nearest agricultural zoned property is immediately West of this property across Lund Road
and another A-2 zoned property approximately 950’ to the North. This request would not be

viewed as spot zoning. There is mixed residential immediately to the North. The Town of
Meadowbrook as part of their comprehensive plan shows this future land use area as Rural
Preservation. As of June 2021, there are no ?lture land use de?nitions available for the Town of
Meadowbrook. One can anticipate that Rural Preservation is intended for areas where the town
has seen growth in residential development and is anticipated to continue to see this activity. In
order to protect the natural resource base (woodlands and wetlands) and to promote lower density
developments, a minimum lot size of 5 acres with one single family dwelling and no further
subdivision of the lot within this area would be appropriate. Ultimately, this property is currently
zoned F-l which would require a 5 acre minimum land area with a request to rezone to A-2 which
would also require a 5 acre minimum.
Zoning Committee Public Hearing Info:

There were 11 additional noti?cation letters sent out to property owners within 300’ of the
property, 0 comments were returned.
The Town of Meadowbrook approved the rezone request on October 16, 2024
At the Sawyer County Zoning Committee Public Hearing on October 18, 2024 it was
recommended for approval of a vote of 5-0 with the ?ndings of fact that it would do the following:

Promote the public health, safety, convenience and general welfare;
Encourage planned and orderly land use development;
Protect property values and the property tax base;
Permit the careful planning and ef?cient maintenance of highway systems;
Ensure adequate highway, utility, health, educational and recreational facilities;
Recognize the needs of agriculture, forestry, industry and business in future growth
Encourage uses of land and other natural resources which are in accordance with their
character and adaptability;
8. Provide adequate light and air, including access to sunlight for solar collectors and to wind
for wind energy systems;
9. Encourage the protection of groundwater resources;
10. Preserve wetlands;
ll. Conserve soil, water and forest resources;
12. Protect the beauty and amenities of landscape and man-made developments;
13. Provide healthy surroundings for family life;
14. Promote the ef?cient and economical use of public funds.

Clerk of Court’s Office Reports A written report was provided.
Sheriff’s Department Report –
Patrol Report – A written report was provided and reviewed by Lt. Ripczinski. 778 calls for service were listed with
247 crashes to date. They have completed their selection process for the patrol deputy vacancy, Deputy Dane
Lirhman comes with prior experience from the Ladysmith Police Dept and the WI DNR.
Jail Report – A written report was provided and reviewed showing the average daily population being 76.75 and the
unemployment rate at 71%.
Communication Center and Emergency Management – Written reports were provided and reviewed. Dispatchers
recently had MABAS (Mutual Aid Box Alarm System) Training, Mindshare Radio Consoles for dispatch have arrived
and GenComm is in the process of getting the specs correct for Sawyer County.
Communication Systems Specialist Report – A project overview was provided and the system seems to be running
well at this time. The overview was a review of the system that we looked at this past summer. A resolution to allow
the County to proceed with the radio system improvements was presented by Mr. Albarado. A motion was made by
Mr. Helwig to approve the resolution and forward it to County Board; second by Mr. Suralski. Motion carried without
negative vote.

Code Enforcement Specialist – Ms. Olson provided a verbal update. She is now officially certified s a code
enforcement officer after receiving training. The highest number of calls continue to be in large dogs at large. She is
also beginning to address TRH enforcement issues.
Child Support Department Report -A written report was provided. Total support due for the month of August was $1,328,058.32 with amount collected
of $954,014.90. Our compliance audit was successful. Ms. Okamoto reported that their State audit was successful.
IRS requirement reporting was completed as required.
Emergency Services Public Safety Report – Written reports were shared and reviewed by Mr. Froemel. Narcan use by law enforcement
continues at a high rate; he reported two overdose deaths to date. The 4th crew room is almost complete at the
ambulance garage. We continue to be understaffed in the paramedic field.
Criminal Justice Coordinating Council Update Joint MOU w/LCO -Mr. Albarado presented the joint resolution for consideration. A motion was made to approve the
joint MOU w/LCO by Mr. Savitski; second by Mr. Helwig. Motion carried without negative vote.

SAWYER COUNTY BOARD OF SUPERVISORS
RESOLUTION NO.
WHEREAS, Wis. Stat. § 59.54(12) and Wis. Stat. § 165.90 permit Sawyer County (the
“County”) to enter into cooperative county-tribal law enforcement agreement;
WHEREAS, the County and the Lac Courte Oreilles Band of Lake Superior Chippewa
Indians (“LCO”) have previously entered into a law enforcement agreement as part of a grant
program with the State of Wisconsin for the purpose of establishing and maintaining a cooperative
law enforcement program between the County and LCO (the “Grant”);
WHEREAS, the Grant for the term of January 1, 2025 through December 31, 2025 (the
“2025 Grant”) requires that each party thereto pass a resolution approving a cooperative agreement
with the other party to memorialize the terms and conditions to be performed by each party
pursuant to the 2025 Grant;
WHEREAS, a 2025 Cooperative Law Enforcement Agreement (the “2025 Law
Enforcement Agreement”) was developed from a similar agreement used in previous years
between the County and LCO and updated to reflect certain revisions and to establish a Tribal Animal
Control program to be funded by the 2025 Grant. A copy of the 2025 Law Enforcement Agreement
is attached hereto and incorporated herein as Exhibit A;
WHEREAS, pursuant to Wis. Stat. § 59.54(12), the Sawyer County Board of Supervisors
(“County Board”) must approve the 2025 Law Enforcement Agreement;
WHEREAS, the County Public Safety Committee reviewed and discussed the 2025 Law
Enforcement Agreement at its meeting on October 31, 2024 and voted to recommend that the
County Board approve the 2025 Law Enforcement Agreement at its meeting on November 12,
2024; and
WHEREAS, the County Board considered the 2025 Law Enforcement Agreement at its
meeting on November 12, 2024
NOW, THEREFORE, BE IT RESOLVED, the Sawyer County Board of Supervisors
determines the following:

Recitals. The Recitals set forth above are true and correct, and are hereby
incorporated into this Resolution.

Budget Narrative: Please enter a justification that describes how the items in
each category will be used during the course of the grant period and describe how
your budget relates to the overall program.
The Lac Courte Oreilles Animal Control Officer salary is calculated at $21.00/hour
prorated to .75 FTE (Full Time Equivalent) for total $32,760.00. The tribe will
supplement .25 FTE of the Animal Control Officer's salary to make this position
full-time to meet community needs. Fringe benefits are calculated based on tribal
employee benefits and prorated to .75 FTE and include federal employee health,
dental at $2,658.98 FICA at $2,380.23, SUTA, $1,277.64, AD&D $982.80, Worker’s
comp at $1,028.66, employer 401k match at $982.80, totaling $8,962.
Travel includes $5000 in expenditures for the animal control vehicle patrolling the
reservation. Supplies include $1,500 to purchase tactical clothing, jacket, footwear,
and flashlights. Other expenses include $2000 to cover basic vehicle maintenance
including regular oil changes, vehicle registration, and other maintenance as
needed.

Project Narrative: Describe your program or project in detail, including what
objectives would be accomplished. Include appropriate statistics, if applicable.
Describe how your department staff will use or otherwise put in place this project
or program.
Administration of grant funding. The Lac Courte Oreilles Tribal Government,
Lac Courte Oreilles Tribal Police Department, Sawyer County Government, and
Sawyer County Sheriff’s Department all agree, due to the numerous calls of animal
complaints in Sawyer County and on the reservation, in addition to lack of staff to
respond to serious reports, the County/Tribal Law Enforcement Assistance Grant
funds most beneficial use are to support an Animal Control Officer staffed under the
Lac Courte Oreilles Tribal Police Department and financially supplemented by the
Lac Courte Oreilles Tribal Governing Board.
The Lac Courte Oreilles Tribal Government will accept the grant fund
disbursement and will expend the funds in the form of payroll and accounts
payables per expenditures received and will be responsible for the programmatic
and fiscal compliance and reporting. The Lac Courte Oreilles Tribal Police
Department’s Director and Assistant Director will work closely with the Tribal
Animal Control Officer to monitor performance and prepare and submit reporting to
the Wisconsin Department of Justice. With support from the Lac Courte Oreilles
Compliance Department staff budgets will be monitored to ensure expenditures via
the grant are allowable per tribal and state regulations and all fiscal reporting will
be submitted as stipulated by the State of Wisconsin, The Lac Courte Oreilles tribe
and grant guidelines.
Law enforcement services provided. The main responsibilities of the Tribal
Animal Control Officer will be to respond to calls for services regarding animal
mistreatment, rescue, and control of abandoned, dangerous, and abused animals
from undesirable conditions, interact with the public regarding proper animal care,
and maintain public health. The Animal Control Officer may also be responsible for
the safe removal of dangerous animals that are causing disturbances to
communities as directed by the Chief of Police and/or Conservation Director. The
Sawyer County Animal Control officer and the LCO Animal Control officer will
coordinate activities to ensure coverage for the Tribe’s reservation and Sawyer
County.
Additional duties will include examining animal licenses and compliance with
ordinances established ensuring housing of animals is adequate, examining animals
for maltreatment or injuries and arranging appropriate medical treatment as
needed, investigating reports of animal attacks or animal cruelty and interviewing
witnesses, collecting evidence and writing reports, issue warnings and citations of
animal related offenses and referrals to Tribal Court, develop and maintain a

vaccination and animal license database, provide public education on animal
welfare and animal control regulations, and prepare animal offense related
prosecutions and give evidence in court.
Daily supervision and control. The Lac Courte Oreilles Tribal Police
Department’s Interim Chief of Police, Brandon Sams, will be responsible for the
daily supervision and control of the Animal Control Officer. Chief Sams is primarily
responsible for scheduling, directing, and overseeing the activities and operations of
the Lac Courte Oreilles Tribal Police Department ensuring coverage is maintained
for effectively meeting the calls for service and needs of the Reservation.
Program planning and implementation. The program provides coordination
between the County and the Tribe regarding animal control law enforcement within
the Reservation boundaries and maintaining effective law enforcement patrol of the
County and Reservation. The Sheriff, Tribal Police Chief, and Public Safety
Committee for the Tribe and County shall meet with the Tribal Governing Board
and prepare detailed reports of the collaboration upon reasonable request.
Discussion of the current law enforcement agreement program and additional
strategies to meet the community’s animal control and law enforcement needs will
occur as needed.
Deputization, training, and insurance policies. The Lac Courte Oreilles Tribal
Police Department and Sawyer County Sheriff’s Department no longer crossdeputize law enforcement officers. If Sawyer County Sheriff's Department requests
Lac Courte Oreilles Tribal Police Department’s assistance on a call, the mutual-aid
agreement provides for assistance between the law enforcement agencies. All
officers employed by the Lac Courte Oreilles Tribal Police Department, in order to
maintain employment as a law enforcement officer, must complete 24 hours of inservice training and are covered by the Lac Courte Oreilles Tribal Police
Department’s insurance coverage policy.
Data collection and record keeping. The Animal Control Officer will prepare,
complete, and maintain all records and data of animal-related incidents and
violations in accordance with applicable policies, procedures, and practices of the
Lac Courte Oreilles Tribal Police Department. This includes types of complaints,
animal licensure, current vaccinations, citations issued, and other pertinent
information to the position. All data will be kept confidential as required by law.
The Lac Courte Oreilles Tribal Police Department will ensure the timely
submission of annual and preliminary reports as requested by WI DOJ and as
stipulated within the County and Tribal Law Enforcement Assistance Grant
guidelines.

Statement of Need: Describe the problem or issue that this grant will serve to
solve or diminish.
There is a high volume of animal complaints and animal-related calls for services to
the Lac Courte Oreilles Tribal Police Department. Many dog bites have happened
within reservation boundaries, mostly impacting young children and some needing
medical treatment at the Lac Courte Oreilles Health Clinic or Hayward Area
Memorial Hospital. Year to date, the Lac Courte Oreilles Tribal Police Department
received 82 animal complaints.
As the Lac Courte Oreilles Tribal Police Department is currently short-staffed; and
has been so for the last three years, tribal police officers are limited in their ability
to respond to emergency calls due, in part, to a substantial number of animal
complaints occurring within Sawyer County and the Reservation boundaries.
Further necessitating the need for this position. The Lac Courte Oreilles Tribal
Police Department has seven (7) full-time officers and one (1) part-time officer, with
two (2) office staff including the Assistant Director and Office Assistant, and (one) 1
full-time Chief of Police. Out of the seven (7) full-time officers, two (2) are full-time
investigators, who do not work the road unless there is a necessity for them to do so.
This position will address those needs by responding to calls from the community
regarding animals and animal-related reports. This will free up Tribal Police
Officers and County Deputies to respond timely to all emergency calls including
critical issues, with better efficiency.
Animal control within the reservation boundaries requires direct attention. This
funding will support increased efforts for animal control on the Reservation
including implementation of animal complaint response protocols, increased
enforcement of tribal animal control regulations and codes, maintenance of a
database of animal vaccination/certifications of all dogs and cats within the
reservation to protect public health, patrolling villages for animals at large and
respond accordingly within protocols, and provide community education and
promote awareness of proper animal/household pet care. Coordination with Sawyer
County Animal Control Officer will complement and increase coverage for the Tribe
and Sawyer County.
The Tribe and the County law enforcement collaboration’s mission is to promote the
general welfare of all residents of Sawyer County; by providing improved law
enforcement coverage thereby increasing their ability to protect life and property;
preserve public peace and maintain order, focusing on the Tribe’s Reservation.
Continued funding through the State of Wisconsin’s Department of Justice’s County
and Tribal Law Enforcement Agreement Grant Program is necessary for the Tribe
and County to achieve this mission.

The cooperative law enforcement program between the Lac Courte Oreilles Tribal
Governing Board, Lac Courte Oreilles Tribal Police Department, Sawyer County
Administration, and the Sawyer County Sheriff’s Department will utilize the grant
funding for support of salary, fringe, and operational expenses of the Lac Courte
Oreilles Animal Control Officer. The Animal Control Officer will patrol and respond
to animal and animal related complaints within Reservation boundaries, covering
over 78,045 square acres including over 412 miles of State, County, BIA, Tribal, and
Town Roads.
The County is in full agreement as animal control is currently a highly requested
call for services to the Tribal Police Department, distracting law enforcement
officers from higher priority calls for services, crimes, and incidents including but
not limited to drug trafficking, domestic violence, sexual assault, traffic stops, theft,
and robbery. As the more significant calls are being reported, a shortage of available
officers is causing these reports to be attended to inefficiently. This position will
serve to diminish the amount of animal and animal-related calls Lac Courte
Oreilles Tribal Police would respond to therefore allowing more time for effective
policing and work to keep communities safer.
Both Tribal and the Sawyer County Animal Control Officers will enforce the laws of
the State of Wisconsin (the "State") and the County, along with the laws of the
Tribe. As used in this Agreement, the "Tribe's Reservation" refers to the territory
described in Article I, Section 1 of the Amended Constitution and Bylaws of the
Tribe, in addition to all other land that qualifies as Indian country pursuant to 18
U.S.C. 1151. The County and the Tribe will administer the Program within Sawyer
County, the fifth largest in the State, with 1,257 square miles. The population of
Sawyer County was 18,057 (ACS, 2022). The Tribe currently has 8,193 enrolled
Tribal Members of which 2345 members reside on reservation (LCO Population
Report, 9/30/2024).

Grant Modification Request
Instructions: During the term of the grant if there is a need for a modification to

We are requesting a budget modification to transfer all remaining unspent funds to
the equipment line item. The $22,458.17 balance is due to the Animal Control
Officer being out of work for 15 weeks, then the position became vacant at the end
of September 2024. Even though the Animal Control Officer position is vacant, the
LCO Tribal Police Department continues to receive animal complaints and housing
animals in our dog pound. The money left in the supply budget is for dog food or
other necessities. The equipment and supplies will meet our most immediate needs
in support of the FY24 grant application. We are still searching for a full-time
Animal Control Officer and intend to use FY25 funds to support this position within
the department.

a heating and cooling system, so dogs are comfortable when they are being

RESOLUTION AUTHORIZING SAWYER COUNTY DOT GRANT APPLICATION
WHEREAS, Section 85.21 of the Wisconsin Statutues authorizes the Wisconsin Deparement of
Transportation to make grants to the counties of Wisconsin for the purpose of assisting them in
providing specialized transportation services to the elderly and disabled; and
WHEREAS, each grant must be matched and with a local share of not less that 20 percent of each
county’s allocation; and
WHEREAS, Sawyer County’s allocation of state aids for 2025 is $79,889, thus requiring a
minimum local share of at least $15,978; and
WHEREAS, Sawyer County believes the provision of specialized transportation services would
improve and promote the maintenance of human dignity and self-sufficiency of the elderly and
disabled.
NOW THEREFORE BE IT RESOLVED, by the Sawyer County Board of Supervisors, in legal
session assembled, that the Board authorize Sawyer County to prepare and submit to the Wisconsin
Department of Transportation an application for assistance during 2025 under Section 85.21 of the
Wisconsin Statutes, in conformance with the requirements issued by the Department and also
authorize the obligation of at least $15,978 in county funds in order to provide the required local
match; and
BE IT FURTHER RESOLVED, that the Sawyer County Board of Supervisors authorizes the
County Administrator to execute a state aid contract with the Wisconsin Deparment of
Transportation under Section 85.21 of the Wisconsin Statutes on behalf of Sawyer County effective
January 1, 2025.

WHEREAS, Sawyer County has adopted a Tourist Rooming House (TRH) Licensing
Ordinance; and
WHEREAS, the Sawyer County Department of Health and Human Services will administer
the Ordinance including issuing annual County TRH licenses; and
WHEREAS, the Ordinance references a license fee to be paid as including in the fee
schedule approved by the County; and
WHEREAS, County TRH license fees need to be set and approved by the County Board to
be included in the schedule of fees; and
WHEREAS, the collection of County TRH license fees will offset the cost of implementing,
administering, and enforcing the County TRH ordinance; and

BE IT FURTHER RESOLVED, that the Sawyer County Board of Supervisors approves one
additional full-time equivalent position(s) to be supported by TRH fee revenue.
BE IT FURTHER RESOLVED that these new fees are effective January 1, 2025 and that the
Sawyer County Fees & Payments document be updated with the new charges for 2025.
BE IT FURTHER RESOLVED, that the implementation of the County TRH ordinance will
include the first County TRH licenses to be issued beginning April 1st, 2025 with an
expiration of June 30th of the following year.

RESOLUTION ADVOCATING FOR AN INPATIENT BEHAVIORAL HEALTH FACILITY FOR

TO THE SAWYER COUNTY BOARD OF SUPERVISORS:

WHEREAS, recent closures of facilities places a higher burden on the facilities that remain; and

WHEREAS, local law enforcement is tasked with providing transportation of individuals
experiencing a mental health crisis and they often spend hours waiting for facilities to respond to
requests for in-patient beds; and

WHEREAS, a significant number of individuals experiencing a mental health crisis end up being
transported by law enforcement to the State facility in Winnebago; and

WHEREAS, the great distance traveled puts a financial strain on counties and local municipal law
enforcement agencies, not to mention the emotional strain experienced by the individuals being
transported for several hours, often in handcuffs; and

WHEREAS, Sawyer County would like to work with other counties in the Northern part of the State to
lobby for State funding to establish an in-patient crisis facility to serve this underserved area; and

NOW, THEREFORE, BE IT RESOLVED, that the Sawyer County Board of Supervisors urges
the State Legislature and the Governor to provide funding (either another State facility or
subsidies for private, not-for-profit organizations) to establish an in-patient acute behavioral health
unit to serve the Northern counties; and

BE IT FURTHER RESOLVED, that the Sawyer County Board of Supervisors encourages other
counties in the Northern region of the State to join in the lobbying efforts and pass a similar
resolution.

BE IT FURTHER RESOLVED, that the County Clerk is directed to send this Resolution to the
Governor, State Legislators, the Wisconsin Counties Association, and other Northern County
Clerks upon passage.

individuals with mental illness; and

APPROVING ENTERING INTO PURCHASE LETTER OF INTENT

WHEREAS, Sawyer County is able to acquire property for public purposes, and
WHEREAS, the County has received a Purchase Letter of Intent from Sean and Kara Carlson for a
commercial property located at 15785 US Highway 63 for $154,977.80 (as attached), and
WHEREAS, it is necessary for the County Board to approve entering into a Purchase Letter of
Intent, and
WHEREAS, the County Administration Committee has considered the acquisition of this real
estate and the Purchase Letter of Intent and approved a motion at their November 7, 2024
meeting recommending to the Board of Supervisors that the County enter into this Purchase
Letter of Intent.
NOW THEREFORE BE IT RESOLVED, that the Sawyer County Board of Supervisors does hereby
approve the Purchase Letter of Intent with Sean and Kara Carlson for the property located at
15785 UW Highway 63.
BE IT FURTHER RESOLVED, the Board directs the County Administrator to enter into the
Purchase Letter of Intent and to take necessary steps with the Administration Committee to
reach a Definitive Agreement for the property.
Information contained in this Resolution was recommended for adoption by the Sawyer County
Board of Supervisors at its meeting on November 12, 2024, by the Sawyer County
Administration on November 7, 2024.
