MINUTES
1. Call to Order
President Kelm-Nelson called the Village Board of Trustees to order at 6:30 pm. This was a hybrid meeting.

2. Determination of quorum and that the agenda was properly posted.
It was determined that there was a quorum of members present, and that the agenda was properly posted. The
Village Board members present were Cindi Kelm-Nelson, Heidi Murphy, Chris Stoa, Paula Severson, JP Villavicencio,
Casey Erlandson and Dr. Rene Buenzow. Staff present were Administrator Matt Giese, Administrator/Finance
Director Cameron Sawyer, Assistant Administrator/HR Manager Inga Cushman, Planning & Development Director
Erin Ruth, Director of Parks and Recreation Sean Brusegar, Police Chief, Mark Garry, Clerk Lisa Kalata, EMS

b. Discuss Flock Safety Camera Program, Including Continued Use, Modification, Suspension, Contract
Cancellation, or Removal. (Presented by Trustee Severson and Trustee Buenzow)
b.i. Consider Flock Safety Camera Program, Including Continued Use, Modification, Suspension, Contract
Cancellation, or Removal.
Motion by Severson to immediately discontinue the use of automated license plate readers and direct staff to
take all necessary steps to immediately deactivate the cameras or physical cover them to disable them from
collecting license plate data and further direct staff and legal counsel to terminate flock safety agreement and
removal of equipment and direct staff and Village Attorney to prepare an ordinance prohibiting the Village of
Cottage Grove and including the Cottage Grove Police Department from purchasing, leasing, contracting for
installation, operating or reactivating automated license plate reader technology, seconded by Buenzow. Motion
carried with a voice vote 7-0-0.
c. Discuss potential property acquisitions in TID 9. The Village Board may vote to enter closed session
under item 10 to be held at the end of the meeting.

Chief Garry reported they approved the minutes, approved moving employment status of two officers, they will review the
bylaws at the next meeting.
c. Utility Commission
Stoa reported they approved the minutes and vouchers. The director reported on the CMR report. They discussed the
third party proposals and answered the questions to the commission and approve the 2027 budgets and the Director’s
report was given.

Motion by Severson to approve the contract with WQI for 3rd party water quality testing, seconded by Buenzow.

Motion by Stoa to request the Utility Commission to continue to monitor the water discoloration, seconded by

about the aquafer and water quality testing for water quality and further communications, seconded by Erlandson.

PROCLAMATION
PEDESTRIAN SAFETY PROCLAMATION
WHEREAS, safe, accessible streets are essential for the well-being of all residents,
including children, older adults, and people with disabilities; and
WHEREAS, thousands of Wisconsinites, including over 100,000 with vision loss, rely
on sidewalks, curb ramps, accessible pedestrian signals, white canes, and service
animals to navigate public spaces safely; and
WHEREAS, Wisconsin’s White Cane Law requires drivers to stop at least 10 feet from
pedestrians using a white cane or service animal, reinforcing the need for driver
awareness and pedestrian respect; and
WHEREAS, communities can reduce injuries and save lives by investing in proven
pedestrian safety infrastructure such as high-visibility crosswalks, traffic calming, and
accessible design; and
WHEREAS, raising awareness of pedestrian rights and responsibilities promotes a
culture of safety and inclusion for all road users;
NOW, THEREFORE BE IT RESOLVED that, I, Village President Cynthia Kelm-Nelson,
on behalf of the residents of Village of Cottage Grove do hereby proclaim October as
PEDESTRIAN SAFETY MONTH and Thursday, October 15, 2026, as WHITE CANE
SAFETY DAY in Village of Cottage Grove and call on all residents, leaders, and
lawmakers to prioritize safe, accessible streets year-round

RESOLUTION 2026-19
FIRE PREVENTION MONTH
The Village Board of the Village of Cottage Grove, Dane County, Wisconsin, does
resolve as follows:
WHEREAS, the National Fire Protection Association (NFPA) has designated October as
Fire Prevention Month and October 4 through October 10, 2026, as Fire Prevention
Week to educate the public on vital life-safety measures; and
WHEREAS, home fires continue to cause tragic injuries, loss of life, and significant
property damage across the nation each year; and
WHEREAS, working smoke alarms cut the risk of dying in a home structure fire in half,
and home escape plans are essential to ensuring every family member knows how to
exit safely; and
WHEREAS, local fire departments and emergency responders dedicate themselves

Background/Overview​
The Village of Cottage Grove participates in joint meetings with other municipalities,
governmental bodies, and regional partners to discuss matters of shared interest and to
coordinate on issues that affect the broader community. These include (but are not necessarily
limited to) the Deer-Grove EMS Commission, Cottage Grove Fire District Commission, and
Natvig Landfill Monitoring Committee.
These meetings provide an opportunity for the Village to communicate its priorities, understand
the perspectives of neighboring jurisdictions, and participate in discussions that may ultimately
influence regional decisions, agreements, or policies.
Because these meetings involve representatives from multiple municipalities, the Village’s
participation is important to ensure that the Village is represented on an equal footing with other
municipalities. When the Village is not fully and equally represented, we lose an opportunity to
present our perspective and may have less ability to participate meaningfully in the discussion
or respond to proposals being considered by the group.
Regular attendance is of utmost importance. It is a crucial aspect of representing the Village’s
interests in intergovernmental discussions and ensuring that decisions involving multiple
communities reflect the perspectives of all participating municipalities.
Information​
The Village needs to make sure that we have an equal voice in intergovernmental committees
and commissions. There is no provision in the newly-approved Board handbook or in ordinance
about attendance at these meetings (aside from needing enough members to have a quorum).
Unexcused absences and failure to inform alternates of an upcoming absence is an
unacceptable action from someone elected to represent the people of the Village.
We should create a requirement to attend or to inform either the Village President or the
appointed committee/commission alternate of an upcoming absence so that the Village has time
to ensure that we have equal representation on these boards.

Background
Squad 255 is currently in service with the Village of Cottage Grove Police Department.
Repurposing and upfitting this existing vehicle for command and emergency management
functions would maximize the value of an available fleet asset while providing the Police
Department and the Village with a dedicated mobile resource for major incidents, planned
events, and emergency operations.
Overview
Upfitting Squad 255 as a command/emergency management vehicle would provide a secure,
connected, and rapidly deployable platform for incident command, interagency coordination,
communications, and operational planning. The vehicle would enable command personnel to
establish an organized field presence near an incident, maintain access to critical information
and communications systems, and support continuity of operations during emergencies, largescale incidents, and extended events.
The proposed upfit would include a rear secure vault for the protected storage of command
materials and specialized equipment; a Cradlepoint Wi-Fi unit to provide reliable mobile
connectivity; a mobile computer and docking station to support access to records, mapping,
incident documentation, and other operational applications; and a radio to maintain
dependable communications with responding personnel and partner agencies.
Using a vehicle already assigned to the Department is a cost-effective alternative to purchasing
a separate command vehicle. The proposed improvements would enhance operational
readiness, strengthen coordination and communications, and provide a flexible resource to
support both law enforcement operations and broader Village emergency management needs.

Background

Outlot 5 is a 2.7-acre parcel that provides access to Thaden Park. The property is currently
undeveloped and serves as neighborhood greenspace that is frequently used by area residents
for informal recreation, nature appreciation, and small neighborhood gatherings. While the
area has long functioned as a community open space, it has not been assigned an official name
and is commonly referred to simply as Outlot 5.
As part of a broader proposal to formally designate the Thaden natural area as protected open
greenspace (see attached memorandum), Parks, Recreation & Forestry Committee Member
Amy Brice recommended that the area be officially named Horseshoe Park at Thaden Natural
Area.
The total cost of the proposed signage is $2,193.00. Neighbors and area residents have already
raised $1,000 toward this effort, demonstrating strong community support for the project. The
remaining balance could be funded through the department’s operating budget.
Committee Recommendation

On August 27, 2026, the Parks Recreation & Forestry Committee voted 5-0-0 to approve the
attached sign and name the area Horseshoe Park at Thaden Natural Area and fund the
remaining balance through the department’s operational budget if funds are available.

Subject: Consideration of Designating Outlot 5 aka Thaden Park as Open Green Space,
Installing a Historical Marker, and Removing the Parcel from Future Open Space
Development Planning

Purpose
This memo requests that the Committee discuss and consider three related actions
regarding the area informally known as Outlot 5 / Thaden Park:
1. Formally designating the site as an open green space,
2. Installing a sign with a historical marker recognizing the Thaden Farm, and
3. Removing the parcel from future open-space development planning, given its
historical significance and environmental conditions.

Background and Historical Context
The land commonly referred to as Thaden Natural Area holds meaningful historical value
within Cottage Grove’s agricultural heritage.
•

The Thaden Horse Farm, located along Highway BB/Cottage Grove Road, was a
well-known and respected agricultural operation during the mid-1900s.

•

Owned and operated by Elmer and Alice Thaden, the 40-acre farm served as a
prominent horse-boarding facility and contributed to the local farming community.

•

The Thadens raised two children, Penny and Mike, on the property. Alice was also a
familiar community figure through her work as a cook at Gaston School and as choir
director at Bryn Mawr.

•

Historically, the farmstead house stood across Highway BB near Westlawn Drive,
while the remainder of the acreage extended northward into what is now the marshy
conservancy between Taylor Prairie School and the Post Office.

This area, now known as the Thaden Natural Area, reflects the agricultural
landscape typical of early Cottage Grove—open fields, livestock areas, and lowland
marsh.

•

The farm ultimately ceased operation after repeated flooding, which began when
residential development expanded north of the property.

This history aligns with the broader story of Cottage Grove’s early settlers, who relied on
subsistence farming and adapted to the region’s open, workable land. The Thaden family’s
contributions represent a meaningful chapter in that narrative.

Rationale for Committee Consideration
1. Designation as Open Green Space
Outlot 5 in Thaden Natural Area already functions as a community green space and wildlife
corridor. Formal designation would:
•

Preserve the land’s natural character,

•

Protect the marshy conservancy from incompatible development, and

•

Honor the agricultural legacy associated with the Thaden family.

2. Installation of a Historical Marker at Outlot 5
A modest interpretive sign or marker would:
•

Educate residents and visitors about the site’s agricultural past,

•

Recognize the Thaden family’s contributions to Cottage Grove,

•

Strengthen community identity by preserving local history, and

•

Mark completion of the development of the immediate Alyssa/Farwell
neighborhood nearest the Outlot.

3. Removal from Future Open-Space Development Planning
Given the site’s environmental constraints (including historic flooding) and its historical
significance, removing it from future development planning would:
•

Prevent investment in land unsuitable for built amenities,

•

Align planning documents with current land use realities, and

Support long-term stewardship of the natural area.

Requested Committee Action
I request that the Committee place this item on an upcoming agenda for discussion and
possible action. Specifically:
•

Review the historical information regarding the Thaden Farm,

•

Evaluate the suitability of formal green-space designation,

•

Consider directing staff to draft language and cost estimates for a historical
marker, and

•

Discuss amending relevant planning documents to remove the parcel from future
development consideration.

Conclusion
The Outlot 5 and Thaden Natural Area represent a unique intersection of Cottage Grove’s
agricultural history and its modern conservation values. Taking steps to formally recognize
and preserve this land would honor the community’s past while ensuring responsible
stewardship for the future.
I would like to also extend my appreciation to Paula Severson, Sara Steele, and the Cottage
Grove Area Historical Society for their assistance in researching the Thaden family and
farmstead.

Overview of Federal 21st Century ROAD to Housing Act

BACKGROUND
The ‘21st Century ROAD to Housing Act’ was signed into law on July 11, 2026. This
memo is intended to provide an overview of this legislation and highlight potential
opportunities and impacts for the Village.
In large part, the act modifies numerous existing programs to streamline processes and
amplify results. The intent is to increase housing supply and reduce housing costs
nationwide.

OVERVIEW
The following summary comes from the Bipartisan Policy Center’s ‘What’s in the 21st
Century ROAD to Housing Act? A Section by Section Summary of the Final Law.’ The
text in red was added by Village Staff to provide commentary on how various sections
may relate to the Village. Not all sections are expected to have a direct impact and may
not have added commentary.

Title 1 – Opportunities for Housing
Sec. 101 – Reforms to Housing Counseling and Financial Literacy Programs
• Clarifies the authority of HUD to evaluate the performance of housing
counseling agencies and counselors, to require additional training, and to
revoke certifications.
Sec. 102 – Federal Guidelines for Point-Access Block Buildings*
• Directs HUD to establish guidelines for point-access block buildings to help
states, tribes, territories, and localities permit residential buildings with a single
internal stairway for up to six stories.
•

Allows HUD to award competitive grants for pilot projects testing the safety,
feasibility, or effectiveness of single-stair multifamily buildings, sunsetting after
seven years.

•

The Village uses State of Wisconsin building and fire codes. If single-stair multistory buildings become allowable under state codes they will be permitted in
the Village. The benefit of a single-stair building is reduced cost and increased
floor plan efficiency. Presumably the research will investigate what
compensation measures will be required in such buildings to ensure safe
emergency egress.

Sec. 103 – Exemption on Construction or Modification of Residential Housing
Located on an Infill Site*
• Exempts Department of Agriculture (USDA) assistance for infill housing
development from federal environmental review requirements.
•

Due to high median household income the Village does not typically qualify for
USDA grants.

Sec. 104 – Database of Publicly Owned Land
Requires all Community Development Block Grant (CDBG) recipients to publish a
searchable, publicly accessible online database of undeveloped land parcels owned
by the grantee.
• The Village is part of the Dane County Urban County Consortium for access to
CDBG funds. Dane County would likely provide this information with input from
member communities.
Sec. 105 – FHA Small-Dollar Mortgages

•

Allows HUD to establish a pilot program to expand access to mortgages under
$100,000 backed by the Federal Housing Administration (FHA), with the pilot
program sunsetting after four years.

Sec. 106 – Temperature Sensor Pilot Program
• Creates a HUD pilot program for three years to provide grants to public housing
authorities (PHAs) and owners of federally assisted rental housing to install
temperature sensors, encouraging compliance with temperature-related
housing quality standards.
Sec. 107 – Housing Supply Frameworks*
• Directs HUD to publish guidelines and best practice frameworks for state and
local zoning and land-use policies.
•

Dane County and Vandewalle and Associates worked with local staff (including
from the Village) and other stakeholders to create a zoning best practices guide
for local municipalities. While the Village should track HUD efforts in this area,
the locally produced guide offers more immediate value.

Title 2 – Building More in America
Sec. 201 – Increasing Housing in Opportunity Zones
• Allows HUD to prioritize projects based in or primarily serving communities
designated as Opportunity Zones for any competitive grants relating to housing
development or preservation.
•

Opportunity Zones are economically distressed communities designated by
census tract where new investments may be eligible for preferential federal tax
incentives. The Village of Cottage Grove does not have a qualifying census tract.

Sec. 202 – Whole-Home Repairs Act*
• Creates a HUD pilot program to support state, local, and tribal whole-home
repair programs, which provide grants and forgivable loans to homeowners and
landlords for home repairs and modifications.
•

Village should track progress of this program and explore opportunities that may
arise from the HUD program.

Sec. 203 – Community Investment and Prosperity Act*
• Raises the cap on bank public welfare investments, including those in
affordable housing and community development projects, from 15% to 20%.

Bank public welfare investments must primarily benefit individuals or areas with
low- to moderate-incomes, or government-designated redevelopment zones,
and therefore may be of limited applicability in the Village.

Sec. 204 – Addition of Affordable Housing Construction as an Eligible Activity*
• Allows CDBG funding to be used for the construction of new affordable housing.
•

The Village is part of the Dane County Urban County Consortium for access to
CDBG funds. The Village should track opportunities to utilize this funding.

Sec. 205 – Better Use of Intergovernmental and Local Development (BUILD)
Housing Act*
• Authorizes HUD to treat certain housing assistance as “special projects” to help
simplify compliance with the National Environmental Policy Act (NEPA).
•

Expands HUD’s authority to delegate certain environmental review
responsibilities to states, local governments, and tribes.

Sec. 206 – Unlocking Housing Supply Through Streamlined and Modernized
Reviews Act*
• Streamlines the NEPA review process for a broad range of federally supported,
housing-related activities by expanding categorical exclusions.
Sec. 207 – Grants for Planning and Implementation Associated with Affordable
Housing
• Creates a competitive grant program at HUD to help state, local, and tribal
governments, as well as regional planning agencies, implement planning and
community development activities. These activities include updating regulatory
processes, increasing capacity to conduct inspections, and coordinating
housing development with transportation planning.
•

Village should track grant program implementation, review eligibility, and seek
opportunities for participation.

Sec. 208 – Innovation Fund
• Creates a $200 million annual competitive grant program for local governments
and tribes that demonstrate measurable increases in housing supply,
incentivizing reforms such as streamlined permitting, density bonuses, and
zoning changes. The program sunsets after seven years.

Village should track grant program implementation, review eligibility, and seek
opportunities for participation.

Sec. 209 – Accelerating Home Building Act*
• Provides grants to local governments and tribes to select and implement prereviewed housing designs (such as accessory dwelling units, duplexes, or
townhouses) to streamline affordable housing construction, with 10% of total
funding reserved for rural areas and a five-year window for adoption.
•

Village should investigate working with home builders to pre-approve designs, or
investigate opportunities to do this on a county-wide or regional basis.

Sec. 210 – Revitalizing Empty Structures Into Desirable Environments (RESIDE)
Act*
• Creates a pilot grant program to help local governments convert vacant
commercial or industrial buildings into affordable housing, prioritizing
economically distressed areas and Opportunity Zones.
•

Limited applicability in Village as there are few long-term vacant buildings, no
Opportunity Zones, and likely no areas that would qualify as economically
distressed.

Sec. 211 – Housing Affordability Act*
• Updates statutory maximum loan limits for FHA multifamily mortgages and
reforms the formula used to set them.
•

May benefit multi-family developers that propose projects in the Village, but the
Village is not an FHA mortgage holder.

Sec. 212 – Rental Assistance Demonstration Program
• Lifts the RAD program cap by 100,000 units and extends protections for tenants
in RAD buildings.
Sec. 213 – Build Now Act*
• Ties some localities’ CDBG funding to their housing production, including
bonuses for accelerated homebuilding and small funding reductions for lagging
grantees.
•

The Village is part of the Dane County Urban County Consortium for access to
CDBG funds. Overall growth in Dane County may lead to added benefits.

Title 3 – Manufactured Housing for America
Sec. 301 – Housing Supply Expansion Act*
• Eliminates the permanent chassis requirement for manufactured homes,
establishes HUD as the primary authority on energy efficiency standards for
manufactured homes, and requires HUD to establish minimum energy
efficiency standards for manufactured homes.
•

Technology of modular, factory-built housing has advanced greatly in recent
decades. Eliminating the chassis requirement reduces unit cost, while energy
efficiency improvements would improve long-term affordability of owning such
homes.

Sec. 302 – Modular Housing Production Act*
• Directs HUD to conduct a review of FHA construction financing programs to
identify barriers for modular housing developers and administrative
opportunities to reduce any such barriers, and to initiate a related rulemaking.
•

Allows HUD to fund a study on the utility of a standardized code for modular
homes.

Sec. 303 – Property Improvement and Manufactured Housing Loan Modernization
Act*
• Increases the loan limits of FHA-insured manufactured housing loans, adds the
construction of accessory dwelling units as an acceptable use for FHA-insured
property improvement loans, and directs HUD to conduct a study on the costeffectiveness of off-site construction techniques.
•

If the Village amends its ordinance in the future to allow ADUs, this act may
make financing easier.

Sec. 304 – PRICE Act*
• Reauthorizes Preservation and Reinvestment for Community Enhancement
(PRICE) grants for seven years to fund the repair, preservation, and improvement
of existing manufactured homes and manufactured home communities.
•

The Village does not currently have a manufactured home community.

Title 4 – Accessing the American Dream
Sec. 401 – Creating Incentives for Small-dollar Loan Originators

Directs the Consumer Financial Protection Bureau (CFPB) to study and report on
mortgage loan originator compensation practices and their impact on the
availability of small-dollar mortgages of $100,000 or less.

Sec. 402 – Small-dollar Mortgage Points and Fees
• Requires the CFPB to evaluate the impact of current points and fee thresholds
on small-dollar mortgage lending.
Sec. 403 – Appraisal Industry Improvement Act*
• Reforms appraisal licensing and training, enhances standards for FHA-approved
appraisers, adds flexibility for trainee appraisers, and authorizes grants to
support appraisal workforce development.
Sec. 404 – Helping More Families Save Act*
• Authorizes HUD to implement a multi-year demonstration project that will test
and evaluate an opt-out approach to the Family Self-Sufficiency (FSS) program,
among other program changes.
•

Reflects a previous BPC recommendation.

Sec. 405 – Choice in Affordable Housing Act*
• Aims to reduce delays in HUD inspections by allowing units financed through
certain federal housing programs—the Low-Income Housing Tax Credit (LIHTC),
the HOME Program, and the USDA Rural Housing Service—to automatically
meet Housing Choice Voucher (HCV) inspection requirements if they have
passed an inspection within the past year.
•

Allows new landlords to request advance inspections, helping to expand
housing options for voucher holders and incentivizing greater landlord
participation in the HCV program.

Title 5 – Program Reform
Sec. 501 – HOME Investment Partnerships Reauthorization and Reform Act*
• Reauthorizes the HOME Investment Partnerships (HOME) program.
•

Makes administrative reforms to support housing production, including
expanding program eligibility and allowing jurisdictions greater flexibility in using
HOME funds for housing-related infrastructure.

•

Streamlines the NEPA review process for HOME program activities by removing
duplicative requirements and expanding exemptions for small-scale housing
projects, including infill development and acquisition of real property for
affordable housing.

•

Directs HUD to review the implementation of Build America, Buy America Act
requirements and to update its guidance to clarify the application of these
requirements for HOME-funded projects.

•

HOME program funds can be used for homebuyer assistance, owner-occupied
rehabilitation, construction and rehabilitation of affordable rental housing, and
direct rental vouchers and security deposit assistance for families to use in the
private rental market. Dane County Dept. of Human Services receives these
funds at the local level.

Sec. 502 – Rural Housing Service Reform Act*
• Makes changes to USDA’s Rural Housing Service programs, including
decoupling rental assistance from maturing mortgages, permanently
establishing the Housing Preservation and Revitalization program for multifamily
rental housing, and authorizing technology improvements and increased
staffing.
•

Due to high median household income the Village does not typically qualify for
USDA grants or programs.

Sec. 503 – Incentivizing Local Solutions to Homelessness
• Allows Emergency Solutions Grant funding recipients to request a waiver of the
statutory 60% spending cap on emergency shelter beds and street outreach.
Sec. 504 – Reforming Disaster Recovery Act*
• Authorizes HUD’s Community Development Block Grant Disaster Recovery
(CDBG-DR) program for three years and reforms the program to better address
the needs of low- to moderate-income households following major disasters.
Sec. 505 – New Moving to Work Cohort
• Authorizes a new MTW program cohort, the Economic Opportunity and
Pathways to Independence Cohort, with specific eligibility and reporting
requirements.

Title 6 – Veterans and Housing
Sec. 601 – Military Service Question*
• Adds a disclosure to the Uniform Residential Loan Application informing
applicants that they may be eligible for a Department of Veterans Affairs (VA)
Home Loan to increase awareness of and access to the program.
Sec. 602 – Housing Unhoused Disabled Veterans Act*
• Excludes disability benefits received by veterans for the purpose of determining
income eligibility for the HUD-Veterans Affairs Supportive Housing program.
Sec. 603 – Veterans Affairs Loan Informed Disclosure Act (VALID) Act*
• Enhances FHA mortgage disclosures to help borrowers compare VA loan
options alongside conventional and FHA loans.
Title 7 – Oversight and Accountability
Sec. 701 – Requiring Annual Testimony and Oversight from Housing Regulators*
• Requires the HUD secretary to testify annually before Congress on the
department’s activities and performance.
Sec. 702 – FHA Reporting Requirements on Safety and Soundness
• Requires that HUD provide monthly reports to Congress relating to the FHA
Mutual Mortgage Insurance Fund’s statutorily required 2% capital ratio and to
notify Congress if the fund falls below the mandated ratio.
Sec. 703 – United States Interagency Council on Homelessness Oversight
• Requires that the United States Interagency Council on Homelessness (USICH)
include a progress update on its efforts to reduce homelessness as part of its
annual planning process and that it provide annual testimony to Congress if
requested.
Sec. 704 – Appraisal Modernization Act
• Requires USDA, VA, FHA, and the Federal Housing Finance Agency (FHFA) to
implement requirements for lenders of federally backed mortgages to have
review and resolution procedures for value reconsiderations or second
appraisals requested by consumers.
•

Requires the Government Accountability Office (GAO) to issue a report
assessing the feasibility of creating a public appraisal database consolidating
data collected by the FHFA, HUD, USDA, and the VA.

Sec. 802 – Streamlining Rural Housing Act*
• Directs HUD and USDA to align and coordinate their environmental review
processes and other regulatory requirements, guided by a memorandum of
understanding.
Sec. 803 – Improving Self-Sufficiency of Families in HUD-Subsidized Housing
• Directs HUD to study the benefits and challenges of work requirements on PHAs
participating in the MTW demonstration and on assisted households.
Sec. 804 – GAO Studies*
• Directs GAO to study and report on barriers to accessing affordable housing for
middle-income households as well as older adults and people with disabilities
served by HUD programs; how many housing units are located within a mile of a
site on the Environmental Protection Agency’s National Priorities List; and
challenges relating to heirs property.
Sec. 805 – Improving Public Housing Agency Accountability
• Requires PHAs to notify HUD of any federally appointed monitors or receivers
overseeing their operations and to publicly disclose information about their
contract.

Requires federally appointed monitors or receivers responsible for PHA
oversight to submit written assessments of their oversight activities.

Requires the HUD inspector general to report on the operation of PHAs and
issue recommendations to improve oversight.

Title 9 – Strengthening Community Banks’ Role in Housing
Sec. 901 – Community Bank Deposit Access
• Clarifies that custodial deposits at smaller banks should not be considered
brokered deposits or be subject to those same regulations.
Sec. 902 – Keeping Deposits Local*
• Allows banks to exclude a larger percentage of reciprocal deposits from being
considered “brokered” based on a bank’s total liabilities.

Sec. 904 – Credit Union Board Modernization*
• Allows boards of well-run federal credit unions to meet as few as six times a year
rather than monthly.
Sec. 905 – Systemic Risk Authority Transparency
• Directs GAO and federal banking regulators to report to Congress on the causes
of bank failures that require invoking the “systemic risk exception” to the FDIC’s
least-cost resolution requirement.
Sec. 906 – Advancing the Mentor-Protégé Program for Small Financial Institutions
• Codifies a Department of the Treasury program that pairs large financial
institutions with small, rural banks and minority depository institutions.

Requires the Treasury secretary to report on the program’s activities.

Sec. 907 – American Access to Banking
• Directs federal financial regulators to support the formation of new community
banks and credit unions (de novo institutions), including minority depository
institutions and rural banks, by streamlining the application process and

Sec. 908 – Promoting New Bank Formation
• Directs federal banking agencies to support de novo (new) community banks by
piloting a two-year phase-in period for capital requirements and allowing
flexibility to modify approved business plans.

• Directs federal banking agencies and the National Credit Union Administration
to study ways to support rural depository institutions, identify federal laws and
regulations that limit their formation, growth, and activities, and report findings

The project includes replacing the undersized 6-inch water main and the aging concrete
sanitary sewer beneath the roadway. As part of these utility improvements, the street will be
fully reconstructed to address deteriorated and failing pavement throughout the corridor. In
addition, concrete curb and gutter, along with sidewalk infrastructure, will be replaced along
the length of the project to improve overall safety, accessibility, and long-term durability.
The project will replace the aging clay sanitary sewer main and the undersized 6-inch water
main located beneath the street. As these utilities are upgraded, the roadway will also be
reconstructed, including new asphalt pavement to replace the deteriorated existing surface.
In addition, concrete curb and gutter, as well as sidewalks throughout the corridor, will be
replaced to improve the overall condition, safety, and longevity of the infrastructure.
