1. CALL TO ORDER: Mayor Aaron Hoffman called the Snohomish City Council Regular Meeting
to order at 6:00 p.m., Tuesday, April 21, 2026. The meeting was held in hybrid format with
in-person attendance at the Snohomish Carnegie, 105 Cedar Avenue, Snohomish, and
remote online access via Zoom.

Anup Deol, David Flynn, Gabe Jacobs, Judith Kuleta, Terry Lippincott, Tom Merrill, and

3. APPROVE AGENDA Contents and Order
Motioned by Councilmember Lippincott, seconded by Councilmember Neals to approve the
agenda as presented. Motion passed unanimously (7-0).

5. ACTION ITEMS
a. APPROVE Resolution 1498 Adopting the First Street Master Plan
Siobhan Waltman, Project Manager, presented the item and responded to Council
questions.
Public comment was taken and Council deliberation took place.
Motioned by Council President Neals, seconded by Councilmember Jacobs to extend the
meeting until 9:30 p.m. Motion passed unanimously (7-0).
Motioned by Councilmember Merrill, seconded by Councilmember Kuleta to approve
Resolution 1498 adopting the First Street Master Plan. Motion passed unanimously (7-0).
6. OTHER BUSINESS/INFORMATION ITEMS
Councilmember Merrill raised a new business item regarding 1119 maple street and noted
restrictions on the property. Councilmember Flynn requested Council opinion regarding boat
noise and suggested signage with rules and regulations. The Mayor agreed signage is
needed and stated it would be completed.
7. COUNCILMEMBER COMMENTS
Councilmembers shared brief comments and reported on recent events they attended.
8. COUNCIL PRESIDENT'S ITEMS/REPORTS
Council President Neals reported on the following:
• Acknowledged those that came to speak and encouraged continued citizen
engagement, inviting the public to see what the City is doing.
9. CITY ADMINISTRATOR'S COMMENTS
City Administrator Klein commented on the following:
• A conversation with Frank Lawhead and noted the Third and Pine contract will be
brought forward on May 21. The meeting is scheduled for May 19.
10. MAYOR'S COMMENTS
Mayor Hoffman commented on the following:
• All city staff meeting was held earlier in the day.
• Asked Council to email their opinions regarding clapping after public comments.
11. RECESS TO EXECUTIVE SESSION to consider the minimum price at which real estate will
be offered for sale, pursuant to RCW 42.30.110(1)(c). Action may follow.
The Regular Meeting recessed at 9:15 pm., and the Council convened into Executive Session
to consider the minimum price at which real estate will be offered for sale, pursuant to RCW
42.30.110(1)(c). It was anticipated the Executive Session would last approximately 15
minutes, until 9:30 p.m., with action to follow.
The Executive Session concluded at 9:30 p.m.

12. RECONVENE AND ADJOURN
The Regular City Council meeting reconvened at 9:30 p.m.
Motioned by Council President Neals, seconded by Councilmember Merrill to authorize the
Mayor to execute the commercial and investment purchase and sale agreement for 2504
Menzel Lake Road, Granite Falls. Motion passed unanimously (7-0).
With no further business before the Council and hearing no objection to adjournment, Mayor
Hoffman adjourned the meeting at 9:30 p.m.

Subject: AUTHORIZE the Reclassification of the City Engineer

SUMMARY: The City Council will be asked to consider reclassing the City Engineer position.
BACKGROUND & ANALYSIS: Reclass to from paygrade 700 to 800
After evaluation of the scope, responsibilities, and organizational needs of the City Engineer position,
staff recommends reclassifying the position to the appropriate pay grade to ensure current operational
demands are met and the City’s ability to retain qualified professional staff. Proceeding through Council
approval ensures compliance with both the Personnel Policies and Financial Management Policy while
maintaining transparency and fiscal oversight.
RECOMMENDATION TO COUNCIL: Council approval is required to implement the reclassification in
accordance with the City's Personnel Policies and Financial Management Policy, ensuring appropriate
fiscal oversight, consistency in position classification, and transparency in compensation decisions.
The City's Personnel Policies state that "a reclassification involving an upgrade of salary should not be
effected unless it is requested and approved as part of the budget process or is approved by the City
Council." The position adjustment involves an upgrade of salary. However, the Financial Management
Policy Article 5.7 requires all budget amendments related to personnel and benefits to be approved by
the City Council.
The current City Engineer position would be reclassified to the paygrade to meet this need effective
immediately after council approval.
FISCAL IMPACT: The financial impact for reclassifying to the City Engineer position will be an
approximate additional $11,700, including taxes and PERS for FY 2026.

ACTIVITY REPORT:

Calls for service increased slightly from January to March as Snohomish Deputies responded to 815 calls for
service over the course of January compared to 880 calls for service in March. The number of thefts increased
from 4 in January to 12 in March, however vehicle prowls, burglaries and auto thefts remained consistently
low over the three months (with highs of 3 burglaries in January and 2 vehicle prowls in March).
The number of behavior health calls (BHC) was 32, ranging from 8 in January to 12 in March. There were 12
domestic violence (DV) calls during this time period ranging from 1 in January to 9 in March, however these
numbers are not atypical. Between January and March of 2025, Deputies responded to 21 BHC calls and 22 DV
calls.
Overall these numbers are consistent with previous trends where the calls for service increase as we get closer
to the summer months.

TRAFFIC REPORT:

Deputies conducted 575 traffic stops and issued 156 traffic/parking infractions between January and March.
Snohomish Deputies also responded to 21 DUI calls and 83 collisions, and handled 28 abandoned vehicle calls
and 87 parking complaints.

MISC

The police department currently has two vacancies on patrol that we hoped to be filled in the coming months
– we have also had two Sergeants and one Deputy on extended leave, with all three scheduled to be returning
soon. Deputy Jacob Holmes has been temporarily assigned to the city to help with staffing.
