ACTION ITEMS
a.

Purchase and Sale Agreement for Proposed Police Station Property (Rachel Shaw, City
Administrator)
Motion to authorize the Mayor to enter into the Purchase and Sale Agreement with the Estate of James
Parker for the acquisition of the property located at 607 5th Street (two parcels), Prosser, Washington,
for the proposed police station, in the amount of $500,000, and execute all associated documents
necessary to complete the transaction.

b.

Flock Safety Automated License Plate Reader (ALPR) Cameras Contract Renewal and
Direction (Rachel Shaw, City Administrator)
Provide direction to staff regarding the continuation or non-renewal of the Flock Safety subscription
agreement.
Option No. 1: Motion to authorize the City Administrator to provide written notice of non-renewal to
Flock Safety no later than October 15, 2026, and take all necessary steps to discontinue services upon
expiration of the current subscription term on November 14, 2026.
Option No. 2: Motion to authorize the City Administrator to proceed with the renewal of the Flock Safety
subscription agreement and take the necessary steps to reactivate the automated license plate reader
cameras, subject to compliance with applicable state laws and regulations, including RCW 10.130, and
include the associated subscription costs in the 2027 budget.
