BACKGROUND:
Two years ago, CEPD received a grant to install Automatic
License Plate Readers, the company we contracted with was
Flock. The cameras take pictures of license plates that pass by
the camera in order to help investigations.
Since the installation of the Flock cameras, there have been
legislative and policy changes that protect misuse of the system.
I have performed regular internal audits as well as external audits
and have found no instances of misuse or abuse. Protections are
furthered by Washington state law that police must associate any
search with a case number attached to it to help with identifying
any misuse, as well as there being circumstances in which police
must seek a warrant to even create a search query.
I find the Flock system to be very valuable to public safety while
also protecting civil liberties. Flock cameras can help criminal
investigations as well as assist in finding and locating potentially
vulnerable individuals (Amber alerts/Silver Alerts).
One quote represents the cost of a 1-year renewal. The other
quote is the cost of a 1-year renewal along with
damage/replacement insurance at $500 per pole per year. The
grant would be able to cover the totality of the funding.
RECOMMENDATION:

The Camera Protection Plan is applicable to all the Flock LPR and/or Video cameras covered by this Order Form. The Camera Protect ion Plan covers
damage to applicable Flock Hardware that is not caused by the acts or omissions of Customer (or any party acting on behalf of Customer), or otherwise
from Customer's failure to adhere to the terms of the Agreement, including the implementation guide. With respect to damage t o Flock Hardware that is
