1. Call to Order
Mayor Matsumoto Wright called the meeting to order at 7:00 p.m.
2. Attendance Roll Call
City Clerk Jennifer Joki called roll.
3. General Public Comment
All public comments submitted in writing were provided to Council.
• MLT resident Adam Cickay commented (remotely) in opposition to the Flock Safety Camera
system.
4. Review Presentation on Legislative Agenda by The Johnston Group
Deputy City Manager Carolyn Hope and Federal Legislative Lobbyist Jake Johnston
Johnston and Hope presented on this item to include Mountlake Terrace is the leader in the
state for same-size city transportation spending, transportation bill, community space
funding, DelBene requested the full amount for the library roof, MLT unsuccessful recipient
of RAISE grant, briefings with agencies to provide feedback on grant application, grant
process, federal government contract terms, money, RAISE grant funding designated for
Washington state, current federal government shutdown, statutorily protected programs,
Washington one of 27 states stopping SNAP programs due to lack of funding, and control of
federal spending.

Johston and Hope heard and responded to questions and comments from council regarding
RAISE grant process worth continuing, RAISE grant funding designated for Washington
state, number of applicants for grant, identifying residents who rely on SNAP Program,
pavilion roof life expectancy, restrictions with grants, status of future and existing grants,
withholding funds, and appreciation for Jake’s work.
5. Review Professional Services Agreement with Kenyon Disend for City Attorney Services
Deputy City Manager Carolyn Hope
Hope presented on this item to include background, purpose, costs, affordability, and the
advantage of having a team with a firm versus one attorney.
Hope heard and responded to questions and comments from council regarding the market for
city attorneys and cost, comparables, strong relationship built with firm, and analysis of
where city dollars are spent.
6. City Manager’s Report
Deputy City Manager Carolyn Hope
Hope’s report included:
• State financial audit underway for 2024
• Washington Cities Insurance Authority audited Public Works this year which passed
• Seattle Times article out about Flock and federal agencies, and MLT Flock system is on
pause, cameras are not in place
• Last night was as successful Water/Sewer Comprehensive Plan public forum
• 4 Lodging Tax applications in hand, upcoming Lodging Tax Advisory Committee meeting
• Generator project moving forward
• Electric Vehicle charging station installments moving forward
• Ballinger Park paving and clearing land for mitigation plantings
• Vaccination clinic here tomorrow
• MLT Elementary request for field trip to meet Councilmembers and Diversity, Equity and
Inclusion commissioners
Hope heard and responded to questions and comments from Council regarding the Public Works
audit, Lodging Tax applications, Chamber of Commerce, Water/Sewer Comprehensive Plan
public forum recording, utility double-billing vendor glitch, utility rates presentation to council,
continued Waste Management issues, and appreciation for Public Works and street sweeper.
7. Review November 6 Meeting Agenda
The agenda was reviewed by council.
8. Council Comments
• Councilmember Woodard commented on Adopt-A-Drain program and Councilmembers
Woodard and Murray have a plan for the City Manager agreement next steps.
• Councilmember Murray commented on federal government shutdown, Concern for
Neighbors Food Pantry cooking school fundraiser, and what city can do to help residents
affected by the shutdown.

Councilmember Sonmore commented on Volunteers of America food donation drives, school
district and senior citizens meal programs, and councilmembers receiving same information
from the City Manager.
Councilmember Paige commented on Chamber of Commerce meeting at the Getaway on
Tuesday and Snohomish County hosting domestic violence awareness fundraiser there on
December 5, 6, 7.
Mayor Matsumoto Wright commented on the Adopt-A-Drain program.
