1. Call to Order – Flag Salute – Roll Call
Mayor Matsumoto Wright called the meeting to order at 7:00 p.m.
City Clerk Jennifer Joki called roll.
A motion to excuse Mayor Pro Tem Wahl was made by Councilmember Murray and
seconded. Motion passed 6-0.
2. Late Changes to Agenda
None.
3. General Public Comment
All public comments submitted in writing were provided to Council.
• MLT resident Adam Cickay commented remotely in opposition to the Flock Safety
Camera system.
4. Consent Agenda
A motion to approve the Consent Agenda, items a-b, was made and seconded. Motion passed
6-0.

5. Review, Public Hearing, and Vote on Ordinances Adopting Property Annexation and Zoning
Designation for 24229 48th Ave
Senior Planner Sara Pizzo
Pizzo presented on this item to include the legislative history, a summary, Planning
Commission recommendation, Boundary Review Board findings, and next steps.
A motion to open the public hearing was made by Councilmember Murray and seconded.
Motion passed 6-0. The public hearing was declared open.

A motion to adopt the ordinances adopting the annexation of property and zoning designation
of R-1 for the site located at 24229 48th Ave W was made by Councilmember Murray and
seconded.
Council Discussion: Discussion included the specific location of the property.

6. Review Interlocal Agreement with Snohomish County Department of Emergency
Management for Funding Request
City Manager Jeff Niten
Niten presented on this item to include the background, purpose, funding, and service options.
Niten heard and responded to questions and comments from council regarding rates, funding,
emergency response plans, the need for this coordination, types of services received,
communication of services to residents, City of Everett not listed as part of the agreement,
posting a list of emergency supplies, Emergency Center at Public Works Operations Building,
regional emergency center, Diversity, Equity and Inclusion piece of the funding, and
consensus for option 2.
7. City Manager’s Report
City Manager Jeff Niten
Niten’s report included:
• Meeting next week, but not on the 5th Thursday, October 30
• Street Sweeper naming contest winner is “Sir Sweeps A Lot”
• Working with Waste Management for resident issues, zones with calendar online

Deputy City Manager Carolyn Hope is kicking off Cohort 7 for NW Women’s
Leadership Academy tonight
Two former Mountlake Terrace mayors have passed away, Bob Bergh and Pat Cordova

Niten heard and responded to a question from council regarding regular street sweeper, Waste
Management communication with residents, street sweeper naming competition, and the rust
on the flower art in front of City Hall has been fixed.

Councilmember Murray’s report included:
• October 9 Council work session
• October 11 International Rescue Committee Annual Fundraiser
• October Diversity, Equity and Inclusion meeting moved to the 27th
• Week without Driving
Councilmember Paige’s report included:
• October 8 City Manager meeting
• Water Resource Inventory Area (WRIA) 8 meeting
Councilmember Ryan’s report included:
• October 14 Law Enforcement Officer/Firefighter Disability/Retirement Board meeting
Councilmember Sonmore’s report included:
• Commented on previous Mountlake Terrace Mayor Pat Cordova who passed away
• Missed October Recreation and Park Advisory Commission meeting, received updates
• City of Kenmore adding 4 new traffic safety cameras
• There is a counter app to report number of people at events
Councilmember Woodard’s report included:
• October 3 Edmonds Waterfront Center Breakfast
• October 4 Foundation for Edmonds School District 5K Run
• October 6 at Shoreline City Council noticed lighted timer display and names on the screen
while talking
• October City Manager meeting
• October 13 Indigenous People’s Day Walking Tour in Edmonds

• October 16 Foundation for Edmonds School District Nourishing Network
• Appreciation to the City Clerk for locating requested council meeting video clip
• Appreciation to residents who give positive feedback

9. New Business
• Councilmembers Ryan, Sonmore, Paige and Murray commented on the Mountlake Terrace
High School morning traffic issue.
• Councilmember Woodard stated appreciation for student reaching out to council with
concerns about traffic issues.
