MINUTES OF REGULAR
COUNCIL MEETING

TIME: 7:00 PM

DATE: July 13, 2026

PLACE: Eatonville Community Center/Virtual Zoom Meeting.
CALL TO ORDER
Mayor McFadden called the meeting of the Eatonville Town Council to order at 7:00 p.m.
ROLL CALL
Town Clerk Miranda Doll called the roll. The following were:
Present: Councilmembers Kyle Litzenberger, Peter Paul, Mike Schaub, Bill Dunn and Colin
Stephens.
Also Present: Mayor Emily McFadden, Town Clerk Miranda Doll, Town Administrator Eric
Phillips, Interim Police Chief JJ Justman and Town Planner Nick Moore.
OPENING CEREMONIES
Mayor McFadden led the assembly in reciting the Pledge of Allegiance to the American Flag.
APPROVAL OF AGENDA/SET TIME RESTRICTIONS
Councilmember Litzenberger moved approval of agenda with a three-minute time limit and was
seconded by Councilmember Schaub.
Councilmember Dunn made a motion to move agenda item 9A to the end of new business and was
seconded by Councilmember Stephens. All were in favor.
Mayor McFadden asked for a vote on original motion. All were in favor.
COMMENTS FROM CITIZENS
Connie Ulman – 607 Williams Ct, thanked the Council for their service to the Town. She spoke
in support of Centerpoint and feels that the Town should make development easy for groups.
Paul Jonathan Cross – 604 Williams Ct, spoke as lead pastor of Centerpoint asking the Town to
grant the extension to the developer agreement. They are asking to be able to move forward under
today’s standard.

Jennie Cross – 604 Williams Ct, born and raised in Eatonville, graduated from Eatonville High
School. She spoke about the progress that has been made on the church property since the
beginning of the current developer’s agreement.
Tammi Guill – 30716 40th Ave E, Graham, thanked the Council for the opportunity to speak, she
spoke on the outreach programs that are offered to the community by Centerpoint.
Adam Orellana – 10316 438th St Ct E, has been a member of the community for about 12 years,
is the youth pastor for Centerpoint. Spoke in favor of approval of the developer’s agreement.
Lorie Thwing – 165 Tamarack Ct N, she thanked the Council for their help in building the
community, she has been in Eatonville for over 20 years and has seen the impact 1 st hand that
Centerpoint has on the community.
Pat Turnage – 6911 392nd St Ct E, spoke about Centerpoint’s Celebrate Recovery program, he
now runs the program, and it is now Freedom Journey.
Christina Kiehn – 201 Rainier Ave S, asked Council to please consider approving the extension
for the developer’s agreement. She feels that Centerpoint has a significant impact on our
community and on her family directly.
Nick Snow – 9510 Blau Rd E, he is the plumbing contractor and wanted to relay to the Council
that the plumbing standards are all up to current code.
Sean Wise – 45107 Nisqually Ridge Dr E, partners with Prisoners for Christ, 15 years ago the
church took a chance on this property and has been able to make improvements to the property.
They hold community events, not just church events, and he would like to see the extension granted
so the work can continue.
Steve Putney – 108 Magill Rd N, as the manager of Arrow Lumber he sees the benefit Centerpoint
gives to the community and the businesses and Arrow has always had a good relationship with
Centerpoint. He has seen the good they offer and feels the extension should be approved.
Mary Lou Hale – 604 Williams Ct, she has called Eatonville home for over 60 years and raised
her family here. She is one of the founding members of Centerpoint Church and believes the church
is a blessing to the community. Struggles to understand why granting the extension is so difficult
as they are just asking for additional time, asked to grant the extension.
Nick Hausner – 190 Baumgartner Pl, is not a member of the church but has had several
experiences with them. He knows Centerpoint is committed to the community and shared a few
examples.
Paulette Gilliardi – PO Box 16, Elbe, gave some history on her relationship with Jonathan, she
was there in the beginning stages of Centerpoint. She feels that what they offer to the community
is impressive and would like to see the extension granted.
Dr. Mark Snell – 25509 67th Ave Ct E, Graham, retired general surgeon, joined Centerpoint in
2022 and would like to see the money go towards building the church rather than having to pay
for permits again. Would like to see the extension granted.

Councilmember Dunn made a motion to approve the consent agenda and was seconded by
Councilmember Litzenberger. All were in favor.

Police Report – Interim Chief Justman reported that there were no incidents over the 4 th
of July and let everyone know that the new officer will be starting on the 22nd.
Public Works Report – Town Administrator Eric Phillips gave updates on the Community
Center Generator project, a grant opportunity for Glacier Park, the Eatonville Highway
overlay project, Mashel River Streambank armor, Aviator Heights as well as the airport
gates.
Finance/Legislative Committee – Councilmember Dunn let everyone know that the
Committee met on June 30th and discussed the vehicle cost overrun, budget amendment
and the Committee recommends approval. They also discussed the refund check from
SS911 and the need for review of EMC title 2.
Public Utilities Committee – Councilmember Stephens reported that the Committee met
on June 24th and discussed the PC flood control funds, the carbon credit as well as road
striping and the flock cameral removal.
Parks & Recreation Committee – Councilmember Dunn stated that the Committee met
on June 30th and discussed design options for Glacier Park using an RCO grant.
Staff Report – Town Clerk Miranda Doll let everyone know that Deputy Clerk Christina
Dargan had received her Certified Municipal Clerks (“CMC”) designation.
Mayor’s Report – Mayor McFadden welcomed Interim Police Chief Justman and
explained the idea behind the RCO grant for Glacier Park.

RESOLUTION 2026-DD
A Resolution of the Town of Eatonville, Washington, authorizing the execution of a letter of
understanding with the International Brotherhood of Electrical Workers, Local 483, as it relates to
the position of Police Chief.
Town Clerk Miranda Doll read the Resolution by title into the record.
Councilmember Dunn made a motion to approve Resolution 2026-DD and was seconded by
Councilmember Litzenberger.
Councilmember Dunn made a motion to amend the Letter of Understanding to allow for flexibility
in the schedule that best fits the needs of the Town and was seconded by Councilmember Schaub.
All were in favor.
Mayor McFadden called for a vote on the original motion. All were in favor.

RESOLUTION 2026-EE
A Resolution of the Town of Eatonville, Washington, authorizing the execution of a lease
agreement with Pierce County.
Town Clerk Miranda Doll read the Resolution by title into the record.
Councilmember Litzenberger made a motion to approve Resolution 2026-EE and was seconded
by Councilmember Paul. All were in favor.
RESOLUTION 2026-FF
A Resolution of the Town of Eatonville, Washington, authorizing the Mayor to sign a
Memorandum of Understanding with Washington State Department of Corrections.
Town Clerk Miranda Doll read the Resolution by title into the record.
Councilmember Schaub made a motion to approve Resolution 2026-FF and was seconded by
Councilmember Stephens. All were in favor.
RESOLUTION 2026-GG
A Resolution of the Town of Eatonville, Washington, authorizing the execution of an amendment
to the professional services agreement with Parametrix, Inc for on call services.
Town Clerk Miranda Doll read the Resolution by title into the record.
Councilmember Dunn made a motion to approve Resolution 2026-GG and was seconded by
Councilmember Litzenberger. All were in favor.
RESOLUTION 2026-HH
A Resolution of the Town of Eatonville, Washington, authorizing the execution of an amendment
to the professional services agreement with RH2 Engineers, Inc for on call services.
Town Clerk Miranda Doll read the Resolution by title into the record.
Councilmember Schaub made a motion to approve Resolution 2026-HH and was seconded by
Councilmember Stephens. All were in favor.
RESOLUTION 2026-II
A Resolution of the Town of Eatonville, Washington, authorizing the execution of an amendment
to the professional services agreement with Psomas for on call services.

Councilmember Dunn made a motion to approve Resolution 2026-II and was seconded by
Councilmember Litzenberger. All were in favor.
ORDINANCE 2026-13 – FIRST READING
An Ordinance of the Town of Eatonville, Washington, amending the 2027 budget of the Town of
Eatonville, as adopted by Ordinance 2025-12.
Town Clerk Miranda Doll read Ordinance 2026-13 by title into the record.
Councilmember Stephens made a motion to approve the first reading of Ordinance 2026-13 and
was seconded by Councilmember Litzenberger. All were in favor.
RESOLUTION 2026-JJ
A Resolution of the Town of Eatonville, Washington, amending the financial policies for the Town
of Eatonville; providing for periodic review and establishing an effective date.
Town Clerk Miranda Doll read the Resolution by title into the record.
Councilmember Dunn made a motion to approve Resolution 2026-JJ and was seconded by
Councilmember Stephens.
Councilmember Dunn made a motion to table Resolution 2026-JJ and was seconded by
Councilmember Litzenberger. All were in favor.
RESOLUTION 2026-CC
A Resolution of the Town of Eatonville, Washington, authorizing the Town to enter into a first
amendment to a development agreement between the Town of Eatonville and CenterPoint
Eatonville.
Town Clerk Miranda Doll read the Resolution by title into the record.
Councilmember Paul made a motion to table Resolution 2026-CC and was seconded by
Councilmember Dunn. Motion failed 2-3.
COUNCIL MEMBER COMMENTS
Councilmember Litzenberger thanked Councilmember Stephens for taking the lead on the striping
and Eric for the plan for Glacier Park. He said it was nice to see local politicians at the event in
Eatonville on the 3rd of July and congratulated Christina on earning her CMC.
Councilmember Paul echoed Councilmember Litzenberger and welcomed the new Interim Chief.
He thanked everyone for showing up.
Councilmember Schaub congratulated Christina and stated that he knows that she puts a lot into
her job and the extra stuff that she does for wellness.

Councilmember Dunn said that he wanted to make sure that everyone who spoke at the meeting
knew that it is their right and hopes the community knows that and takes advantage of it. He
congratulated Christina and listed the requirements for earning a CMC.
Councilmember Stephens congratulated Christina for her hard work and thanked everyone for
coming with their thoughts.
ADJOURNMENT
With all business completed, Mayor McFadden adjourned the meeting at 9:06 PM.
