BERKLEY GROUP FINANCIAL CONSULTING PROPOSAL
We received a financial assessment from the Berkley Group regarding our operations,
interdepartmental workflows, and policies. There is room for improvement in workflows
between offices software systems to make our balancing procedures more efficient and timely.
Based on our discussions and interviews with Berkley Group, we could define workflows and
transition to Berkley Group for our financial consulting and audit preparation. They are
proposing, and staff is requesting, to perform this work monthly. Lunenburg does not have the
funds to hire a full-time finance director, nor is there a need for full-time. The County
Administrator and Treasurer’s office handle all budget and finance for the County, and the
School Board takes care of their budget and finance, but a part-time staffing would bridge the
gap between the two entities and streamline balancing procedures. For the FY27 year, this
would mean additional expenditure added to the budget for approximately half of the year.
However, in FY28, the County would no longer contract with ClearPoint Consultants, and the
budget could be held to the prior year’s amounts. Also, Berkley Group can accommodate inperson fieldwork, which would reduce local staff workload for audit preliminary fieldwork and
monthly closing reconciliations, as necessary. The goal of this transition would be better
transparency, continuity of operations (especially in the case of transition/turnovers/absences),
and additional capacity for financial activities. Please see the attached work order from Berkley
Group for consideration.

Administration
- Reminder: Annual Farm Bureau Dinner on October 21st. You will need to complete the RSVP
and pay your guest fees online. The invitation is included in the packet.
- The contract for the 2028 Reassessment has been completed, with an added component for the
ability to add-on an interim valuation during the next four-year cycle.
- The annual VACo conference waitlist should open around October 15th. I will let you know as
soon as I have available rooms. The conference is November 8-10 in Bath County.
- Met with Southern Copier regarding our costs for repairs and supplies for our current
machines. We have researched how we could save time and money with a newer machine and
less maintenance. This is on the agenda.
- Nicole and I have been doing research on the recently implemented requirement to pay parttime staff on a bi-monthly basis (twice per month). We will keep you updated.
- Joined county administrators from eight other localities, Morgan Quicke of VACorp, and Dean
Lynch of VACo for the Regional County Administrators meeting in Farmville. We discussed

Airport
-
VA’s Heartland Alliance, collective bargaining, Planet Networks fiber project, data centers, 1%
sales tax option, EMT/Fire incentive program, FOIA request response, employment ads, PT
payroll, convenience site operations, residential campers, reassessment, paid sick leave, and
the Tobacco Commission.
The Airport solar RFP responses came in from Dominion Energy and Ameresco are still under
study. Jonathan and I will talk with the two town managers and consult third-party experts
before determining whether to put out a revised RFP.
We have executed the lease agreement for the hangar for a local tenant, Jeff Parrish.
Animal Control
- Officer Elliott will attend the annual VA Animal Control Association conference this month and
obtain his continuing education hours.
Budget & Finance- There is not a current need for a public hearing for the budget updates for FY27. The finance
committee and school finance staff agreed to watch enrollment and possibly look at the update
of the school budget mid-year in December/January. The other county budget updates can
wait until that time for a vote as the increases to expenditure will not exceed budget before
mid-year. At that time, a public hearing may be necessary for all changes to the budget.
- The Finance Committee met with the Sheriff’s Office regarding budgeting for overtime. This is
on the agenda. The FC also met with the school finance staff to review quarterly financials.
- ClearPoint Consultants completed virtual fieldwork the week of September 21-25. Robinson
Farmer Cox Associates will be here on-site November 2-6.
Building Official and Building & Grounds –
- We will advertise the RFB’s for the District Court doorway and Registrar second entrance. We
did not want to advertise at the height of early voting.
- We have received the engineering plan from VDH for our waterworks system. Building Official
Tuck and I have asked follow-up questions of VDH and the engineer. I will keep you updated.
Community/Economic Development/Planning –
- I joined the Town of Kenbridge for their BOOMS (Building Opportunities on Main Street)
meetings on the 1st and 2nd. This provides data that can be used to target business for vacant
properties and expand on underutilized building space.
- Attended the SVCC Community meeting in South Hill to discuss their growth, strategic plan,
enrollment, and workforce development partnerships.
- Joined a virtual meeting for Internships VA, a funding mechanism from VA Economic
Development Partnership, to discuss potential internship opportunities in our county.
Jonathan and I will share this information with local workforce partners. This comes at a good
time for supporting the community as H.R.1. workforce requirements come into play. See
Social Services discussion below.
- Held the kick-off meeting for the Laurel Branch Solar project. We reviewed the updated site
plans with reduction in development of areas with natural resource impacts. They also
discussed timelines, with construction commencing in 2028.
- Held several discussions regarding the ARPA match amounts for the VATI Broadband project.
Lunenburg currently holds over $152,000 in ARPA funds for the completion of the project,
based on milestones. If Planet Networks cannot meet milestones by December 1st, we will need
to repurpose the use of the ARPA funds and assign local funds to finish the VATI project. We
cannot supplant funding and we are committed to supporting broadband access for residents.

Elections –
- Early voting started September 18th.
Emergency Management & Public Safety –
- The Public Safety Committee met with the Sheriff’s Office to discuss the VES sprinkler incident,
24-hour coverage, mutual aid coverage, response to motor vehicle collisions, maintenance of
the fleet, and FLOCK cameras.
Piedmont Regional Jail Authority and Juvenile Detention Center Board - We are currently completing the annual evaluation of the Superintendent. Jail Authority Board
members are pleased with his performance and leadership.
Schools
-
I attended the School Board monthly meeting in September and heard about the challenges,
successes, and programs offered by the school system for our youth. Don’t forget about the
meeting with Super Bowl Champion Malcolm Mitchell on October 8th: VES at 9AM and KES at
10:30AM.
Social Services, Health, and Children's Services –
- I attended the informational session on H.R.1. effects on Medicaid and SNAP (food assistance)
recipients and the workforce requirements. It was informative and facilitated well. More than
300,000 Virginians are at risk of losing their benefits if they are unable to meet required work
and volunteerism elements.
- I joined the Dept. of Behavioral Health and Developmental Services monthly meeting upon
invitation of Dr. Melba Moore of Crossroads. It gave me a glimpse into the intricacies of their
governance.
Solid Waste - We have several recommendations for Meridian Waste donation funds.
