10. Hold a public hearing and introduce Ordinance 2026-32, a request for a Special Use Permit to
allow drive-through services for a restaurant, for property generally located at 2101 N. Main
Street, legally described as 0.5717 acres of land in the William J. Baker Survey, Abstract No.
65, more particularly described by Williamson Central Appraisal District Parcel R018711,

Permit, to allow the construction and operation of a Monopole Wireless Telecommunications
Facility on property generally located at 355 FM 973, legally described as 46.7 acres of land in
the Taylor High School Addition, Block A, Lot 1, more particularly described by Williamson

13. Hold a public hearing and introduce Ordinance 2026-35 adopting Update 4 to the Envision
Taylor Comprehensive Plan, including the Future Land Use Map, Resilient Accessibility
Study, and Resilient Transportation and Mobility Study, and authorizing submission of the

REGULAR AGENDA; REVIEW/DISCUSS AND CONSIDER ACTION
14. Discussion, consideration and possible action on awarding Bid No. 2026-16 for the
construction of the MLK (FM 112) Sidewalk Improvements Project to Weststar Construction

15. Discussion, consideration, and possible action on HDR Task Order No. 2026-10 for
Construction and Inspection Services for the MLK Sidewalk Improvement Project and

Construction Engineering and Material Testing Services for the MLK Sidewalk Improvement

17. Discussion, consideration, and possible action on approval of the purchase and installation of
synthetic turf safety surfacing and a shade structure for the commercial fitness equipment at

EXECUTIVE SESSION

•

Convene into Closed Executive Session. The Taylor City Council will convene in closed
executive session pursuant to Texas Government Code 551.071 (Consultation with Attorney)
to consult with the City Attorney regarding:
a. Cause No. 25-3383-C368, 130 Regional Water Supply Corporation Water Plant.
b. GRBK Edgewood, LLC, TCEQ wastewater discharge permit proceeding and proposed
settlement agreement regarding the North Fork Wastewater Treatment Plant.
c. Big Watt Digital LLC and PH DIGITAL DATA CENTER DEVELOPMENT LLC
(formerly Project Mustang).
d. KDC Taylor DC Investments Two LLC (formerly Project Meridian).
e. City’s solid waste services agreement with Waste Connections.
f. City's agreement with Flock Safety.
Reconvene into open session and take any action.

POSSIBLE ACTION FOLLOWING EXECUTIVE SESSION
•

b. Consider and take possible action regarding approval of a settlement agreement with GRBK
Edgewood, LLC concerning the TCEQ wastewater discharge permit proceeding for the North
Fork Wastewater Treatment Plant. Mark Schroeder

The Council may vote and/or act upon each of the items listed in this Agenda. As authorized by Section
551.071(2) of the Texas Government Code, the Workshop Meeting and/or Regular Meeting may be
convened into Closed Executive Session for the purpose of seeking confidential legal advice from the
City Attorney on any agenda item listed herein.
