Convene into a closed Executive Session pursuant to; 

1. Consultation with City Attorney pursuant to Texas Government Code § 551.071 regarding legal issues related to one or more items listed on this agenda, where confidential attorney-client advice is necessary.
 

2. Consultation with City Attorney pursuant to Texas Government Code § 551.071 regarding receipt of legal advice from City Attorney concerning request for amendment to Dissolution of Turnback Ranch Public Improvement District.
 

3. Deliberation regarding the purchase, exchange, lease, or value of real property pursuant to Texas Government Code § 551.072, and consultation with the City Attorney regarding legal issues related to the same pursuant to Texas Government Code § 551.071 - purchase of property located at 20406 Earhart Lane, Lago Vista, Texas, 78645, PARCELS 1-9 WORLD OF RESORTS GOLF COURSE HIGHLAND LAKE EST SEC 5-18, 32 & ABS 2534 SUR 36 CANTWELL J ACR .9550 (TOTAL 111.6268 ACRES), Pursuant to Texas Government Code Section 551.072.
 

4. Consultation with Legal Counsel concerning the appointment, employment, evaluation, reassignment, duties, discipline, or dismissal of an employee pursuant to Texas Government Code Section 551.074 - Assistant City Manager.

In accordance with the Open Meetings Act, Council is prohibited from acting or discussing (other than factual responses to specific questions) any items not on the agenda.
 
To participate in the citizen comments portion of the meeting, you must submit a completed form.  If you are attending the meeting in the City Council Chambers you must complete the form available at that location and provide it to the Mayor prior to the start of the meeting.  If you will be participating using the online videoconferencing tool, you must complete the form and submit it by email in accordance with the instructions included within the form.  It is found on the City’s website at the link below.  The Council will reconvene from executive session at or around 4:00 p.m.

VII. PRESENTATIONS & PROCLAMATIONS
 

1. Recognition of Charlie Norris for his outstanding achievement in earning a scholarship to attend Menlo College in Atherton and compete on its Olympic-style taekwondo sparring team. Charlie's accomplishment reflects years of hard work, discipline, and perseverance and serves as an inspiring example of excellence among Lago Vista youth. Recognition by the City Council would acknowledge both his achievement and the positive example he sets for our community.
 


2. Presentation from Police Chief Ron Joy regarding License Plate Readers technology, including the Flock Safety camera system.
 


VIII. CONSENT AGENDA
 
All matters listed under Consent Agenda, are to be considered routine by the City Council and will be enacted by one motion.  There will not be separate discussion on these items.  If discussion is desired, that item will be removed from the consent agenda and will be considered separately.

1. Approve the minutes of the June 4, 2026, City Council Meeting.
 


2. Approve the minutes of the June 12, 2026 City Council Workshop. 
 


3. Approve the minutes of the June 18, 2026, City Council Meeting.
 


4. Consider, discuss, and take action on Resolution No. 26-2213; declaring August as Veterans Appreciation Month.
 


5. Consider, discuss, and take action on Resolution No. 26-2214; authorizing the City Manager to act on behalf of  the City of Lago Vista in seeking financial assistance from the Texas Water Development Board.
 


6. Consider, discuss, and take action on Resolution No. 26-2215 nominating a person for the TML Intergovernmental Risk Pool Board of Trustees.
 



7. Consider, discuss, and take action regarding participation in the Travis County Community Development Grant Program and authorize the City Manager or Mayor to execute all necessary agreements and related documents.
 



IX. ACTION ITEMS
 

1. Consider, discuss, and take action authorizing the City Manager to enter into an agreement with MVBA for the collection of delinquent utility accounts.

1. Discussion on the lower ball field lease with the Lago Vista Independent School District (LVISD.)
