CALL TO ORDER
Council Chairman Jeff Davis called the business meeting to order at 3:30 p.m. A quorum was
present that also included Councilpersons Chip Henderson, Jenny Hill, Cody Harvey, Dennis Clark,
Jenni Berz, Raquetta Dotley, and Marvene Noel. Council Vice Chair Ron Elliott was not in
attendance of this meeting.

DISCUSSION AGENDA
ORDINANCES – FIRST READING:
Agenda Item VIII(a) – Office of the City Attorney (Amending City Code relative to the
Stormwater Regulations Board)
Councilwoman Hill inquired about the beer permit item and its compliance with the Tennessee
Code Annotated (TCA). Attorney Noblett addressed the Council and provided the necessary
clarifications to Councilwoman Hill's questions. Upon no further questions or comments, the issue
was closed.
Agenda Item VIII(b) – Office of the City Attorney (Amending City Code relative to the
Stormwater Regulations Board)
Chairman Davis has indicated his support for the proposed speed limit reductions within his
district and has requested that the Council move forward with approval on his behalf. Upon no
further questions or comments, the issue was closed.
Agenda Item VIII(c) – Planning (Rezoning of 6611 Dayton Boulevard)
Councilman Henderson stated his intent to withdraw this item. Ms. Rennich confirmed the details.

Agenda Item VIII(e) – Planning (Rezoning of 1123 Mountain Creek Road)

Councilman Henderson spoke on behalf of Councilman Clark during his absence, recommending

RESOLUTIONS:
Agenda Item IX(d) – Economic Development ( No. 2026-0050, Special Exceptions Permit for
1547 Mercer Street & property at 1500 Mercer Street)
Councilwoman Hill inquired about the declaration of the surplus property and why it is not being
retained. Mr. Ledford addressed the Council, stating that Mr. Beeland was unavailable but would
provide the requested information as soon as possible. Upon no further questions or comments,
the issue was closed.

PURCHASING QUESTIONS:
Purchasing Item Deferred from previous agenda (September 1, 2026)
• 200955.4 – Parks and Outdoors (Professional Security Services New Agreement)
o Councilwoman Berz moved to reconsider this item and requested that this purchase
item be added to today's agenda for immediate consideration. Councilwoman Noel
seconded. The motion carried. Following this request, Attorney Noblett read the
appropriate Roberts Rules of Order to ensure the item was added to the agenda
properly. Upon no further questions or comments, the issue was closed.

Recommended New Purchases:
• REQ186042 – Police Department (Red Dot Reflex Sight)
o Councilwoman Hill inquired about the quantity of red dot reflex sights being purchased.
Chief Chambers confirmed that approximately 400 units have been ordered. Upon no
further questions or comments, the issue was closed.

PA100934 & PA100935 – Fleet Management Public Works (PMB Services increase
$145,000)
o Councilwoman Hill expressed her disapproval regarding the Fleet department's
request for additional funds, citing a previous misappropriation. Mr. Porter asked Mr.
Payne to justify the need for the increase, and Mr. Payne subsequently addressed the
Council’s questions. Upon no further questions or comments, the issue was closed.

Chief Chamber’s presentation included information on the following:
Timeline:
• 2019: First fixed ALPRs deployed.
• 2023: Grant funded LPRs brought online.
• 41 Motorola LPR Cameras in 26 locations
Access & Purpose:
• All CPD Officers have access
• 90 days recycle to retain access
• Strictly for Investigative purposes
Chief Chambers turned the presentation over to Lieutenant Atwell, who explained how the

Lieutenant Atwell’s presentation included information on the following:

Councilwoman Hill thanked Chief Chambers for providing the success stories from the use
of LPR Cameras and the clarity of the CPD Policies.
Councilman Harvey thanked Chief Chambers and the CPD for using the Camera Tech for
good use.
Councilman Henderson asked about the data base from Motorola and its retention.

MEETING RECESS
At 4:33 p.m., Chairman Davis recessed the business meeting until 5:30 p.m. During the recess,
the Council met with the City Attorney in a closed session (Attorney-Client privilege) from 4:34 –
5:14 p.m.

Chairman Davis reconvened the business meeting at 5:30 p.m. A quorum was present that also
included Councilpersons Henderson, Hill, Harvey, Berz, Dotley, and Noel. City Attorney Phil
Noblett and Council Support Specialist Melissa Bardoner were also present. Vice Chair Elliott and
Councilman Clark were not in attendance of this meeting.
