REPORTS & COMMUNICATIONS FROM THE MAYOR/SAFETY DIRECTOR
Mayor Vanni reports that the K9 memorial is up. He thanks Mike and Jean Bowen for restoring
that, it looks great. He thanks his assistant, Molly, who reached out to the company to repair as
well and they did that for no charge.
He says the water show was a success. 64 years. Julie and her team did an incredible job with a
great turnout.
Touch a truck was another great event. Service, Fire, and Police did a lot for that and they did a
great job. We used part of the Safe Streets for All grant.
Rt. 2 maintenance- we are getting close. We had two productive meetings at the county
representing the Mayors and municipalities that are affected by Rt. 2. Something should happen
on that shortly.
Tomorrow morning, the new state law pertaining to property tax, one of their new requirements is
that all the municipalities meet with the budget commission. They are meeting tomorrow morning.
It consists of the Auditor, Treasurer, and the Prosecutor for the County. He suspects there will be
no issues with that.

He wants to address 3 pieces of legislation regarding the contract for Concord Township. Another
for Microsoft email. This is part of the requirement for Cyber security. Also Next Gen 911. He and
the directors will answer questions about those pieces as we get to them.
Today is our Finance Director’s one year anniversary. This concludes his report.
COUNCIL DISCUSSION OF THE MAYOR’S REPORT
GENERAL COMMUNICATIONS & REPORTS – Directors & Officials
Service Director – Todd Shannon
He submitted his report electronically. Continuing to work on sidewalk by Dudley. Willowick is
under construction for the next few months. The parking lot will hopefully be done in the next two
weeks. Touch a truck was very successful. He thanks the Fire Department and Keith and Rob. It
was really cool.
Mr. McFarland asks for a reminder of the estimated completion for 305.
Todd says sometime in November-ish.
Tim says October 30th is the substantial completion date but it will likely go until November.
Should not pass that because that’s when asphalt plants close.
ODOT project.
Ms. Bisbee asks about the curbs that are no longer there. Are we doing anything with that? She
says there is a section that is already completed. People living there have questions about it.
Todd says the reveal is not steady through but it is done that way to minimize cost. What is there
will still do it’s job.
Tim says the curb reveal for the road is 6” which is standard for new roads. There is a threshold
we allow for drainage purposes. It doesn’t look like a brand new road but it is going to work
effectively. This is a resurfacing, that’s why it looks like that.
Recreation Director – Julie Kless
She thanks the lifeguards and the camp counselors for a great year. Without them the programs
wouldn’t be as successful as they are. Lifeguards took part in a water competition with 19 teams
from surrounding Cities and the boys’ team took first. Car show is this Sunday at Dudley from 14. If there is bad weather like they’re calling for, we will move it to Sunday August 30. Fall/Winter
guide is on the website and will start registrations on September 8.
Ms. Bisbee says another great year from a summer camp perspective and the water show was
awesome, so thank you. The fields were also great this year so thank you.
Mr. Malta says at the Budget meeting we got to see what the gym floor will cost us and how
aggressively Julie and Mike are going to go after that money. He really appreciates what she is
doing with that, the Mayor also.
City Engineer – Tim McLaughlin
Tim says he submitted his report earlier today. On there there were two items of legislation
related to funding for tonight. We applied for that section of Lakeshore and it will pay for a
portion of the asphalt. The other one is another grant we applied for to supplement expenses for
the parking lot. Please direct questions to him and Mr. Shannon for any construction inquiries.

There is criteria for resurfacing and what will affect an apron or not from a drainage standpoint
or if we damage it. It is consistent and we carry the policy on and it helps maximize dollars and
keep in line with codes.
Mayor Vanni asks him to go over how we got to this point.
Tim says there’s a federal grant so it gets administered through ODOT. Verdantas did the design
with a third party engineering. There are three stages and one final submittal. The original design
included a plan to not affect curbs and aprons etc. It eliminates having to replace those. During
one of the final stages, one of their design engineers said we could not mill the road. They had a
technical justification for it, we disagreed but were overruled. We had issues with aprons being
pitched backwards or being flats towards peoples’ houses. We reproached. They accepted and
agreed to that so we went through a recalculation of the drives to eliminate some of the issues with
the apron reveals and curb issues. We eliminated almost 30 aprons having to be performed. He
and Todd went out and physically measured every apron. If it was close, we said replace it. You
don’t want to have to go back after the fact. We wanted to make sure residents got a fair reveal.
That’s how we got to this point.
Mr. Mohorcic asks if this is an LPA project?
Tim says yes. It’s technically through NOACA.
Finance Director – Goran Vrhovac
He says he has some items on the agenda. The appropriations are due to the fact we will be paying
the 27th pay period this year instead of next year. The emails, the City of Willowick was approved
to go to .gov which will help secure federal grants and help with the email system as well.
Mr. Malta congratulates him on the first year and says he is a good fit here. He hopes he sticks
around for a while. Cheryl was a great finance director but he is doing the job great.
Law Director – Mandy Gwirtz
No formal report, but open for questions especially for the legislation the Mayor pointed out.
Police Chief – Rob Daubenmire
No formal report, but open for questions. Will submit his report later this week. Item 7 on the
agenda he is happy to answer questions about.
Ms. Antosh asks if they can explain about the Flock cameras again. People on Facebook think they
are watching everybody.
Lt. Lawrence says there are a small amount of license plate reader cameras placed throughout the
City. Basically they are placed in public areas viewing the road to take pictures of the license
plates in public. It is not a search legally under the 4th amendment because the vehicle on the
roadway is supposed to have a publicly viewable license plate. These cameras take pictures of the
plates and cross reference the plate to a database pertaining to warrants, missing and endangered
people, stolen vehicles, etc. Officers will then get a notification. It has been a very helpful tool for
thousands of police departments in the Country and helped close cases that we wouldn’t have been
able to close before. He knows people have questions about it, but the data is our data and it is
unshared. It doesn’t search personally information or show addresses, security numbers, etc. It is
just public information regarding license plates. It is a tool that help to locate someone endangered
or suicidal. Also if crime occurred in the area, we can check cameras to see where that plate may
have gone.

Ms. Antosh says the newscast interviewed the owner and they were keeping them on backup for
30 days and now it is only 7?
He says yes that’s an update they are rolling out. If we flag it for purposes of investigation then it
is not deleted but they are updating it to 7 days now. You can request an audit to see every officer
that has run a plate or searched a camera.
She says if someone is a criminal and they came into Willowick today, how far back can you go?
Can you do that?
He says you can search historically, you can expand the search area as well to see what cameras
that plate hit on. Only if those other departments agree to share the info. We share with everyone
around here because we are very dependent on each other.
She says it is a useful tool for all the police departments?
He says yes correct.
Fire Chief – Bill Malovrh
He emailed his report earlier and is open for questions.

Chuck Fidler, 609 E 315, says E 315 has become a drag race with cars zipping up and down. The
biggest problem is the e bikes. He has kids doing wheelies, not wearing helmets, riding on the
sidewalks and streets. It is a common problem. Everyone is concerned about it. What are the
laws? What is Willowick doing to control this? With school starting back up especially.
Phil Detering, 469 Bayridge, he asks what percentage of the cars have a license plate you can’t
read well enough to identify? What do you think about the darkened windows of so many cars
where you cannot see through them?
Dan Oldham, 30345 Lakeshore, lives next door to City property. He has been here 30 years. This
new parking lot is becoming an issue. Normally he likes to get up at night and look at the stars,
but now he has cars and construction going through there. The park at the end has created an
issue. Kids think it’s okay to continue down the beach onto his property. There was a group trying
to start a campfire and they were rude to him. He requests a privacy fence and asks that the
parking lot not be used until the fence is installed. Also some signs about stopping and not
continuing onto the private property.
Nancy Kosek, 413 Bayridge, is here because of the speeding on her street. Someone is going to get
hurt. There are pets and kids. Someone passed around her because she was going too slow for
him. He has a lot of respect for everyone, but something needs to be done.

Her husband John, adds that the speeders have no regard for people on the sidewalks and people
are going 50-60 mph. Residents are putting up speed signs on their treelawns telling people to slow
down. It’s really bad. He jokes that if Rob gives him a ticket book he’ll handle it himself.
Another resident says he understands that the police department is doing their job, but he hasn’t
seen any tickets being issued about this. What would it take for some summer time speed bumps?
This is a school district too. Royalview at one end and the park at the other. He thinks speed
bumps would go a long way.
Chief Daubenmire asks if traffic has picked up since construction started?
They say yes.
He says we have had conversations with the Mayor about putting a speed trailer out there. It’s not
really a problem solving issue. As far as ebikes go, they’re working on an education approach at
the moment. He saw that Mentor on the Lake issued a new policy that they are going to ticket and
impound bikes. That’s another approach we could look at. They are supposed to be abiding by
speed limits as well.
A resident asks if they have to wear helmets?
He says right now it’s the same law as for bicycles, not required. The state regulated mopeds and
he feels they need to do the same for the ebikes.
The resident and the Police Chief have a conversation about this.
Ms. Koudela says call non-emergency and report it. A lot of it is trying to educate children on the
rules and risks of it. Ultimately they can be cited. If they are on the sidewalk the engine is not
supposed to be engaged.
There is discussion that you can take photos as evidence in public.
As far as plates and tinted windows go… Lt. Lawrence says the cameras are not perfect and they
miss some plates. The standard protocol is that if we get a hit, we have to independently verify that
is correct. We may get a hit on ABC1234 and we have to independently run that to verify that it is
stolen before we can go to a traffic stop. Sometimes it comes back that it is the wrong plate. Kind
of two-factor authentication. It’s not going to catch every plate. If there’s a cover it’s more
difficult to read. As far as tinted windows go, the law says that if we cannot describe the
drive/occupants then it is too dark. Officers make tinted window stops every day and usually tell
them to roll down all their windows. The tinting is state law.
John says Willowick is blessed with the finest police departments in the State of Ohio.
Phil asks again what percentage of the plates are illegible.
Lt. Lawrence says he cannot guess on a percentage but officers make stops for these issues every
day. Sometimes it results in a ticket, sometimes it doesn’t.
Another resident asks about the rules for a parked car in a driveway regarding plating every
year?
He says yes it needs plated.
Ms. Koudela refers to the fence request.
Mayor Vanni says he received a letter a few weeks ago about this from him. He asked Todd and
Tim to look into it, which they are doing. Once the parking lot is up we will get prices and see

where it goes. It is not in the budget for this year. If we do something it would be more likely to get
done next year. He understands his frustration, but to not use the lot would be…. We have a big
event coming September 27 that this lot was a part of. The park closes at dark. We will monitor it.
As soon as he has an update he will give him more information.
Ms. Koudela asks if this was brought up to the Metroparks as well?
He says no, it’s on our side. We are still in the early stages of it.
The resident says there will be a lot more municipal parking there as well that will have police and
fire employees coming. He would hate to have his attorney file an injunction about this parking
lot. We get used to a lot in the City with noise. This also adds a lot of light beaming into his
windows. The privacy fence is important to him.
Tim says that was a consideration during the design of that lot which is why the new parking spots
are angled so that it would not shine into his home.
The resident says he has CCTV footage showing that.
Tim says the lot is not built yet.
He says it is from the single row of parking.

Ms. Bisbee reports that we had a joint meeting with budget that discussed the capital asset 5 year
plans and the grass watering program. We will continue to discuss and Goran is going to get more
information. Meeting again with Finance/Sewer in September.
Safety – Phares, Malta, McFarland
Mr. Malta says there will be a joint Service Utilities & Public Lands along with Street Sidewalks
and Sewers September 1 at 6:00 to talk about the possibility of naming the basketball court.
Mr. McFarland ends up reporting on Safety instead. He says they discussed ordinances related to
dog shelters and time outside in weather conditions as well as allowing bee keeping in the City.

RESOLUTION NO. 2026- 28:
A RESOLUTION AUTHORIZING CONCORD TOWNSHIP TO PARTICIPATE IN THE
CITY OF WILLOWICK’S EXISTING SINGLE-HAULER SOLID WASTE AND
RECYCLING SERVICES CONTRACT WITH MAJOR WASTE DISPOSAL SERVICES,
INC., PURSUANT TO SECTION 9.48(B)(1) OF THE OHIO REVISED CODE, AND
DECLARING AN EMERGENCY.
Mayor Vanni says Concord is looking for a single haul contractor. Right now every
resident can contract whoever they want. They are looking to go through Major Waste.
Apparently since they are a township they are allowed to piggyback on an existing
contract. Apparently Major does 80% of the area. This does not impact them at all. They
still have to vote on it, but it enables them to use the rates that we got. They need
permission from us, Major Waste, and then their trustees to vote on it. They had a town
hall on it last week. Nothing that impacts us or our residents.

He says yes.

MOTOROLA SOLUTIONS CONNECTIVITY, INC. FOR THE MIGRATION OF THE
WILLOWICK POLICE DEPARTMENT’S 9-1-1 CALL HANDLING SYSTEM TO THE
VESTA NXT PUBLIC CLOUD PLATFORM, AND DECLARING AN EMERGENCY.
Mayor Vanni asks if Chief wants to go into details?
Chief Daubenmire says this system is going to improve dispatch. It will bring us up to the
20th century as far as being able to take 911 calls from cell phones. Right now those go to
Central and then they send it to whatever area it is coming from. This system will make
those calls go directly to the area it is coming from. This will save from wasted time. This
will also allow 911 calls, texting, and video calls from cell phones.
Mayor Vanni says right now we pay $20,000 per year for updates/upgrades for our 5 year
old 911 system. This is a 7 year contract. First two years we pay nothing, year three it
goes to $40,000. They will basically upgrade everything we need to be in compliance

which we need to do to be able to keep our dispatch center. This will help us from having
to buy all new dispatch equipment.
Ms. Bisbee asks if it is through 2032.
Chief Daubenmire says one very important aspect of this is that everyone who pays for
their cell phones pay for an emergency fee. Those go to the County now but once we are
Next Gen compliant those fees go to the City.

Ms. Bisbee asks if this covers all of the City’s outlook mail program?
Goran says it will only cover the emails for about 68 full time employees including Council. One of
the reasons we switch to .gov is so we can get this price. If we switch 180 emails over it will double
this cost and not include any of the packages that Microsoft includes. This is strictly just for
emails. Our emails have been crashing repeatedly for the last 6 months because we are still using
2016. Whenever Tom comes in to fix, we have to pay an extra $500 to Microsoft.

John makes an observation, he was a police officer a long time ago. One of his duties was to tell
people to cut their grass. There is serious crime and traffic offenses, the whole atmosphere or
policing has changed. Now it’s a matter of priorities. He would rather see less enforcement of
traffic resulting in less serious crime. It is a one-on-one confrontation, policing. Unless you get to a
critical mess then you have to take care of it. The last thing he does at night is put his head on his
pillow and thank god for the Willowick police outside his door.
Mr. Oldham points out there is already an Ordinance for lights and privacy fences. Utilizing that
parking lot could be in violation of your own ordinance.
Who do I petition to get speed bumps on my street?
Mr. Shannon says in regards to speed bumps, we place them in parking lots. Speed tables are
what we have looked at. The problem with this is how our driveways are laid out. Most driveway
aprons are offset. That’s the problem we are running into. Removable has to put spikes in the
street. It’s not to say it’s something we aren’t exploring though. Asphalt in the winter will get torn
up. The federal grant SS4A is for this stuff. We are compiling data for that.
Mr. Malta says he missed something the first time around, can you explain what a striker cot and
load system is?
Chief Malovrh says it is the stretcher we use on the ambulances. In the old days we had to pick
them up and load them in but this does it for you and eliminates back injuries.

SECTION 11. That this Ordinance is hereby declared and determined to be an emergency measure necessary for the
preservation of the public peace, health and safety of said City for the reason that immediate provision must be made
for the appropriation herein provided for and it shall, therefore, be in effect immediately upon its approval by the Mayor

RESOLUTION NO. 2026-36
A RESOLUTION APPROVING THE LAKE METROPARKS DISTRICT’S
PROPOSED INTERIOR RENOVATIONS TO THE LAKEFRONT LODGE
LOCATED AT LAKEFRONT PARK, PURSUANT TO THE LEASE
AGREEMENT BETWEEN THE CITY OF WILLOWICK AND THE LAKE
METROPARKS DISTRICT, AND DECLARING AN EMERGENCY.
WHEREAS, pursuant to Resolution No. 2025-8, the City of Willowick entered into an Agreement
with the Lake Metroparks District to lease City owned lands known as Lakefront Park for use,
development and improvement; and
WHEREAS, Section 5 of the Agreement provides that improvements to the leased premises
costing greater than Twenty-Five Thousand Dollars ($25,000.00) are subject to approval by the
City; and
WHEREAS, the Lake Metroparks District has proposed interior renovations to the Lakefront
Lodge located at 30525 Lakeshore Boulevard; and
WHEREAS, the proposed renovations include improvements to the existing multipurpose room
and kitchen, including interior demolition, lighting, mechanical and plumbing work, cabinetry,
flooring and other interior finishes, without changing the existing use, occupancy or building
footprint.
NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Willowick, County of
Lake, and State of Ohio:
Section 1. That the proposed interior renovations to the Lakefront Lodge by the Lake Metroparks
District are hereby approved pursuant to Section 5 of the Agreement between the City of
Willowick and the Lake Metroparks District. The Mayor is hereby authorized to execute any
documentation necessary to evidence the City’s approval of said renovations.
Section 2. That the approval granted by this Resolution is subject to the Lake Metroparks District
obtaining all permits and approvals required by applicable law and complying with all applicable
building, zoning, fire, safety and other laws, codes and regulations. Nothing herein shall be
construed to amend or otherwise modify the existing Agreement between the City and the Lake
Metroparks District.
Section 3. It is found and determined that all formal actions of this Council concerning and relating
to the passage of this Resolution were conducted in an open meeting of this Council and that all
deliberations of this Council and any of its committees that resulted in such actions were conducted
in meetings open to the public in compliance with all legal requirements including Chapter 123 of
the Codified Ordinances of the City of Willowick.
Section 4. This Resolution constitutes an emergency measure in that the same provides for the
immediate preservation of the public peace, health, safety and welfare of the inhabitants of the

City of Willowick and is necessary to allow the Lake Metroparks District to timely proceed with
the Lakefront Lodge renovation project; wherefore, this Resolution shall be in full force and take
effect immediately upon its passage by Council and approval by the Mayor.

RESOLUTION NO. 2026-37
A RESOLUTION AUTHORIZING THE MAYOR OF THE CITY OF
WILLOWICK TO PREPARE AND SUBMIT AN APPLICATION TO
PARTICIPATE IN THE OHIO PUBLIC WORKS COMMISSION STATE
CAPITAL IMPROVEMENT AND/OR LOCAL TRANSPORTATION
IMPROVEMENT PROGRAMS, TO EXECUTE CONTRACTS AS
REQUIRED, AND DECLARING AN EMERGENCY.
WHEREAS, the State Capital Improvement Program and the Local Transportation Improvement
Program both provide financial assistance to political subdivisions for capital improvements to
public infrastructure; and
WHEREAS, the City of Willowick is planning to make capital improvements as part of its
Vineyard Sewer and Drainage Improvements and 2027 Concrete Slab Replacement Program; and
WHEREAS, the infrastructure improvements above-described are considered to be a priority need
for the City and are qualified projects under the OPWC programs;
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF
WILLOWICK, COUNTY OF LAKE, STATE OF OHIO:
Section 1. That the Mayor of the City of Willowick is hereby authorized to apply to the Ohio Public
Works Commission for funds as described above, and to execute any and all agreements and
documents necessary to formalize the validity and implementation of the City's participation in
that funding.
Section 2. All formal actions of this Council concerning the passage of this Resolution were
adopted in an open meeting, and that all deliberations of this Council, or any of its Committees,
which resulted in such formal action, were in meetings open to the public, in compliance with all
legal requirements, including Chapter 107 of the Codified Ordinances of the City of Willowick
and Section 121.22 of the Ohio Revised Code.
Section 3. This Resolution is hereby declared to be an emergency measure necessary for the
immediate preservation of the public peace, health, safety, welfare and dignity of the residents of
the City of Willowick, and further provides for the submission of the City's application in
accordance with applicable time guidelines.
WHEREFORE, this Resolution shall be in full force and effect immediately upon its passage by
Council and approval by the Mayor.

RESOLUTION NO. 2026- 38
A RESOLUTION AUTHORIZING THE REGIONAL INCOME TAX
AGENCY TO REVIEW AND DETERMINE CERTAIN REQUESTS FOR
ABATEMENT OF MUNICIPAL INCOME TAX PENALTIES AND
INTEREST
IN
ACCORDANCE
WITH
APPLICABLE
LAW,
AUTHORIZING EXECUTION OF RITA'S MUNICIPAL INCOME TAX
PENALTY AND INTEREST ABATEMENT AUTHORIZATION.
WHEREAS, the City of Willowick utilizes the Regional Income Tax Agency ("RITA") in
connection with the administration and collection of the City's municipal income tax; and
WHEREAS, Section 194.26 of the Codified Ordinances of the City of Willowick adopts the RITA
Rules and Regulations, as amended from time to time, for use as the City's Income Tax Rules and
Regulations, provided that the provisions of Chapter 194 of the Codified Ordinances shall control
in the event of any conflict; and
WHEREAS, Section 194.18(e) of the Codified Ordinances and Ohio Revised Code Section
718.27(E) authorize the abatement or partial abatement of penalties or interest when the Tax
Administrator determines, in the Tax Administrator's discretion, that such abatement is
appropriate; and
WHEREAS, Section 194.19 of the Codified Ordinances authorizes the Tax Administrator to
appoint agents and prescribe their powers and duties, and Ohio Revised Code Section 718.01
includes the Regional Income Tax Agency within the definition of a tax administrator for purposes
of Ohio municipal income taxation; and
WHEREAS, RITA has requested that the City elect whether RITA shall review and determine
taxpayer requests for the discretionary abatement of penalties and/or interest or whether such
requests shall be referred to the City; and
WHEREAS, Council desires to authorize RITA to administer such requests in a manner consistent
with the Codified Ordinances of the City of Willowick and Ohio Revised Code Chapter 718
without amending or otherwise modifying the substantive municipal income tax laws of the City;
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF
WILLOWICK, COUNTY OF LAKE, STATE OF OHIO:
Section 1. Council hereby authorizes the City's Tax Administrator to designate the Regional
Income Tax Agency as an authorized agent for the purpose of receiving, reviewing and
determining taxpayer requests for the discretionary abatement or partial abatement of penalties
and/or interest imposed pursuant to Section 194.18 of the Codified Ordinances of the City of
Willowick.
Section 2. RITA shall exercise the authority provided herein in accordance with Chapter 194 of
the Codified Ordinances of the City of Willowick, Ohio Revised Code Chapter 718, the RITA

Rules and Regulations adopted by the City pursuant to Section 194.26 of the Codified Ordinances
of the City of Willowick, and RITA's applicable penalty and interest abatement criteria, provided
that in the event of any conflict, the Codified Ordinances of the City of Willowick and applicable
State law shall control.
Section 3. Nothing in this Resolution shall be construed to:
(a) authorize the waiver, compromise or abatement of principal municipal income tax liability;
(b) alter, limit or eliminate any mandatory abatement or refund required by the Codified
Ordinances of the City of Willowick or Ohio Revised Code Chapter 718, including any mandatory
abatement or refund required by Section 194.18(c)(3) of the Codified Ordinances;
(c) alter or limit any taxpayer right of review or appeal provided by the Codified Ordinances of
the City of Willowick or applicable State law; or
(d) amend, supersede or otherwise modify any provision of Chapters 193 or 194 of the Codified
Ordinances of the City of Willowick.
Section 4. The authorization provided by this Resolution shall not apply to requests concerning
returns required to be filed or payments required to be made before January 1, 2016. Any such
request shall continue to be administered in accordance with Chapter 193 of the Codified
Ordinances and other applicable law.
Section 5. The Mayor is hereby authorized to execute RITA's Municipal Income Tax Penalty and
Interest Abatement Authorization and any other documents reasonably necessary to implement
this Resolution, provided that any such authorization shall at all times remain subject to the
limitations and requirements contained herein.
Section 6. All formal actions of this Council concerning the passage of this Resolution were
adopted in an open meeting, and all deliberations of this Council, or any of its Committees, which
resulted in such formal action, were in meetings open to the public in compliance with all legal
requirements, including Chapter 107 of the Codified Ordinances of the City of Willowick and
Section 121.22 of the Ohio Revised Code.
WHEREFORE, this Resolution shall be in full force and effect immediately upon its passage by
Council and approval by the Mayor.

RESOLUTION NO. 2026- 39
A RESOLUTION AUTHORIZING THE CREATION OF ONE UNPAID
STUDENT INTERN POSITION WITHIN THE FINANCE DEPARTMENT
OF THE CITY OF WILLOWICK.
WHEREAS, the Finance Department has identified an opportunity to provide a student with
practical educational and professional experience in municipal government and municipal finance
through a temporary internship; and
WHEREAS, pursuant to Ohio Revised Code Section 731.08, the legislative authority of a city is
authorized to determine the number of employees within each department of City government and
to establish their respective compensation; and
WHEREAS, Council desires to authorize one temporary, unpaid student intern position within
the Finance Department for purposes of providing educational and practical experience while
assisting the Department with appropriate projects and activities;
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF
WILLOWICK, COUNTY OF LAKE, STATE OF OHIO:
SECTION 1. Council hereby authorizes the creation of one (1) temporary Student Intern position
within the Finance Department of the City of Willowick.
SECTION 2. The Student Intern position shall be unpaid, with compensation established at $0.00,
and shall be temporary in nature. The internship shall not create any right or expectation of
continued employment or appointment to any paid position with the City.
SECTION 3. The Finance Director is authorized to establish the duties, schedule, duration,
educational objectives, and supervision of the internship, subject to applicable federal and state
law, City policies, and any applicable Civil Service requirements.
SECTION 4. Prior to commencement of the internship, the individual selected shall execute such
internship acknowledgment or agreement as approved by the Law Director.
SECTION 5. It is found and determined that all formal actions of this Council concerning and
relating to the adoption of this Resolution were adopted in an open meeting of this Council, and
that all deliberations of this Council and any of its committees that resulted in such formal action
were in meetings open to the public in compliance with all legal requirements.
