Mrs. Stone called the meeting to order and welcomed attendees including: Fiscal Officer Brian
Johnson, Township Administrator Vicky Earhart, Assistant Township Administrator for Operations
Steve Sievers, Assistant Township Administrator for Human Resources Suzanne Parker, Law Director
Margaret Comey, Fiscal Office Manager Katie Arnold.

Motion to Adopt Agenda
Mrs. Stone moved to adopt the agenda. Mrs. Nappi seconded the motion.
Vote: Mrs. Stone, yes; Mrs. Nappi, yes; Mr. Hodges, yes.

Mrs. Stone moved to retire to Executive Session to consider the employment or compensation
of a public employee or official as permitted by Ohio Revised Code Section 121.22(G)(1). Mrs.
Nappi seconded the motion.

Vote: Mrs. Stone, yes; Mrs. Nappi, yes; Mr. Hodges, yes.

The Board retired to executive session and were joined by Mike Hinnenkamp from Strategic
Agora Advisors, Fiscal Officer Brian Johnson, Law Director Margaret Comey and Assistant
Township Administrator of Human Resources Suzanne Parker.

Mrs. Stone moved to return from Executive Session. Mr. Hodges seconded the motion.

Vote: Mrs. Stone, yes; Mrs. Nappi, yes; Mr. Hodges, yes.

Trustee/Fiscal Officer
Constitution Week Proclamation

Mrs. Nappi spoke about the Daughters of the American Revolution (DAR) and Constitution
Week's history and significance. She requested the Board proclaim September 17-23, 2026, as
Constitution Week. She said she will invite DAR delegates to attend the September 17 meeting.

Township Administrator
Flock Cameras

Mrs. Stone reported that the Hamilton County Sheriff's Office has paused its Flock camera use
and thinks further discussion is unnecessary at this time.

Mrs. Nappi thanked the Sheriff's Office for its August 6 Flock camera presentation and
emphasized the importance of public engagement and asking questions. She thinks public
forums might have influenced the Sheriff's Office's decision to pause their use.

Mr. Hodges inquired about the Township's options for pausing their use if the Sheriff's Office
resumes utilizing them. Mrs. Comey stated that, given the Sheriff's Office controls their usage,
she will review the existing Sheriff contract and addendum.

Mrs. Earhart reiterated the cameras are owned by the County and located on County
roadways. She stated that the issue is complex as some neighborhoods and HOAs have
requested Flock cameras at their entrances and have expressed a willingness to fund them.

Boatsmith Property Design Direction

Mr. Sievers reported that discussions had taken place with neighboring property owners
regarding plans for passive river access at the Boatsmith property. He requested Board
feedback and direction.

Mrs. Nappi expressed support for the calm-water access option at Five Mile Creek because it
provides users an opportunity to get situated before entering the river. She also inquired about
long-term preservation of river views.

Mr. Sievers stated that no action is required at this time and requested Board members to send
comments and make recommendations within the next few weeks.

Old Fort Rules

Mr. Sievers requested Board comments on the proposed Old Fort rules prior to distributing
them to neighboring residents and producing signage. Staff created the proposed rules in
response to neighboring property owners’ concerns.

Mr. Sievers stated that no action is required at this time and asked Board members to provide
suggestions or changes within the next few weeks.

Walls Greenspace “Turpin Site” Art Proposal

Mrs. Earhart reported that Dr. Cook provided a conceptual rendering of the proposed public art
installation. The location has not been determined as the artwork cannot be placed directly on
Greenspace property. Mrs. Earhart requested the Board establish a funding amount that could
be communicated to Dr. Cook for artist selection and project planning. She noted the budget
includes an annual allocation of $50,000 for public art projects under the adopted art plan.

Mrs. Nappi prefers pursuing fundraising opportunities to support the project. Mrs. Stone
prefers using TIF funds and showcasing the project as a Township demonstration project to
support future fundraising efforts for public art along the Five Mile Trail.

The Board agreed to use $50,000 toward the project.

Proposed Data Center Moratorium

Mrs. Comey stated any zoning resolution change can take 9-12 months, and a 12-month
temporary moratorium is currently being used by several other townships. Mrs. Comey will
proceed with drafting a moratorium for Board consideration.

Mrs. Stone moved to retire to Executive Session to consider the appointment or employment
of a public employee or official as permitted by Ohio Revised Code Section 121.22(G)(1), to
consider the sale of property as permitted by Ohio Revised Code Section 121.22(G)(2), to confer
with the Law Director concerning disputes that are the subject of pending or imminent court
action as permitted by Ohio Revised Code Section 121.22(G)(3), and to prepare for, or review
negotiations or bargaining sessions with public employees concerning their compensation or
other terms and conditions of their employment as permitted by Ohio Revised Code Section
121.22(G)(4). Mrs. Nappi seconded the motion.

Vote: Mrs. Stone, yes; Mrs. Nappi, yes; Mr. Hodges, yes.

The Board retired to executive session and were joined by Fiscal Officer Brian Johnson,
Township Administrator Vicky Earhart, Assistant Township Administrator of Human Resources
Suzanne Parker, Assistant Township Administrator of Operations Steve Sievers and Law Director
Margaret Comey.

Mrs. Stone moved to return from Executive Session. Mrs. Nappi seconded the motion.

Vote: Mrs. Stone, yes; Mrs. Nappi, yes; Mr. Hodges, yes.
