NOW, THEREFORE BE IT RESOLVED by the Board of County Commissioners, Clark County, Ohio, that:
Section 1. The Board of County Commissioners hereby joins with the Prosecuting Attorney in filing an
application with the Court of Common Pleas for the authorization, pursuant to Ohio Revised Code Section
305.14, to employ J. CALEB BELL of the firm BRICKER GRAYDON WYATT LLP as special counsel to
advise on the issue of potential property tax abatement incentives associated with economic development
projects in conjunction with JobsOhio.
Section 2. This Board finds and determines that all formal actions of this Board concerning and relating to
the adoption of this resolution were taken in an open meeting of this Board and that all deliberations of this
Board that resulted in those formal actions were in meeting open to the public in compliance with the law.
Section 3. This resolution shall be in full force and effect from and immediately upon its adoption.

Authorize Emergency Purchase of Vehicle(s) for the
Clark County Sheriff’s Office
Commissioner ____ moved, per the request of the Clark County Sheriff’s Office, to authorize the purchase
of two 2026 Dodge Durango’s PPV for a cost of $119,675.00 to be paid from the Permanent Improvement
Fund. This purchase is necessary due to an aging fleet. The Commissioners further have determined that a
real and present emergency exists necessitating this purchase pursuant to Ohio Revised Code Section
307.86(A)(1) and authorize this purchase in an amount not to exceed $125,000.00 pursuant to that statute.
They further order the Clerk to enter that this determination and the reasons for it be entered into the minutes
of this proceeding of the Board.
