MINUTES OF COUNCIL
Monday, September 28, 2026
Prayer and Pledge of Allegiance. The regular meeting of Brunswick City Council was called to order by
Mayor Ron Falconi at 7:00 p.m. at the Municipal Complex.
Roll Call of Members showed the following Council Members present: Nicholas Hanek, Nate Witsaman,
Keith Kuczma, Joseph Delsanter, Tim Smith.
Others Present: Mayor Ron Falconi, City Manager/Safety Director Carl DeForest, Law Director Dennis Nevar,
Assistant Clerk of Council Deborah Mullen.
Keith Kuczma moved to excuse Mr. Abella and Mrs. Piper for just cause, seconded by Mr. Witsaman. Roll
Call - Ayes - 5, Nicholas Hanek, Joseph Delsanter, Keith Kuczma, Tim Smith, Nate Witsaman. Nays - 0.
Motion Carried.

RES. NO. 42-2026 - A resolution authorizing the City Manager to enter into a three (3) year agreement with
Any Domestic Work, Inc. to provide custodial services at City Hall and the Division of Police in a monthly

City Manager's Report: Mr. DeForest reported that Council had approved naming the newly purchased and
consolidated properties at 507 North Carpenter and 3321 Grafton as Behner Park, in recognition of the
Behner family, longtime owners of the property. Baseball fields are planned for the site, with an RFP
anticipated in the coming month and construction potentially beginning this year, with baseball play
anticipated next year.

Mr. DeForest also reported that the Medina County Park District had opened the kayak launch at Brunswick
Lake. The paved path from the southeast corner of the parking lot behind Panera has been completed, and
a ribbon-cutting was held the previous Thursday. Residents were encouraged to use the launch.
Mr. DeForest reminded residents that the Veterans Breakfast will be held Wednesday, October 21, at St.
Ambrose, 929 Pearl Road. Veterans interested in attending, as well as those wishing to volunteer, were
asked to contact Betsy at 330-558-6826.
Open Forum: Jennifer Arida, 664 Sandra Drive, expressed continued concerns regarding the City’s use of
FLOCK cameras and what she described as increased difficulty and expense in obtaining police body-camera
footage. She questioned the City’s stated privacy concerns regarding body-camera footage while expressing
concerns about the collection and storage of residents’ information through FLOCK. Ms. Arida referenced
recent reporting and statements regarding FLOCK’s ability to identity and track individuals, cybersecurity
vulnerabilities, and the number of cameras operating nationally. She urged Council to protect residents’
privacy and constitutional rights and end the City’s participation in the FLOCK network.
Michael Getz, 2919 Robert Parkway, also expressed concerns about the City’s use ot FLOCK technology. He
stated that his concerns involved the technology itself rather than the Police Division’s oversight of its use.
Mr. Getz questioned FLOCK’s data-retention practices and cited security researchers’ findings regarding data
stored on cameras. He also expressed concern that vulnerabilities in the cameras’ Android 7 operating
system could create cybersecurity risks and potentially expose the technology to foreign or other malicious
actors. Mr. Getz referenced information and sources he had provided to Council and encouraged members
to review them.
Unfinished Business: There was none.
New Business: Mr. Smith announced that the Parks and Recreation Committee would meet the following
evening at 6:00 p.m. at the Recreation Center. Topics would include the holiday party, coach training
resources, the music concert series, the Parks Master Plan progress update, Friends of Public Parks, and
upcoming events. The meeting was open to the public.
