Meeting Minutes

August 17, 2026, 7:00 PM

Welcome

Mayor Eury called the meeting to order and welcomed those in attendance.

Call to Order/Roll Call
Town Clerk/Finance Officer Leslie Hatley-Murray conducted the roll call.

Present: Commissioner Brett Barbee, Mayor Rodney Eury, Commissioner Latoya Jackson, and
Commissioner Bud Smith,

Absent: Commissioner Fred Smith
Pledge of Allegiance to the US Flag

Devotions

Commissioner Latoya Jackson delivered the devotion. She reflected on the nature of community,
emphasizing that a strong community is built not only through infrastructure and development, but
through the care, support, and connection shared among its people. She referenced Galatians 5:13
— "By love, serve one another" — and encouraged the Board to lead and serve with the
understanding that every decision impacts families, children, seniors, and individuals who call
Oakboro home. She closed by expressing hope that the town would continue to invest in its people
and leave the community better for the next generation.

Approval of Agenda

A motion to approve the agenda as amended was made by Commissioner Barbee and
seconded by Commissioner Smith. The motion carried.

Approval of Minutes - July 20, 2026

A motion to approve the minutes of the July 20, 2026 regular meeting was made by
Commissioner Jackson and seconded by Commissioner Barbee. The motion carried.

Recognitions

Mayor Eury recognized several members of the Public Works department for their service to the
town, including Director Reggie Bowers and Anthony Gasparini, as well as new hires Jordan Hancox,
Jonathan Delano, and Cole Conrad (not present). Brandon Lowder was also recognized as a new hire

supporting Parks and Recreation alongside Steven and Travis. The mayor expressed appreciation for
the hard work of these employees, noting that their contributions do not go unnoticed.

The Board also recognized Rodney Hahn, who retired on April 9th of this year after more than 24
years of service to the Town of Oakboro. Mayor Eury presented him with a token of appreciation on
behalf of the town, acknowledging his lasting impression on the community and his well-known love
of automobiles.

Board Vacancy

Mayor Eury announced a vacancy on the Board of Commissioners. Commissioner Fred Smith, having
married and relocated to South Carolina where he now resides, sold his house in Oakboro, making
him ineligible to continue serving. The mayor opened the floor for nominations to fill the vacant
seat.

Commissioner Barbee nominated Jay Voyles. Commissioner Smith nominated Lanny Hathcock.

Commissioner Jackson motion to close nominations was made and Commissioner Carpenter
seconded. The motion carried.

Commissioner Barbee spoke in support of Mr. Voyles, citing his extensive knowledge of water and
sewer systems through his work with the City of Monroe, his long tenure on the town's Planning and
Zoning Committee, and his public communication skills, noting that Mr. Voyles had appeared on
WCNC television on multiple occasions. Commissioner Barbee stated that, given a choice between
the two candidates, he would choose Jay Voyles without hesitation.

Commissioner Bud Smith spoke in support of Mr. Lanny Hathcock, describing him as a lifelong
resident of Oakboro with prior board service, long-standing community involvement, and
approximately 30 years of service with the State of North Carolina. Commissioner Smith expressed
confidence in Mr. Hathcock's credentials, character, and people skills.

The Board voted by written ballot, with Town Clerk tallying the results.

The vote resulted in three votes for Jay Voyles and one vote for Lanny Hathcock. Mr. Jay Voyles
was appointed as the new Commissioner.

Leslie Murray, Town Clerk, administered the oath of office to Commissioner Jay Voyles, who was
seated on the Board.

Open Forum

A community member, identified as Ms. Pamela Moss, addressed the Board regarding the town's
progress on streaming meetings online. She noted that the topic had previously been raised at a
May or June meeting and expressed concern that with winter approaching, she would be unable to
attend meetings in person and wished to remain engaged. Mrs. Murray responded that she had
contacted two companies regarding the matter but had not received a response from either. She
invited the public to submit recommendations for vendors and assured the speaker that the matter
had not been forgotten.

Asecond community member, Mr. Walter Russell, submitted written public records requests and
questions. The requests included documentation related to Automatic License Plate Recognition
(ALPR) cameras, including vendor contracts, service agreements, and any agreements with Flock

Safety Incorporated; applicable policies, standard operating procedures, and general orders
governing use and access; data-sharing agreements and MOUs with other law enforcement agencies
or government entities; data retention schedules; invoices and purchase orders; logs of ALPR
searches; and communications with vendors regarding data sharing, network configuration, and
federal access. Additional questions pertained to any recent or upcoming zoning or rezoning activity,
grants applied for in the past 30 days, and a breakdown of police department calls for service.

Mayor Eury noted that a police department report was already included on the agenda for the
evening.

Administrator Report

Ms. Harvey, Town Administrator, recommended changing all deposits for renters and homeowners
to $300 regardless of being inside town limits or outside town limits. Commissioner Barbee made a
motion to approve this change to make deposits all the same at $300. Commissioner Carpenter
seconded. The motion carried.

Ms. Harvey also informed the board of the town taking over the sewer line on James Road. Mayor
Eury entertained a motion to approve this. Commissioner Smith made a motion to approve the
town taking over the sewer line on James Road. Commissioner Barbee seconded. The motion
carried.

Department Updates

Budget and Finance — Commissioner Barbee
Commissioner Barbee presented he monthly budget report as follows:

General Fund revenues are at 4% while expenditures are at 7%. Water Fund revenues are at 10%
and expenditures are at 7%. Finally, Sewer Fund revenues are at 8% and expenditures are at 3%.

Cemetery & Streets — Mayor Eury
Mayor Eury shared that staff continues maintenance on cemetery and streets.

Police Department — Commissioner Carpenter
Chief Preslar shared Flock information. He shared there is a link on the oakboro.gov website that
will show what has been searched for. The calls of service for July were shared.

Parks and Recreation — Commissioner Jackson

Commissioner Jackson shared that there were 100 children signed up for fall soccer. There is also a
new opportunity at the park for chair yoga. This is free to everyone and will be held on Thursdays at
10am during the month of September. A certified yoga instructor will be teaching the class.
Commissioner Jackson referred to Mr. Smith to share an update on the park usage for July, 2025
through June, 2026. Shelters were rented 173 times, District Park Community Building was rented
24 times, the Amphitheater and Gazebo were rented six times, Long Street Community Building was
rented 134 times, the River Shelter was rented 6 times. There have been four times the Stanly
County Christian Ministries Food Truck has given food out at the District Park as well as Softball
Tournaments and Disc Golf games held.

Public Works — Commissioner B. Smith

Commissioner Smith shared that the staff continues to work on line repairs, meter installations and
E-1 pumps as well as continue preventative maintenance on all pump stations. The team also is
flushing water lines to ensure the best quality water with the high temperatures recently.

Planning & Zoning — Commissioner Carpenter

Commissioner Carpenter made a motion to set a public hearing for annexation for properties on East
Eighth Street and East Tenth Street for September 21, 2026. Commissioner Barbee seconded. The
motion carried. Commissioner Carpenter made a motion to set a public hearing for approval to the
Ordinance revision of HPC Guidelines 4.4. Commissioner Jackson seconded. The motion carried.

Finally, Commissioner Carpenter shared the next planning and zoning meeting would be held on
Monday, September 14, 2026 at 6pm.

Historic — Mayor Eury

Mayor Eury shared the next Historic Preservation Commission meeting will be held on Tuesday,
September 1, 2026 at 6:30pm. He also informed the board that public hearing will also be held on
Tuesday, September 1, 2026 at 6:30pm for a fence permit for First Baptist Oakboro.

Commissioner Smith thanked everyone for coming and congratulated Commissioner Voyles.

Commissioner Voyles thanked everyone for coming and thanked the board for trusting him to doa
this job.

Commissioner Barbee thanked everyone for coming and thanked Commissioner Voyles for being
willing to serve.

Commissioner Jackson thanked everyone for coming and congratulated Commissioner Voyles.

Commissioner Carpenter thanked everyone for coming and shared he had complete trust in
Commissioner Voyles.

All board members congratulated Mr. Rodney Hahn on his years of service with the town and
expressed their sincere appreciation. They also each welcomed the new employees of the town and
felt they would do a great job.

Closed Session
Commissioner Jackson made a motion to go into closed session. Commissioner Voyles seconded.
The motion carried.

Commissioner Carpenter made a motion to go back into open session. Commissioner Barbee
seconded. The motion carried.

No decisions were made.

Adjourn
Commissioner Carpenter made a motion to adjourn. Commissioner Smith seconded. The motion
carried.
