County Manager's Report
The County is currently in the process of updating the County website and agenda management software. The new agenda
management software went live tonight, giving citizens access to interact with agenda packets, historical documents, and
meeting minutes through the County website at www.montgomerycountync.gov.
Manager Maness addresses feedback regarding the Flock camera in the county and wants to clarify some information. The
County does not own or operate the Flock camera, and the camera was not placed by any County entity.
Commissioner Hair expresses the need to repair concrete at the Eldorado Community Building prior to the upcoming election to
ensure accessibility and safety of voters.
Commissioner Hurley asks Manager Maness to gather information to discuss providing additional fire protection in the northern
part of the county. He also stresses the need to relocate the Soil & Water office to a location that can accommodate its monthly
meetings. Commissioner Hurley also thanks Manager Maness for all his help and dedication to the County.
Superintendent Wade Auman provides an update from Montgomery County Schools. The new school year is underway, and staff
are working to address a few issues that typically arise at the beginning of the school year. The School Resource Officer grant is
due Monday, and staff are currently working to finalize the application. The Finance Office recently completed its audit, and the
audit firm plans to present the findings at the next school board meeting in September. The five-year facility needs assessment is
due by the end of the month, and Mr. Auman would like to present the assessment at the next Commissioners’ meeting.
Sheriff Herron brings attention to the many frauds and scams occurring in the community. The Sheriff’s Office app is available for
download from the app store and provides updates about various scams to watch for. Sheriff Herron explains that the Sheriff’s
Office, or any law enforcement agency, will never call, text, or email requesting money. If someone receives a call of this nature,
he advises them to hang up.
Sheriff Herron also warns of scams involving individuals impersonating bank representatives and attempting to convince others
to transfer money. He stresses the importance of contacting your local bank or the Sheriff’s Office if you believe you may be the
target of a scam. Sheriff Herron encourages the Board to be proactive in sharing this information and help spread awareness
throughout the county.

Consider Approval of a Budget Amendment to Provide Funding for a Retention Bonus Program for
Employees at Montgomery Community College (MCC)

Since FY23-24, the Board of Commissioners has provided funding for nonrecurring, "one-time" retention bonuses for
employees of Montgomery Community College (MCC). In recent years, similar funding has also been provided for
County employees and Montgomery County Schools employees. These funds have typically been provided at the
end of the fiscal year based on the County's financial position and the availability of unused funds.
Funding for the MCC retention bonus program was not included in the budget amendments at the end of FY 202526 and was not included in the FY2026-27 adopted budget. Recent discussions have renewed interest in
establishing funding for a program that would provide a uniform bonus distribution to eligible MCC employees. MCC
has approximately 90–100 full-time employees and approximately 15 part-time employees, most of whom are nonbenefited.
