MINUTES OF THE BOARD OF TRUSTEES OF THE VILLAGE OF MEDINA HELD ON AUGUST 24, 2026, AT 6:00
P.M. IN THE TOWN OF SHELBY.
Present:

Trustees Scott Bieliski, Mark Prawel, Jess Marciano and Jeffrey Wagner

Mayor Padoleski called the meeting to order at 6:00 p.m. with the Pledge of

Mayor Padoleski opened the Public Hearing at 6:00 p.m. on proposed Local Law
3-2026. Chapter 236 - Vehicles & Traffic, Article IV Off-Street Parking Lot, Section 236-34. Off-street
Parking designated regarding the parking lot located at the corner of Proctor Place and Pearl Street.
Mr. Tim Zeiner asked if the board could take away the twenty-four-hour rule and
allow parking overnight for registered vehicles. Mayor Padoleski said the idea is to not allow vehicles to
park overnight, and this is to open the lot for the time being. She said the lot is not finished.
Ms. Carol Collina said the Department of Public Works should not be hindered
plowing around vehicles in the winter.
Mayor Padoleski closed the public hearing at 6:09 p.m.
Mayor Padoleski said on August 18, 2026, five individuals were interviewed for
the position of Police Chief. Mayor Padoleski introduced Corey Black and proceeded to swear in Police
Chief Black.
Mayor Padoleski opened the first public comment period.
Mr. Tim Zeiner asked with the recent resignation of police officers, how many
were left and if the board had received any word on arbitration as it has been three years.
Mayor Padoleski said there were five police officers remaining and they have not
heard from the attorney about the pending arbitration. She said she has contacted the attorney’s office
and it is in the Judge’s hands to render a decision. Mr. Zeiner asked if there was a discussion on dissolving
the Police Department and instead of losing officers, it should be a discussion. Mayor Padoleski said she
did not think the board is interested in dissolving the police department. She said she believes the
residents want a police department.

Ms. Carol Callina asked if there was an update on the ladder truck. Mayor
Padoleski said the village has received a signed letter of intent from another municipality, and they would
be coming out to inspect the truck on Thursday.
A motion to approve Local Law 3-2026 was made by Trustee Bieliski and seconded
by Trustee Wagner.
Chapter 236 - Vehicles & Traffic, Article IV Off-Street Parking Lot, Section 236-34. Off-street Parking
designated.
The Village Code of the Village of Medina is hereby amended as follows: Chapter 236, Section 23634 is hereby amended by adding the following subdivision C.:
C. The following additional area is designated as an off-street parking lot of the Village of Medina.
The entire area commonly known as 115 Pearl Street. Located on the southwest corner of the intersection
of Pearl Street and Proctor Place. Rectangular in shape with dimensions of approximately 132 feet
frontage on Pearl Street and 100 feet frontage on Proctor Place.

Mayor Padoleski said at the workshop the board discussed the purchasing of
Flock Cameras. She said the cameras had not been installed. She said Sergeant McManus had called Flock
Safety, and they would like to meet with the board. Trustee Marciano asked if the refund of money was
contingent on having a meeting. Mayor Padoleski said she believes it comes back either way and the
board is looking to have the funds returned and cancel the order.
Police Chief Black had approached the board, stating he would like to pursue a
technology grant to put toward body cameras, license plate readers and funds toward a computer room
upgrade.
A motion was made by Trustee Prawel and seconded by Trustee Bieliski. The
Police Department is authorized to apply for a Technology Grant up to $75,000.00.

Mayor Padoleski updated the board, stating that her and Deputy Mayor Bieliski
were ready to offer each of the towns an ambulance service contract at a cost of $135,000.00 per each
municipality. She said both the Town of Ridgeway and Shelby were receptive. She said they would like
to propose a one-year contract to look at restructuring the Fire and EMS service. She said there is concern
that it is a huge increase. Mayor Padoleski said her response is $35,000.00 a year was nowhere near
enough. She said the village is providing a service for them, and we have to pay to provide that service to
them. Deputy Mayor Bieliski said this is a service the village provides to the towns but there isn’t a line.
Proportionally it is not. He said village residents are paying a much higher rate for the exact same service.

He said we all have to pay our fair share, and the village is trying to be reasonable. Trustee Marciano
asked if the village would be meeting with the Town of Yates. Mayor Padoleski said the Town of Yates
has its own ideas and how much the service should cost. She said anywhere you get the service; it is going
to be expensive. She said there is no reason the village residents should be shouldering the cost. Mayor
Padoleski said there needs to be a solution. The County will be holding another meeting on the EMS
Study. Mayor Padoleski said she would like to give each municipality its own contract in the event one of
the towns does not want to participate.
Trustee Marciano said she still thinks the Town of Yates needs some type of
service. As long as payment is coming, we will provide the service.
Trustee Prawel said he didn’t think $135,000.00 was charging enough. He said it
is a big jump, but the village residents are still paying way more than anyone else and he thinks the amount
should be higher. Trustee Bieliski said he suggested that the towns look at the numbers. The number to
provide the service is astronomical. He said people do not understand the service the village provides
verses a commercial service. Mayor Padoleski said this discussion is long overdue, and no one likes
change.
Mr. Mike Maak asked if there was something in the contract that says the village
residents would not be charged the $135,000.00 in the town budget. Trustee Marciano said the towns
used to charge village residents and that she was watching this closely so it wouldn’t happen again.
The board agreed to move forward with presenting a one-year contract to the
Town of Ridgeway, the Town of Shelby and the Town of Yates at a cost of $135,000.00 for EMS service.
A motion was made by Trustee Wagner and seconded by Trustee Prawel. The
Boxwood Cemetery Commission is authorized to release an RFP for the restoration of the Newell Wall at
Boxwood Cemetery.

A motion was made by Trustee Marciano and seconded by Trustee Bieliski.
Mayor Padoleski is authorized to sign Supplemental Agreement number 2 to the Department of
Transportation Project # D040767- Pedestrian Bridge.

A motion was made by Trustee Marciano and seconded by Trustee Wagner. The
resignation of Police Officer Dustin Meredith effective August 24, 2026, is accepted.

Clerk-Treasurer is authorized to send a final payout in the amount of $5,981.04 to Police Officer Meredith
for unused vacation and personal time.

Mayor Padoleski said with the EFC I&I Study and WWTP Study, the sewer fund
had been paying Wendel Engineers for work on the study which would we returned to the fund once the
EFC accepted both studies. The 2025-2026 fiscal year was over budget for this reason.
A motion was made by Trustee Bieliski and seconded by Trustee Prawel. ClerkTreasurer Burgess is authorized to make a budget amendment in the amount of $50,334.00 in the sewer
fund.

bills as submitted are authorized for payment.

A motion was made by Trustee Bieliski and seconded by Trustee Wagner. The
Minutes of July 27, 2026, and August 10, 2026, are accepted as submitted.

Code Enforcement Gardner said clean up had begun on the Prospect Avenue
property that burned. He said he had received seven applications for West Avenue sidewalks. Code
Enforcement Gardner detailed the permits issued for the month of July.
Trustee Wagner said we discuss accountability. He said he sees the number of
citations that have been issued. He asked how many of those are resolved and what they were for.
Code Enforcement Gardner said it varies. He said most are lawn maintenance, peeling paint, junk in the
front yard and parking in the front yard. Trustee Wagner asked how he chooses which homes to send
violations to. He said they really need to address and work on specific areas. Mayor Padoleski agreed
and they have discussed it with the new Police Chief as the board is receiving several complaints.
Mayor Padoleski opened the second public comment period.
Mr. Tim Zeiner asked if the board knew how much it would cost to repair a roof
and if the board knew what the median income was. Trustee Wagner said it doesn’t take money to
clean up a piece of property. He said there is trash on the front lawn. He said we need to come up with

a solution. Code Enforcement Gardner said we are not talking about people who just moved here. It is
someone on a fixed income. Trustee Wagner said there are resources and it is about holding people
accountable.
Mr. Zeiner commended the board for cancelling the Flock Cameras. He also
asked if there was a recent water main break. He asked about the water infrastructure project.
Trustee Bieliski said the board is facing multiple burdens as projects cost a lot of
money. Mayor Padoleski said projects will need to be done one section at a time.
Mr. Zeiner asked when Police Officers are hired, if the village could offer them
more money. Attorney Brooks said the village can’t interfere once it is in arbitration. It is a fixed
process. He said the village is pass the negotiating process and the board cannot enter into a new
contract until it is settled. Trustee Bieliski said a new police chief was just hired, and they do not have
an interest in dissolving the police department.
Ms. Carol Collina said she disagrees with the statement Mr. Zeiner made. She
said she takes care of her property, and it lowers her property value if she doesn’t.
Ms. Linda Limina thanked the board. She said it is not an easy job. She said the
board keeps bringing up the issues and they are doing a great job.
Mr. Steven Bunch said the board is doing a great job. He said they do not shut
anyone down. That is America. He welcomed the new Police Chief and said when someone takes an
oath, all should stand for that. He asked about the technology grant and if the police could get drone
capability with a homeland security lens. He said license plate readers are fine if they are ethically used.
He said the Code Enforcement does need some help as he is covering a lot of ground. He said we need
more police. He said he hears the Trustee’s frustration. He said when doing an EMS contract look at
your costs to share the costs with your partners. He said if you separate the EMS and Fire, you might
have a course of action.
Mr. Mike Maak said he was part of getting the EMS service back up and running.
He said the towns don’t want to supplement the fire service. He said this board is trying to get village
residents a savings. He said the county needs to do a County wide EMS where everyone pays the same,
like garage collection. He said $135,000.00 in today’s world is not a lot of money. He said Gates receives
$600,000.00. He said there haven’t been shared services talks either. He said if there was a better plan,
dissolution may have gone through. He said people were concerned they wouldn’t have the services
they have now. He said there needs to be more buy in or something is going to break. Costs keep going
up and action needs to be taken. He said village residents are paying taxes to the Town of Ridgeway and
Shelby and are supplementing their residents. He asked when City Hall would be cleaned up. He said
there needs to be pride in the village and pride has been lost. He said he believes part of it is because
people who work for Medina do not live in the village. He said you can throw money at it, but the cities
will pay more than what we have here.

Brooks said the goal isn’t to collect money; it is to correct the problem/situation.
Mayor Padoleski reminded everyone that the Patriotic Event at State Street Park
would be held on Sunday September 6th with music and a puppet show by Mike Randall. She said
September 7th would mark the end of the Triennial. September 26th, the Medina Area Partnership would
be holding Ale in Autumn.
A motion was made by Trustee Prawel and seconded by Trustee Bieliski. The
meeting is adjourned into executive session at 7:33 p.m. to discuss the certain employment of a
particular persons and to discuss possible litigation.

meeting is reconvened and subsequently adjourned at 9:03 p.m.
