Pre-Trial Release:
Provides all incarcerated defendants initially unable to post bail or be released on their own recognizance, the
opportunity to be interviewed within twenty-four hours of incarceration on an objective point scale that assesses
the defendant’s ties to the community. The program provides verified information to the magistrates for their
determination and monitors the defendants during the pretrial period.

Enhanced Pre-Trial Release:
Further reduces the use and length of incarceration and addresses community safety issues by coordinating
alcohol/drug evaluations, mental health evaluation and treatment recommendation and implementation and
insurance coverage as a condition of release for defendants initially denied Pre-Trial Release because of serious
alcohol/drug, mental health issues.

Electronic Monitoring:
Electronic Monitoring is an adjunct to Enhanced Pre-Trial Release. Electronic Monitoring under Release was a
new requirement after Bail Reform 2020. This form of release is ordered after the least restrictive options are
exhausted and/or a Judge deems there is a risk that the individual will not return for future court dates. Basic
electronic monitoring under Pre-Trial Release is GPS only unless additional conditions are ordered by the
presiding magistrate. This is often the last option prior to bail being issued or the defendant being remanded to
the Wayne County Jail without bail.

AUTHORIZATION TO CREATE AN ADDITIONAL PART-TIME ATTORNEY AND AMEND 2026 PUBLIC
DEFENDER BUDGET REGARDING DCJS FUNDING
WHEREAS, the Public Defender is desirous of creating and hiring an additional part-time attorney for
the purpose of training, mentoring and being 2nd chair counsel as needed in order to develop the abilities
of the attorneys in our office; and
WHEREAS, with Resolutions 516-25 and 611-25, Wayne County approved and accepted two
Division of Criminal Justice Services (DCJS) block grant awards on behalf of indigent defense services in
Wayne County, totaling $324,607; and
WHEREAS, the total amount of money available to the Public Defender from these two grant awards
is $243,455; and
WHEREAS, the Public Defender is desirous of expending a portion of the total DCJS grant award
money in 2026 on the newly formed additional part-time attorney position; and
WHEREAS, doing so requires amendments to the revenue and appropriations lines for DSV26 in the
2026 Public Defender budget; now, therefore be it
RESOLVED, that the Wayne County Budget Officer is authorized to create such part-time position in
the Public Defender 2026 budget; and be it further
RESOLVED, that if the DCJS block grant awards are no longer provided annually, and there is no
longer such funding available, this position shall be abolished; and be it further

WHEREAS, the Sheriff’s Office is eligible to apply for funding under the New York State FY26 COPS
Hiring Program (CHP) grant program; and
WHEREAS, the program is designed to provide funding directly to law enforcement agencies to hire
and/or rehire additional career law enforcement deputies in an effort to increase their community policing
capacity and crime prevention efforts; and
WHEREAS, the grant requires a 25% local match; now, therefore be it

WHEREAS, the Wayne County Sheriff’s Office has been awarded a no cash match grant funding,
from the Department of Homeland Security and Emergency Services under the 2025 Operation
Stonegarden Grant Program (FY25 STG25), in the amount of $ 115,100.00 and
WHEREAS, the grant funds were awarded for the purchases of License Plate Readers, an AllTerrain Emergency Response Vehicle, and law enforcement related equipment; and
WHEREAS, the Sheriff is requesting that the 2026 County Budget be amended and authorization
be granted to purchase said equipment authorized under said grant; now therefore, be it
RESOLVED, that the Chairman of the Wayne County Board of Supervisors and the Sheriff are
hereby authorized to execute any further 2025 Operation Stonegrarden Program grant documents
between NYS Department of Justice, Wayne County and the Wayne County Sheriff’s Office, subject to

AUTHORIZATION TO SIGN AN AGREEMENT WITH THE LYONS CENTRAL SCHOOL DISTRICT FOR
ONE DEPUTY SHERIFF SCHOOL RESOURCE OFFICER
WHEREAS, the Lyons Central School District, hereinafter referred to as the District, is desirous to enter in
an agreement with the County of Wayne and Wayne County Sheriff to provide the District one (1) full-time
Deputy Sheriff School Resource Officer (SRO), funded by the District, which shall include salary, fringe
benefits, vehicle expenses, uniforms, training, administrative charge and other related expenses for 12
months of the school year; and
WHEREAS, the District is requesting an agreement with the County and Sheriff for such SRO commencing
on September 1st, 2026 through December 31st, 2026; and
WHEREAS, such agreements shall contain a clause stating that if funding for the SRO position ceases the
position shall be eliminated by attrition; now, therefore, be it
RESOLVED, that the Chairman of the Board of Supervisors and the Sheriff are hereby authorized to sign
an agreement with the Gananda Central School District for one (1) full-time Deputy Sheriff SRO, for the
time period of September 1st 2026 through December 31st, 2026 and upon review and approval of the
County Attorney; and be it further

WHEREAS, a 2023 Wayne County Sheriff’s Office’s Autel EVO Max 4T drone was involved in collision on
May 30, 2026, and the drone and related equipment has been declared totaled by the Insurance
Company; and
WHEREAS, Wayne County has received $5,839.24 from the Insurance Company for the value of the
drone and related equipment; and
WHEREAS, the additional county replacement cost of the drone and related equipment involved in the
collision is $4,348.62; and

AUTHORIZATION TO ABOLISH AND CREATE POSITIONS WITHIN WAYNE COUNTY EMS AND
AMEND THE 2026 COUNTY BUDGET
WHEREAS, in the original proposal and plan for the start of Wayne County EMS, it was intended
that all Wayne County EMS ambulances would routinely be staffed at the ALS level, consisting of one EMT
and one Paramedic, as ALS staffing significantly improves department and resource versatility, availability
and personnel utilization, and
WHEREAS, when the ambulance portion of the service was started in 2023, there weren’t enough
Paramedics available for hire, necessitating that one ambulance was staffed at the EMT (Basic) level for
all shifts, with that staffing plan currently remaining, and
WHEREAS, since the inception of ambulance service, other programs, including the Paramedic
tuition assistance program, which utilizes donated funding for County EMTs to attain Paramedic
certification, have allowed for improved availability of Paramedics within the department, as the first
employees to participate in the tuition assistance program are now completing their Paramedic training,
and are anticipated to soon attain Paramedic certification, and
WHEREAS, during the remainder of 2026, it is anticipated that four EMT positions currently existing
within Wayne County EMS can be abolished, with said positions to be simultaneously recreated as
Paramedic positions as each of the four current employees attains Paramedic certification, allowing for all
County ambulances to be routinely staffed at the ALS level; now, therefore, be it
RESOLVED, that, as each of no more than four Wayne County EMS currently employed EMTs
attain Paramedic certification, intended to occur during 2026, but occurring no later than June 30, 2027, the
EMS Director, working in conjunction with Human Resources, shall be authorized to abolish one full time
EMT position and create one full time Paramedic position for each employee enrolled in a Paramedic
education program, as each employee attains Paramedic certification, and be it further

AUTHORIZATION TO EXECUTE AN AGREEMENT WITH ROCHESTER REGIONAL HEALTH,
PURCHASE CERTAIN EMS EQUIPMENT, AND AMEND THE 2026 COUNTY BUDGET
WHEREAS, the Wayne County Emergency Medical Services Transporting Agency Proposal, first
developed in 2021, included specialty care transport capabilities by Wayne County EMS for critically ill
patients, and
WHEREAS, the development of specialty care capabilities is the only portion of the referenced proposal
that has not yet been implemented, and
WHEREAS, Rochester Regional Health, through Newark-Wayne Community Hospital, has identified
their need for additional advanced level patient care transfer capabilities (commonly referred to as specialty
care transfer) to act in addition to the limited number of advanced level EMS provider agencies currently
available and having operating authority that includes the Newark-Wayne Community Hospital campus,
and
WHEREAS, the development of this capability by Wayne County EMS would provide another valuable
resource for higher level advanced care for Newark-Wayne Community Hospital, in support of the overall
healthcare system within Wayne County for all County residents, and
WHEREAS, certain equipment has been identified as essential for Wayne County EMS to develop this
specialty care capability, most notably ventilators, intravenous pumps, and fully equipped cardiac monitors,
capable of monitoring certain invasive devices, and
WHEREAS, additional training for the Paramedics of Wayne County EMS who will become eligible to
participate in this program will be overseen and conducted by Medical Director Dr. Jamie Syrett, working
cooperatively with Dr. Michael Taylor of Newark-Wayne Hospital; now, therefore, be it
RESOLVED, that the Wayne County Board of Supervisors recognizes and acknowledges the
importance of the availability of high level transfer capabilities for patients at Newark-Wayne Community
Hospital, as it can support any resident of Wayne County, and be it further
RESOLVED, that Madam Chair of the Board of Supervisors shall be authorized to execute an
agreement between the County and Rochester Regional Health, on behalf of Newark-Wayne Community
Hospital, relative to operations and billing as related to Wayne County EMS providing patient transfer
services for patients at Newark-Wayne Hospital, when transferring patients to other hospitals, commonly to
receive specialized care not immediately available at Newark-Wayne, with said agreement subject ot the
approval of the County Legal Department as to form and content, and be it further
RESOLVED, that the EMS Director shall be authorized to purchase two Hamilton-T1 patient ventilators,
from Hamilton Medical Incorporated, with maintenance and service, and an initial supply of patient circuits,
at a total cost not to exceed $44,166, and be it further
RESOLVED, that in accordance with Wayne County purchasing policy, Hamilton Medical Inc. is
hereby declared as the sole source provider of the Hamilton T1 ventilator and its accessories, and be it
further
RESOLVED, that the EMS Director shall be authorized to purchase invasive pressure adapters for
existing Stryker Lifepak 35 cardiac monitor devices, to permit monitoring of patient arterial lines, at a cost
not to exceed $3900, and be it further
RESOLVED, that the County Budget Officer is hereby authorized to amend the 2026 County Budget

AUTHORIZATION TO ENTER INTO A SUBSCRIPTION AGREEMENT WITH VISUAL COMPUTER
SOLUTIONS, INC. FOR PAYROLL AND SCHEDULING SOFTWARE FOR EMERGENCY MEDICAL
SERVICES
WHEREAS, Wayne County Emergency Medical Services (WCEMS) requires a combined electronic payroll
and scheduling platform to streamline their processes and create efficiencies; and
WHEREAS, a team from WCEMS and IT have reviewed several options that would meet the needs of the
department; and
WHEREAS, WCEMS has determined it most beneficial to subscribe to the software as a service (SaaS)
solution offered by Visual Computer Solutions, Inc. (VCS), as the same platform utilized by the Office of the
Sheriff and 911; and
WHEREAS, with an established Wayne County relationship with VCS, there shall be no implementation
fees for WCEMS, with pricing for the first twelve (12) months for up to seventy-five (75) employees shall be
$9,405 and additional employees shall be $132 each before a five (5) percent discount; and
WHEREAS, the term of the agreement for VCS SaaS is twelve (12) months and shall commence on the
effective date of the agreement, which shall be the date of service activation; and
WHEREAS, the SaaS agreement with VCS must be renewed annually by WCEMS per the terms and
conditions; and
WHEREAS, WCEMS will require a time clock compatible with the VCS SaaS to be purchased for each of
its four (4) bases for a cost of $TBD each; now, therefore, be it
RESOLVED, for Madam Chair to be hereby authorized and directed to execute an agreement with Visual
Computer Systems, Inc., on behalf of Wayne County Emergency Medical Services, for the provision of
payroll and scheduling software as a service, for a term of twelve (12) months commencing upon service
activation, subject to approval by the County Attorney as to form and content.

Emergency Management Office Activity Report
For June 2026
Emergency Management protects communities by leading and coordinating the integrated effort to
prepare for, mitigate against, respond to, and recover from all hazards.

DISCUSSION
Thursday, June 18, 2026, saw a storm create multiple power outages across central
and western NYS. We worked closely with our utility liaison, Maureen Riester, to monitor
restoration times and statuses in Wayne County. We were prepared to request dry ice and
bottled water if the outage threatened the contents of refrigerators and freezers.

o Abby Wahl’s last day was June 25th. We will miss her and wish her all the best!
o We are proud to announce that Aimée Phillips passed the International
Association of Emergency Managers exam. The next step is for her credentials
to be reviewed in July, with notification of Associate Emergency Manager
Certification in August if successful. In February 2027, she will be eligible for full
certification as an Emergency Manager. Becoming a Certified Emergency Manager
demonstrates that you possess the strategic planning, hazard mitigation, and
leadership skills needed to guide organizations through complex disasters. The
CEM is the gold-standard credential in the profession, providing internationally
recognized validation of your competence, training, and experience.
▪ Renee Maybee has begun the same multi-step process that combines
formal education, documented field experience, professional contributions,
and a comprehensive exam. Our goal is for her to receive her Associate
Emergency Manager accreditation in 2027.
▪ George Bastedo has recently recertified for a five-year term.
o The Wayne County Emergency Management Office was recently reaccredited by
NYS. We were the ninth county in NYS to achieve accreditation. Accreditation
mandates evaluation across all four phases of emergency management:
preparedness, response, recovery, and mitigation. It also requires agencies to
adopt inclusive planning frameworks that explicitly integrate local government
entities, non-governmental partners, and vulnerable populations (such as the
elderly and people with disabilities). By aligning with a unified benchmark, local
agencies ensure that response plans remain highly scalable and well-structured,
easing coordination during major multi-jurisdictional disasters.

Lake Ontario
Lake Ontario’s current water level is hovering around 247.38 feet (75.40 meters). This is
roughly 1.5 feet above the long-term historical average, but still well below the severe
flood stages seen in 2017 and 2019. The lake is theoretically at its seasonal peak,
typically in May or June, and is expected to slowly decline as summer progresses. It is
important to note that any levels above 247 cause planning activities to take place, 247.5’
causes Sodus Point emergency actions to begin and at or above 248’ causes flooding
issues in Sodus Point.

transfer has been smooth.
o Several post-go-live implementations are still planned for the project, along with a
workflow review, site visit, and first-year maintenance costs. In all likelihood, the
project account will not be closed out until sometime in 2027.
Continuity of Operations Planning
o Continuity of Operations Training was conducted on April 22, 2026, with 24 county
personnel from various departments attending.
o We are working to identify alternative locations of sufficient size to accommodate a
significant portion of our larger departments, assuming some employees can work
remotely.
o As manpower availability permits, we will support departments with their COOP plan
development.
Canal Corporation
o A kickoff meeting was held for GIS map integration. This will apply to all
corporation properties – canals, trails, etc.

Action Plan Holder Outreach Meeting.
Local Emergency Planning Committee
o A Local Emergency Planning Committee (LEPC) brings together diverse
community voices and must include elected officials, emergency responders
(police, fire, EMS), public health, environmental, and transportation officials,
hospitals, facility owners, the media, and community groups. Its purpose is to share
information and develop a local emergency plan for hazardous substance
incidents.
o Wayne County Emergency Management has been delegated by the LEPC to
create the Wayne County Hazardous Materials Response Plan.
o The meetings are held at the Wayne County Emergency Operations Center.
o The remaining meeting dates for 2026 are:
▪ July 16, 2026, starting at 10:00 AM (followed by picnic lunch)
1. Weather permitting, an “Electric Live Line Demonstration” by NYSEG
will follow the meeting.

WHEREAS, Resolution 28-26 authorized the application for the 2025 State Homeland Security
Program (SHSP); and
WHEREAS, Wayne County has been advised that a grant for $91,087 has been awarded under the
FY2025 SHSP; and
WHEREAS, Federal guidelines require a minimum of 30% ($27,326) of the total award be spent in
support of the FY2025 National Priority Areas, including a specific 3% minimum spending requirement
($2,733) for Enhancing Election Security; and
WHEREAS, Federal guidelines further require that a minimum allocation of 35% ($31,880) represent
the State Law Enforcement Terrorism Prevention Program (SLETPP) portion of the award to support law
enforcement terrorism-prevention activities; and
WHEREAS, the performance period for this grant concludes on August 31, 2028; now, therefore, be it
RESOLVED, that the County of Wayne authorizes the acceptance of the 2025 State Homeland Security
Grant for said purchase; and be it further

WHEREAS, due to an oversight, expenses (including mileage) in addition to the hourly rate were not
listed in said contract; and
WHEREAS, The District Attorney wishes to amend the current contract to include all expenses incurred
during the regular course of business in addition to the hourly rate; therefore, be it
RESOLVED, that the Chairperson of the Wayne County Board of Supervisors is hereby authorized to
amend Contract No. WCC26212 with James Ritts, Esq. to include all expenses incurred during the course
of business subject to the approval of the County Attorney as to form and content.
