Lieutenant Selsor Completes Missouri Police Chiefs Command College
Lieutenant Derek Selsor completed the six week program which was spread out over the past six months.
This prestigious program develops leadership, strategic thinking, and management skills for law enforcement
administrators across the state.
Chief Andreski and Major Berry attended the graduation at the Missouri State Capitol. See photos on Page 4.

Olivette Named a Missouri Blue Shield City
At the beginning of April, Olivette was declared a Missouri Blue Shield City by the Missouri
Department of Public Safety. This honor recognizes Missouri communities that demonstrate
their commitment to enhancing public safety, investing in and supporting law enforcement,
supporting law enforcement, and building partnerships between law enforcement and our
community.

Heroes for Hounds Adoption Event
Saturday May 9 from 10am-2pm, we are giving you 20 reasons to find your new
best friend! The Olivette Police Department is partnering with the Olivette Fire
Department, Friends of St. Louis County Animal Shelter Foundation, and Olivette
Lanes to sponsor 20 of the first adoptions at this event covering the adoption fees
and application. The animals up for adoption are from the St. Louis County Pet
Adoption Center.
The Heroes for Hounds Adoption Event is being held at Five Oaks on Warson
(Olivette Community Center, 1200 N. Warson Rd). Come out and meet some
wonderful animals who are eligible for adoption. If you cannot adopt, you can
speak to Pet Adoption Center representatives about fostering a pet or other ways to
volunteer your time at the Pet Adoption Center.
The first 15 adoptions will also receive a $10 gift card to Zoomies Pet Cafe. Other
businesses will be represented including the Barkuterie Shop mobile pet treat
boutique (think ice cream truck, but for pets).
Look for more information between now and the event on Department and City
social media.

On Saturday April 18, Officer Hearon represented the Department at the Special Olympics Missouri (SOMO)
Volleyball Tournament. She had the honor of assisting with the event and presenting medals to the incredible athletes
who competed. It was a great day filled with teamwork, sportsmanship, and community spirit. See photos on page 5.
SOMO provides year-round sports opportunities for athletes of all abilities, creating inclusive environments where
everyone can shine. We’re also proud to support their mission – law enforcement agencies are the number one
sponsor of SOMO, helping make these events possible.

SOMO Law Enforcement Torch Run
Thursday May 28th, the Special Olympics Torch will make its way through Olivette!
If you or your company are interested in donating to the SOMO cause, contact Officer
Hearon ([email protected]).
NOTE: During the run, roads that are used will experience temporary delays as
the runners (accompanied by marked patrol and motorcycle units with emergency
lights on) complete the City of Olivette leg. Follow official Department social
media or subscribe to SIREN GPS municipal alert system to have the most up-todate information when route and times are released. If you see officers running by
carrying a torch, feel free to cheer them on!

DEA Drug Take Back Day
The bi-annual DEA Drug Take Back Day was held on Saturday April 25,
2026 from 10am - 2pm in the Olivette City Center Lobby (1140 Dielman
Rd). Totals for the take back as well as weight totals for drugs disposed
through our P2D2 drugs take back box will be released in an upcoming
report. Our P2D2 drug receptacle is available during normal City Center
business hours.

Training
Each month, officers at the Department complete refresher training and/or updates to Case Law generated by
Supreme Court decisions, Circuit Court decisions and Appeals Court decisions. Each officer is assigned 22 one
hour-long modules throughout the year with a test at the end of the continuing education element. This is in
compliance with CLEE requirements for Missouri POST licensing. Further training may be assigned to or sought out
by individual officers.

Engaging the Community - CEs
Since October 2021, the Olivette Police Department has made a greater effort to be visible, available, and make
connections with individuals in the community: from residents, business employees and owners, to visitors, and
everyone in between. This effort came out of feedback from the community which indicated a desire for more
frequent access to interact with officers outside of calls for service.

SOMO Volleyball Tournament

The “CE” was instituted by Police Administration, having officers make an intentional effort to make informal
non-enforcement interactions with the public within Olivette city limits. These are logged by each officer to
have a track-able metric. This effort continues through today. These entries are tracked in a separate system
from the one that generates Calls for Service, and are not included in the monthly CFS numbers.

Most arrests made by the
OPD are warrant arrests for
outstanding traffic or other
minor criminal matters. This
speaks to the relative safety
of the municipality. For
information about the more
serious crimes in Olivette, read

March had zero Juvenile
detentions down from two in
February.

On August 28, 2024, State Law
went into effect that prohibits
warrants being issued for
minor traffic infractions if
the individual cited fails to
respond to court or pay the fine
associated with the infraction.
OPD expects warrant arrests to

The victim reported a fraudulent check.

• Don’t purchase gift cards for someone you don’t know.
• Don’t download applications to your devices if
instructed to do so or they are unfamiliar with
before consulting a trusted source.
• Monitor your banks accounts and credit reports for
fraudulent transactions.

2025 Use of Force Reporting

Each month, the Olivette Police Department reports Use of Force (UOF) incidents to the FBI and the State of
Missouri. The FBI and State of Missouri consider UOF incidents to fall under the following categories:
When a fatality to a person occurs connected to the use of force by a law enforcement officer.
When there is serious bodily injury to a person connected to a use of force by a law
enforcement officer.
In the absence of either death or serious bodily injury, when a firearm is discharged by law
enforcement at or in the direction of a person.

Using the definitions used by the FBI and State of Missouri for Use of Force reporting, the Olivette Police
Department has not had any UOF incidents for the 2025 calendar year. Our Department’s standards for
reporting these incidents go further than Federal and State requirements by tracking other categories of law
enforcement responses for internal reporting.

Incident Command System
As part of Lueitinet's job description and in connection with Jacob Guthrie's promotion in 2025, Lt. Guthrie was
required to complete the National Incident Management System (NIMS) Incident Command System (ICS) 300
and 400 classes.
To comply with the National Incident Management System (NIMS) standards and obtain federal preparedness
grants and disaster reimbursements from organizations such as FEMA, the fire department must implement
ICS-300 and ICS-400 training. The training will improve emergency preparedness and recovery capabilities.
With an emphasis on creating Incident Action Plans and efficient resource management, the ICS-300 course
trains staff members for positions such as Division/Group Supervisors and General Staff, and teaches the
"planning P" process, preparing them to handle large-scale incidents that exceed the capabilities of a single
department.
On the other hand, ICS-400, which covers subjects such as Area Command, multi-agency cooperation, and
unified command structures, is designed for senior leaders managing complex, protracted events. This program
establishes a uniform framework for resource coordination during emergencies and equips fire department
leaders with the skills to collaborate with law enforcement, emergency medical services, and federal agencies.
By training command staff to maintain span of control to ensure accountability and reduce line-of-duty injuries,
both courses enhance personnel safety and leadership.
In addition to being essential to operational effectiveness, participation in these programs is required for
promotion to leadership positions, including chief officers, captains, and lieutenants. Additionally, by
demonstrating adherence to national best practices, which can reduce liability during crisis responses, ICS-300
and ICS-400 training offer the city legal protection. In the end, ICS-400 aims to manage complex emergencies
that require extensive inter-agency coordination, whereas ICS-300 focuses on moderate- to large-scale
incidents. These training programs are positioned as fundamental for improving the fire department's
operational readiness, leadership effectiveness, and legal compliance.

PARKS & RECREATION DEPARTMENT REPORT – APRIL 2026
Spring is in full swing in the Parks and Recreation Department! All park restrooms and drinking fountains
re-opened this month. (Water play features open Memorial Day weekend) The warm weather enticed yoga
classes to move outside for a couple of weeks. Youth Baseball is in full swing along with the new Spring Elite
Soccer collaboration with Lou Fusz. Summer camp registration continues to trend above last year, with 404
campers registered for Camp Five Oaks to date. This is a 225% increase at this point from last April.
April’s PuzzlePalooza set a new speed record of 28 minutes for completing the puzzle by a first-time team!
April also had a successful Star Party at Stacy Park beating the odds of cloudy skies that have postponed
recent parties. Forty people attended the April 23 party. This month’s Open Mic Night had new performers who
learned about the event from social media and the Five Oaks weekly email update!
Preparations are underway for Party in the Park on May 8. This year’s theme is Outdoor Adventure and
features live music with Cahill & Co, The Bubble Bus, Dohmo, Pure Chill Slushes, new inflatables, family
games, crafts, and a special performance by musicians Razzle & Dazzle.
At the end of March, the Parks Crew conducted a prescribed burn in the Warson Park restored woodlands
along the Sassafras Trail and the western edge paved trail. This is the first time these areas have The regrowth in these areas is spectacular to watch.
The Stream Team Clean-Up of the Headwaters of the River Des Peres on April 18, was a major success!
Eighteen volunteers pulled a small mountain of trash out of the river. A bug thank you to the Olivette Green
Team, Olivette Sustainability Advocates, the Ladue High School Honor Society, the Missouri Stream Team,
and the Park Crew!
Following the restrooms re-opening, the Parks Crew has switched the summer weekend rotation. One park
staff member works each weekend to clean the restrooms and pavilions, and then works special projects such
as trail building, volunteer service days etc.

Public Works Status Report

Downey Lane milling and paving has been completed.

New rolled curb and gutters have been installed at the north end of Glenmary. Asphalt replacement is scheduled in May.
The City has received Notice to Proceed authorization from MoDOT and Infrastructure management will begin work late in the week
of May 4th. Dielman Industrial Road will be closed at Olive the following week for approximately one month.

The Public Works rear lot has been repaved.
PW staff finished the last segment of the Hilltop CDBG sidewalk project.

Highlights:

Business engagement. As noted in the March Staff Report, businesses have been bombarded for the
past three months:
•

First, in February, the EDC initiated the online voting for the Business of the Year and Restaurant
of the Year nominations.

•

In March, emails and postcards were issued to business license owners to participate in a survey
regarding city services. The survey was titled Olivette Business Survey.

•

In April, the annual business license renewals forms were issued and EDC members began doorto-door distribution of the Olivette Business Survey.

This Years Winners. Following two months of online voting, the EDC confirmed the top vote winners for
Business of the Year and Restaurant of the Year. Aldi was the top vote winner for Business, and Great
Heart Brewing was the top vote winner for Restaurant. The EDC also selected Planthaven Farms as their
EDC Business Choice Award winner.
Trying to Keep Up. The Building Division has been short staffed the past couple of months. In February,
Michael Hostetter, Building Inspector II, has resigned to enter the private sector. We also were short staffed
for some unfortunate family matters.
During March and April, staff was able to continue reviews and occupancies, with 87 permits reviewed and
issued, 30 housing occupancies conducted, and 5 commercial occupancies comleted. Unfortunately, the
typical review period which normally is 5 to 10 working days has been extended to 15 to 20, and the 24
hour notice for scheduling inspections has increased to 48 hours.
Building Updates. Staff has been monitoring activity in this year's State legislative assembly:
HB 1791 (Murphy) – Establishes building permit issuance deadlines
HB 1851 (Hewkin) – Establishes the "Building Permit Reform Act"
HB 2291 (Casteel) – Creates provisions relating to approval by political subdivisions of certain requests
for developments or improvements of property
HCS HB 2384 (Jones) – Prohibits political subdivisions from imposing energy efficiency requirements
for residential, commercial, and industrial construction beyond IECC 2009 and
establishes 30 day permit application shot clock
SB 1431 (Henderson) – Establishes the "Missouri Building Codes Act"
For the most part, the focus is on:

The review period for a permit to be issued. For our department, even being short staffed, we
would meet expectations the State would bring our way.
Restricting application of the Energy Code. This one is interesting, as the current draft would set
standards back to the 2009 building codes.
Establishing a uniform building code throughout the State. For this bill, the devil will be in the
details.

Planning Updates. Certification testing time is nearing. Tentatively both Dawn and Jack plan on taking
the certification exam to be part of the American Institute of Certified Planners (AICP). We are doing all we
can to assist and support their preparation. The exam window begins in May.
Director Trejo now chairs the Diversity and Inclusion Committee for the American Planning Association's
St. Louis Metro Section. The intent of the Committee is to expand engagement with people of diverse
racial, ethnic, cultural, and economic backgrounds, and of all gender expressions and sexual orientations;
and increase planners’ awareness of diversity and inclusion in planning.

has partial occupancy to allow employees to commence training. Full occupancy is pendant on St. Louis
County issuing the health permit.
Occupancy. There is still one vacant tenant space.

Full occupancy has been issued. The streetscape and landscaping is outstanding and worth taking time to
view.

Removal and minor demolition have begun. Staff are coordinating a permit submission and review meeting
for next week including the development team and both City building and fire review officials.

The tenant finish plans are in for review. An interior demolition permit was issued in March to help expedite
construction. With the recent submittal of the tenant finish, it is possible that work can begin by early May.
A typical finish for a commercial user of this size is about 120-days-so a possible late summer/early fall
opening is realistic.

It only takes one big commercial project to skew the numbers. This FY, the Olivette Townhouse
development is the only new construction. Last FY we had Irvington Place Apartments. But looking further
into the numbers, we have seen a doubling of tenant finishes (reinvestment). The same cannot be said
about the avg. estimated cost per permit as in FY25 Great Heart Brewery spent $4.5 million in finishes
alone.

In addition, the Commission will continue discussion regarding implementation strategies for the 2024
Comprehensive Plan Update. This will include considering alternative residential zoning districts in lieu
of the current single SR District and continued discussion on improving review procedures for
residential site plan review.
April 16th summary. The Commission approved pool-related flatwork proposed for 465 Beauwood
Court and tiered retaining walls proposed for 9504 Old Bonhomme Road. The Commission discussed
a request from K-MAC Enterprises, whom operate the local Taco Bell restaurant at 9339 Olive
Boulevard, to extend their current hours of operation.

April 2nd summary. The Commission approved an addendum to the new home approval at 7 Lisa
Drive to add an inground swimming pool and associated flatwork.
In addition, the Commission continued implementation strategies for the 2024 Comprehensive Plan
Update. At the meeting staff discuss housing cost and trends, including a comparison with 4-other
communities in the Ladue School District. Staff also discuss the current review procedures for
residential site plan review and the tree preservation and protection ordinance.

Sales tax category remains strong with both Sales Use Taxes creating nice
momentum into budgeting at a positive $345,000 variance.
Property Taxes collections recovered in February. The final big amount we’ll see
in the next several months will be the release of protested payments. Olivette sits in
the top 10 once again in protests.
Utility Tax collections remain mixed but now overall well into positive territory
with electric remits higher than expected and propping up the category.
Parks and Recreation revenues remain in positive territory overall.
The remaining categories began the year mixed and remain stable with no notable
changes from the prior month.

Expenditures:
Total expenditures through March are right at expectations overall.

the quarter as well as noted in the 3-month ladder. The 12-month ladder
continues to remain full with rates stabilizing near 4%.
Looking forward, 3-month ladders will likely remain at current levels, 12month ladder rungs will be renewed, and long-term CD’s are expected to
mature. Should rates increase in the over 12-month range, a portion of the
3-month agency ladder may be renewed in a longer duration CD.

Structural firefighting gear is essential for protecting firefighters in dangerous
environments. It provides protection against heat, smoke, and toxic fumes.
Extreme temperatures can cause severe burns, but the gear shields the body from
direct exposure to high heat and flames. Hazardous gases such as carbon
monoxide and cyanide, can linger in the gears material for days as a result,
firefighters are required to decontaminate after every fire incident. Properly
washing the gear is crucial for the health of the firefighter although the process of
washing and drying it takes hours. During this time firefighters used a reserved set
of gear. Overall, wearing protective gear helps keep firefighters safe, allowing them
to perform their duties effectively while reducing the risk of injury.
During the department’s research into the RFP process, it was discovered that
Sourcewell has recently completed an RFP for structural firefighting gear. This
presented a timely and efficient opportunity. Upon review, the finance director
carefully evaluated Sourcewell’s procedures and found them to closely align with
the procurement policy of Olivette. Following this, the city manager conducted a
thorough review of all related documentation and authorized the fire department to
proceed with Sourcewell’s RFP. The department was then able to successfully
negotiate with Sentinel Emergency Solutions, which is the supplier in the area, for
the purchase of the new structural firefighting gear.
This streamlined approach not only expedited the process but ensured the fire
department secured the necessary gear within, adhering to both city policy and
best procurement practices.

Description:
In the fiscal year 2026 Capital Improvement Plan, the fire department highlighted the
need to replace the Manual Stair Chair. To meet this critical need, a new Stair Chair
was budgeted at $20,000 which required initiation of a formal request for proposal

manager conducted a thorough review of all related documentation and authorized
the fire department to proceed with Savvik’s RFP. The department was then able to
successfully negotiate with Stryker, which is the supplier in the area, for the
purchase of the new Powered Stair Chair.
In the FY2026 budget, the fire department allocated $20,000 for the purchase of a
Powered Stair Chair Expedition by Stryker. The Powered Stair Chair will reduce
lifting and the risk of injury. Gives the users better control while maneuvering stairs
and confined spaces. The Powered Stair Chair significantly reduces fatigue during
long transports. Enhances visibility with LED lighting on the chair during use in low
light areas. This unit will improve patient safety and comfort.

The fire department's current stair chair has reached the end of its useful service life
and is no longer able to reliably meet operational demands. Recognizing this need,
funding for a replacement was included in the FY26 CIP budget. Recently, a striker
representative provided a comprehensive demonstration to all three crews, showcasing
the capabilities of a modern powered stair chair and highlighting the significant
advantages it offers over traditional manual models.
One of the most important benefits of a powered stair chair is its ability to greatly
reduce the physical strain placed on crew members. The integrated powered track
system takes on the bulk of the effort when moving patients up and down stairs,
effectively eliminating much of the manual lifting that has historically been required.
This not only improves operational efficiency but also plays a critical role in reducing the
risk of back, shoulder, and other lifting related injuries among personnel. The chair is
also equipped with built-in LED lighting, which proves especially valuable in low light or
poorly lit environments, such as residential stairways or nighttime operations.
From the patient's perspective, the powered stair chair significantly enhances both
safety and comfort. Its design provides a more secure and stable ride, reducing the
anxiety often associated with being moved on steep or narrow stairways.

Reorganization Memo
A. Certification of the April 7, 2026 Election Results from the St. Louis County Board of
Election Commissioners
The Mayor will ask the Deputy City Clerk to read the certified election results for the April 7, 2026
election. Per Section 6.4 of the City Charter, the Council shall declare those candidates receiving
the highest number of votes, for the number of positions to be filled, to be elected.
Motion to accept the Certification of the April 7, 2026 election results from the St.
Louis County Board of Election Commissioners.
B. Swearing in of Elected Officials
The Mayor will ask the Deputy City Clerk to swear in the elected City Council Members. The Council
Members will then take their seats.
C. Election & Swearing in of Mayor for 2026-2027
Section 2.3 of the City Charter calls for the City Council, at the time it reorganizes, to elect one of
its members as Mayor for a period of one year. Nomination and vote will be held. The new Mayor
will be sworn in for 2026-2027.
Nominations are taken. No second is required. Council will vote only in the
affirmative on each nomination. Votes are taken on each nomination in the order in which
they were nominated. The nominee with the most votes will be appointed Mayor. In case
of a tie, the Council will repeat the above voting process with the nominees involved in
the tie.
Following the appointment, the Mayor will be sworn into office.

Motion to appoint Mike Ferguson as the City Treasurer for 2026-2027 term.
H. Council Liaison Appointments
Council members will select the boards and/or commissions on which they would like to serve as
Liaison. (The City Council may choose to wait until a future meeting for final selections.)

The Olivette City Council met on April 14, 2026 at 7:00 PM via videoconferencing, livestreaming
and in person at the Olivette City Center, 1140 Dielman Road, Olivette, MO 63132. Mayor Clark
called the meeting to order.
Item #1 – Roll Call
On roll call, the following persons were present: Mayor Sidney Clark, Chairman Pro-tem Maxine
Weil, Council Member Mike Solomonov, Council Member Kate Pichon-Hellmann, and Council
Member Bryan Lewis.
Also, in attendance were City Manager Jennifer Yackley, Director of Finance Darren Mann,
Director of Planning and Community Development Carlos Trejo, Director of Parks and Recreation

Item #2 – Communications
Mayor Clark read the statement on Immigration Enforcement Actions from the City Council and
Police Department.
Mayor Clark presented the Parks Department with the Dark Sky Week proclamation. Chairman
Pro-tem Weil recognized Parks and Recreation Commission members Sue Rich, Bill Hansen, and
Jim Person.
Deputy Clerk Jennifer Conrad read communications regarding Bill #3059 on solar panels.
Item #3 – City Manager’s Report
City Manager Jennifer Yackley updated the Council on Olive Crossing. The ribbon cutting for The
Brass Tap is on Friday. Paris Baguette is opening at the end of the month or beginning of May.
Tropical Smoothie and Verizon are working on their spaces. Lot 5 – the restaurant is finalizing
their lease. Lot 6 – the hotel is through PCDC and they found a project to take the dirt.
UPCOMING EVENTS
• Annual Bulk Collection – 4/20 – 4/24 – no appliances or construction trash.
• Park restrooms and water fountains open on April 15. Splash pads open on Memorial Day.
• Registration is open for Camp Five Oaks – camp begins 6/8

Council Member Pichon-Hellmann stated that she attended the Economic Development
Commission meeting where they have received 21 surveys back from local businesses.

Commission members are going to do some in-person reaching out. She announced that this
year’s Business of the Year is Aldi and the Restaurant of the Year is Great Heart Brewing. The
Commission’s Choice is Planthaven. She also stated that the next Cool Cities StL popup is on
4/22 at Webster Groves City Hall.
Council Member Lewis stated that he attended the Brass Tap opening which was nice. He also
attended the recent PCDC meeting where they continued to discuss goals.
Chairman Pro-tem Weil stated that she had no report.
Mayor Clark stated that he had no report.
Item #5 – Hearing from Citizens
Laura Ragsdale, 40 Queensbrook, stated that she continues to have issues with derelict vehicles
on a neighboring property. This is not acceptable and she needs help.
Ms. Yackley stated that the neighbor has been cited and it is before the Courts.
Ms. Ragsdale asked that she be informed when this comes to Court.
Item #6 – Bill #3059 – An Ordinance To Amend the Zoning Ordinance of the City of
Olivette, Being Part of Chapter 400 Zoning Regulations, and Chapter 425 Community
Design, Both Chapters Being Part of Title IV Land Use of the Olivette Municipal Code,
for Proposed Standards Governing Residential Rooftop Solar Panels – Second Reading
Carlos Trejo, Director of Planning and Community Development, stated that this Bill is due to a
directive from Council to consider regulations more supportive of solar panel installation and the
intent is to remove the requirement to go before the Planning and Community Design
Commission. Council and staff discussed the feedback received from the public.
A motion was made by Council Member Lewis, seconded by Council Member Solomonov to
amend Bill #3059 Section Two to amend 12. Rooftop Solar Panels. a. regarding color to read
“permissible colors include those within the range of black and dark blue; provided however that
other colors are permissible subject to approval by city staff or Planning and Community Design
Commission if staff deems approval of PCDC is prudent” and regarding grouping to read “Panels
shall be grouped on the roof plane and located to maximize efficiency as determined by the
owner or provider as long as a sufficient perimeter is maintained in accordance with building and
safety codes.”

A motion was made by Council Member Solomonov to authorize the City Clerk to issue a liquor
license for the remaining 2026 calendar year to “Stay in Your Lane Entertainment LLC” doing
business as Olivette Lanes, addressed as 9520 Olive Boulevard. The motion was seconded by
Chairman Pro-tem Weil.
