Council Member Newman asked about the proposed tower’s height, visibility, and
distance from nearby residences. Sasha Riedisser, representing the applicant, stated
that the tower would be approximately 1,000 feet from the nearest residence, reach the
maximum permitted height of 100 feet, and improve cellular coverage for residents,
local schools, and the nearby highway corridor. She noted that existing power
transmission towers are also visible from the area. City Attorney Carl Lumley added
that nearby transmission towers are likely taller than the proposed cell tower.
Council Member Berry asked whether the improved coverage would benefit nearby
residents or only the campus. Ms. Riedisser confirmed that surrounding residents and
the highway corridor would also benefit.
D
R
Council Member Spence asked about the tower’s design safety history and collapse
mechanism, referencing concerns previously raised by Council Member Manlin.
Jonathan Hunt, representing The Towers LLC, explained that the mechanism is entirely
mechanical and designed to cause the tower to fall inward within a controlled footprint
under extreme stress.

First Reading.

City Administrator Kris Simpson reviewed the Sewer Lateral Fund’s history, noting that
the annual fee was reduced from $28 to $18 in 2011 and restored to $28 in 2016 as
claims increased. Council raised the city’s reimbursement rate from 50% to 70% in
September 2023. Although claim volume has remained stable, rising construction and
labor costs have increased repair expenses. The current amendment includes an
additional $1,600 appropriation for the fund.
AF
T
Mr. Simpson stated that reimbursements are limited to $7,500 per property, with a
three-year rolling look-back period. Staff and the Finance Committee will review the
reimbursement rate and compare neighboring municipalities’ programs to determine
whether Council should consider reducing the reimbursement rate.
8. Resolution No. 1894 - A Resolution of the City Council of the City of Creve
Coeur, Missouri, authorizing the execution of a contract with America's
Parking Remarking, LLC, for the 2026 Roadway Striping Project for the
not-to-exceed amount of $74,999.00.
R
City Clerk read Resolution No. 1894.
D
Public Works Director Jay Lancaster presented the annual street marking maintenance
contract, explaining that the program maintains traffic safety markings using a durable
epoxy paint system. This year’s work includes several streets and the east parking lot
at the Creve Coeur Golf Course. He noted that the golf course parking lot striping would
be completed before December 11, while street markings would be completed in the
spring due to temperature requirements.
Council Member Spence asked about school zone crosswalk markings on Spoede. Mr.
Lancaster confirmed the markings were refreshed in April and stated that Public Works
would closely monitor school zone safety markings.

Public Works Director Jay Lancaster provided an overview of the project, noting that
Phase 1 is complete, Phase 2 is in right-of-way acquisition, Phase 3 is in design, and
Phase 4 is scheduled for construction in 2030. Phase 4 would include roadway
resurfacing, sidewalk improvements, traffic signal modernization, and curb repairs, with
partial funding through the MoDOT Surface Transportation Program. Mr. Lancaster noted
that Horner & Shifrin, Inc., the design consultant for previous phases, was selected from
the City’s pre-approved on-call consultant list to provide surveying, environmental
clearances, construction plans, and right-of-way exhibits for Phase 4.

10. Council Liaison Reports
City Administrator Kris Simpson and Public Works Director Jay Lancaster clarified that
the temporary closure at Lake School Park due to construction was extended through
October 23, with the park remaining open to residents during evening hours.
Council Member Spence reported that the Energy and Environment Committee was
developing energy-efficiency and sustainability recommendations for the proposed new
city government center.
Council Member Newman noted that some residents were unaware that Parkway
School District Proposition P would appear on the November ballot alongside the city’s
Proposition G bond measure. Council Member Newman suggested improving
communication with local school districts and taxing entities before placing municipal
measures on the ballot. Mr. Simpson explained that school district officials had not yet
shared their plans or timeline for Proposition P and reviewed the approval thresholds
for general obligation bonds, noting that the November measures require a 57%
majority, compared with a two-thirds majority for elections held on subsequent ballot
dates.

11. Urban SDK Renewal
AF
T
Chief of Police Jeffrey Hartman and Captain John Romas presented an update on the
Police Department’s annual Urban SDK software subscription renewal. Chief Hartman
noted that he had committed to evaluating the software’s effectiveness before
recommending renewal. The platform uses anonymous vehicle data to analyze traffic
speeds, volumes, and congestion without requiring roadside equipment. He highlighted
its benefits for identifying high-speed corridors, targeting enforcement, and responding
more efficiently to resident speeding complaints. Chief Hartman also noted that the
platform could support the Planning Department in conducting traffic impact
assessments for proposed developments.
R
In response to Council questions, Captain Romas explained that the data is anonymous
and aggregated, cannot be linked to individual vehicles or identities, and is collected
from vehicle systems rather than personal cell phones (see Exhibit A). He also clarified
that Urban SDK differs from Flock cameras, which capture license plate images for law
enforcement, while Urban SDK provides traffic data for traffic safety and engineering
purposes.
