DISCUSSION OBJECTIVE:
To review the City's use and operation of the Flock camera system and determine if any changes are desired.

Tools like Flock cameras assist the Police Department in protecting Wayzata's community well-being and
safety for residents, businesses, and visitors alike.
BACKGROUND:
The Wayzata Police Department (WPD) began using the Flock camera system in 2022 as a pilot program. These
cameras are automated license plate reading (ALPR) cameras that help the PD solve crime and public safety
issues. Initial funding for the pilot was provided through the Wayzata Crime Prevention Coalition.
Information about the program is included on the City's website, in the attached one-page summary, and will be
presented at the meeting.

Program Background
The Wayzata Police Department (WPD) began
using the Flock camera system in 2022 as a pilot
program. These cameras are automated license
plate reading (ALPR) cameras that help the PD
solve crime. Initial funding for the pilot was
provided through the Wayzata Crime Prevention
Program.
Locations
Wayzata currently operates 9 Flock cameras
(and access to 2 cameras for the City of Long
Lake). The camera locations are listed on the
Minnesota Department of Public Safety website
and include:

Central Ave N at Highway 12 — southbound
Wayzata Blvd at Gleason Lake Rd — westbound
Lake Street E at Edgewood Court — eastbound
Shoreline Drive at Peavey Road — eastbound
Wayzata Blvd W at Myrtlewood Road — eastbound
Wayzata Blvd W at Gleason Lake Rd — eastbound
Bushaway Rd at McGinty Rd West — northbound
Grove Lane at Lake Street E — southbound
Lake Street E at Broadway Ave — westbound

Note: Flock currently has one camera listed twice so
its website reflects one more than we currently have.
The WPD is proposing to remove two cameras at the
end of this month due to lack of use.

Access and Data Sharing
Access to Wayzata's Flock data is completely
controlled by the Wayzata Police Department.
Only authorized personnel may view the data,
and only for approved law-enforcement
purposes.
Wayzata shares data with a limited number of
Minnesota law-enforcement agencies, all of
which must follow the same applicable state
statutes and data-practice requirements.

Flock Safety Transparency Portal.

Data Retention and Oversight
Data is retained for 30 days before it is
automatically deleted.
At the end of 2025, an independent biennial
audit was completed. The audit reported “no
discrepancies noted” regarding the required
statutory compliance areas. These areas

Transparency
There is a dedicated page on the City Website
about our Flock Camera program.
Flock maintains a public transparency portal
with information specific to the Wayzata Police
Department.
Public Safety Impact
Flock cameras have assisted in solving 16
serious criminal offenses and helped clear one
considerable public safety concern at the
middle school. These cameras are providing
investigators with an additional tool to identify
vehicles, establish leads, and assist in criminal
investigations.
Officers must still establish reasonable
suspicion and probable cause to stop a vehicle.
They cannot rely on a flock camera hit alone.
