2. Legislative Priorities
Watson led discussion on potential changes to the Council-adopted legislative priorities.
Discussion of local option sales tax to help fund a fire station project if that is ordered at the end
of the advisory panel. A sales-tax question on the ballot would require legislative approval and a
regional impact. Other priorities for how to gain access to unused MNDOT land. Goebel asked if
other cities are in a similar situation where a coalition can be formed. Request for updates on: ebikes, missing middle housing, and fiber, and automated license plate readers, and
telecommunications use in right-of-way. Doll Kanne added the telecommunications should be its
own item, Krachmer concurred. Goal would include local control for standards on
communication to residents, restoration, and coordination of installation between companies.
Jozwowski added drone deliveries to list of items to monitor.

3. Acquired Structure Training
Frison presented on the Acquired Structure Training. Frison noted that the city did not purchase
or obtain, the term is for a type of training, rather the purchaser of the parcel approached Frison.
Acquired Structure Training type of training is the most realistic training, and rare opportunity.

supportive of a live burn. Council supportive of training with artificial smoke and not live fire.

Wall presented the Public Outdoor Event permit for 7Brew and introduced Tim Chaffin,
local franchise owner, and Rob Barse, promotion manager. Chaffin and Barse noted
crowds seen on September 7 event were unprecedented due to holiday and type of free
giveaway. Event for October 7 is a sticker giveaway and because it is a school day. The
second permit application for the Fill-A-Tray event will be the larger of the two, but
because there is no free giveaway. Current traffic control plan mimics the Grand Opening
with cones between lanes on Arcade and signs on County Road E. Staffing has halved the
wait time from the opening, and costumer traffic has declined to get to a normal pattern.
Doll Kanne asked what has been done to prevent intersections from being blocked. The
double lane coming in and halving the wait time should help with the extension of traffic.
Moynagh stated concern about access to other businesses. Goebel shared concern about
blocked intersections. Chaffin spoke with the national office about the Bluto toy day and
Swag Day from the opening. 7Brew is willing to station someone to keep intersections
clear. Goebel stated that keeping intersections clear is a necessity from a safety
standpoint. Chaffin stated there is an option to opt out of big promotions with 30-day
notice. Halloween Fill-a-Tray event is not a free giveaway so it should not be the same
level as September 7 event.

possible by work by school, city, and county to unencumber and vacate easements. Doll
Kanne confirmed plantings will match recommendations made by VLAWMO.

Wall presented Planning Case 26-10 as it has three parts. The first is a zoning code
amendment. This would update the code which in turn dictates the PUD process. Code
amendment helpful as it adds a use to address future requests and sets performance
standards for multi-tenant commercial/office and personal storage facilities. Planning
Commission provided feedback and those changes were shown. Wall presented history of

A. Accept Feasibility Study for Street Improvement Project 2027-01
Hauth and S.E.H. engineer Scott Haupt presented the Feasibility Study for Street
Improvement Project 2027-01. Project includes twelve roads – Belland Avenue, Meadow
Brook Court, Woodgate Drive, Costa Drive, Witt Court, Marigold Avenue, Searle Court,
Parkwood Circle and Lane, Primrose Path, Sunflower Circle and Court for mill-andoverlay. Total length is 2.14 miles. Pavement Condition Index (PCI) included for all
roads range from partial 62 to 5. Three additional streets were evaluated but had
structural issues that precludes mill-and-overlay as a rehabilitation option. Centerville
Road, Colleen Drive, and Fanum Road would require more extensive work, such as a
full-depth reclamation. Proposed improvements include partial depth mill-and-overlay,
spot curb repair, pedestrian ramp reconstruction, minor sewer, watermain, and storm
sewer repairs, and a new bituminous surface restoration. Meadow Brook Lane will add a
catch basin to alleviate some of the road flooding. Hauth presented the funding sources
including special assessments. City has a hardship deferral policy based on income for
seniors, persons with disabilities, and active military. Informational open house was held
in August. Requested action to accept resolution which accepts the Feasibility Report, set
assessment rates, and order preparation of plans and specifications and approve S.E.H.
proposal for design services and set assessment and public improvement hearings for
November 4. Residents were informed about the special assessment in the letter inviting
them to the open house, and the amount was included in that letter.

SUBJECT:

Individual Deer Hunting Permits

Recommended Council Action
Approve deer bowhunting permits for the individuals listed below for Fall 2026 conditioned on adherence
to all City and DNR requirements. Permit numbers begin DB-26-_:
23. Steve Johnson
Background
City Code allows for archery hunting on private land with the following provisions:
• Contiguous parcel(s) size is over five acres
• Hunters on a parcel size less than 10 acres must submit a DNR Bowhunter Education Course
certificate
• No attractants are used (follows Ramsey County policy to reduce spread of disease)
• Hunting only allowed from elevated stands
• Hunting cannot be within 200 feet of a house, 500 feet of a school parcel boundary, 30 feet from
any parcel boundary, nor on City-owned property
• Hunters must submit a harvest report that the City compiles and submits to Ramsey County
Parks and Recreation
The City’s allowance of deer hunting on private parcels is part of Ramsey County’s Deer Management
Plan. The benefits of managing the local deer population include health of the local herd, disease
prevention, fewer collisions with cars, less impact on local flora in residential areas and green spaces
These permits are not for the county-run hunt at Vadnais-Snail Lakes Regional Park as that is run by
Ramsey County with hunters from Metro Bowhunting Resource Base.
