Commissioner Francis called the meeting to order at 10:00AM.
Motion to approve the agenda for the regular meeting of Tuesday, September 8th, 2026,
was made by Commissioner Lagoo and seconded by Commissioner Woodburn. Motion
passed (3-0).
Motion to approve the civil service regular meeting minutes for Monday, August 3rd,
2026, was made by Commissioner Lagoo and seconded by Commissioner Woodburn.
Motion passed (3-0).
Motion to approve an internal sergeant supervisory promotional process was made by
Commissioner Woodburn and seconded by Commissioner Lagoo. Motion Passed (3-0).
The Chief proceeded with department updates. Officer Nierby and Officer Schadt are
currently assigned to solo patrol. Former CSO Fox, now serving as a police officer,
continues to progress wonderfully through the FTO process.
The City Council has extended a conditional offer of employment to Brendan Thompson.
Pending successful completion of the background investigation and all other applicable
pre-employment requirements, Thompson is anticipated to begin employment on October
5th. Upon Thompson’s appointment, the department will have 36 sworn officers.
Going forward, the department intends to view CSO positions as a longer-term
recruitment and retention investment. The department will focus on candidates who are
likely to remain with the organization for a longer period, rather than candidates who
may have only one or two years remaining before completing their education.

Investigator Silda continues to perform exceptionally well in handling complex and timeintensive fraud investigations, including cases involving multiple states. Investigator Peot
successfully secured a Grand Jury indictment charging Jacob Audie with First-Degree
Homicide. The Audie case was particularly intensive, requiring and extensive review and
analysis if cell phone data.
In the Matthew Lee homicide trial, Terrell Ranzy was convicted of the offense of being a
prohibited person in possession of a firearm and received a five-year sentence. The case
involving the co-defendant remains pending, with trial currently anticipated in 2027.
Flock ALPR data requests continue to require a significant amount of department time
and resources. The department has utilized automated license plate reader (ALPR)
technology since 2012. The primary distinction with the Flock system is that the cameras
are stationary, whereas the department’s other ALPR cameras are mounted on patrol
vehicles.
The department continues to utilize Flock ALPR data as an investigative resource. Flock
has been identified as a contributing investigative resource in cases resulting in the
identification of suspects and the resolution of criminal investigations. Information
regarding successful use of the system is also available to the public on the Department
Dashboard.
The Commissioners would like to extend their congratulations and thank you to everyone
also, stay safe.

OVERVIEW
During the September 8th, 2026 regular meeting of the Civil Service Commission, staff was
authorized to conduct a testing process for the purpose of establishing an eligible register for the
position of Sergeant.
The position was posted on September 8th, 2026 and applications were taken through September
14th, 2026, with three applications received at closing. The written assessment was sent to
applicants via email on September 14th, 2026 with an assigned due date of September 24th,
2026. Oral interviews were assigned by random draw and conducted during the afternoon hours
of September 22nd, 2026. Interview panelists and written assessment reviewers are identified as
follows:
