Presentations
a. Council Introduction of Proposed Concept for 6221 Lynwood Boulevard, Smith
1
Smith said Jason Palmby, of Magellan Land Development (MLD) , is proposing a concept plan
which will most likely need a subdivision and possibly a Conditional Use Permit (CUP).
McEnaney said if the zoning changes from R-1 to a PUD would this zoning change only be
designated to those parcels. Smith said the land use processes would only be related to this
parcel.
Jason Palmby, 7129 Heatherton Trail, said he is looking for feedback from the City Council.
Palmby said MLD are at a preliminary stage with wetland study but have not conducted a traffic
study yet. Palmby said the units will be main level living which attracts empty nesters and will have
an HOA which will lead maintenance of the property.
Palmby said the price point of the units will be in the range of $500-800K based on the Twin Home
concept as shown in the plan.
McEnaney said it would be helpful for the Council to get feedback from City residents on the
Concept Plan.
Castellano asked about the Concept Plan traffic being diverted to Robin Lane instead of Lynwood
like the existing development to the west. Palmby said Lynwood is a County Road and Hennepin
County might limit the use of the road as an access. Palmby said the Concept Plan is in its early
stage and if the plan goes forward the traffic study will help answer the question of the access to
the property.
Castellano opened the floor to public comment about the Concept Plan.
Brian Monette, 2387 Robin Lane, had questions about street access in the Concept Plan, walking
in the neighborhood and if there would be subsidized housing. Monette said he would like the
property to stay zoned as R-1.
Jay Stuhr, 6169 Lynwood Blvd., said he would be negatively affected by the development. Stuhr
said there is a fence line along the property line which he would like to stay. Stuhr wondered about
a buffer or privacy fence put in. Stuhr said he would like to be bought out to help expand the
development. Stuhr said there are runoff issues at the site as well.
Ron Weber, 6251 Sugar Mill Lane, had concerns about traffic and density and access to and from
Robin Lane to Lynwood Blvd. Weber said there are runoff issues in the area.
Kelvin Hanson, 6205 Sugar Mill Lane, asked about R-1 and keeping Mound’s single-family
character at the property. Hanson said there are issues with the Concept Plan regarding
hardcover and the access to the property via Robin Lane which would add 200 extra cars and trips
a day. Hanson said a single-family plan would meet the existing zoning code and added there are
drainage issues in the area.
2
Matt LaJoy, 2310 Robin Lane, said he has lived in the area for 20 years and the development
would impact his property and would impact property values. LaJoy said there are drainage issues
on the site as well. LaJoy would like to see screening at the site.
Frank Landis, 2351 Robin Lane, said he lived in the area 15 years and is concerned about traffic
onto Robin Lane and out to Lynwood. Landis provided a traffic concept plan to the City Council.
Michael Hackbarth, 2374 Robin Lane, agreed with the other speakers and advocates traffic access
going to Lynwood Blvd.
Erin Moravec, 2343 Robin Lane, agreed with all the others regarding keeping the property zoned
R-1 and the traffic concerns.
Kristina D’Elia, 6239 Sugar Mill Lane, said she is concerned about the added traffic as she has
kids. D’Elia said she hopes HOA maintained community and there is pride in the neighborhood
and hope the development meets community standards.
Mark Johnson, 6148 Southview Court, said residents enjoy the quiet of the current area and the
development will change that. Johnson said traffic will also be a problem with the added housing.
Alisson Livermore, 6253 Ladyslipper Circle, said she has lived in the area for 10 years. Livermore
said the area is a family neighborhood. Livermore said she doesn’t want the development as it
would cause problems with traffic and safety and the property is not zoning for this type of
development.
Christine Leinfelder, 2234 Woodlyn Ridge Court, said she agrees with the other speakers and
would like the property to stay zoned as residential.
James Collins, 6258 Ladyslipper Circle, said the Langdon Bay development has 60 homes, and
the infrastructure wouldn’t change to support the development. Collins said he would like the
property to stay residential.
Castellano said the Concept Plan is still preliminary. Palmby said the twin home concept would
not be a rental situation or any other type of housing. Palmby said traffic access to Lynwood would
have to include the County to approve.
Herrick said the Concept Plan should be more focused on single-family but tightly spaced. Palmby
said this discussion is helpful and said the development would like to keep as many trees of the
existing trees as possible. Discussion ensued about runoff from the site to Lake Langdon and the
resident feedback.
McEnaney said she is opposed to the Concept Plan density, liked the area before it was developed
and would prefer to stick with the R-1 single-family zoning.

b. 2025 Audit and Annual Comprehensive Financial Report, Erdmann
Erdmann said Justin Nilson, from Abdo Solutions, is here to present the 2025 Budget Audit.
Nelson said he thanked the staff for help with the Audit process.
Nelson presented the following General Fund Audit results:
• Modified Opinion for GASB Government Auditing Standards Board 87, 75 & 68
• Two instances of Noncompliance
• Limited Segregation of Duties – Limited number of staff stretched over many duties
• Preparation of Financial Statements – Limited number of staff reviewing financial statements
• Inadequate Retention of Receipts – Missing development related receipts
• Incomplete Claims List Provided to City Council – Tested 25 items which were not included in
City Council packet lists
• Late Payment of Claims – Compliance with payments is within 35 days of receipt
Herrick asked if the Audit was conducted in-person. Nilson said Audits are typically done in a
hybrid format, both in-person and remotely. McEnaney said it looked like there were more issues
with this Audit than in past Audits to which Nilson agreed. Imihy said the Audit pertains to past
practices of the past decisions of former staff. Imihy said the internal control issues were
apparent. Imihy said she and Erdmann have been working the last 6 to 12 months on improving
this situation.
McEnaney asked about the new Finance Software. Erdmann said the software hasn’t been
purchased yet. Erdmann said either AI or staff would be uploading receipts and there could be
some efficiencies to new processes. Erdmann said new software will have more staff looking at
receipts.
Nilson listed the following:
General Fund Balance which showed positive trends:
• Minimum fund balance at 20%
• Unrestricted Fund Balance – has been increasing over time
General Fund Budget to Actual:
• Fund Balance increased as actual expenditures were lower while revenues were up
• Fund Revenue up 400K
• Positive year for the General Fund
Revenue Transfers and Expenditures
• Property taxes are the most significant area of the revenue increase
Special Revenue Funds
• Fund balance trend and two- and three-year trends are $1.5Million which is a 220k
increase
4
Debt Service Funds; Governmental, supported by taxes
• Bonds outstanding with maturity dates – Paying off debt looks positive and decreases
over time
Capital Projects Fund Balances
• Capital improvements at $2Million remained consistent with previous years
Enterprise Fund
• Liquor Store gross profit percentages remain steady over the last three years and above
the statewide average for Liquors Stores. Liquor Fund has the resources to make
transfers to other budget areas
Water Fund – Operating receipts increased with an expected rebound in negative cash balance
Sewer Fund – Consistent over the past few years. Fund has $3.9Million in positive fund balance
Recycling Fund – No debt payments. Fund balance is consistently positive
Storm Water Fund – Receipts increased but is under minimum targets for cash balance
Key Performance Indicators
Taxes – Tax rate-property value comparable to Hennepin County (HC) and below Class IV Cities
Taxes per Capita – growing and sits between Cities in HC and Class IV Cities
Debt – Debt per capita continues to go down
Debt service as total expenditure continues to go down
Current Expenditure Per Capita
• City compares well to other cities in HC and Class IV Cities
Nilson said he has one concern as he doesn’t think there will be a clean City Audit for 2026.
c. Discussion Regarding Flock Cameras, Stensrud
Orono Police Department (OPD) Chief Chad Stensrud said there are two stationary automated
license plate readers (Flock) in Orono and two which can be moved around. Stensrud said there
are no license plate readers in Mound currently. Stensrud said the Orono city website has
information about Flock cameras.
Stensrud said Flock cameras are used to respond to crimes which are generally quality of life
issues. Stensrud said the OPD was able to solve an illegal dumping situation by accessing license
plate scanning done by a Flock camera.
5
Stensrud said the use of the Flock cameras is regulated within the department. Stensrud said the
OPD conducts analysis of its use by OPD staff. Stensrud added the data retrieved by Flock is held
by OPD and gone within seven days and not held by another entity. Stensrud said the OPD only
uses Flock Camera data to solve crimes. Stensrud said OPD doesn’t need a warrant to access
Flock Camera data.
d. Recognition of Trail Blazer Award from Neogov, Imihy
Imihy said she oversees City HR processes and went to Orlando, FL recently for a Neogov
Conference recently. Imihy said since Neogov has been in place the City is getting many more
recruits and better recruits for open positions. Imihy said the City received the Trail Blazer award
at the Neogov Conference. Imihy said the award is given to municipalities who have made
technology improvements.
e. Water Treatment Plant Additional Funding Information, Imihy
Imihy provided more funding information regarding the Water Treatment Plant which was
requested at the previous City Council Meeting.
Imihy presented the following:
• Gridor Construction was awarded project bid on October 13
• Preliminary numbers presented October 13 on water rate increases and Franchise
Fees
• Final numbers will be presented at the November 10, 2026, meeting after the
update to the Financial Management Plan
Funding Options provided to the City Council at the October 13 meeting
• Financial modeling was limited to feasible alternatives – It is an extra cost to the
City to do more modeling
• Reducing long-term debt in funds particularly the Water Fund
• Use of a grant from the Public Facilities Authority (PFA) – This is a $5Million grant
the City is eligible to receive
Special Assessments – Imihy said these are one-time fees charged to each property in
Mound.
• Residents need to pay the assessments in one year or over annual installments
• City doesn’t use special assessments for road projects
• The PFA Grant does not allow assessments to pay for projects it funds.
• The City would need to issue bonds if there is an assessment with no PFA Grant
which will make the project more expensive
• Property Taxes – Non taxpaying entities are not taxed to pay for the WTP and taxes
are not permitted by the State of Minnesota to be paid for outside of Water Fund
Scenarios for Funding the WTP
• Residential water rates increase which then flatten out in future years
• Raising Franchise Fees – paid through properties gas and electric utility bills and
will be raised by $4
• If there are no increases in Franchise Fees residents water utility rates will triple
6
•
City Franchise Fees raise funds without using property tax increases
McEnaney said she would like all of these funding options to be spelled out.
7. Public Hearings
a. Consideration/action on Resolution No. 26-73 for vacation of easement for sanitary
sewer/lift station purposes at 1604 Dove Lane, Smith
Smith said there is an easement for the sewer/lift station on the property at 1604 Dove Lane.
Smith said the lift station has been removed from the property. Smith added there is
underground equipment remaining on the property but has been sealed. Smith said the lift
station has been moved to the west side of Dove Lane.
Smith said there needs to be two published notices and mailed notices. Smith said the
Planning Commission did a review of the vacation request and was favorable to the
vacation.
Smith said there is a requirement of a 4/5 vote of the Council to approve the vacation
request, and Council Members are absent. Smith said the public hearing can be held tonight
though the final approval can be tabled to the November 10, 2026, City Council meeting.
Landsman said Statute says the Council must approve by 4/5ths vote and the item could be
placed on the next Consent Agenda if the Consent Agenda is approved by the 4/5ths vote.
Acting Mayor Castellano opened the public hearing at 8:10. No one came forward. Acting
Mayor Castellano closed the public hearing at 8:10.

Subject:
Vacation of City Easement for Sanitary Sewer/Lift Station on Property at
1604 Dove Lane
RECOMMENDED ACTION - Review/action request to vacate easement for sanitary
sewer/lift station purposes at 1604 Dove Lane.
MOTION to approve Resolution No. 26-73 vacating certain easements located in the
City of Mound, County of Hennepin, State of Minnesota.
DISCUSSION
At its October 27, 2026 meeting, the Mound City Council held a public hearing to
consider an application from the City of Mound to vacate a perpetual easement for
sanitary sewer lift station purposes that encumbers the property at 1604 Dove Lane
owned by Beth Luther. The easement is requested to be vacated as the sanitary sewer
lift station was recently removed and a new/ replacement lift station was constructed in
an alternate location. Therefore, the current easement for sanitary sewer/lift station
purposes is no longer needed.
14
The lift station was located in the northwest corner of the property near the intersection
of Dove Lane and Woodland Road. Please see below aerial graphic of the property at
1604 Dove Lane from the Hennepin County Property Information website.
Beth Luther, the property owner, was present at the meeting. There were no other
persons who spoke at the public hearing. The public hearing was closed.
As there has been no vacation petition, there needs to be a 4/5’s vote of the City
Council to approve the vacation. As there were only 3 City Council members present at
the October 27th meeting, action on the resolution was tabled to the next meeting on
November 10th with the resolution to be included on the Consent Agenda.

2027 Utility Rate Study – Northland Securities
_____________________________________________________________________
PURPOSE
The purpose of the utility rate study (URS) was to provide recommendations to the City
Council on utility rates needed to fund operations, capital improvements, and debt
service. The objectives of the study were revenue sufficiency and rate calculation.
INFORMATION
The City has a history of long-term financial planning. The URS reflects what is currently
in the City’s CIP – a plan which is continuously evolving. The plan is based on long-term
forecasting with a focus on the overall health of the funds. Utility rate increases will be
needed to provide sufficient revenue to meet cash targets – for operation of the utilities
and to meet obligations of the funds.
FUTURE ACTION
The City Council will adopt the 2027 Fee Schedule, inclusive of utility rates, at the
November 24, 2026 meeting.

FMP Overview – Focus on Utility Study
Today’s Presentation
The FMP is to serve as a guide for ongoing financial
management of all City funds
Today’s presentation will focus on the:
Water Fund
Sewer Fund
Storm Water Fund
2
71
Purpose of FMP – Utility Study
What Should be Considered
The FMP includes recommendation on utility rates needed to
fund operations, capital improvements, and debt service
Key study objectives:
Revenue Sufficiency — ensure revenue meets operations,
capital, and debt needs while maintaining adequate
reserves
Rate Calculation — model future utility rates to meet those
needs

Key Takeaways
What Should be Considered for Utility Study
City has a history of long-term financial planning
The FMP reflects what is currently in the City’s CIP – a plan
which is continuously evolving
The FMP is based on long-term forecasting with a focus on
the overall health of the funds

73
Revenue Sufficiency and Reserves
Focus on revenue sufficiency is key to financial health of City Funds
Utility Funds (Water, Sewer, and Storm Water) target ending cash
sufficient to cover:
Three months of operating expense
Following year's debt service payments
Following year's planned capital acquisition (pay-go)
Reserves for future capital improvements
Floor target: unrestricted net position of at least 50% of the
subsequent year's expenditures
5
74
What We Evaluated
Study Objectives
Objective
What it Means
Revenue Sufficiency
Do revenues generated from user charges provide
enough to cover operations, capital, and debt?
Rate Calculations
What adjustments are necessary to maintain healthy
balances? Are rates fair, equitable, and competitive?
Capital Planning
Are future infrastructure needs programmed and
funded appropriately?
Planning Period: 2027–2036
Prepared by: Northland Securities, in cooperation with City staff

75
Assumptions for the FMP – Utility Study
Focus on revenue sufficiency is key to financial health of City Funds
All capital projects for the utility funds are incorporated per the CIP
Includes $20.8M project cost for Water Treatment Plant (WTP)
at projected net cost to the City (after other funding sources) of
$13.5M – with project cost split evenly between 2027 and 2028
Increase in gas and electric franchise fees in 2027, 2028, 2031 is
included in the FMP
Residential – Current $4 per month; 2027 $6 per month; 2031
$13.50 per month per Gas and Electric Utilities
More then $5M in additional revenue from 2027–2033 for WTP

Items to Consider
To fund planned capital improvements, City will need to adopt utility
rate increases
Monitor changes to Capital Improvement projects, including
external funding sources (franchise fees), and adjust rate
increases, as needed
Review utility fee schedules annually — actual performance will
vary with weather and sanitary disposal charges from the
Metropolitan Council, among other factors
Implement plan to eliminate internal borrowing between funds by
2033
