A representative from Manquen Vance presented the City's 2027
health insurance renewal, including a 17.8% premium increase
totaling approximately $173,000. The proposal would retain the
current BCN HMO/HRA plan as Option 1 and introduce a BCN

Council discussed potential cost savings, employee benefits, HSA

Council Member Christensen reported that the Planning
Commission had not met and that no meeting was scheduled for
November.
CONSENT AGENDA:
Council Member Neumann reported on the Camp Francis meeting.
The sidewalk project from the cabin to the fire pit was delayed
because grant money required Council approval. Rising material
costs led to a reworked quote, with a four-inch rather than six-inch
slab and no stained concrete. The November 8 campfire event moved
to November 14 and will include an author book signing and hiking
activities. Four rentals were already booked for November.
Council Member Brummette reported that the Parks Board

whether the deposit would be made all at once or in installments. The

and capital budget appropriation of funds fiscal yar 2627
City Manager Davis explained that the amendments were firstquarter adjustments prepared by the Woodhill Group. The Mayor

time or risk default. City Manager Davis added that unplanned
revenues and unexpected or higher-than-planned expenses are
accounted for through amendments.
Motion to approve Resolution 2026-59 amending the operating and
capital budget by Scott, seconded by Chin. Motion carried.
d. Discuss the City of Charlotte’s use of Flock Safety
Cameras
The Police Chief stated that Council had received a slightly revised
policy from the City Attorney. He said the cameras had proven
beneficial and asked for Council direction. City Manager Davis
recapped that Council had directed the City Attorney to review the
Department's policy and that staff needed clarity on the system's
future. The Mayor said the cameras were separate from other City
camera systems (DPW, Fire, and internet-related), which would need
their own policy. He noted that the City is already paying for the
Flock cameras and should either use them or discontinue them.
Council discussed the Flock camera system, including privacy
concerns, data retention, third-party access, liability, and public
safety benefits. Councilmembers Christensen and Neumann
acknowledged improvements to the policy and expressed confidence
in local law enforcement. Councilmember Chin questioned oversight
of Flock's data access, while Councilmembers Scott and Fullerton
supported continued use with periodic review. Mayor Pro Tem
Rodriguez expressed opposition based on privacy concerns. The
Police Chief clarified camera capabilities, data access limitations,
and the City's auditing procedures.
Motion to discontinue use of Flock security cameras was made by
Councilmember Rodriguez. The motion died for lack of a second.
Motion to approve putting the Flock cameras back into use, provided
that a public facing dashboard is made available on the city website,
was made by Christensen and seconded by Neumann.
Councilmember Scott noted that a review was not included. The
Mayor responded that the contract would come up for review and
approval, and without approval it would become void.
Councilmember Brummette then moved to amend the motion to
require that Flock use be reported in the Police Chief's monthly
report.
Motion to amend the main motion to include Flock usage in the
Police Chief's monthly report was made by Councilmember
Christensen and seconded by Councilmember Scott. The amendment
carried by voice vote. Mayor Pro Tem Rodriguez stated his
opposition and suggested quarterly reporting instead.
The Police Chief explained that the public-facing Flock dashboard
would provide search details without disclosing personal
information, with data removed after 30 days. Council discussed
transparency, oversight, and reporting requirements. It was noted that
the dashboard is available at no additional cost and could be included
in the monthly Police Department report.
The main motion, as amended, to return the Flock cameras to service
with a public-facing dashboard and monthly reporting of Flock use
in the Police Chief's report, carried by roll call vote 6-1, with Mayor
Pro Tem Rodriguez opposed.
e. Discuss code enforcement
Councilmember Brummette requested discussion regarding ongoing
code enforcement concerns raised by residents during recent
meetings. The City Manager explained the City's enforcement
process, including warnings, fines, efforts to obtain voluntary
compliance, and potential prosecution through the City Attorney.
Council discussed challenges with repeat offenders, limitations of
current ordinances, legal costs, and possible additional enforcement
measures. Members suggested reviewing existing ordinances,
exploring cost recovery options, and involving the City Attorney to
clarify available legal remedies. Concerns were also raised regarding
longstanding enforcement issues and the need for more effective
action.
The City Manager confirmed that police and code enforcement
coordinate on applicable cases and that staff would provide Council
with a comprehensive code enforcement report. The Mayor
concluded that the City Manager would continue overseeing
enforcement efforts.
No formal action was taken.

PRESENTATION BY DOUBLE HAUL SOLUTIONS – DRAFT
CAMPITAL IMPROVEMENT PLAN:
John Kazor of Municipal Analytics, supporting Double Haul
Solutions, assisted by Irv Suda, presented an overview of the City's
proposed six-year Capital Improvement Plan (CIP) and draft policy.
The CIP will provide a comprehensive approach to identifying,
prioritizing, and funding capital projects, improving long-term
planning, budgeting, and asset management.
Discussion included the roles of City staff, the Planning
Commission, and City Council. Staff would develop the CIP, the
Planning Commission would review it for consistency with the
Master Plan, and Council would adopt the plan. The first year would
be incorporated into the annual budget, with the remaining five years
serving as a planning guide.
Council discussed and reached general consensus on the following
revisions:
•
•
•
•
•
Establish a $30,000 minimum project cost and five-year
minimum useful life.
Change the annual CIP adoption deadline to February 1 to
align with budget preparation.
Clarify the Planning Commission's role in the preparation
and review process.
Allow the City Manager to approve adjustments to budgeted
CIP projects up to the lesser of 10% or $50,000, subject to
available funding.
Require departments to maintain and annually update capital
asset inventories and condition assessments.
Additional discussion addressed deferred maintenance, replacement
reserves, coordination of infrastructure projects, funding strategies,
and public transparency.
Mr. Kazor will incorporate Council's feedback and provide a revised
policy for further review and future consideration of adoption.
Respectfully submitted,
Alicia A. Smith

Re:
Records/Data Transfer
Background
During the FY 2026–2027 budget discussions with Interim City Manager Pastue, I requested
funding to transfer data from the Police Department's legacy Records Management System
(RMS) into our current RMS.
The legacy system is outdated and increasingly unreliable. To preserve access to records, the
system is currently maintained on a virtual computer. This arrangement is necessary because
upgrading the system to a current version of Windows would cause it to crash, potentially
resulting in the permanent loss of the stored data.
These records are subject to applicable state records retention requirements and must be
maintained for specific periods of time in accordance with state law. Ensuring the preservation
and continued accessibility of these records is essential to maintaining compliance and
protecting important departmental records.
The Police Department has utilized Core Technologies for its current RMS since the fall of 2021.
Due to previous budget constraints, we have not been able to move forward with the conversion
of the legacy data until now.
I have been in contact with Core Technologies regarding the transfer of the legacy records into
our current RMS. They have provided a quote of $23,200.00 and have confirmed their ability to
perform the necessary data migration.
Recommendation
I recommend that City Council approve the expenditure of $23,200.00 to authorize Core
Technologies to transfer the data from the legacy RMS into our current system.
Completing this project will help ensure the preservation of vital Police Department records,
reduce the risk associated with maintaining an outdated system, and consolidate our records
into a single, supported RMS platform.
Financial Impact
The cost of this project is $23,200.00 and will be paid from funds budgeted within the Police
Department's Capital Outlay – Computer Equipment account: 101-301.000-975.000
No additional funding is being requested beyond the amount budgeted for this purpose.
Suggested Motion
I request that City Council approve the expenditure of $23,200.00 for Core Technologies to
transfer the Police Department's legacy Records Management System data into the current
RMS, with the expenditure paid from the budgeted Capital Outlay – Computer Equipment
account, 101-301.000-975.000.
Respectfully,
Paul Brentar, Chief of Police
