MEMORANDUM
TO: City Council (First and Second Readings)
FROM: Derek Dowdell, Community Development Director
DATE: October 9, 2026
At the Planning Commission Special Meeting on Monday, October 12, 2026, the
Planning Commission recommended approving a zoning change for the sites
shown in Exhibits A and B.
SUBJECT: Zoning Map Amendment – Inkster Housing Commission Properties
(Neighborhood Residential R1 to Neighborhood Mixed-Use / MRD1)
1. Executive Summary
This memorandum recommends a Zoning Map Amendment for properties owned and
managed by the Inkster Housing Commission (IHC) to reclassify them from
Neighborhood Residential (R1) to Neighborhood Mixed-Use / Multi-Family
Residential District 1 (MRD1).
When the current Zoning Map was updated, the zoning designated for these parcels did
not account for the multi-family developments that were already built and actively
operating on the sites. Under the current R1 (single-family) zoning, these multi-family
residential properties are classified as nonconforming uses. Approving this zoning change
will rectify this oversight, align official zoning with existing land uses, and establish full
zoning compliance for key public housing sites.

2. Background & Property Overview
The Inkster Housing Commission oversees multi-family residential developments
throughout the city, including low-rise garden apartment developments (e.g., LeMoyne,
Parkside, and Demby developments). Although these communities have been
established and operational for decades, their current R1 designation restricts allowable
uses to single-family detached dwellings.

3. Purpose & Justification for Zoning Change
•

•

•

Correction of Legal Nonconforming Status: Reclassifying the properties to
Neighborhood Mixed-Use / MRD1 eliminates nonconforming status, bringing multifamily residential structures into full compliance with City zoning regulations.
Removal of Funding & Renovation Barriers: Legal nonconformity complicates
capital improvements and financing. Correcting the zoning status is vital for
securing state rehabilitation grants and housing tax credits (MSHDA / LIHTC)
needed to repair and modernize these residential units.
Consistency with City Planning Goals: Aligning the zoning map with actual onthe-ground residential uses maintains consistency across city land-use
designations while safeguarding affordable multi-family housing options in Inkster.

4. Recommendation
The Planning Department recommends that the Planning Commission formally
recommend approval of the Zoning Map Amendment from R1 to Neighborhood
Mixed-Use / MRD1 for the identified Inkster Housing Commission properties.
