Those two routes are the same; missing is the 65-mile route which is attached here along with
the cue sheets for all three routes. Nothing has changed from last year - it was an amazing
ride, and we are very excited to be back again this year.
For timing - we expect cyclists to cross over into Littleton between 10a-11:30a. 65-mile
cyclists leave Revolution Hall in Lexington at 8am with most finishing by 1:30pm back at the
starting point.

1. Executive Session
The meeting was called to order at 5:45 PM by the Chair. The Board voted to enter Executive Session prior to
the regular open session meeting.
Select Board Member Charles DeCoste moved to enter into Executive Session pursuant to M.G.L. c. 30A,
§21(a)(2) to conduct contract negotiations with non-union personnel, specifically regarding the Town
Administrator's contract with James Duggan. The motion was seconded by Select Board Member Karen
Morrison. Roll call vote: Member Rambacher – Aye; Member DeCoste – Aye; Member Bubp – Aye;
Member Morrison – Aye; Chair Wilson – Aye. Motion carried 5-0.
The Board recessed into Executive Session at approximately 5:30 PM and reconvened in open session at
approximately 6:30 PM.
2. Organization / Pledge of Allegiance / Read Mail
The Board returned from Executive Session. Chair Gary Wilson led the Pledge of Allegiance. Chair Wilson
provided an overview of the evening's agenda.
Town Administrator James Duggan read the mail, noting current vacancies on multiple Select Board-appointed
committees including the Affordable Housing Trust, Agricultural Commission, Bicycle and Pedestrian Advisory
Committee, Conservation Commission, Council on Aging, Cultural Council, Economic Development
Committee, Historical Commission, Zoning Board of Appeals, and others. Additional vacancies exist for
appointments by the Town Administrator, LELWD, school committee, and Littleton Housing Authority.
The Town Administrator also announced upcoming Select Board office hours scheduled through the year, and
highlighted the upcoming Littleton 4th of July Town Picnic at Fay Park on Saturday, July 4th from 11:30 AM to
2:30 PM (rain date: Sunday, July 5th), sponsored by the Littleton Historical Commission and funded through
grants from the Littleton Rotary and the Littleton Cultural Council. The event will feature a free concert by the
Molly Flannery Quartet, children's games, and singing of the national anthem. Parking will be available at the
Congregational Church and Castle in the Trees.
The Town Administrator additionally noted receipt of a notification from the New England Forestry Foundation
regarding proposed chemical control of invasive plants in Prouty Woods Community Forest.
3. Town Administrator Contract Renewal
A. Possible Vote to Appoint Select Board Representatives to Conduct Contract

Select Board Member Kyle Bubp moved to appoint Select Board Members Charles DeCoste and Karen
Morrison to conduct contract renewal negotiations with Town Administrator James Duggan and seconded
by Select Board Member Morrison. All in favor. Motion carried.
4. Joint Meeting with Finance Committee
The Finance Committee joined the Select Board for discussion and action on several financial matters. Finance
Committee Chair Steve Venuti led portions of this discussion alongside Town Finance Director Robin Healy.
A. Vote to amend the Fiscal Year 2026 Department Revolving Fund "Alarm Box
Repairs (Fire Alarm System)" for the Fire Department from $6,500 to $16,500
Finance Director Robin Healy explained that a fire alarm system repair had resulted in a $10,000 insurance
deductible that would be charged to the alarm box repair revolving fund. The current balance in the account is
approximately $46,207. After accounting for the deductible and anticipated ongoing expenses, an estimated
$33,207 would remain. The Fire Chief indicated the fund is expected to be used at approximately $5,000 per
year for monitoring remaining town buildings, including 56 King Street and the police station. No further
revenue is expected to come into this fund, as no private businesses remain on the system.
Finance Committee Member Frederick Kingsley moved, and the motion was seconded, to increase the alarm
box repair revolving fund spending limit by $10,000 to $16,500. The Finance Committee voted in favor.
Motion (Select Board) to amend the Fiscal Year 2026 Department Revolving Fund "Alarm Box Repairs
(Fire Alarm System)" from $6,500 to $16,500, made by Select Board Member DeCoste and seconded by
Select Board Member Morrison. All in favor. Motion carried.
B. Vote to Approve Revolving Fund Policy
Finance Director Healy presented a new revolving fund disclosure format developed in response to a prior joint
meeting request for greater transparency. The format includes the fund name, responsible department, fund
number, account history, and expenditure details. The discussion centered on how and when this information
should be presented during budget season. The consensus was that a static revolving fund document should be
maintained and made available electronically, updated with actual figures in the budget book, without requiring
full annual presentations by each department head. Department heads would be expected to be ready to answer
questions if raised.
No formal vote was required; the item was treated as a policy presentation and informational update.
C. Vote to transfer $8,820.83 to the Assessor's budget to upgrade the CAMA
System Software (Finance Committee action required)
Finance Committee Chair Venuti explained that the Assessor's Office is upgrading the Patriot CAMA
(Computer-Assisted Mass Appraisal) software system. The upfront conversion cost of $8,820.83 had originally
been included in the FY27 budget but was moved into FY26 at the Finance Committee's direction so that work
could begin sooner. Ongoing maintenance costs remain within the Assessor's budget. The transfer would be
funded from the Finance Committee's reserve fund.
Motion (Finance Committee) to transfer $8,820.83 to the Assessor's budget for the CAMA System
Software upgrade, made by Finance Committee Member Kingsley and seconded by Finance Committee
Member Sanjay. All in favor. Motion carried.

D. Vote to transfer $10,200 to the Elder & Human Services Budget (Finance
Committee action required)
Finance Committee Chair Venuti provided background: when the new Elder & Human Services (EHS) building
opened, Director Liz Tretiak did not include a new administrative position in her FY26 budget, pending
assessment of actual need. After opening the building, monitoring foot traffic, and experiencing a staff
retirement, Director Tretiak determined a full-time administrative person was necessary and returned to both
boards in approximately November or December. The $10,200 transfer reflects the salary differential following
the retirement, calculated after the final payroll. The transfer would be funded from the Finance Committee's
reserve fund as previously committed.
Motion (Finance Committee) to transfer $10,200 to the Elder & Human Services budget, made by Finance
Committee Member Kingsley and seconded by Finance Committee Member Sanjay. All in favor. Motion
carried.
Finance Committee Chair Venuti noted that the Finance Committee will meet on July 9th for year-end transfers
and extended an invitation to the Select Board to join as a joint meeting if they wish, otherwise the Select Board
would vote separately.
5. Public Hearing
A. Tavern in the Square, 810 Constitution Ave., application for a Change of
Manager for All Alcoholic Beverages, Restaurant Liquor License under M.G.L.
Chapter 138, §15
Chair Wilson read the legal notice into the record. The public hearing was opened. Melissa Surber appeared on
behalf of Tavern in the Square, identifying herself as the new General Manager. Town Administrator Duggan
confirmed that no issues were raised by police or fire in connection with the application. No public comment
was offered and the hearing was closed.
Motion to close the public hearing, made by Select Board Member DeCoste and seconded by Select
Board Member Morrison. Roll call vote: DeCoste – Aye; Bubp – Aye; Morrison – Aye; Wilson – Aye.

6. Public Input/Members' Updates
Select Board Member Kyle Bubp reported that he would be attending MMA training for new Select Board
members on Friday, noting it was particularly pertinent given the evening's proceedings.
Select Board Member Karen Morrison extended congratulations to all high school graduates in Littleton and
apologized for having missed her previously scheduled office hours due to illness.
Chair Gary Wilson likewise congratulated graduates and reminded the public of the 4th of July picnic at Fay
Park, noting parking at the Congregational Church and Castle in the Trees.
Public Comment
Carolyn Mueller (East Roxbury Drive) announced a collaboration between the Littleton Historical Society and a
local brewing company to produce a limited-edition local beer in honor of the town's 250th anniversary. The
opening event will be held Thursday, June 18th at 7:00 PM at the brewery, featuring a trivia night with
revolutionary war and local history themes, prizes, and commemorative t-shirts bearing the "Pay Today, Trust
Tomorrow" Lawrence Tavern inscription.
Vera Spohr (506 Newtown Road) and several others addressed the Board regarding the need to relocate the
COA Friends Thrift Shop. Ms. Spohr noted that the shop, currently housed at the First Baptist Church, faces
displacement as the church building has been sold. She requested that the Board consider relocating the shop to
the Town Hall, the COA, or the library, emphasizing its importance as both a fundraiser and a community
gathering point for seniors.
Sandra Casale, operator of the thrift shop, provided additional history. The shop originated as a town-affiliated
endeavor and was later taken over by the Friends of the COA as a fundraiser. When housed at the Town Hall
complex, it generated approximately $1,200 per month, or roughly $12,000–$15,000 annually. Since relocating
to the First Baptist Church two and a half years ago, overhead costs have consumed roughly half of revenues.
She confirmed the shop carries insurance, serves both Littleton and surrounding towns, and has built a loyal
community following.
Pamela Lavallee framed thrifting as a mainstream and growing economic sector — a $61.5 billion industry
nationally, with 64% of young shoppers participating — and urged the Board to view any space decision as a
long-term community and environmental investment, not merely a short-term accommodation for seniors.
Ann Lee Ellis (16 Elizabeth Street), a member of the First Baptist Church, clarified that the church is not
evicting the shop; rather, the building is under a letter of intent for sale, with closing expected around September
or October. She emphasized the financial impact: without rent costs, the thrift shop would be generating
approximately $10,000–$11,000 annually for COA programming.
Peggy Larsen, board member of the Friends of the COA, asked why the shop could not simply return to Town
Hall or the Senior Center, and asked for a direct answer.
Town Administrator Duggan responded that several factors must be addressed before any such move could
occur: (1) the organization would be required to carry its own insurance; (2) any use of municipal space by a
private organization would require a Request for Proposals (RFP) process under Massachusetts law; and (3) the
Town Hall building itself is currently undergoing architectural assessment to address significant structural,
mechanical, utility, and ADA accessibility challenges. That evaluation is expected to take several months before
any space decisions can be made.
A member of the public, Charles Howell (564 Newtown Road), also asked whether the COA or Elder Affairs
department could hold the space itself and have the Friends operate it as volunteers, which might bypass the
RFP requirement. Town Administrator Duggan declined to answer that definitively without further research but
acknowledged it as a reasonable avenue to explore.
Select Board Member Morrison clarified that while the Town Administrator would be willing to meet with
interested parties to understand their needs, any meeting designed to strategize how to circumvent the RFP in
favor of a particular bidder would be legally problematic. The Board acknowledged the community's concern
and indicated the matter would be revisited once architectural assessments of available town space are complete.
Charles Howell also requested that U.S. flags be reinstalled on the Town Common and maintained through
Veterans Day in recognition of the nation's 250th anniversary. Town Administrator Duggan confirmed that flags
would be going back up imminently and would remain through the 4th of July, noting that Chair Wilson had
raised the same request earlier that day. Chair Wilson indicated that a formal flag display policy would be
developed to govern timing in future years, and that extending the display period through Veterans Day would
require further board discussion.
7. Department/Board Updates and Requests
A. Historical Commission – 268A, Section 19 Disclosure for Kristopher Dalen
Town Administrator Duggan explained that Historical Commission member Kristopher Dalen designs,
manufactures, and installs signage that comes before the Commission for approval. Because he has a financial
interest in matters under the Commission's review, he filed a disclosure of financial interest. The appropriate
remedy, as discussed, is abstention by Mr. Dalen when matters involving his business come before the
Commission.
Motion to acknowledge the disclosure by non-elected municipal employee Kristopher Dalen of financial
interest and approve an exemption as a municipal employee in accordance with M.G.L. Chapter 268A,
Section 19, made by Select Board Member DeCoste and seconded by Select Board Member Morrison. All
in favor. Motion carried.
8. Appointments
A. Fiscal Year 2027 Town Board/Committee Appointments
Town Clerk Diane Crory addressed the Board, clarifying that no appointments would be made at this meeting.
She explained that all board and committee members whose terms expire on June 30th have been notified via
their respective chairs and must reapply. Applications are being received and will be included in the next
meeting packet for formal appointments in two weeks. She noted that some boards have received more
applications than available openings; in those cases, applications will be forwarded to the relevant board or
committee for recommendations. She also reminded the Board that appointed members must appear in person to
take the oath of office.
B. Vote to appoint Jennifer Davis as Interim Parks, Recreation, and Community
Education Director at Grade 16, Step 10 on Compensation Plan Schedule A
Town Administrator Duggan presented a request to authorize funding for Jennifer Davis to serve as Interim
Parks, Recreation, and Community Education (PRCE) Director. He noted a correction: the grade should be Step
9, not Step 10 as printed in the agenda. Ms. Davis previously served as Director of Parks and Recreation for the
City of Peabody for approximately 28 years. Two members of the Parks and Recreation Commission —
Chairwoman Jacobson and Commissioner Marini — participated in the interview process alongside the Town
Administrator and HR Director.
The appointment was necessitated by a recent vacancy during the height of the parks and recreation season, with
beach operations and lifeguard training imminent. The Parks and Recreation Commission was scheduled to
formally vote on the appointment the following evening. The Select Board's role was solely to authorize the
funding source. Funding through June 30th would come from existing salary lag money (approximately
$16,000) within the department's budget. Beyond July 1st, funding would draw from PRCE's own program
revenues. The position was understood by all parties to be interim in nature, assessed through August.
Motion to authorize the funding source for Jennifer Davis as Interim Parks, Recreation, and Community
Education Director at Grade 16, Step 9 on Compensation Plan Schedule A, subject to the approval of the
Parks and Recreation Community Education Commission, made by Select Board Member DeCoste and
seconded by Select Board Member Morrison. All in favor. Motion carried.
9. Town Administrator Update
A. Update on municipal operations, projects and initiatives
Town Administrator Duggan provided the following updates:
550 King Street Grants: Two Community Compact grants of approximately $5,000,000 each were submitted the
prior week. The first targets internal roadway improvements, sidewalks, and infrastructure on the 550 King
Street property. The second addresses external improvements incorporating the Town Common, including
pedestrian access, parking, and traffic safety enhancements.
ADA Compliance Training: Town Clerk-led ADA compliance and accessibility training took place for town
hall staff, with training to continue for all staff with website access. ADA training will also be incorporated into
new employee onboarding.
CPR/AED Training: Multiple departments — including the library, EHS, and town hall — recently completed
CPR and AED certification.
Active Shooter Training: An active shooter training program has been rolling out across departments, with the
library scheduled for training imminently.
Staff Recognition: EHS Director Liz Tretiak has been nominated as a Care Solace Hero for 2026. HR Director
Michelle Vibert has been nominated and appointed to the MMA HR Board of Directors. Town Administrator
Duggan also acknowledged the retirement of the Health Director, noting that transition planning is underway in
coordination with the Board of Health.
Project Manager Initiatives: Project Manager Nancy is working to enhance the town's social media presence,
develop an "About Littleton" video in collaboration with Tony Sousa and Mark Crory, and create employee
profile features.
Chapter 90 Contract: The current DOT contract for Chapter 90 funds expires in 2027 after a 10-year term. The
renewal process has begun ahead of schedule, and the new contract will run through 2037.
Dover Saddlery: Town Administrator Duggan and Assistant Town Administrator Tony Sousa will be visiting
Dover Saddlery the following day to assess the situation regarding its potential closure, explore what assistance
the town can provide, and investigate whether state liaison support is available.
Chair Wilson noted that the Disability Commission had unanimously voted to recommend and approve the
ADA design for Phase 1 of the 550 King Street site, following a detailed review with the project's design team.
Town Administrator Duggan additionally noted that the Town Clerk is pursuing a grant to improve ADA
accessibility at the Veterans Court.
10. Select Board Discussions
A. Introduction of Town Moderator, Cammy Bean
This item was tabled. Newly elected Town Moderator Cammy Bean was unable to attend, as she was
participating in town moderator training. The item will be rescheduled for a future meeting.
B. Charter Committee report discussion
Chair Wilson opened discussion on the recently completed Charter Committee report. The Board agreed it was
too large a document to address comprehensively at this meeting and that it warranted more deliberate review.
The consensus was to bring the Charter Committee report to the upcoming Board retreat as the primary venue
for strategic discussion. Select Board Member Bubp, who served on the Charter Committee, summarized the
two overarching themes of the report: (1) the need to document processes and procedures and codify them
formally, and (2) the importance of establishing well-understood reporting structures within town government.
He noted the executive summary captures these themes. Chair Wilson expressed a desire to recognize the
Charter Committee members, who committed approximately 18 months to the effort, and suggested certificates
of recognition be presented at a future town meeting.
C. Review and vote on proposed Select Board July-December schedule and
October 27th Special Town Meeting schedule
The Board reviewed the proposed July–December meeting schedule. Chair Wilson noted he would be out of the
country for most of August, with only one meeting materially affected. Select Board Member DeCoste
suggested that summer meetings be treated as optional or reduced in number, as the volume of business is
typically lighter. The Board discussed whether to consolidate meetings in July and August, with general
agreement to observe how the current schedule functions this summer and revisit the question at the retreat.
Select Board Member Morrison raised the issue of proximity between the Special Town Meeting (October 27th)
and the November election (November 3rd), noting it mirrored this year's difficult back-to-back scheduling.
Town Clerk Crory explained that the late-October timing for the Special Town Meeting is driven by the need to
give the Assessor's Office maximum time to compile data before the tax rate is set. She noted the schools
generally prefer the established cadence and plan around it annually. The discussion did not result in any
schedule changes at this time.
Motion to approve the October 27, 2026 Special Town Meeting schedule as reflected in the attached
schedule, made by Select Board Member DeCoste and seconded by Select Board Member Morrison. All
in favor. Motion carried.
D. Review, Discuss and Assign Select Board liaisons to Town Boards and
Committees
This item was deferred to a future meeting, with the suggestion that it be addressed at the Board's upcoming
retreat. Select Board Member Morrison noted that Select Board Member Rambacher had requested that the
newsletter and podcast responsibilities also be included in the liaison assignments going forward. The Board
agreed to prepare a current liaison list in advance of that discussion.
E. Discuss the VFW lease agreement
The Board discussed the VFW lease agreement, noting that town counsel had reviewed it and found no material
changes were needed beyond updated dates and names, consistent with the governing statute. The Board signed
the lease agreement. Discussion also touched on the underutilization of the VFW hall as a community space.
Chair Wilson noted that many residents may not be aware the space is available for public use for community
events, scouting, and similar gatherings. The Board agreed to increase outreach through available media
channels, including LCTV.
F. Update regarding the bond financed municipal facilities policy
Assistant Town Administrator Tony Sousa provided an update on outstanding questions raised by Select Board
Member Rambacher. Regarding naming rights at the library and senior center, town research found that
donations associated with naming rights were deposited into dedicated donation accounts and used for furniture,
fixtures, and amenities — not incorporated into the financing or debt issuance for those facilities — and
therefore do not conflict with the policy. Regarding advertising revenues at the alumni athletic field, staff had
met with School Superintendent Steve Mark and found no revenue currently deposited to a school donation or
alumni field use account; a follow-up call is pending to better understand the nature of those sponsorships.
Select Board Member Morrison emphasized that the policy is time-sensitive, as groups are currently being
turned away from bonded facilities due to the absence of a formal policy. The Board indicated the policy should
be brought forward for a vote at the next meeting, while also expressing interest in developing a parallel,
uniform policy covering non-bonded facilities. Town Administrator Duggan commended the guidance from
bond counsel regarding the importance of establishing this framework in writing.
G. Annual Town Meeting post meeting review
Town Administrator Duggan reported that a formal internal after-action review ("whitewash") had been
conducted following the Annual Town Meeting, while the experience was still fresh. Key observations included:
the fields closure was more extensive than necessary and could have allowed use through 6:00–6:30 PM; the
meeting was less well-attended than anticipated, meaning some resources (overflow room, second moderator)
were over-prepared; online sign-ups for transportation resulted in some no-shows; closed captioning performed
well and may be sufficient to replace the transcriptionist going forward due to significant timing improvements;
and the front table was too crowded, particularly with the addition of closed captioning equipment.
Town Clerk Crory discussed potential layout changes for future meetings, including splitting the finance table

seven-member Finance Committee alongside Town staff. Select Board Member Morrison reiterated support for
continuing to send post-meeting surveys to gather public feedback, noting that data from both high- and lowattendance meetings would help future planning.
H. Discuss moratorium on Data Centers
Select Board Member Bubp presented research on the potential impacts of large-scale data centers, prompted in
part by the Town of Mansfield's recent vote to restrict data center development through zoning bylaws. Key
findings included: tax incentives typically offered to attract data centers result in net losses for host
communities; modern data centers typically create only approximately 50 jobs; utility rates have increased by as
much as 40% in affected communities, and 267% over five years in Northern Virginia; water consumption is
dramatically disproportionate to community growth; and environmental impacts are significant.
The Board noted that Littleton's low utility rates and available land may make it an attractive target. The Board
agreed that a proactive approach was warranted — potentially a zoning bylaw change modeled on Mansfield's
approach — and that the Planning Board and Zoning Board of Appeals should be consulted as collaborative
partners. Town Administrator Duggan confirmed he would obtain Mansfield's bylaw and have town counsel
review and adapt it for Littleton. The Board also agreed to hold a public session before any formal vote at
Special Town Meeting.
I. Discuss inactivation of Master Plan Implementation Committee
Town Clerk Crory reported that the Master Plan Implementation Committee has not met since 2023, and that
applications continue to come in for a committee that is no longer active. She noted that approximately 70% of
the 63 items in the 2017 Master Plan have been completed or addressed. The Board agreed the committee
should be formally inactivated, with the ability to reactivate in the future if warranted.
Motion to inactivate the Master Plan Implementation Committee effective June 8, 2026, made by Select
Board Member DeCoste and seconded by Select Board Member Morrison. All in favor. Motion carried.
