Manager’s Report
1. Town Manager’s Report
The State Primary Election will be held tomorrow, June 9th from 8:00 AM8:00 PM at York High School.
The Town Clerk’s office will be closed on June 9th for the primary election
due to all staff covering the polls.
Parks and Rec would like to announce that York Ocean Rescue and our
Lifeguard Captain Ella Yentch conducted a Personal Watercraft training
at Long Sands Beach. The training was attended by other agencies and
departments including Ogunquit Ocean Rescue and York Beach Fire.
Lifeguard coverage will begin next week starting full-time on Friday 6/19
and will go until end of the summer, roughly around Labor Day. They
are fully staffed again this year with many returning employees.
Route 1 Corridor Study Meeting with SMPDC will be held on Tuesday
6/16 at 6:00 PM at York Library
Flock Camera procedures are up on the website both the internal policy
and procedures.

and analyzed for Town energy billing recommendations. Vote5-0 motion
passes.

Citizens’ Forum – The Citizens’ Forum is open to any member of the
audience for comments on any Town matter. All comments should be
respectful in tone and should be directed to the Chair. Comments should
be brief and to the point. Members of the public shall refrain from making
personal charges or disparaging remarks, or from verbal attacks upon the
character or motives of Members of Town boards and committees, or
commissions, of Town Staff or other Citizens of York. Questions that
require extended answers or that cannot be readily answered will be
referred to the Town Manager for follow-up. The Board will also read
input received via the Selectboard’s page on the Town web site.
Anyone who wishes to submit a written request for future agenda items
can do so on the form available at this meeting or may obtain the form
through the Town Manager’s Office.

Moved by Marla Johnson and seconded by Marilyn McLaughlin to approve Mazon Restaurant
subject to taxes, fees, and inspections being current and compliant with the usual noise
stipulations. Vote- 5-0 motion passes.
I.
Old Business
1. Opioid Settlement funds- Greg Zinser York County Manager
Greg Zinser, York County Manager and County Commissioner Richard Clark presented to the
Selectboard the progress on the York County Recovery Center. Manager Zinser presented to
the Board about 2 years ago when the Recovery Center was still a concept that was being
presented as a solution to the large problem which is a lack of treatment in York County. Mr.
Zinser stated that as of today the Center is under construction and is estimated to be completed
this winter. The York County Recovery Center will house 5 independent programs with an
intent to provide a single source of services for anyone seeking opioid recovery. There will be
58 beds total with 8 beds for observation.
The Recovery Center will have 85 employees, 58 residents and will cost approximately $6.5
Million per year to run. There should be about $4 million in revenue from MaineCare and
about $2 million will be covered by county taxes. They will be looking for private donations
and private insurance collections to make up the gap of about $500,000.
York’s contribution has gone directly to construction of the building and because of York’s
investment other communities have expressed interest in contributing. The County is grateful
for York’s support. Now that the center is being built people are seeing the benefit and will
hopefully be more interested in investing.

Moved by Marla Johnson and seconded by Marilyn McLaughlin to allocate $214,808.41 of the
Town’s opioid settlement funds to York County to be used to help off-set costs associated with
the York County Recovery Center. Vote 5-0 motion passes.

2. Wiggly Bridge Causeway / Route 103 Crosswalk
In recent months, the Selectboard has received public feedback raising safety concerns about
pedestrians crossing RT 103 from the parking area to the Wiggly Bridge Causeway.
The Public Works Department reviewed the situation and determined that the “shadow” of the
former crosswalk was still visible, and should be removed. That removal by sandblasting has
been scheduled and should be completed either on the week of 06/01 or 06/08. Additionally,
pedestrian signage on the site is scheduled to be replaced by improved brown “parks” type
highway signage. The Public Works Superintendent noted that the traditional “crossing” area is
in a posted 25mph and would meet the sight distance criteria for installing a cross walk.
However, the previous crosswalk was deficient in two ways, which led to its removal: 1) it
crossed the road at a shallow angle of approximately 45 degrees, and 2) it did not have a
designated landing at both ends.
The Police Chief has also reviewed the situation and noted that while removing the crosswalk
and closing the gate would certainly lead to an increase in pedestrian safety, there is not a
history of motor vehicle accidents, or “car on pedestrian” accidents that would necessitate this
action to be taken, as may exist in other areas of Town.
Board member Mary-Anne Szeniaswki stated that she spent some time in the area to observe
the actions of both pedestrians and drivers. It was clear that the natural way to the bridge is
across the street and not down and around under the bridge. People were courteous and aware
of their surroundings, drivers slowed down and stopped for people at the crosswalk. Gating off
the area does not send a welcoming message, and it is her recommendation to re-do the
crosswalk in the area to meet federal highway standards and keep the gate open.
Moved by Mary-Anne Szeniawski and seconded by Robert Palmer to leave the vehicle access
gate to the Wiggly Bridge Causeway permanently open and have the crosswalk restriped and
built to proper federal highway standards. Vote 5-0 motion passes.
J. New Business
1. Disaster Assistance Fund Request
Moved by Robert Palmer and seconded by Marilyn McLaughlin to authorize the use of the
remaining $11,500 previously approved from the Disaster Assistance Fund, along with an
additional $6,450, for a total not-to-exceed amount of $17,950 to execute the contract addendum

with Foth Infrastructure and Environment for the preparation of Rough Order of Magnitude
repair cost estimates for the Cliff Walk. Vote 5-0, motion passes.
Selectboard Member Marla Johnson requested that the there also be a cost estimate for the
initial section of the Cliff Walk which runs from Harbor Beach to the first overlook , as well as
the full length of the path.

2. Donnell Lane Private Sewer Extension Request
Moved by Marilyn McLaughlin and seconded by Marla Johnson to approve the requested
sewer extension into the proposed development on Donnell Lane subject to all code and
required permits being approved. Vote 5-0, motion passes.
3. Property Redemption - 2 Summer Court
Moved by Marla Johnson and seconded by Marilyn McLaughlin to approve the property
redemption of Tax Map 0032 Lot 00182, located at 2 Summer Court, as requested, subject to all
conditions being met and all taxes, interest, and administrative costs paid in full by no later
than August 8th, 2026 with cash or certified bank check. Vote 5-0, motion passes.
4. Board and Committee Actions

Moved by Marilyn McLaughlin and seconded by Robert Palmer to accept the resignation of
Tom Spencer from the Committee for Veterans Affairs with regret. Vote 5-0, motion passes.
Moved by Marilyn McLaughlin and seconded by Robert Palmer to accept the resignation of
Yvette Marr from the Recycling Committee with regret. Vote 5-0, motion passes.
