WHEREAS, Basehor-Linwood Assistance Services (BLAS) was established 30 years ago with a mission to
serve and support individuals and families in need within the Basehor and Linwood communities; and
WHEREAS, for three decades, BLAS has demonstrated unwavering commitment to compassion,
service, and community well-being by providing essential resources such as food assistance, clothing,
and emergency support; and
WHEREAS, the organization’s dedicated volunteers, staff, and supporters have worked tirelessly to
uplift their neighbors, embodying the true spirit of generosity and civic responsibility; and
WHEREAS, BLAS has played a vital role in strengthening the fabric of the community by fostering hope,
dignity, and resilience among those it serves; and
WHEREAS, the 30-year milestone represents not only a celebration of past achievements, but also a
continued commitment to meeting the evolving needs of the Basehor community with care and
compassion; and
WHEREAS, the Basehor City Council extends congratulations to Basehor-Linwood Assistance Services

Kansas; and
child abuse and neglect are a serious problem affecting every segment of our
community, and finding solutions requires input and action from everyone; and
our children are our most valuable resources and will shape the future of the state of
Kansas; and
child abuse can have long‐term psychological, emotional, and physical effects that have
lasting consequences for victims of abuse; and
protective factors are conditions that reduce or eliminate risk and promote the
social, emotional, and developmental well‐being of children; and
effective child abuse prevention activities succeed because of the partnerships
created between child welfare professionals, education, health, community‐ and
faith‐based organizations, businesses, law enforcement agencies, and families;
and
communities must make every effort to promote programs and activities that
create strong and thriving children and families; and
we acknowledge that we must work together as a community to increase
awareness about child abuse and contribute to promote the social and emotional
well‐being of children and families in a safe, stable, and nurturing environment;
and
prevention remains the best defense for our children and families; and

NOW, THEREFORE, I, Dick Drennon, Mayor of the City of Basehor, Kansas hereby proclaim April

KSHSAA Class 5A State Championship Title
WHEREAS, the Basehor-Linwood High School Girls Wrestling Team has demonstrated exceptional
dedication, perseverance, and sportsmanship throughout the 2025–2026 wrestling season; and
WHEREAS, through countless hours of training, discipline, and teamwork, these student-athletes have
exemplified the highest standards of athletic excellence both on and off the mat; and
WHEREAS, the 2025-2026 girls’ wrestling team had an outstanding season and represented
themselves, their families, their school and their Basehor-Linwood community proudly; and
WHEREAS, the team was coached by Head Coach Jay Johnston, and Assistant Coaches Dustin Briggs,
Chloe Knapp, Matt McCasland, Bobby McFarland and Michelle Vielhauuer; and
WHEREAS, the Bobcat Wrestling Team competed with determination and resilience against the best
teams in the state, overcoming challenges and adversity with unwavering focus. The team’s
outstanding performance culminated in winning the State Championship, bringing pride and honor to

Basehor Kindness Day

WHEREAS, our daily lives are filled with so much information regarding crime, violence and disaster,
often causing feelings of helplessness and low self-esteem; and
WHEREAS, the many daily acts of kindness that occur in our Basehor community are largely
inconspicuous and unobtrusive, kindness has been shown to increase empathy and compassion and
self-esteem; and
WHEREAS, by recognizing these acts of kindness, all members of our Basehor community will be made
aware of the importance of being kind to others throughout the year; and
WHEREAS, by having a Basehor Kindness Day it will show the Basehor community members how they
are loved and how important they are in this world. Kindness is easy to spread. In hopes that having a
Basehor Kindness Day will create a kindness chain reaction, and encourage people to be or do
something kind every day; and
WHEREAS, the purpose of Basehor Kindness Day is to remember the simple day-to-day acts of
kindness that enable our Basehor community to be a kinder, safer, and more secure place to live, work,
and play; and
WHEREAS, Basehor Kindness Day will be celebrated on Friday, May 8, 2026; and
WHEREAS, Mrs. Shupe’s Fifth Grade Class at Basehor Intermediate School will celebrate this day with
the Basehor Community and fellow Basehor-Linwood students; and
WHEREAS, I encourage all citizens in the City of Basehor to participate in spreading kindness and
practicing respect, generosity, patience, and consideration of others at all times.

WHEREAS, communities rely on economic development professionals to promote economic well-being
and quality of life; for communities like the City of Basehor that means coordinating activities that
create, retain, and expand jobs in order to facilitate growth, enhance wealth, and provide a stable tax
base; and
WHEREAS, economic developers stimulate and incubate entrepreneurism in order to help establish
the next generation of new businesses, which is the hallmark of the American economy; and
WHEREAS, economic developers are engaged in a wide variety of settings including rural and urban,
local, state, provincial, and federal governments, public-private partnerships, chambers of commerce,
universities, and a variety of other institutions; and
WHEREAS, economic developers attract and retain high-quality jobs, develop vibrant communities,
and improve the quality of life in their regions; and
WHEREAS, economic developers work with the City of Basehor within Leavenworth County, Kansas.
Now, therefore, be it proclaimed that the City of Basehor recognizes May 4 through May 8, 2026, as

WHEREAS, The Office of the Municipal Clerk, a time honored and vital part of local government
exists throughout the world, and
WHEREAS, The Office of the Municipal Clerk is the oldest among public servants, and
WHEREAS, The Office of the Municipal Clerk provides the professional link between the citizens, the
local governing bodies and agencies of government at other levels, and
WHEREAS, Municipal Clerks have pledged to be ever mindful of their neutrality and impartiality,
rendering equal service to all, and
WHEREAS, The Municipal Clerk serves as the information center on functions of local government
and community, and
WHEREAS, Municipal Clerks continually strive to improve the administration of the affairs of the
Office of the Municipal Clerk through participation in education programs, seminars, workshops and
the annual meetings of their state, provincial, county and international professional organizations,

Public Service Week
May 3–9, 2026
“In honor of the millions of public employees at the federal,
state, county and city levels”
WHEREAS, Americans are served every single day by public servants at the federal, state, county and
city levels. These unsung heroes do the work that keeps our nation working. Their tireless efforts are
appreciated everyday; and,
WHEREAS, Public employees take not only jobs, but oaths to serve their communities; an oath that
reflects the foundational compact between public servants and the people they serve; and,
WHEREAS, Many public servants, including military personnel, police officers, firefighters, border
patrol officers, embassy employees, health care professionals and others, risk their lives each day in
service to the people of the United States and around the world; and,
WHEREAS, Public servants include teachers, administrative assistants, doctors and scientists, train
conductors and astronauts, nurses and safety inspectors, laborers, computer technicians and social
workers and countless other occupations. Day in and day out they provide the diverse services
demanded by the American people of their government with efficiency and integrity; and,
WHEREAS, Without these public servants at every level, continuity would be impossible in a democracy
that regularly changes its leaders and elected officials; and
Now, therefore, be it proclaimed that I, Mayor Dick Drennon, do hereby designate the week May 3–9,
2026 as Public Service Recognition Week. All citizens are encouraged to recognize the accomplishments

National Police Week
May 10th - 16, 2026

To recognize National Police Week 2026 and to honor the service and sacrifice of those law
enforcement officers killed in the line of duty while protecting
our communities and safeguarding our democracy.
WHEREAS, there are approximately 800,000 law enforcement officers serving in communities across
the United States, including the dedicated members of the City of Basehor Police Department and
Leavenworth County; and
WHEREAS, since the first recorded police death in 1786, there have been more than 24,500 law
enforcement officers in the United States that have made the ultimate sacrifice and been killed in the
line of duty; and
WHEREAS, there are currently 24,412 names of these dedicated public servants engraved on the
walls of the National Law Enforcement Officers Memorial in Washington, D.C.; and for 2026, an
additional 363 names are being engraved; and
WHEREAS, The service and sacrifice of all officers killed in the line of duty will be honored during the
38th National Law Enforcement Officers Memorial Fund’s Annual Candlelight Vigil on Wednesday,
May 13th; and
WHEREAS, May 15th is designated as Peace Officers Memorial Day, in honor of all fallen officers and
their families and U.S. flags should be flown at half-staff; and
Now, therefore, be it proclaimed that I, Dick Drennon, Mayor of Basehor, do recognize the week of
May 10th through May 16, 2026, as National Police Week, and further extend appreciation to our
Basehor Police Department, and to all Police Officers for the vital services they perform and their
exemplary dedication to the communities they represent and those that have made the ultimate
sacrifice in service. In the City of Basehor, I urge all citizens to publicly salute the services of law

Mayor Drennon presented a proclamation in honor of Arbor Day. The City of Basehor will recognize
April 24, 2026, as Arbor Day. The Mayor and City Council then posed for photos to commemorate the

1. Resolution 2026-03 – A Resolution Establishing the City of Basehor’s Citizens’ Academy
Councilmember Standiferd moved to approve Resolution 2026-03: A Resolution Establishing the City of
Basehor’s Citizens’ Academy and Councilmember Sims seconded. The motion passed unanimously, 5-0.
2. Ordinance No. 985 – Establishing Rules of Use of Designated City Property for the Disposal Site –
2300 N. 158th St.

Councilmember Standiferd moved to approve Ordinance No. 985, An Ordinance establishing rules of
use of designated city property for the disposal of brush, tree limbs, natural debris and similar waste,
the monitoring of city property and enforcement of rules, and other regulation thereof, all within the
city of Basehor, Kansas, and Councilmember Sims seconded. Motion passed unanimously, 5-0.
3. Ordinance No. 984 – Enforcement of Discarding Grass Clippings and Leaves onto City Roadways
and Pedestrian Walking Paths
Councilmember Sims moved to approve Ordinance No. 984 prohibiting the discharge of grass,
vegetation, weeds, yard waste, trash or other debris upon city streets within the city of Basehor,
Kansas and repealing all prior ordinances not in conformity herewith and Councilmember McEnroe
seconded. Motion passed unanimously, 5-0
4. Charter Ordinance No. 33 -Establishment of a Transient Guest Tax
Councilmember Standiferd moved to approve Charter Ordinance 33, A Charter Ordinance Providing for
the Establishment of a Transient Guest Tax in the City of Basehor, Kansas; Excepting the City from
Certain Provisions of K.S.A. 12-1697, Relating to the Rate of Said Transient Guest Tax; And Providing
Such Substitute and Additional Provisions as Established Herein and Councilmember Sims seconded.
The motion passed unanimously, 6-0 including the Mayor’s vote.
5. Executive Session
Councilmember Sims moved to recess into executive session as permitted under K.S.A. 75-4319(b)(1)
to discuss matters that are attorney client privileged with justification to discuss legal action involving
the city for 20 minutes, beginning at 6:32 p.m. and reconvening at 6:52 p.m. in the City Council
Meeting Room. The executive session is intended to include the Mayor, all City Council Members, City
Attorney Todd Luckman, City Administrator Leslee Rivarola, and Deputy City Administrator Maddie
Bouton and Councilmember Standiferd seconded. The motion passed unanimously, 5-0.
Councilmember Sims moved to reconvene back into regular session at 6:52 p.m. with no action taken
and Councilmember McEnroe seconded. The motion passed unanimously, 5-0.

Topic:
Cancellation of the 2026 fourth Wednesdays regular meeting/work session and December
fourth Wednesday regular meeting/work session for the holiday. Also, the adjournment of the
November 11, 2026, meeting to November 18, 2026.
Narrative:
On May 24, 2023, the Governing Body amended Chapter 2, Article II Section 2-23 of the
municipal code with Ordinance No. 880 pertaining to city council meetings.
This ordinance established regular meetings and work sessions at 6:00 pm on the second and
fourth Wednesday of each month. The usual schedule for the 4th Wednesday meetings will not
accommodate the 2026 holiday schedule.
Therefore, with the 2026 holidays of Thanksgiving and Christmas, staff is recommending only
holding one meeting instead of two for the months of November and December to help ensure
a quorum. As was done last year, the second meeting of these months would be cancelled.
In addition, the November 11, 2026, regular meeting/work session will be adjourned to the
third Wednesday on November 18, 2026, due to Veterans Day when City Hall offices are closed.
Staff Recommendation:
Staff recommends adjourning the regularly scheduled second Wednesday meeting and work
session on November 11, 2026, to November 18, 2026, in observance of Veterans Day.

ORDINANCE NO. 988
AN ORDINANCE OF THE CITY OF BASEHOR, KANSAS CANCELING THE REGULAR CITY
COUNCIL MEETINGS OF NOVEMBER 25, 2026 AND THE DECEMBER 23, 2026, AND
ADJOURNING THE REGULAR CITY COUNCIL MEETING OF NOVEMBER 11, 2026 TO
NOVEMBER 18, 2026 DUE TO HOLIDAYS DURING REGULAR MEETING TIMES.
WHEREAS, On May 24, 2023, the Governing Body adopted Ordinance 880 establishing that the
Governing Body will meet each second and fourth Wednesday of every month for a regular
meeting and work session; and
WHEREAS, the first meeting in November is on an observed holiday and the second meetings
during the months of November and December 2026 each fall very near to the holidays; and
WHEREAS, to avoid issues related to gathering a quorum during the holidays and holding
meetings in which many residents may be unable to attend or otherwise participate, the City
Council finds it advisable to cancel regularly scheduled second meetings of the governing body
during the months of November and December 2026.
WHEREAS, due to the Veteran’s Day holiday, the City wishes to adjourn the November 11, 2026
monthly meeting to Wednesday, November 18, 2026, 6:00 p.m. at City Hall, which would be the
third Wednesday of the month.
NOW, THEREFORE, BE IT ORDAINED BY THE GOVERNING BODY OF THE CITY OF
BASEHOR, KANSAS:
SECTION 1. The November 25, 2026 and December 23, 2026 City Council meetings, including
the regular meeting and work session alike, are canceled. The November 11, 2026 regular
meeting and work session are adjourned to November 18, 2026 at 6:00 p.m. at City Hall.
SECTION 2. For the purposes of the Kansas Open Meetings Act, this Ordinance shall serve as
an action adjourning the cancelled meetings to the next regular meeting of the City, with no City
business or other action taken at the cancelled meetings.

Sec. 2-23. Meetings.
(a)

Regular meetings of the city council shall be held on the second and fourth Wednesday of each month at 6:00 p.m.
In the event that the regular meeting day shall fall on any legal holiday or any day observed as a holiday by the city
offices, the city council shall meet the Thursday immediately following the regular meeting day.

(b)

Special meetings may be called by the mayor or acting mayor on the written request of any three members of the
council, specifying the object and purpose of such meeting, which request shall be read at a meeting and entered
at length on the journal.

(c)

Regular or special meetings of the city council may be adjourned for the completion of its business at such
subsequent time and place as the city council shall determine in its motion to adjourn.

(d)

Work sessions of the city council shall be held immediately following each regular meeting on the second and
fourth Wednesday of each month. Public notice shall be given of the date, time and location of the work session.

Narrative:
The Basehor Municipal Court convenes once per month and adjudicates a range of cases
involving violations of city ordinances. Upon conviction, the Municipal Court Judge assesses court
costs to the defendant. The current court cost is $65, of which $22.50 is remitted to the State in
accordance with statute. The remaining balance is deposited into the City’s general fund.
Following discussion with the Governing Body at the March 25, 2026, work session, and based
on staff’s recommendation, it is proposed that the court cost be increased to $90 to better reflect
and cover administrative expenses.

ORDINANCE NO. 990

AN ORDINANCE OF THE CITY OF BASEHOR, KANSAS AMENDING CHAPTER 12,
ARTICLE V, SECTION 12-112, OF THE CODE OF THE CITY OF BASEHOR,
KANSAS, PERTAINING TO MUNICIPAL COURT COSTS.
WHEREAS, the City Council has determined that certain court costs must increase to cover costs
incurred in the processing City Code violations in Municipal Court.
NOW, THEREFORE, BE IT ORDAINED BY THE GOVERNING BODY OF THE CITY OF
BASEHOR, KANSAS:
SECTION 1. Chapter 12, Article V, Section 12-112 of the Code of Basehor, Kansas, is hereby
amended to read as follows:
Sec. 12-112.

Court Costs.

Whenever any person is convicted of a violation of any of the provisions of this Code, the
offender shall be assessed costs for the administration of their case in Municipal Court.
The court costs in each case shall be $90, inclusive of all State imposed fees as required
by statute.

Narrative:
The applicant is requesting approval of a short-form plat for four contiguous properties located
between Wolf Creek Parkway and State Avenue (US 24-40), all zoned CP-2 (General Business
District). The plat will establish a private internal street network to serve all four lots and
provide connectivity to the existing Fareway Grocery development. This coordinated access
system is intended to improve circulation across the site and support future commercial
development opportunities, making the properties more marketable and development-ready.
All proposed internal streets will remain private, with maintenance responsibilities handled
through an executed agreement. The surrounding area is predominantly commercial, with
established development to the east, west, and south, and planned residential zoning to the
north within the Tomahawk Valley development. The proposed plat is consistent with existing
zoning and land use patterns and is not expected to negatively impact adjacent properties.

AN ORDINANCE APPROVING A FINAL PLAT FOR WOLF CREEK
PARKWAY/ONE58 PLAZA
WHEREAS, the Basehor Planning Commission was presented with the Final Plat for
Wolf Creek Parkway/ONE58 Plaza as part of a subdivision in the Southwest Quarter of
Section 2, Township 11 South, Range 22 East in the City of Basehor, Kansas; and
WHEREAS, the Planning Commission has reviewed the Plat and has recommended
approval; and
WHEREAS, the Planning Commission’s recommendation of approval was presented to
the Governing Body for review.
NOW, THEREFORE, BE IT ORDAINED BY THE GOVERNING BODY OF THE
CITY OF BASEHOR, KANSAS:
Section 1: That the Final Plat for Wolf Creek Parkway/ONE58 Plaza, an unexecuted
copy of which is attached hereto as Exhibit “A” is approved by the City, and all
dedications of land for public purposes in the Plat are accepted. The City Council
authorizes and directs the Mayor, City Engineer and Planning Commission Chairman to
evidence their approval and execute the original final plat for submission to the County
Register of Deeds by the owner.
Section 2: That this ordinance shall take effect and be in force from and after its

Narrative:
City staff presented to the Planning Commission on April 14, 2026, the proposed text creating a
new residential zoning category, R-1b Neighborhood Residential District within the City of
Basehor Zoning Regulations. Based on feedback from the development community and the
governing body, staff worked to develop an intermediate category between R-1 and R-2 that
provides flexibility with residential standards while maintaining the character of established
neighborhoods.
The new R-1b Neighborhood Residential District will serve as single-family residential category
only and provides an alternative path to submissions using R-2 to construct single-family
developments.
Staff Recommendation:
Approve staff recommendation for creating a new zoning category- R-1b Neighborhood
Residential District within the City of Basehor Zoning Ordinance, Article 7.

AN ORDINANCE APPROVING THE WITHIN THE CITY OF BASEHOR,
KANSAS
WHEREAS, the Basehor Planning Commission was presented with a general
amendment to the City’s Zoning Code adding a new residential zoning category; and
WHEREAS, the Planning Commission reviewed the proposed amendment at its meeting
on April 14, 2026, and has determined that the amendment should be recommended for
approval; and
WHEREAS, the Planning Commission’s recommendation of approval was presented to
the Governing Body for review on April 22, 2026.
NOW, THEREFORE, BE IT ORDAINED BY THE GOVERNING BODY OF THE
CITY OF BASEHOR, KANSAS:
Section 1: The following shall be inserted and added as a new subsection in Article 7 of
the City’s Zoning Code
2.A.

R-1b NEIGHBORHOOD RESIDENTIAL DISTRICT:
a.
Purpose: The purpose of this district is to provide for a higher
density single-family residential development than permitted in the
R-1a district, including those uses which reinforce residential
neighborhoods.
b.

Permitted Uses: Single-family residential and related public and
semi-public uses are permitted. For a specific listing of permitted
and conditionally permitted uses, see Appendices A of these
regulations.

c.

Intensity of Use Regulations:
(1)
Density: Maximum Five (5.0) dwelling units per acre.
(2)
Minimum Lot Area: Seven thousand (7,000) square feet.
(3)
Minimum Lot Width:
a.
Interior: Fifty-five (55) feet
b.
Corner: Ninety (90) feet

d.

Height Regulations:
Maximum Structure Height: Two and one-half (2 1/2) stories, or
thirty-five (35) feet.
Chimneys, cooling towers, elevator headhouses, fire towers, grain
elevators, monuments, stacks, stage towers, scenery lofts, tanks,

ornamental towers, church steeples, spires, antennas, or necessary
mechanical appurtenances, usually required to be placed above the
roof level and not intended for human occupancy, are not subject
to the height limitations contained herein. One (1) additional foot
of height above the specified limitation shall be permitted for each
one (1) foot of additional yard provided over the minimum
requirement on all sides of the lot.
e.

Yard Regulations:
(1)
Front Yard: (25) Twenty-five feet
(2)
Side Yard: Minimum seven (7) feet, or ten percent (10%)
of the lot width, not to exceed ten (10) feet.
(3)
Rear Yard: Minimum thirty (30) feet or twenty percent
(20%) of the lot depth, whichever is greater, not to exceed fortyfive (45) feet.
Where the property fronts on two intersecting streets (a corner lot),
such lot shall maintain a front yard setback on both streets, except
that where no lots within the same block front on one of the two
streets, the side yard setback requirements along such street shall
be twenty (20) feet.
Lots fronting on two streets shall maintain the required front yard
setback along both frontages.

f.

Minimum Dwelling Size: Each dwelling shall provide a minimum
of one-thousand-two-hundred (1200) square feet of living floor
area or as required by Section 4-104.10 of the City of Basehor
SUBDIVISION REGULATIONS, whichever square footage is
greater.

g.

Accessory Buildings: 2.5% of the total square footage of the lot.
The maximum size of any accessory building (detached or
attached) shall not exceed 900 square feet in size.
(1)

Yard Regulations:
a.
Side Yard: Must maintain same setback as primary
structure
b.
Rear Yard: Ten (10) feet

No accessory building shall be erected in any required front or side
yard, and no accessory building or structure shall be erected closer
than five (5) feet to any other building.
