POSEY COUNTY COUNCIL, TUESDAY, AUGUST 11, 2026

The Posey County Council met in regular session at the Hovey House on Tuesday, August 11, 2026, at
9:00 a.m. The following members were present at said meeting: Heather Allyn, Dave Dausman, Tom
Schneider, Jerry Chastain, Dave Pearce, Zach George, and Rusty Jourdan. Auditor Maegen Greenwell and
Attorney Josh Clayborn were present.

H. Allyn called the Posey County Council meeting to order at 9:00 a.m. with the Pledge of Allegiance.
Deacon McDonald opened the Council meeting with a prayer.

MINUTES
T. Schneider made a motion to approve the July 14, 2026, Council meeting minutes, Z. George seconded.
The motion carried with a vote of 7-0.

T. Schneider made a motion to approve the July 14, 2026 Budget Hearing Minutes; Z. George seconded.
The motion carried with a vote of 7-0.

CLERKS REPORT
D. Dausman made a motion to approve the June Clerk’s Report as presented; R. Jourdan seconded. The
motion carried with a vote of 7-0.

TREASURERS REPORT
D. Pearce made a motion to approve the July Treasurer’s Report as presented; J. Chastain seconded. The
motion carried with a vote of 7-0.

UPDATED SALARY ORDINANCE
Maegen Greenwell, Posey County Auditor, stated that this ordinance update is as follows: The number of
Full-Time Paramedics can fluctuate between 12 and 15, with the salary being $53,495. The number of Full-
Time EMTs can fluctuate between 9 and 12, with a salary of $47,974. The total number of Full-Time
Paramedics and full-time EMTs cannot exceed 24. The three team leads and one training officer get a $1,500
increase in salary. Z. George made a motion to approve the updated ordinance as presented; T. Schneider
seconded. The motion carried with a vote of 7-0.

CITY OF MT. VERNON REQUEST

Michael Harshbarger with the Mt. Vernon Parks Department addressed the Council regarding ongoing
City Park projects. Mr. Harshbarger stated that he is requesting to partner with the County on the
following projects:

Skate Park in partnership with the Mt. Vernon City Improvement Board and the Cox Group to be housed
at Brittlebank Park by the pond.

Brittlebank Park Pond refurbishment to help hold water.
Brittlebank Pool replacement ongoing with designs being finalized soon
City Trail plans are ongoing with plans from the River, west, and to Brittlebank.

T. Schneider asked what the request from Council was. Mt. Vernon Mayor Steve Loehr stated that the
City is requesting $200,000 for the Skate Park project and $50,000 for the pond refurbishment.

The Council requested the Auditor’s office to advertise an additional appropriation in the amount of
$250,000.00 for the next Council meeting.

EMS WORLD EXPO DISCUSSION

Posey County EMS Director Paul Micheletti addressed the Council regarding attending an expo in
Orlando, Florida, with two other EMS employees. H. Allyn asked whether this was in the current budget
and which lines it would be paid from. Mr. Micheletti stated this would be paid from current funds in the
training line.

J. Chastain made a motion to approve this request; Z. George seconded. The motion carried with a vote of
7-0.

NON-BINDING UNITS
H. Allyn stated that at the first meeting in August, the Council must suggest that the County's non-binding
units stay within their certified levy amount. Mrs. Allyn stated that units have not yet met with DLGF,
who will discuss levies with the units. Mrs. Allyn stated that in the meantime, the Auditor will send a
letter to each of the following units to advise of this:
Bethel Township
Black Township
Center Township
Harmony Township
Lynn Township
Marrs Township
Point Township
Robb Township
Robinson Township
Smith Township
Mt. Vernon City
Cynthiana
Giffin
New Harmony
Poseyville
M.S.D Mt. Vernon
M.S. D North Posey
New Harmony Workingmen's Institute
Alexandrian Public Library

D. Pearce made a motion to approve sending letters to the non-binding units; Z. George seconded. The
motion carried with a vote of 7-0.

ADDITIONAL APPROPRIATION REQUESTS

Posey County EMA Director Carrie Thompson is requesting an additional appropriation in the amount of
$25.00 into the Project Lifesaver line of the EMA County General Fund.

Z. George made a motion to approve the requested additional appropriation request; J. Chastain seconded.
The motion carried with a vote of 7-0.

Michele Fortune with Posey County Probation is requesting an additional appropriation in the amount of
$8,000.00 into the drug screen line of the Adult Probation Fund.

D, Pearce made a motion to approve this requested additional appropriation request; R. Jourdan seconded.
The motion carried with a vote of 7-0.

Posey County Chief Deputy Sheriff Jeremy Fortune is requesting an additional appropriation in the
amount of $1,000.00 into the repairs and maintenance line of the Reserve Deputy Fund.

J. Chastain made a motion to approve this additional appropriation request; T. Schinder seconded. The
motion carried with a vote of 7-0.

The Posey County Commissioners are requesting the following additional appropriations:

$10,000.00 into the change of venue line of County General

$624.34 into the office supply line of County General

$9,635.04 into the other services and charges line of County General

J. Chastain made a motion to approve the above requested additional appropriation, pending the ability to
view the itemized invoice from Concept Light and Sound; D. Pearce seconded. The motion carried with a
vote of 7-0.

Vicki Peerman, Posey County'Treasurer, is requesting the following two additional appropriations:
$13.00 into the dues line of County General

$1,190.45 into the printing (not supplies) line of County General

D. Dausman made a motion to approve this request; R. Jourdan seconded. The motion carried with a vote
of 7-0.

TRANSFER REQUEST

Jamie Bradford, with Posey County Dispatch, is requesting a transfer in the amount of $350.00 from the
vehicle maintenance and repair line of County General to the gasoline line of County General.

R. Jourdan made a motion to approve this request; D. Pearce seconded. The motion carried with a vote of
7-0.

DEPARTMENT UPDATES

Posey County EMS Director Paul Micheletti gave the following report:

$99,996.53 total income for July

Mr. Micheletti stated that he has one full-time EMT and two part-time EMT employees attending an
advanced EMT class. Mr. Micheletti stated that he would like the part-time advanced EMT employees to
be paid the full-time rate of $23.986.

Mr. Micheletti stated that he lost four employees to Evansville City Fire and currently has one EMT spot
open.

Posey County Chief Deputy Sheriff Jeremy Fortune gave the following housing report:
16 Vanderburgh County Inmates

18 DOC Inmates

92 Posey County Inmates

Total 126

$16,840.00 income in June.

Chief Deputy Fortune stated that the translate feature on the new body camera equipment has been used
by both deputies and the jail staff several times since it was purchased. Chief Deputy Fortune thanked the
Council for purchasing that needed option.

Chief Deputy Fortune addressed the current Flock Camera usage in Posey County. Chief Deputy Fortune
stated that there are currently five in the County, and they were purchased and installed three years ago.
Chief Deputy Fortune stated that the technology does not support the ability to track or complete video
surveillance; it simply is a photograph, which has been used in our area to locate missing people in
addition to its other functions.

No further business was discussed, and the meeting was adjourned,
