The Edwardsville Public Safety Committee meeting was called to order by Alderwoman Janet
Stack at 5:29 p.m. in the Governor Edwards Conference Room, 118 Hillsboro Avenue with a

This DCEO Grant is for the amount of $75,000.00. It will allow for improvements to the
Edwardsville Public Safety Building including an unfinished room on the first floor and an
additional LPR camera.

Resolution Authorizing the Police Department to apply for the Illinois Department of

ORIGIN:
SUMMARY: The Edwardsville Police Department maintains an extensive amount of policy
and procedures that are essential in guiding our personnel on expectations, laws and best
practices to ensure the safe and professional delivery of police services to our citizens.

RATIONALE: With numerous policies and procedures that we must maintain the
Edwardsville Police Department faces several challenges. There is the need to create meaningful
policies and procedures that are up to date with current laws and best practices, reviewed and
updated on a regular basis, and that personnel are trained and understand these policies and
procedures. The Lexipol policy software assist in creating policies with the intent to decrease risk
and preserve life. Lexipol is a non-bias third party that brings forth best practices from around
the country, which ensures that departments like ours are provided an outside perspective with
an eye on checks and balances to meet the challenges we face. This software will assist the
Edwardsville Police Department in meeting our goal of maintaining a safe and professional
police department for the citizens we serve.

WHEREAS, the Edwardsville Police Department maintains an extensive amount of policies and
procedures that are essential in guiding department personnel on expectations, laws, and best
practices; and
WHEREAS, these policies and procedures play a significant part in ensuring the safe and
professional delivery of police services to our community; and
WHEREAS, it is necessary to create meaningful policies and procedures that are up to date with
current laws and best practices, reviewed and updated on a regular basis, and that personnel are
trained and understand these policies and procedures; and
WHEREAS, the City of Edwardsville Council has approved a budget for FY 23/24 that includes
funds in the Police Department’s budget for this software; and
WHEREAS, Lexipol is part of the Sourcewell bidding process; and
WHEREAS, City Code, Section 2-591, Bid Purchasing Regulation, (d) Exemption from the
Bidding Process; provides for the award of single source contracts for services without competitive
bidding if such exemption is authorized by two-thirds of all the Aldermen then holding office.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
EDWARDSVILLE that:
The City of Edwardsville City Council has reviewed and hereby approves by two-thirds majority
vote the purchase of Lexipol policy software for the Edwardsville Police Department as provided in
the bid prepared for the City of Edwardsville by Lexipol on September 2, 2022 at a cost of
$44,157.05.

SUMMARY: The Edwardsville Fire Department maintains an extensive group of policy and
procedures that are essential in guiding our personnel on expectations, laws and best practices to
ensure the safe and professional delivery of fire services to our citizens.

RATIONALE: With numerous policies and procedures that we must maintain the
Edwardsville Fire Department faces several challenges. There is the need to create meaningful
policies and procedures that are up to date with current laws and best practices, reviewed and
updated on a regular basis, and that personnel are trained and understand these policies and
procedures. The Lexipol policy software assists in creating policies with the intent to decrease
risk to employees and the public and preserve life and property. Lexipol is a non-biased third
party that brings forth best practices from around the country. It works to ensure that
departments like ours are provided an outside perspective with an eye on checks and balances,
state and national standards, and changes in legal and governmental requirements. This software
will assist the Edwardsville Fire Department in meeting our goal of maintaining a safe and
professional fire department for the citizens we serve.
Purchasing for this service has been approved in the 23/24 budget.
The reason for the Sole Source nature of the purchase is that after conducting a search we are
unable to find a competitor that offers a comparable level of service, experience, and expertise in
fire policy creation and education.

SUMMARY:
This is a Single Source Resolution to purchase one (1) LUCAS 3, Chest Compression System,
with LUCAS Desk-Top Battery Charger, LUCAS External Power Supply, and LUCAS 3 Battery
Rechargeable LiPo and shipping costs; and to purchase the associated Stryker ProCare Service
contract, for a price of $28,889.00.

RATIONALE:
Automated chest compression devices (CPR devices) have shown to improve outcomes for
cardiac arrest patients. The Fire Department has used similar devices for over a decade. The Fire
Department has four CPR devices, one on each ambulance. Two years ago a replacement
schedule was established for these devices. So far we have purchased two Luca devices. This year
we are continuing the replacement schedule and purchasing one (1) additional Lucas. This will
leave one older CPR device in service to replace in coming years. This purchase also includes a
Stryker Service Contract for the Lucas; a seven year contract which covers service, annual and reoccurring maintenance, and battery replacement. This maintenance contract will produce a
savings for the City over our estimated seven year cost for maintenance.
In the 23/34 budget process City Council approved funding for replacement of one CPR device
for $18,660.95 ($18,367.02 for the device and $293.93 for shipping) to be paid out of the Capital
Equipment budget; along with the associated Stryker ProCare Service contract which has been
approved for $10,228.05 out of the fire department EMS Equipment Repair and Maintenance
budget; for a total expense of $28,889.00.
The single source nature of this request is due to the need for standardized equipment on each of
the ambulances. Additionally, the LUCAS 3 system offers significant improvements over other
types of devices, include lightweight portability, speed of application, limited space to operate,
and dual AC / battery power capabilities.

that uses CPR chest compression devices to improve outcomes for patients in cardiac
arrest; and
WHEREAS, A maintenance contract can generate savings over the life of the CPR
device; and
WHEREAS, one (1) CPR device has been funded in the Fire Department EMS
Equipment Budget, and the associated Stryker Maintenance Contract has been funded in

offers advantages over its competitors in form, function and long term cost effectiveness;
including speed of deployment, ability to be applied in confined areas, dual power
