9:02 AM Hough called the meeting to order. There were no indigent applications.

9:02 AM Sue Pettit, Director of Secondary Education, and Doug Howell, Superintendent for PCSD, also
appeared. Crowther reviewed the request to use the amphitheater for all four graduations next year.
Discussion ensued on previous graduations, chairs, use of school facilities for elections, service projects.
9:05 AM Bullock moved to approve the fee waivers and use of the facilities for the high school
graduations. The motion passed.
9:08 AM John Henderson with Paralyzed Veterans of America Mountain States Chapter appeared via
Zoom. Crowther reviewed the request for a Veterans Adaptive Recreation Clinic. Henderson reviewed
his work, mission, and request. Upon questioning, Henderson indicated the organization spends 60% of
funding on programming, the anticipated participant number to be 15-20 Veterans with caregivers and
family members, and that there has not been any contact with the Veterans Services Coordinator.
Discussion ensued on local affiliations and resources, fees, and costs.
9:20 AM Hough moved to approve the request for a fee reduction. Bullock suggested being listed as a
sponsor. Hough amended the motion to include being a sponsor. The motion passed.

9:21 AM Planning Director Hal Jensen also appeared. Stenquist reviewed the residential development
project and preliminary approvals. The real property was annexed into the City of Lava Hot Springs and
they will extend water and sewer connections. The original thought was this property that these utility
lines would go through for the most efficient path was a right-of-way, but it is a parcel owned by the
County. A utility easement was going to be requested, but Planning Director Jensen called him with
potential solutions.
9:24 AM Jensen submitted some documents to do a historical presentation. Hough reported being in
attendance at the planning meeting when this was presented and this project will offer affordable housing
specifically for the workers or people of Lava. There will be restrictions for long-term rentals or
purchasing. Stenquist confirmed that and explained there are conditions in the annexation agreement that
the HOA will govern short term rentals up to a certain amount.
9:26 AM Stenquist expanded on that explanation and development plan/lots. Moser suggested giving the
property to the City of Lava. 9:27 AM Jensen jested that was his presentation. Deeding the property to
the City of Lava would make it so Mr. Stenquist is only dealing with one government entity. This
property came into the County’s possession from a 1981 tax deed. A number of neighboring properties
use this for access to their property. Research did not determine what that was originally for and no
dedications were found for utility or access easements other than the original property owner. Jensen
agrees with the potential transfer as it will make it easier for development to take place. It doesn’t make
sense to have a developer dealing with multiple governmental agencies to put this together. If the
property is transferred, then the City of Lava can determine what the property is used for and grant utility
and access easements. Deeding will fall in line with some of the goals and directives of the
comprehensive plan, the ACI, and state statute. 9:30 AM Moser moved to advise legal and Planning to
move forward to transfer the property to the City of Lava Hot Springs. The motion passed.

9:31 AM Dixon reviewed the contracts for copy/printer machines. Hough called for a vote in favor. The
motion passed.

9:32 AM Bullock moved to approve Resolution Nos. 2026-51, 52, and 53. The motion passed.

9:33 AM Moser moved to approve publication of the Commissioner Proceedings for July and the
consent agenda. The motion passed.

10:00 AM Coroner Torey Danner, Treasurer Jennifer Clark, Business and Event Director Scott
Crowther, Juvenile Probation Officer Jesika Snyder, Juvenile Probation Director Todd Mauger, Landfill
Manager Dillon Evans, Management Assistant Kristi Davenport, Assistant Planning Director Tristan
Bourquin, Planning Director Hal Jensen, Facilities Director Dan Kendall, Public Works Director Kiel
Burmester, Assistant Public Works Director Buddy Romriell, Procurement Officer Shanda Crystal,
Prosecutor Ian Johnson, Sheriff Tony Manu, IT/E911 Director Adam McKinney, HR/Risk Management
Director Matthew Phillips, GIS Manager Heather Studley, Adult Probation Officer Doug Cone, and
Chief Deputy Sheriff Andy Iverson were present.
10:01 AM Health Insurance - Dixon explained the graph that was handed out that shows what the
County pays per employee for health insurance. Costs have increased exponentially every year and the
County is self-insured. Department heads should remind employees of the great insurance benefits and

the cost. Crowther questioned if that cost is reasonable what other entities pay. Discussion ensued on the
definition of self-insured, that the County pays the claims and changing that would pass more out-ofpocket costs to the employee, either through contributions or higher deductibles. The stop loss increased
4 times, so the County pays the first $400,000 per insured. Bullock also pointed out the statutory match
on retirement is much higher than private employers.
10:08 AM Discussion on the benefits of the graph to aid in understanding.
10:10 AM Phillips reviewed open enrollment is starting in September and the process will utilize paper
forms this year. HR will have sessions at various times and locations/departments. PERSI will have
education sessions at the Sheriff’s Office. A new voluntary benefit offering for college savings plans and
the benefits of 529 plans were reviewed. Phillips is working on personnel handbook updates and topics
for leadership trainings were discussed.
10:21 AM Hough questioned if improvements are needed to the onboarding process. Discussion ensued
on items discussed in onboarding, and what department’s do for onboarding/training. Hough shared a
quote, “unsaid expectations are just premeditated disappointments.”
10:27 AM Klauser reported that October 1 is the last day to submit FY26 claims and items have to be
on-site. An email will be sent for a reminder.
10:28 AM Dixon explained the reimbursement requests have increased countywide. The procedure is to
check out a County credit card. The County does not pay taxes and will not reimburse for tax. Checking
out or using a County credit card is the expectation and procedure; except for emergencies. In those
cases, discussion with the Commission can be had to request reimbursement of the tax.
10:33 AM Manu discussed misleading information regarding flock cameras. They do not record
everything, but only take pictures of license plates. Data from the flock cameras has been useful many
times. A few successful endings included a call regarding a van attempting to entice kids. The van was
located with information from the flock camera. If there were no camera and the person did entice a kid,
then what? Another incident was a bar fight in Lava that helped locate individuals that fled the scene.
The data is not under constant surveillance and is used when something happens. Another example was a
missing woman the family had not heard from for a few days. She was tracked through the data from the
flock camera subscription and she was located in Jackson Hole. There is a usage policy and the data is
only stored for 7 days. Usage and storage data are constantly audited to ensure there is no misuse.
10:39 AM Kendall reviewed the reserve parking spots for the motor pool cars. Moser pointed out each
car will have carwash stickers inside. Romriell reported a utility trailer was approved in the budget and
will be available in the pool fleet. McKinney reviewed the recent internet outage, and a plan to replace
the WIFI system in the courthouse and Sheriff’s Office first and then outlying buildings. All WIFI will
be public, but in order to log in to your work desktop and apps, a VPN will be required. A cybersecurity
grant through OEM will be used for that. Working with HR, a prescription chat bot was built and they
are looking how best to put that out. Utilization on the AI subscription is next to nil and departments
were requested to look at their need for the account or turn it back. Discussion ensued on an internal AI
system that was built only for information the County puts into it. Potential AI training was discussed.
10:51 AM Crystal reviewed a team and testing ideas in the AI system, the prescription chat bot, and a
Road and Bridge AI system for their requirements. It’s like succession planning, and data is dumped into
this “brain.” McKinney reported on a cyber traffic management system his staff built that watches
everything and sends notifications of issues or outages.
10:56 AM Studley requested notice of staff changes.
10:57 AM Cone reported after receiving a weapons threat, a screening device was set up that has found
several weapons. Pretrial successes were discussed that help keep folks out of jail.
