PROGRAM WITH FLOCK SAFETY TO INSTALL NINE CAMERAS ALONG THE MAIN CORRIDORS
OF THE CITY. THESE CAMERAS WILL READ VEHICLE TAGS AND ALERT OUR OFFICERS
THROUGH A NATIONWIDE NETWORK OF VIOLATORS. THE 2022 OPERATING BUDGET WILL BE

A MOTION WAS MADE BY COUNCIL WOMAN BENTON, SECONDED BY COUNCILMAN JOHNSON
TO APPOINT SHANNON GAFFNEY TO REPRESENT LYONS ON THE OHOOPPEE REGIONAL
LIBRARY SYSTEM BOARD OF TRUSTEES. HER TERM WILL BEGIN JUNE 2022 AND END
JANUARY 2026. COUNCIL WOMAN BENTON HAD THIS SEAT BUT HAD TO RESIGN DUE TO
WINNING HER SEAT ON THE LYONS CITY COUNCIL. MS. GAFFNEY WILL CARRY OUT
RESIGNED COUNCIL WOMAN BENTONS TERM AND HAVE THE OPTION TO SERVE A SECOND
TERM. MOTION PASSED WITH THE MAJORITY.

CITY MANAGER JASON HALL HAD THE FIRST READING OF AMENDING ORDINANCE CHAPTER
14, ARTICLE III SECTION 14-91 RELATING TO NEW AND PRE-OWNED MANUFACTURED HOMES.
THE AMENDMENT WILL STRIKE THE PERMIT COST AND ADD OBTAIN A MOVING PERMIT. THE
PREVIOUS COST MENTIONED WAS $10 AND THE NEW STATEMENT WILL COVER CURRENT
COST AND ANY COST GOING FORWARD.
NO ACTION WAS NEEDED DUE TO THIS BEING THE FIRST READING.

JENCY JEFFERS WHO LIVES AT 253 N VICTORY DR STATED HER AND HER NEIGHBORS ARE
HAVING A REPEATED PROBLEM WITH SPEEDERS ON W LINCOLN AVE AND ASKED IF MAYOR AND
COUNCIL COULD HELP WITH THAT ISSUE.
MAYOR NESMITH STATED THEY WOULD CHECK INTO THE PROBLEM FOR HER.
COUNCILMAN JOHNSON ASKED IF THE POLICE COULD HELP WITH RANDOM SHOPPING BUGGIES
IN THE NEIGHBORHOODS BECAUSE IT IS AN NUISANCE TO THE COMMUNITY.

City Council Report

On July 16th, the stock, super stock & masters winners and two Super Kids will head to Akron,
OH for a week of racing fun and to represent the Southeast GA Soap Box Derby at the 84th
FirstEnergy All-American Soap Box Derby held on July 23rd.
We extended the lease on the property at the coner of Washington St. and NW Broad St. to
April 26, 2027 with the first right of refusal to purchase. The name of the park is 304 Society
Garden. 304 is a reference to the first three digits of the areas zip codes. We have one bench
available for sale, $450, including name plate. We are on the schedule for the city to hang lights.
The benches, trash cans, and dedication plaque have been purchased. When everything is
installed, we will have a ribbon cutting with Lottie’s Pocket serving ice cream and bbq
sandwiches.
The sidewalk in front of the new Welcome Center building has been repoured. Work has
resumed on the ground floor. The concrete floor needs to finished as well as a wall, conference
room window and a few other items. We have started packing up our office.
The CREATE (Cultivating Rural Entrepeneurs and Transforming Economies) team has identified
the assets and liabilities of Lyons and Vidalia and are reaching out to people in the community
to build a focus group for planning what resources are needed in the community. An onsite visit
is scheduled for August 15th. A group of entrepreneurs, small business owners, and social
entrepreneurs will meet with Matt Wagner, Chief Program Officer of Main Street America to
discuss the challenges, assets and gaps in entrepreneurship and small business ownership. We
will meet at The Lyons Depot.
Magnolia Midlands Travel Association is changing its name to “Southeast Georgia” to better
reflect our region. New branding and campaigns are being worked to promote the region.
I have completed my 3rd year at STS Marketing College. Upon completion of 2 projects and
when they are reviewed and she passes, she will be a TMP (Tourism Marketing Professional)
and EMP (Events Marketing Professional). The Vidalia Advance published a 5 page article on
Downtown Lyons and will run a large article in the next issue of Community Living.

The Real Squeal Report:(October 7th & 8th) Our sponsorship drive is under way. We have
picked up a few new sponsors and have had some yearly sponsors increase their donation.
Fourteen professional teams are signed up as well as some vendors and arts & crafts vendors.
Volunteers that manage the Quilt Show, Car Show, Cruise In, Disc Golf Tournament, Soccer
Tournament, Indian Artifacts Show, Kid’s Creative Play, and the Pig Tales writing Contest are
committed to this year’s festival. We are working with some local skateboarders and hope to
have a skateboard contest added this year. Our goal is to spotlight the park facilities during The
Real Squeal.

Promotions: BOB’s hosted LMS 5oh5, business after hours. No Morning Perks or 5oh5
scheduled for this month.
Soap Box Report: We have 3 champions and 2 super kids going to Akron, OH to the 84th
FirstEnergy All American Soap Box Derby
The Real Squeal Report: We currently have 10 pro teams. Jason confirmed the tree where
Carter’s Rocking Rides was last year has already been cut. We need kits from Lowe’s for the
kids and we still need meat for the cook-off. This year we’re only doing the steak cook-off one
night and we need to consider finding another sponsor. Most everyone who managed an “event”
(disc golf, soccer, etc) are on board again this year. Dot Foods wants to sponsor a trailer for the
concert.
The Corner Lot: We extended the lease to April 26, 2027 with the first right of refusal to
purchase. The name plates for the benches came in. We still have one bench available for sale,
$450. The city will hang lights next week and the electric work should be done this week. We
need to source and purchase a dedication plaque for Duke Williamson. We need to schedule a
ribbon cutting and confirm how many guests we will pay for. 6p should be a good time. We still
need to get a sign made.
The Museum/Office: The sidewalk is poured and the lock still needs to be put in the front door.
We need to finish the concrete floor, put up the trim and clean.
Director’s Report: The CREATE team met last week and is actively identifying resources in the
community to help local entrepreneurs. There was also a call this morning. Magnolia Midlands is
changing its name to “Southeast Georgia” to better reflect our region. Daphne completed her

AN ORDINANCE TO AMEND CHAPTER 14 BUILDINGS AND
CONSTRUCTION, ARTICLE III NEW AND PRE-OWNED
MANUFACTURED HOMES, SEC 14-91 MOVING OF THE CITY OF
LYONS PROVIDING FOR SEVERABILITY; PROVIDING FOR AN
EFFECTIVE DATE; PROVIDING FOR THE REPEAL ALL
CONFLICTING ORDINANCES; AND PROVIDING FOR OTHER
PROPOSES ALLOWED BY LAW
City of Lyons, Georgia
Discussion: Chapter 14, Article III section 14-91 of the Code of Ordinances of the City of Lyons
currently reads:
When moving a previously permitted manufactured home under this article, regardless if the
destination is within or outside the city, applicant shall obtain a moving permit from the city. The
fee for the permit is $10.00 and shall state when and where the manufactured home is to be
moved.
This is in conflict with Chapter 14, Article III Section 14-88.
The section should read:
When moving a previously permitted manufactured home under this article, the owner or
agent shall obtain a moving permit from the city.
WHEREAS, the duly elected governing authority of the City of Lyons, Georgia, is
empowered pursuant to O.C.G.A. Sec. 36-35-3(a) by the general assembly to adopt reasonable
ordinances relating to its property, affairs, and local government for which no provision has
been made by general law and which are not inconsistent with the Constitution or any Charter
provision applicable thereto;
WHEREAS, Chapter 14, Article III section 14-91 of the Code of Ordinances of the City of
Lyons relates to new and pre-owned manufactured homes, and the governing authority of the
City of Lyons desires to amend same by striking a portion of the section
BE IT ORDAINED, by the Mayor and Council of the City of Lyons, Georgia, and it is
hereby ordained by authority of the same, that any and all prior or current versions of Chapter
14, Article III section 14-91 of the code of ordinance of the City of Lyons, is hereby amended
and shall include the following language and read as follows:
When moving a previously permitted manufactured home under this article, the

GENERATION FARMS, LLC HAS REQUESTED TO ANNEX INTO THE CITY OF
LYONS PER THE 100 PERCENT ANNEXATION METHOD
WHEREAS, on May 12, 2022, the owners of property located at GA Hwy 178 (C40-014, C40014A C40-014C, C40-014H, C40-014Q, C40-014R, C40-014G, Lyons Georgia submitted a
petition to annex into the Corporate City Limits; and
WHEREAS, the approximately two hundred and nineteen acres of property is adjacent to
incorporate property; and
WHEREAS, O.C.G.A 36-36-51 allows for the annexation of properties through several methods;
and
WHEREAS, The owners of property located at GA Hwy 178 have made a petition to annex
following the one hundred percent method; and
WHEREAS, the annexation is consistent with the City of Lyons adopted annexation policies;
and
WHEREAS, the City of Lyons Council, having determined that the annexation of the hereafter
described property to the City of Lyons would be in the public interest and for the public welfare
and in the best interest of the City of Lyons and the Citizens thereof;
BE IT ORDAINED BY THE GOVERNING AUTHORITY OF THE CITY OF LYONS:
Section 1.
The City of Lyons Council hereby declares its intent to annex the property depicted in Exhibit A
attached hereto and by this reference incorporated herein as fully set forth.
Section 2.
The area is contiguous to the City of Lyons, as described in Appendix A, which is attached to
and incorporated as part of this action.
Section 3.
Upon annexation, the property described shall be subject to the City of Lyons Zoning and land
use designations which have been applied and determined as R-2 Multi Family Residential and
A-1 Agriculture as described in Appendix A, which is attached to and incorporated as part of this
action.

Section 4.
In accordance with the requirements of O.C.G.A 36-36-51, the specified number of voters
residing there in is declared at zero.

Section 5.
This ordinance shall become effective on August 9th 2022 .
Section 6.
The City Clerk of the City of Lyons is instructed to send a report that includes certified copies of
this ordinance, the name of the county in which the property being annexed is located and a
letter from the City stating the intent to add the annexed area to Census maps during the next
survey and stating that the survey map will be completed and returned to the Census Bureau,
Department of Community Affairs, and to the governing authority of Toombs County within
thirty (30) days after the effective date of the annexation as set forth above in Section 2.
Section 4.
All ordinances and parts of ordinances in conflict with this ordinance are repealed.

Re: Petition by Generation Fresh, LLC to Annex Two Properties
located in Unincorporated Toombs County into the City of Lyons
Dear Honorable City Commissioners for the City of Lyons:
Generation Fresh, LLC (“Generation”) is honored to request the annexation of two of its
unincorporated properties into ward three (3) of the City of Lyons (“City”). Specifically, the
two properties are: (1) parcel ID C40 014H (undeveloped) and parcel 40 014R (developed with
200 beds for H2A workers).
The reason for the request is to develop parcel ID C40 014H into an additional 200 beds for
H2A workers and avail the parcel of the City services and for parcel two to turn over the
water and sewage to City and also avail the parcel of the City’s services.
Generation understands that the requested annexation is an additional expense to the City.
However, Generation believes that the granting of the annexation will provide the City more
revenue than its expense; therefore benefiting the City’s annual budget.
Our Company
Our roots began in 1974 when a well know local family commenced its operations as Stanley
Farms (“Stanley”) growing the world’s best-known onions – the Vidalia Onions 1. In 2015,
Stanley received an offer it could not refuse from the Bill and Melinda Gates Foundation
(“Foundation”) and sold the company. The Foundation subsequently sold the company to
the Investment Corporation of Dubai’s (“ICD”) agriculture and food division. ICD now seeks
to make Generation the best in its class.

customer in the Vidalia off-season. We are truly a year-round home-grown company.

Our general manager (Michael Hively) is a member of the Onion Committee.
Our financial contribution
Vidalia season
A H2A weekly of approximately $412,000 or $10,712,000 for the Vidalia season.
A full-time employee weekly payroll of approximately $50,000 or $2,600,000 annually.
A H2A weekly payroll of approximately $247,000 in the off season or $6,422,000.
Total approximate yearly payroll of 19,734,000.
It is estimated that a wage earner will spend 50% of her/his earnings in the City in which it
works and lives. Accordingly, our employee payroll provides the City an estimated revenue
of $9,867,000.
In addition, we provide Toombs County approximately $95,000 annually in real estate
taxes.
We plan to build homes for an additional 200 beds in Parcel C 40 014H. The additional
revenue to the City because of the additional payroll would be approximately $5,356,000

which would give the City total revenue influx on a yearly basis of approximately
$15,223,000.
Conclusion
Accordingly, Generation respectfully requests the City to annex parcels ID C40 014H 40
014R so we can partner with the City a “place where families and businesses flourish” for
many years to come.
