Regular Meeting Minutes
Chairman Walker called the meeting to order at 6:00 pm and provided the invocation. The Board led the Pledge of
Allegiance. Commissioners Tarpley, Elsberry, Ivey, and Farmer were present. County Attorney Avery Jackson was also
present.

Commissioner Elsberry made a motion to approve the minutes as written. This was seconded by Commissioner Farmer,
and the motion carried 5-0.
Approval of Agenda
Commissioner Tarpley asked that an Executive Session be added as Item #7 to discuss legal concerns. Commissioner
Farmer made a motion to approve the agenda as amended. Commissioner Elsberry seconded the motion, and the
motion carried 5-0.
Participation on Agenda Items
Frances Coons addressed the commissioners in response to Item #5 (amended IGA) on the agenda. She stated that she’s
been attending the meetings and posting a summary on social media for others to see and has encouraged the citizens
to attend the meetings for themselves and get involved. She expressed how wonderful it was to see so many citizens
attending the meeting today. She continued that how would the BOC know what the citizens want if they don’t show up
and speak out on what they’d like to see happen. Ms. Coons stated she hopes the BOC has been listening and is
listening to what the citizens want in reference to the data center. She believes the BOC loves the County, and the
citizens who oppose the data center love the County too and want what’s best for their community.
Sharon Bell addressed the commissioners in response to item #5 (amended IGA) on the agenda. She stated that when
the district commissioner and chariman were soliciting her vote, she felt they were like minded with her views, and she
voted for them. She believed in the BOC then and still does. She doesn’t feel that the people in the room and county
want the data center. She stated that she doesn’t want the data center now but doesn’t know if she will change her
mind in six months or not. Ms. Bell stated that her opinion mattered when she was asked to vote for district
commissioner/chairman, and her opinion should matter now. She polled the audience on who was for or against the
data center and suggested that the topics be placed on the ballot to be voted on by the people. The issue is not about a
data center but how the people feel and what the people want. She asked that the BOC listen to what the people want.
Item #1 – Ambucare Contract – Vote
Commissioner Farmer made a motion to approve the Ambucare contract. Commissioner Tarpley expressed his
concern about the contract and feels that Ambucare went 23 years without an increase and suddenly wants to
renegotiate. Commissioner Tarpley feels Ambucare is trying to increase their business profits at the expense of
Haralson County. Commissioner Ivey seconded the motion, and the motion carried 4-1 with Commissioner
Tarpley voting against the contract.
Item #2 – Rezoning Request/Christopher A. Reynolds/RBW Service Group, LLC– Vote
Commissioner Farmer made a motion to approve the rezoning request. Commissioner Elsberry seconded the
motion, and the motion carried 5-0.
Item #3 – HCBOE Tax Levy Resolution – Vote
Commissioner Farmer made a motion to approve the tax levy resolution for the HCBOE. Commissioner Elsberry
seconded the motion, and the motion carried 4-1 with Commissioner Tarpley voting against the resolution.
Item #4 – Super Petroleum Annexation Request – Vote
Commissioner Farmer made a motion to approve the annexation resolution. Commissioner Tarpley expressed his
concern about the legitimacy of who the owner of the company is and that the group is not moving through the
process correctly given Super Petroleum has not filed the de-annexation request with Bremen yet. Ben Vaughn,
attorney for Super Petroleum, stated that the property is owned by Super Petroleum 140, Inc. and the Vice
President of the company, Don Leonard, was in attendance as a representative of the company. Mr. Vaughn
stated that Super Petroleum is moving through the process correctly. Commissioner Elsberry seconded the
motion, and the motion carried 4-1 with Commissioner Tarpley voting against the resolution for annexation.
Item #5 – Amendment to Intergovernmental Agreements with the Haralson County Development Authority
dated August 18, 2025, and January 20, 2026 – Vote
Commissioner Farmer made a motion to approve the amended IGA as presented. Commissioner Ivey seconded
the motion, and the motion carried 5-0.
Prior to the vote, there were several citizens who voiced their concerns about the lack of transparency with the
IGA. Commissioner Farmer stated that the amendment to the IGA is to expand the scope of the land uses to
include industrial and further stated that the Development Authority is tasked with selling the property. He also
stated that when the IGA was initially voted on in August of 2025 and January of 2026 that no one spoke out
against it then. The citizen sentiments were all similar in that they conveyed their concerns about what type of
industry will come into Haralson County.
Item #6 – Intergovernmental Agreement with Haralson County Development Authority Regarding Potential
Sale of Approximately 2.5 Acres Being Part of Parcel 00750032 – Vote
Chairman Walker explained to everyone where the property is located. Commissioner Farmer made a motion to
approve the IGA. Commissioner Ivey seconded the motion, and the motion carried 5-0.

Item #7 – Executive Session
Commissioner Farmer made a motion to move into executive session for the purpose of discussing legal
concerns. Commissioner Elsberry seconded the motion, and the motion carried 5-0.

motion, and the motion carried 5-0. Chairman Walker stated no action to be taken.

WORK SESSION MINUTES
Chairman Walker opened the work session at 6:00 pm. Commissioners Tarpley, Elsberry,
Ivey, and Farmer were in attendance along with County Attorney Avery Jackson.
Item #1 – Changing BOC Meetings to One Time a Month
Chairman Walker stated that he and a few other commissioners would like to change the
meeting schedule to one time a month and cited costs associated with having two
meetings. Moving to one time a month would decrease the time hourly staff would be
working. Commissioner Farmer stated that several surrounding counties also meet once a
month. Chairman Walker proposed the 3rd Tuesday of the month for the meeting and would
like to begin the work session at 4 pm with the regular meeting directly following the work
session. This item will be voted on at the October 6th meeting.
Item #2 – Road Abandonment Application/Fee
County Attorney, Avery Jackson, stated that the road abandonment process needs to be
streamlined and is lengthy and costly to the county. Terry Edwards, Public Works Director,
recently implemented an application to begin the process. The County incurs costs of
advertising for the public hearing, sending notices to the property owners bordering the
road in question, and the attorney costs for drafting and filing the quit claim deed. The
commissioners discussed what type of fee to charge, and Mr. Jackson stated $1000 - $2500
would be his suggestion. Commissioner Farmer proposed that the fee for 3 or less owners
be $1000, and 4 or more owners be $1500. This item will be voted on at the October 6th
meeting.
Item #3 – Rescue 1 Donation to Carroll County/Sell a Truck on GovDeals
Interim Fire Chief, Ryan Dobbs, addressed the commissioners with the request to donate
Rescue 1 (2005 Sutphen) to Carroll County. This truck was purchased with grant funds and
is not eligible to be sold, and Carroll County is willing to make the repairs necessary to put
it in service. Once operational, the truck will be available to Haralson County if needed.
The equipment has to go with the truck and is out of date. This item will be voted on at the
October 6th meeting.
Mr. Dobbs also presented the board with the request to sell Engine 45 (1996 Pierce) on
GovDeals. The truck has become costly with repairs and is more of a liability to the County.
This item will be voted on at the October 6th meeting.
Item #4 – Closing of Railroad Crossing on Richards Road/Bill Ploof Road Abandonment
Chairman Walker asked to remove the closing of the railroad crossing on Richards Road per
the family’s request. Commissioner Elsberry asked to add the item of Bill Ploof Road
Abandonment. Mr. Ploof addressed the commissioners stating that there’s a 600’ to 700’
portion of the road that he wants to close. The adjoining owner, Christy Powell, agrees the
road needs to be closed, as the road hasn’t been maintained by the County since 1997.
Chairman Walker stated that once the Road Abandonment Application/Fee have been
approved that he can start the process.
Item #5 – GIS Agreement
Chairman Walker stated that the State of Georgia requires that county governments have a
GIS system in place and asked Zachery Smith to provide an explanation to the
commissioners. Mr. Smith stated that his office was using Arc Desktop, but Arc Desktop
decided to discontinue supporting the desktop version, so an update is needed for the
County’s GIS software. Last year, The Assessor’s Office acquired 2 licenses from ARC
Online at the cost of $2,200 a license, but the data doesn’t belong to the County. Mr. Smith
also stated that he obtained a proposal from Eagle View which offers ortho view and
oblique imagery. Oblique imagery is optimal for the assessor’s office, but the cost would
be approximately $110,000 a month for the user subscription. Letel (next door to the BOC
office) has quoted a fly over rate of $130,000, and a subscription cost of $10,000 a month
for 50 user licenses throughout the county. Letel’s proposal will allow various users to
access and build the data needed for their department’s projects. The flyover footage will
also be available on QPublic for the citizens to access. Letel is offering a $30,000 discount
if the fly over fee is paid up front, and it is believed that the fee can be paid from SPLOST
funds. Bobby Mehan, Vice President of Business Development for Letel, addressed the
commissioners with a short introduction of how Letel has evolved and stated he is excited
to be partnering with the County on this project. Haralson County BOE has already
partnered with Leteligence where they’ve mapped out the inside structure of the schools to
hopefully have the necessary information if there was ever an active shooter on campus.
The County can also monetize this service by charging a fee for developers to access the
footage which could help to offset the overall costs of the service.
Item #6 – Proclamation for Sammy Robinson
Commissioner Ivey stated that Sammy Robinson does a great deal for the veterans of
Haralson County and deserves to be recognized for it. A proclamation will be read at the
October 6th meeting.
Item #7 – Maintenance for County Vehicles
Commissioner Elsberry stated he felt it was time for the County to develop its own
maintenance department to service the county vehicles and equipment. He believes a
substantial amount of money could be saved in labor alone. $136,000 has been spent so
far this year on fire department repairs, and $156,000 was spent last year from the Sheriff’s
budget for repairs on his fleet. The funding for the new department could come for each
maintenance budget across the county divisions, and the equipment could possibly be
purchased from SPLOST funds. Commissioner Elsberry stated he would continue to gather
information for the commissioners to make an educated decision.
Public Participation
Robert Gore asked the commissioners to clarify the voting portion of the one time a month
meeting option. Chairman Walker stated that if the meetings moved to one time a month
that anything being moved to the voting meeting would appear on the following month’s
agenda for a vote. Mr. Gore stated that he loved Commissioner Elsberry’s idea to create a
maintenance department and asked about tracking repairs, and Commissioner Elsberry
stated that it would be tracked through the maintenance department but tracked via each
department which will allow the County to determine if a vehicle’s maintenance costs
exceed its viability. Mr. Gore also asked the commissioners to assist him with getting
information about Flock Cameras. He feels that the commissioners represent the citizens
of the County and asked if they could arrange a meeting with the Sheriff’s Office, so the
citizens of the County can ask questions about the camera system.
Janice Daniel stated that she is a 74 year resident of Haralson County and has worked for
the STAR News since January. She’s been covering the surrounding counties as well and
provided the work session/voting meeting schedules. She asked where the summary or
commentary for items coming up for a vote, and the one-liners on the agenda with no
supporting documentation to understand what’s being voted on. She stated that she asked
Avery Jackson, County Attorney, about the Sunshine Law/Georgia Open Meetings Act, and
he stated it’s not a law to provide the documentation. She stated that Haralson County is a
rather informal group and doesn’t adhere to proper protocols and cited that when someone
comes to the podium to speak, they are supposed to state their name clearly, and if it’s a
difficult name then they should spell it. Ms. Daniel asked the commissioners to provide the
documentation to the Clerk, Julia Watson, to attach it to the packet which would include
items handed out during the meeting. Ms. Daniel stated that in the previous meeting, some
citizens accused the commissioners of not being transparent, and she asked the group to
include any supporting documentation that’s available for an upcoming meeting.
Chairman Walker responded that the Clerk provides the supporting documentation when
available. He also stated that the BOC meeting room has received $14,000 worth of
upgrades recently to try and make the meeting experience better, and the County is now
using YouTube to stream the meetings to hopefully allow more citizens to attend virtually.
Chairman Walker assured Ms. Daniel that the commissioners have nothing to hide and
want to be transparent with the citizens of Haralson County.

Proclamation for Sammy Robinson
HARALSON COUNTY
BOARD OF COMMISSIONERS
PROCLAMATION
By Executive Order
WHEREAS, Sammy Robinson is a proud son of Haralson County and a resident of the City
of Tallapoosa, who has contributed to the economic growth and social well-being of the community
through his work as a business owner, as a county commissioner, as a supervisor of county
probationers, and as the president of local non-profit group; and
WHEREAS, Sammy Robinson served in the United States Army and was deployed for active
combat duty in Vietnam; and
WHEREAS, Upon returning to the United States, Sammy Robinson founded the Haralson
County Veteran’s Association as a way to instill pride in the community and to both acknowledge
the service of veterans and to memorialize those who gave their lives to our country; and
WHEREAS, Sammy Robinson and the Haralson County Veteran’s Association have worked
tirelessly to build and secure funding for the League/Lowe Medal of Honor Park, Helton Howland
Park, and the West Georgia Military Museum & Education Center; and
WHEREAS, Sammy Robinson led the effort to establish the JROTC program at Haralson
County High School to teach students about leadership, citizenship, and personal responsibility,
as well as to provide a pathway into military service; and
WHEREAS, Sammy Robinson and the Haralson County Veteran’s Association organize
events throughout the year including the Patriot Run and the Freedom Ride to highlight, support,
and fundraise for veterans and members of the armed forces, and
WHEREAS, The Haralson County Board of Commissioners finds these efforts to be
commendable and would like to honor and recognize Sammy Robinson for his devotion to service;
THEREFORE, BE IT RESOLVED, that the Haralson County Board of Commissioners wishes
to convey official recognition by way of this proclamation to Sammy Robinson in honor of his
meritorious service to our country and to his dedication to recognizing and supporting military
veterans throughout Haralson County.

RETIRED EDUCATORS DAY
PROCLAMATION
WHEREAS: The Governor of the State of Georgia has proclaimed the day of Sunday,
November 1, 2026, as Retired Educators Day in Georgia; and
WHEREAS: There are more than 150,000 retired educators in Georgia, 34,000
plus of whom are members of the Georgia Retired Educators Association; and
WHEREAS: The retired educators of Georgia donate thousands of hours of
volunteer service and make invaluable contributions to the welfare of their
respective communities across the state; and
WHEREAS: It is appropriate that a day be designated for citizens to express their
appreciation for the contributions that retired educators have made and continue
to make for the betterment of human lives and for society; and
WHEREAS: Local churches will recognize those lasting contributions made by
retired educators in this community; Haralson County Board of Commissioners
recognizes these individuals for their time and commitment, and encourages the
citizens to express their gratitude for the work done by retired educators; now
THEREFORE: The Haralson County Board of Commissioners do hereby proclaim
the day of November 1, 2026, as “RETIRED EDUCATORS DAY,” and they call upon
the citizens of Haralson County to observe that day in an appropriate manner
honoring retired educators.

Changing BOC Meetings to One Time a Month
At the September 15th work session, the commissioners discussed changing
the frequency of the board meetings to one time a month. Chairman Walker
recommended the 3rd Tuesday of each month and to begin the work session at
4:00 pm with the regular meeting immediately following the conclusion of the
work session.

Road Abandonment Application/Fee
HARALSON COUNTY ABANDONMENT OF
RIGHT-OF-WAY AND/OR ROAD APPLICATION
Below are instructions for filing a Petition for Abandonment of Right-of-Way and/or Closing
of a Road within the unincorporated area of Haralson County, Georgia. Any Applicant who wishes
to petition the County to abandon a portion of right-of-way, the abandonment of any rights is
governed by O.C.G.A. § 32-7-2(b) and will require the following:
1. Completion of an Affidavit and Indemnity Agreement in substantial conformity with the form
attached hereto.
2. Copy of the Applicant's vesting deed.
3. Written consent using the attached form of any other landowner that the road or right-ofway touches, including landowners with property that adjoins a portion of the road that will
not be abandoned.
4. A survey showing the exact dimensions of the right-of-way or road you are requesting to
be abandoned.
5. Payment of a non-refundable $_______ processing fee.
Fee schedule: 3 or fewer owners/$1000, 4 or more owners/$1500.

PURSUANT TO O.C.G.A. § 32-7-2(b)(1)

known as “Applicant,” and makes the following affidavit in application to the Haralson County,
Georgia. All facts contained herein are made under oath, to the best of knowledge and belief,
notarized and the Applicant, having been duly sworn under oath, states as follows:

Applicant is the owner of the property set forth in the attached vesting deed (attach current
deed). Applicant is the sole owner of all property which touches the proposed right-of-way or
road sought to be abandoned or Applicant has obtained the written consent of all adjoining property
owners, who are also identified on the attachment.

Applicant is requesting that any claim held by the Haralson County, Georgia relating
to the following road and/or right-of-way,
(describe road or right-of-way location here), as shown on
the attached survey, and Applicant is requesting any interest be quit-claimed and/or abandoned
for the following reasons (describe in detail why the road and/or right-of-way is serving no
substantial public purpose and/or any current use of said road or right-of-way and describe why
it would be in the best public interest to grant this petition. Attach additional pages if necessary):

In the event the right-of-way is abandoned by Haralson County, Georgia, such abandonment
will not adversely affect any party in the immediate surrounding area and Applicant states under
oath that Applicant knows of no party who would be left landlocked or in a hardship condition in the
event that said right-of-way is abandoned by Haralson County, Georgia.

Applicant hereby agrees to hold Haralson County, Georgia, harmless from any and all
responsibility, liability or damage of any type whatsoever regarding the abandonment of the County’s

It is understood by the Applicant that Applicant is not
entitled to any abandonment by Haralson County of any claim to right-of-way of
________________________________(right-of-way and/or road name or location) as an
absolute matter of right, but only upon the terms and conditions approved by the Haralson County
Board of Commissioners. The County Board of Commissioners may elect to take any action, or no
action, it deems appropriate on this Application and the final decision will be made by the
Haralson County Board of Commissioners.

In the event the abandonment is granted, Applicant consents to the following:
a. The County shall not be required to reinstall, construct, or otherwise expend County
funds to improve the subject abandoned right-of-way;
b. Delivery of emergency services, such as fire and law enforcement, might be delayed;
c. Rates for the homeowner's fire insurance might increase, and such change is beyond the
control of the County;
d. School bus route and drop-off/pick-up locations might change and be less convenient for
the undersigned; and/or
e. Development guidelines and requirements for the property of the undersigned might be
affected, including without limitation that a lot split might not be allowed due to the
amount of frontage on a public road required.

Applicant shows that, if the abandonment is granted, Applicant’s proposed use of the
captioned property after the abandonment is as follows (describe proposed use in detail):

In the event of abandonment of the subject claim to right-of-way or other interest, and
if applicable, Haralson County specifically retains any and all easements for purposes other than
those quit-claimed which may exist over, under, through, or across the subject right-of-way. Any
release of private easement rights or easement rights other than those of Haralson County, i.e.
Haralson County Water Authority and utility companies, must be released by that easement holder.

Applicant shall submit with this document a fee of one hundred dollars ($100.00) for the
processing of this application, and has attached a copy of the owner’s vesting deed, the survey of
the proposed abandonment, a completed boundary survey, a legal description and the development
plans for the Site. ( Attach documents).

Applicant agrees that a material misrepresentation or inaccuracy, either intentional or
accidental, made by Applicant in this application of procedure shall authorize the County to
terminate the processing of this Application or, if such shall be discovered after this Application
has been approved by the Haralson County Board of Commissioners, then such approval shall be
subject to revocation by the County Board of Commissioners.

The undersigned has reviewed a copy of the attached Affidavit and Indemnity Agreement to
Accompany Application tor Abandonment of Right-of-Way filed by __________________

The undersigned certify that they own property adjoining said right-of-way or road and hereby
consent to said application for abandonment and agree to the following:

The undersigned hereby agree to hold Haralson County, Georgia, harmless from any and
all responsibility, liability or damage of any type whatsoever regarding the abandonment of the
County’s interest in the road and right-of-way known as: _________________________________
(right-of-way and/or road name or location).
The Undersigned agree the abandonment is
not an absolute matter of right, but only upon the terms and conditions approved by the Haralson
County Board of Commissioners. The County Board of Commissioners may elect to take any
action, or no action, it deems appropriate on the Application and the final decision will be made
by the Haralson County Board of Commissioners.
2.
In the event the abandonment is granted, the Undersigned consent to the following:
a.
The County shall not be required to reinstall, construct, or otherwise expend County funds
to improve the subject abandoned right-of-way;
b.
Delivery of emergency services, such as fire and law enforcement, might be delayed;
c.
Rates for the homeowner's fire insurance might increase, and such change is beyond the
control of the County;
d.
School bus route and drop-off/pick-up locations might change and be less convenient for
the undersigned; and/or
e.
Development guidelines and requirements for the property of the undersigned might be
affected, including without limitation that a lot split might not be allowed due to the amount of
frontage on a public road required.
3.
In the event of abandonment of the subject claim to right-of-way or other interest, and
if applicable, Haralson County specifically retains any and all easements for purposes other
than those quit-claimed which may exist over, under, through, or across the subject right-of-way.
Any release of private easement rights or easement rights other than those of Haralson County,
i.e. Haralson County Water Authority and utility companies, must be released by that easement
holder.

REF: COUNTY ENTERPRISE GIS – EXECUTIVE SUMMARY
To the Haralson County Board of Commissioners:
Haralson County stakeholders, together with an innovative Haralson County-based business, have identified a
strategic partnership opportunity to develop an Enterprise Geographic Information System (GIS) and Asset
Management Platform for the County.
Simply put, the vision is to create “one smart map” that helps the County manage its property and
infrastructure, maintain accurate and accessible tax-related information, improve operational efficiency,
support economic development, and potentially generate new revenue from County data.
The proposed technology stack is designed to provide visibility and connectivity across County departments
and affiliated organizations, including Solid Waste, the Water Authority, Public Works/Road Department, Tax
Assessors, Public Safety, the School System, Chamber of Commerce, Development Authority, Planning and
Zoning, and any other end users the County determines would benefit from the platform.
More importantly, there is a demonstrable return-on-investment opportunity that can be realized by
deploying the Leteligence platform at an enterprise level across Haralson County. Below are several examples
of opportunities that could be evaluated and potentially leveraged:

1 · WATER INFRASTRUCTURE & ASSET MANAGEMENT
Under Georgia EPD’s Rule 391-3-5-.04(11), effective January 1, 2024, certain new community water systems
serving more than 3,300 people are required to submit an Asset Management Plan prior to receiving an
operating permit.
A centralized GIS and Asset Management Platform can help the County and its water-related entities
inventory, document, monitor, and manage critical infrastructure while establishing a centralized source of
truth for future planning, compliance, maintenance, and capital investment decisions.

2 · SOLID WASTE REVENUE OPPORTUNITY
With the planned closure of the Construction and Demolition (C&D) cell within the Solid Waste Department,
the County is potentially foregoing more than $150,000 in annual gross revenue.
An enterprise GIS and asset management strategy provides an opportunity to identify, evaluate, and
potentially monetize other County-owned assets, data, services, and information resources that may create
new sources of revenue.

Georgia Code § 48-5-205 provides requirements concerning the preparation of county tax digests and
compliance with directives issued by the Georgia Department of Revenue.
The statute also provides for potential forfeiture of a portion of an official's commissions in circumstances
involving failure to properly prepare the digest or comply with applicable Department of Revenue
requirements.
A centralized GIS platform can provide the Tax Assessors' Office with an additional tool to help identify
property, parcel, structure, and other geographic information; reconcile discrepancies; improve data
accuracy; and support more efficient assessment and review processes.
4 · COUNTY DATA MARKETPLACE & REVENUE GENERATION
Another significant opportunity is the creation of a County GIS and Asset Management Data Marketplace,
through which authorized County data and information could potentially be made available for procurement
by businesses, developers, engineering firms, consultants, researchers, and other qualified users.
Rather than allowing valuable County data to remain underutilized, the County could unlock a structured
framework for determining:
— What data can appropriately be made available;
— What information can be monetized;
— Appropriate pricing and licensing structures;
— Which datasets should remain publicly accessible at no cost;
— Which datasets require enhanced processing or specialized access; and
— How resulting revenue could be shared or reinvested for the benefit of the County.
This creates the potential for the County's GIS and institutional knowledge to become not only an operational
resource, but also a revenue-generating economic asset.

6 · REQUESTED NEXT STEP
In closing, our request is that Haralson County approve the County and Letelmetrics, LLC working together in
good faith to develop a mutually beneficial Master Services Agreement outlining the scope, responsibilities,
implementation framework, and commercial terms of the partnership.
As part of that agreement, we propose exploring a revenue-sharing model for net-new revenue generated
through the GIS and Asset Management Data Marketplace hosted and supported by Leteligence, creating an
opportunity for both parties to benefit from the successful commercialization of eligible County data and
assets.
We believe this partnership has the potential to position Haralson County at the forefront of local
government technology, asset management, data utilization, and economic development — while creating
measurable operational and financial value for the County and its citizens.

Prepayment option. If the County pays the one-time capture fee in full up front at execution, the capture fee
is reduced from $130,000 to $100,000 — a saving of $30,000. On that option the 24-month contract value is
$340,000 ($100,000 + 24 × $10,000).
Government Enterprise rate. LETEL's standard commercial rate for an equivalent departmental subscription is $3,000 per month
per business unit.
3 · FEES, PAYMENT AND BILLING
— Term. 24 months from the Effective Date, subject to annual appropriation. This is a multiyear contract
under O.C.G.A. § 36-60-13: it terminates absolutely at the close of each County fiscal year unless the
Board of Commissioners appropriates funds and renews it for the following year, and the County's
obligation in any fiscal year is limited to the amount appropriated for that year.
— Capture fee. 50% of the capture fee due at execution. The balance is invoiced monthly and begins once
50% of the County has been delivered.
— Prepayment option. If the County pays the capture fee in full at execution, the capture fee is $100,000
rather than $130,000 — a saving of $30,000. This option is available only on payment in full at execution;
it does not apply to any partial or staged prepayment.
— Platform. $10,000 per month, invoiced monthly, beginning January 1st, 2027.
— Late payment. Interest on late payment, if any, is limited to what Georgia law permits a county to pay.
LETEL charges no other late fee.
— Non-appropriation. The County's obligations under this Agreement are payable solely from funds
appropriated for that purpose by the Board of Commissioners for the then-current fiscal year. If the
Board does not appropriate sufficient funds for any fiscal year, or reduces or rescinds an appropriation,
this Agreement terminates automatically and absolutely at the close of the fiscal year for which funds
were appropriated, without action by the County and without notice, penalty, termination charge,
acceleration or damages of any kind. On such termination the County pays only for deliverables actually
accepted and services actually performed before the termination date, and only to the extent funds were
appropriated; no unpaid balance of the capture fee or of any later subscription period is payable. The
County may procure the same or substantially similar services from any other provider at any time, and
LETEL waives any claim of non-substitution, exclusivity, right of first refusal or preference.

— Execution date. This pricing is offered on the basis that the Agreement is signed on October 6, 2026.
4 · SCOPE — WHAT IS INCLUDED
— County-wide aerial data capture across the full County (approximately 305 square miles) at one-inch
(2.54 cm) ground sample distance.
— Orthomosaic imagery and 2-ft contours derived from the capture.
— Full Leteligence platform access for up to 50 named users, across every participating department.
— Hosting, living-map maintenance, and version history for the term.
— Onboarding and training for three (3) designated County super-users.
— Complete data export in standard formats (SHP / DWG / LAS / CSV) at any time, at no additional charge.
5 · SCOPE — WHAT IS NOT INCLUDED
— Oblique (angled-view) imagery. Not captured and not included at any tier.
— Classified point-cloud delivery beyond the standard export.
— Planimetric feature extraction, handheld ground capture, and physical asset marking — available at the
per-unit rates in Section 7, or quoted on scope where Section 7 says so.
— Any RLS-stamped document. No RLS stamp is required or provided.
— Design, permitting, or sealed construction drawings.
6 · SCHEDULE AND DELIVERY
— Capture. Approximately 3–4 months of flying, weather and airspace permitting.
— Processing. Approximately 3–4 months following capture. Total dataset approximately 4 TB.
— Phasing. Delivery is phased by area. The County selects the starting area; the Water Authority and Tax
Assessors are proposed first.
— Accuracy. Positional accuracy is assessed and reported in accordance with the ASPRS Positional Accuracy
Standards for Digital Geospatial Data (current edition), as RMSE and non-vegetated vertical accuracy at
the 95% confidence level, tested against independent checkpoints. Typical absolute accuracy for the
county-wide aerial capture is 2–5 cm, and better than 5 cm for handheld ground capture, under normal
conditions and with adequate ground control. LETEL delivers the accuracy assessment report with each
county-wide dataset; the report supersedes any typical figure stated here.
— Ground control. All capture is referenced to ground control established by RTK GNSS and tied to
published National Geodetic Survey control or a real-time correction network. Control occupations are
logged and retained. Checkpoints used for accuracy assessment are independent of the control used in
processing.
— Datum. NAD83(2011), Georgia West State Plane (US survey foot); NAVD88 via GEOID18.
— Platform availability. 99.5% target availability.

8 · SUPPORT MODEL
The County designates two (2) super-users. They receive full onboarding and are the County's route to LETEL
support for the term. This keeps response times short and accountability clear on both sides. Additional
named users have full platform access within the 50-user allowance.
9 · ONE MAP, EVERY DEPARTMENT
Each department keeps its own records and its own authority. What changes is that they are all reading the same map.
10 · DATA OWNERSHIP AND GOVERNANCE
— The County owns its data. All imagery, records, and derived layers produced under this agreement are
the property of the County.

LETEL provides a Data Collection Service. It does not replace any licensed professional the County already retains.
12 · QUALIFICATIONS
— Owner to verify data. No RLS stamp required or provided.
— Capture schedules are subject to weather, airspace authorization, and FAA restrictions outside LETEL's
control.
— Anything not stated in this proposal is not in scope and is added only by written change order.

This Master Services Agreement (the “MSA”) sets the terms under which LETEL delivers the County-Wide
Enterprise GIS program described in the accompanying Proposal. It is approved once by the Board of
Commissioners and governs every participating County business unit. Fees, term, billing and scope are stated
in the Proposal and are not repeated here.
1. STRUCTURE — ONE APPROVAL, EVERY DEPARTMENT
— One approval. This MSA is approved once by the Board of Commissioners and applies to every
participating County business unit — department, authority, division, board, and affiliated governmental
unit. No separate agreement or signature is required from any unit.
— Participation. A unit joins by written notice from its authorized representative identifying its service area,
its authorized users, and its point of contact. Participation adds no fee beyond the county-wide
subscription stated in the Proposal.
— Existing agreements. Haralson County Water Authority Statement of Work No. 001 continues under its
own terms. The Water Authority, the Board of Education, the Development Authority and any other
separate legal entity becomes a participating unit only by signing its own joinder, executed by its own
authorized officer. Nothing here amends or supersedes a contract this Board did not sign.
— Order of precedence. (1) this MSA; (2) the Confidentiality, Trade Secrets and Data Handling Exhibit,
which controls on the subjects of confidentiality, trade secrets and data handling; (3) the Proposal; (4)
any executed written change order. A later-dated change order controls over earlier documents on the
point it addresses. No document between the parties controls the County's obligations under the
Georgia Open Records Act or the Georgia Records Act; those are governed solely by statute.
2. SERVICES
— What LETEL provides. LETEL (Letelmetrics, LLC) is the sole contracting party under this Agreement and is
responsible for all performance, including work performed by its affiliate Leteligence, LLC. LETEL provides
county-wide aerial data collection and delivers the Leteligence living-map platform to the County under
license from Leteligence, LLC. The County contracts with, invoices through, and looks to LETEL alone. No
separate agreement with Leteligence, LLC is required and the County has no obligation to it.

— Equipment and operations. LETEL operates all equipment and coordinates all flights. No hardware,
drone program, software installation, or GIS staff is required from the County.
— Specifications. Deliverables, imagery resolution, accuracy standard, ground control method and datum
are stated in the Proposal and form part of this Agreement.
— Changes. Work outside the stated scope proceeds only on a written change order signed before the work
begins, at the per-unit rates in the Proposal.
3. FEES, PAYMENT AND BILLING
— Fees. Fees, the billing schedule and payment terms are as stated in the Proposal. Terms are Net 30.
— Late payment. Net 30 from receipt of a correct invoice. Interest on late payment, if any, is limited to
what Georgia law permits a county to pay.
— Advanced fees. Municipal or regulatory submittal fees advanced by LETEL are billed with a 10%
administrative markup.
— Non-appropriation. The County's obligations under this Agreement are payable solely from funds
appropriated for that purpose by the Board of Commissioners for the then-current fiscal year. If the
Board does not appropriate sufficient funds for any fiscal year, or reduces or rescinds an appropriation,
this Agreement terminates automatically and absolutely at the close of the fiscal year for which funds
were appropriated, without action by the County and without notice, penalty, termination charge,
acceleration or damages of any kind. On such termination the County pays only for deliverables accepted
and services actually performed before the termination date, and only to the extent funds were
appropriated; no unpaid balance of the capture fee or of any later subscription period is payable. The
County may procure the same or substantially similar services from any other provider at any time, and
LETEL waives any claim of non-substitution, exclusivity, right of first refusal or preference.
4. SERVICE LEVELS
— Platform availability. Leteligence targets 99.5% monthly platform availability, excluding scheduled
maintenance performed outside normal business hours with advance notice where practical, force
majeure, and failures of networks or systems outside LETEL's control.
— Support. Monday to Friday, 8:00 AM – 5:00 PM ET, by phone and email, through the County's designated
super-users. LETEL targets a response within one (1) business day.
— Capture. Flights are scheduled with County staff at least two (2) weeks in advance. Capture is subject to
weather, FAA airspace authorization, and site readiness; weather-missed windows are rescheduled
promptly.
— Nature of these targets. These are performance targets, not warranties. LETEL's obligation for a missed
target is to use commercially reasonable efforts to cure.
5. DATA OWNERSHIP AND GOVERNANCE
— The County owns its data. All imagery, elevation data, records and derived layers produced under this
Agreement are the property of the County.
— Use limited to service delivery. LETEL and Leteligence use County data solely to provide the services. It is
not sold, shared with third parties, or used to train external models.

— Open records. The County is subject to the Georgia Open Records Act. Nothing in this Agreement limits
those obligations. Confidentiality and trade secret handling are governed by the Exhibit that follows.
— Export. A complete export in standard formats (SHP / DWG / LAS / CSV) is provided at any time on
request and on termination, at no additional charge.
— Instruments of service. Work product not yet paid for remains LETEL's property for licensing purposes
only. LETEL holds County Data and work product in its custody as custodian for the County, produces any
of it to the County within two business days of written request regardless of any unpaid invoice or
dispute, and asserts no lien, retention right or set-off against County Data or against any record the
County needs to meet its obligations under the Georgia Open Records Act.
6. SITE ACCESS AND SCHEDULING
— Access. The County provides safe access to its facilities and rights-of-way for LETEL crews and equipment.
— Coordination. Flight schedules are coordinated with County staff. Lead times are subject to weather and
site readiness.
7. TERM AND RENEWAL
— Term. This Agreement is a multiyear contract under O.C.G.A. § 36-60-13. It begins on the Effective Date
and terminates absolutely at the close of the County's then-current fiscal year unless, before that date,
the Board of Commissioners takes positive action to renew it for the succeeding fiscal year. The 24month commercial term stated in the Proposal is the parties' intent and is achieved through those annual
renewals. No obligation of the County under this Agreement is a debt or a pledge of the County's full
faith, credit or taxing power.
— Termination for convenience. The County may terminate this Agreement, in whole or as to any
participating unit, for any reason on thirty (30) days' written notice. On such termination the County pays
for deliverables accepted and services performed through the termination date and owes nothing
further; no termination charge, penalty or acceleration applies. LETEL may terminate only for the
County's uncured material breach after sixty (60) days' written notice.
— Effect of termination. Termination does not affect the County's ownership of its data or its right to a
complete export at no additional charge.
8. EXCLUSIONS
— Not included. Boundary determination, geotechnical data collection, construction staking, land
disturbance permitting, and sealed engineering are not included. No RLS-stamped deliverable is required
or provided.
— Professional judgement. The platform is not a substitute for the licensed engineering or landmeasurement professionals the County already retains.
9. INSURANCE AND COMPLIANCE
— Insurance. Before mobilization and for the term, LETEL maintains, at its own cost: commercial general
liability of not less than $1,000,000 per occurrence / $2,000,000 aggregate, with unmanned-aircraft
(aviation) liability included under that policy by endorsement; a lead umbrella of $2,000,000 and an

excess umbrella of $3,000,000 sitting over the general liability and unmanned-aircraft coverage, bringing
total available limits to $7,000,000 in the aggregate; automobile liability of $1,000,000 combined single
limit; workers' compensation at statutory limits; and professional liability (errors and omissions) in the
amount shown on the certificate. The County is named an additional insured on the general liability and
automobile policies for LETEL's operations under this Agreement. LETEL furnishes certificates before the
first flight and on each renewal and gives the County thirty (30) days' written notice of cancellation or
material reduction. Georgia law limits the wording an insurer may add to a certificate of insurance;
where the County requires specific wording, LETEL will provide the underlying policy or endorsement
evidencing it.
— Compliance. LETEL participates in the federal work authorization program known as E-Verify in
accordance with O.C.G.A. § 13-10-91, and delivers the notarized Contractor Affidavit at Annex 2 to the
County as a condition precedent to execution. LETEL obtains an equivalent notarized affidavit from each
subcontractor performing physical services before that subcontractor begins work and delivers a copy to
the County within five business days. LETEL certifies a drug-free workplace as required by O.C.G.A. § 5024-3. LETEL and each remote pilot in command holds a current FAA Part 107 certificate, and LETEL
obtains every airspace authorization or waiver a flight requires.
10. WARRANTIES AND LIABILITY
— Standard of performance. Services are performed in a good and workmanlike manner consistent with
industry standards.
— Indemnity by LETEL. LETEL will defend, indemnify and hold harmless the County, its officers, employees
and agents from third-party claims for bodily injury, death or damage to tangible property, and for any
civil penalty or attorney's fees awarded against the County under O.C.G.A. §§ 50-18-73 or 50-18-74
because the County withheld or delayed a record in reliance on a LETEL designation, in each case to the
extent caused by the negligent or willful act or omission of LETEL, its employees, its subcontractors, or its
flight operations. LETEL's obligation is reduced in proportion to any negligence of the County.
— What the indemnity does not cover. It does not extend to any claim arising from the County's use of a
deliverable for a purpose outside the scope stated in the Proposal; from a boundary, property-line or
design decision, which this Agreement expressly excludes; from data the County or a third party
supplied; from any determination, assessment or enforcement action the County makes using platform
output; or from the County's own negligence or willful misconduct.
— No indemnity from the County. The County gives no indemnity and assumes no defense obligation. Each
party is responsible for the acts and omissions of its own personnel to the extent Georgia law provides.
Nothing in this Section waives, limits or affects the County's sovereign immunity.
— Limitation. EXCEPT FOR LETEL'S OBLIGATIONS UNDER THE INDEMNITY ABOVE, UNDER THE
CONFIDENTIALITY, TRADE SECRETS AND DATA HANDLING EXHIBIT, AND FOR LOSS COVERED BY THE
INSURANCE REQUIRED ABOVE, LETEL'S AGGREGATE LIABILITY SHALL NOT EXCEED THE FEES PAID BY THE
COUNTY IN THE TWELVE (12) MONTHS PRECEDING THE CLAIM. NEITHER PARTY IS LIABLE FOR INDIRECT
OR CONSEQUENTIAL DAMAGES.
— Sovereign immunity. Nothing in this Agreement waives, limits, or is intended to affect the County's
sovereign immunity, and no provision creates an obligation on the County beyond funds lawfully
appropriated.

— Assignment and severability. Neither party may assign without written consent. Electronic signatures
are binding. If any provision is unenforceable, the remainder continues in force.

1. PURPOSE AND COUNTY-WIDE APPLICATION
This Exhibit sets the confidentiality, trade secret and data handling terms for the entire relationship between
Haralson County, Georgia (the “County”) and Letelmetrics, LLC, doing business as LETEL (“LETEL”), the sole
contracting party, which is responsible for its affiliate Leteligence, LLC. It attaches to and forms part of the
County-Wide Enterprise GIS Agreement.
— One approval, all units. A single approval by the Board of Commissioners applies this Exhibit to Haralson
County and to every department, office and division under the Board's governing authority. A separate
legal entity — the Water Authority, the Board of Education, the Development Authority, or any nonCounty organization — becomes bound only by signing its own joinder. Each participating entity is a
separate agency under the Open Records Act and answers requests addressed to it independently.
— Existing units. The Haralson County Water Authority, the Board of Education, the Development Authority
and any other separate legal entity becomes bound by this Exhibit only on signing its own joinder.
Nothing in this Exhibit amends or supersedes Statement of Work No. 001 or any other contract the Board
of Commissioners did not sign.
— Prior exchanges. This Exhibit applies from the Effective Date forward. Material delivered to the County
before that date was delivered without a conforming affidavit under O.C.G.A. § 50-18-72(a)(34), is not
exempt on that ground, and may be produced by the County without notice to LETEL and without liability
to LETEL.
— Order of precedence. Where this Exhibit conflicts with any other document between the parties on the
subject of confidentiality, trade secrets or data handling, this Exhibit controls. No document between the
parties controls the County's obligations under the Georgia Open Records Act, O.C.G.A. § 50-18-70 et
seq., and any provision that conflicts with those obligations is void to the extent of the conflict.
2. DEFINITIONS
— “County Data” means all imagery, elevation data, contours, asset records, attribute data and derived
layers produced for the County or any County business unit under the Agreement, and all data the
County supplies to LETEL. County Data is and remains the property of the County.

— “LETEL Confidential Information” means the Leteligence platform source code, architecture and nonpublic technical implementation, the LETEL data collection methods and processing workflows, sensor
and flight configurations, calibration and quality-control procedures, and internal cost structure and rate
build-up — but not any price, rate or fee stated in the Proposal, this Agreement or any change order, all
of which are public records — and any material LETEL marks as confidential under Section 6 that also falls
within one of those categories. Marking alone does not make information confidential, and LETEL may
not expand these categories unilaterally. LETEL Confidential Information does not include County Data.
— “Trade Secret” means information meeting the definition in the Georgia Trade Secrets Act, Article 27 of
Chapter 1 of Title 10 of the Official Code of Georgia Annotated.
3. LETEL'S OBLIGATIONS REGARDING COUNTY DATA
— Limited use. LETEL uses County Data solely to deliver the services under the Agreement.
— No sale, no sharing, no external model training. LETEL does not sell County Data, license it, share it with
any third party, or use it to train any external or third-party artificial intelligence model. LETEL does not
use County Data to market to third parties.
— Hosting and access. County Data is hosted in the United States. Platform access is limited to users the
County authorizes in writing. Access logs are maintained and provided to the County on request.
— Security incidents. LETEL notifies the County in writing within three (3) business days of becoming aware
of any unauthorized access to or disclosure of County Data, and cooperates with the County's response
at LETEL's cost where LETEL caused it.
— Export and return. On termination or expiry, and at any time on request during the term, LETEL delivers
a complete export of County Data in standard formats (SHP / DWG / LAS / CSV) at no additional charge.
LETEL does not withhold County Data as leverage in any dispute.
— Survival. These obligations survive termination of the Agreement for so long as LETEL retains any County
Data.
4. THE COUNTY'S OBLIGATIONS REGARDING LETEL CONFIDENTIAL INFORMATION
Subject in every respect to Section 5, the County will not disclose LETEL Confidential Information outside the
County except to its officials, employees, attorneys, auditors and professional advisors who need it to
administer the Agreement, and will use it only to evaluate, administer and receive the services. The County
will use the same care it applies to its own sensitive commercial information, and no less than reasonable
care.
These obligations do not apply to information that is or becomes public through no act of the County, that
the County already held without a duty of confidence, that the County develops independently, or that the
County receives from a third party free to disclose it.
5. GEORGIA OPEN RECORDS ACT CONTROLS
Nothing in this Exhibit limits, waives or overrides the County's obligations under the Georgia Open Records
Act, O.C.G.A. § 50-18-70 et seq. The County does not agree to withhold any record the Act requires it to
produce, and no provision of this Exhibit may be read to require that. LETEL acknowledges that it is
contracting with a public body and accepts this as a condition of the Agreement.

— Notice. When the County becomes aware that a records request reaches material LETEL has designated
under Section 6, the County will use reasonable efforts to notify LETEL in writing. Notice is a courtesy.
The County's deadlines under O.C.G.A. § 50-18-71 run from its receipt of the request and are not
extended, tolled or conditioned by this Section, and a failure or delay in giving notice is not a breach and
creates no liability to LETEL.
— LETEL defends its own exemption. LETEL is solely responsible for asserting and defending any
exemption, at its own cost, including seeking a protective order. If LETEL does not act within the period
the Act allows, the County may release the material and incurs no liability to LETEL for doing so.
— No obligation on the County. LETEL will not ask the County to litigate, delay or refuse a records request
on LETEL's behalf.
6. TRADE SECRET DESIGNATION — HOW LETEL PROTECTS ITS OWN MATERIAL
Under O.C.G.A. § 50-18-72(a)(34), an entity submitting records containing trade secrets to a public agency
and wishing to keep them confidential must submit and attach to those records an affidavit affirmatively
declaring that specific information in the records constitutes trade secrets under Article 27 of Chapter 1 of
Title 10. The parties agree to the following procedure so that the exemption actually attaches.
— Marking at submission. LETEL marks each page or field it claims as a trade secret, identifying the specific
information claimed. A blanket marking across an entire document is not a designation.
— Affidavit at submission. LETEL submits a completed, sworn and notarized affidavit in the form of Annex
1, physically attached to and delivered at the same time as the records it covers, stating the date those
records were submitted. An affidavit delivered after a submission does not protect that submission;
LETEL's only remedy is to resubmit with a conforming affidavit. Material submitted without a conforming
affidavit is not exempt and the County will treat it as a public record.
— Good faith. LETEL will designate only what genuinely qualifies. Over-designation is a material breach of
this Exhibit. The County may disregard any designation it determines in good faith to be unsupported.
Where no records request is pending, the County will give LETEL ten (10) business days' written notice
first. Where a records request is pending, no notice period applies and nothing in this Section delays or
conditions the County's response under O.C.G.A. § 50-18-71.
— What LETEL will never designate. The existence and terms of the Agreement, the total contract value,
the County-wide capture fee, the monthly subscription fee, the term, the parties, and all County Data are
NOT designated and are NOT confidential. LETEL will not assert a trade secret claim over any of them.
7. NON-CIRCUMVENTION — NARROW, AND WHAT IT DOES NOT DO
During the term and for twelve (12) months after it ends, the County will not knowingly furnish LETEL
Confidential Information to a third party for the purpose of reproducing the Leteligence platform or LETEL's
proprietary processing workflows.
For the avoidance of doubt, this Section does not restrict the County from soliciting, evaluating, awarding or
performing any procurement for data collection, mapping, imagery, elevation data or geographic information
services from any provider, at any time, including during the term. It does not create exclusivity, a right of
first refusal, or any preference for LETEL. It does not restrict the County's use, publication or sharing of
County Data.

8. NON-SOLICITATION OF PERSONNEL
During the term and for twelve (12) months after it ends, neither party will knowingly solicit for employment
any employee of the other who was directly engaged in delivering or receiving the services. This does not
restrict general advertising, a public job posting, or the hiring of any person who responds to one, and it does
not apply to any person whose employment has already ended.
9. PERSONNEL, SCOPE AND STANDARDS
— LETEL personnel. LETEL personnel with access to County systems or facilities comply with the County's
reasonable security and site policies, and LETEL binds its employees and subcontractors to obligations no
less protective than this Exhibit.
— Scope of service. LETEL provides a Data Collection Service. Nothing in this Exhibit or the Agreement is a
boundary determination, and no RLS-stamped document is required or provided. The platform is not a
substitute for licensed engineering or land-measurement professionals.
10. TERM, REMEDIES AND GENERAL
— Term and survival. This Exhibit takes effect on the Effective Date of the Agreement and continues for
three (3) years after the Agreement ends. Obligations regarding a Trade Secret continue for so long as
the information remains a Trade Secret under Georgia law. Section 3 continues for so long as LETEL holds
any County Data.
— Remedies. Either party may seek injunctive relief for a breach of this Exhibit. There are no liquidated
damages. Nothing in this Exhibit waives, limits or is intended to affect the County's sovereign immunity,
and no provision creates an obligation on the County beyond funds lawfully appropriated.
— General. Governed by Georgia law, venue in Haralson County, Georgia. If any provision is unenforceable
the remainder continues in force. Electronic signatures are binding.
ACCEPTANCE
Executed as an Exhibit to the County-Wide Enterprise GIS Agreement. The County's signature below applies
this Exhibit to Haralson County and to every department, office and division under the Board's governing
authority. A separate legal entity becomes bound only by signing its own joinder.

I am requesting to donate the department’s 2005 Sutphen Heavy Rescue and Rescue trailer and
all associated equipment to Carroll County Fire Rescue.
The Rescue truck was originally acquired through a grant in the early 2000’s and has served
Haralson County well for many years. However, both the apparatus and the equipment have
exceeded their expected service life. Due to their age and condition, the vehicle requires
increasing maintenance and repairs, and much of the equipment is out of date.
Currently, the department does not have the financial resources necessary to properly repair,
maintain, staff, or replace this specialized rescue apparatus and its equipment. As a result,
these assets are no longer being utilized to their full potential and provide limited operational
value to the Haralson County Fire Department.
Additionally, because the rescue truck was originally obtained through a grant, it cannot be
sold by the department. Donating the apparatus to another public safety agency ensures the
vehicle continues to serve its intended purpose while remaining in compliance with the
conditions under which it was acquired.
Donating the Rescue truck, rescue trailer and all associated equipment to Carroll County Fire
Rescue will allow these assets to continue serving the public through an agency that has the
personnel, funding, and technical rescue program necessary to maintain and utilize them
effectively. This donation also eliminates the ongoing cost associated with maintaining
equipment that is no longer operationally sustainable for our department.
This request represents responsible stewardship of County assets while ensuring the
equipment continues to benefit the citizens of the surrounding region through mutual aid and
interagency agreements.

Subject: Request for Approval to sell Engine 45
I am requesting approval to declare Engine 45, a 1996 Pierce fire engine, as surplus and
authorize the Haralson County Fire Department to proceed with its sale in accordance with
County policy.
Engine 45 has reached an age and condition where continued investment in major repairs is no
longer financially practical. Maintenance records indicate that the apparatus has undergone
multiple major engine/motor repairs in previous years, demonstrating an ongoing history of
significant mechanical issues.
Currently, Engine 45 is once again in need of an engine rebuild. Based on the age of the
apparatus and the extent of the anticipated repairs, the cost of completing another engine
rebuild could potentially exceed the current value of the truck. Additionally, investing
substantial funds into a 30-year-old apparatus does not guarantee that other age-related
mechanical issues will not arise in the near future.
For these reasons, I believe it is in the best financial interest of Haralson County to discontinue
further major repairs to Engine 45, declare the apparatus surplus, and offer it for sale through
the County’s approved surplus property process.
I respectfully request approval to move forward with the sale of Engine 45.
