Adopt Resolution 2026-R-130, A Resolution of the City of Palatka, granting a reduction and release
of the lien assessed to 1411 S 15th Street Palatka, FL for the affordable housing home repair
project; authorizing the release of the lien which has been attached to the affected property; and
providing for scrivener’s errors.
b.
Adopt Resolution 2026-R-148; A Resolution authorizing the execution of an Memorandum of
Understanding between St. Johns Ship Building and the City of Palatka to supply firefighting crews
and/or a confined space rescue team at the St. Johns Ship Building facility.
c.
Adopt Resolution 2026-R-149; A resolution of the City Commission of the City of Palatka, Putnam
County, Florida, appointing members to the Palatka Housing Authority; and providing for an
effective date.
d.
Adopt Resolution 2026-R-150 A resolution formally requesting the Florida Department of
Transportation (FDOT) through the Florida Legislature to repurpose the funds from the 2026

Legislature for the Runway 9-27 Extension at the Palatka Municipal Airport, to notify FDOT of the
City’s intent to repurpose the funds, and to request repurposing the grant funds for Taxiway E or
other eligible Airport projects.

Adopt Resolution 2026-R-151, A Resolution of the City of Palatka, Florida, Establishing updated
Hangar Rental Rates at the Palatka Municipal Airport effective November 1, 2026; Providing for the
collection of such rates; Replacing Resolution 2023-R-222; and providing for correction of
scrivener's errors.

Adopt Resolution 2026-R-152: A Resolution of the City Commission of the City of Palatka, Florida,
authorizing a budget transfer of funds for the RC Willis Water Treatment Plant granulated activated
carbon project and providing for scrivener's errors.

Adopt Resolution 2026-R-153, A resolution of the City Commission of the City of Palatka, Florida,
amending the 2025-2026 budget for the USDA Community Facilities Grant Approved in 2026-R-101
$2,088,928, comprised of $1,566,600 grant award and $522,328 city required match for the
purchase of a fire engine and aerial ladder truck for the Palatka Fire Department; authorizing the
execution and delivery of a lease purchase agreement for $195,000 to fund part of the city match
requirement as it pertains to the purchase; authorizing the city manager or designee to execute all
necessary documents; providing for scrivener’s errors and providing for an effective date.
h.
Adopt Resolution 2026-R-154: A resolution of the City of Palatka, Florida entering into the
Brownfields Assessment Coalition Grant Memorandum of Understanding, to participate with the
Northeast Florida Regional Council and Nassau County in the Environmental Protection Agency
Grant, and providing for scrivener's errors.

Adopt Resolution 2026-R-155: A resolution of the City of Palatka, Florida, Accepting Amendment
#3 of the Florida Department of Environmental Protection Grant Agreement 25PLN18 for the
Palatka Comprehensive Vulerability Assessment Extending the Deadline to December 31, 2027, and
providing for scrivener's errors.

Adopt Resolution 2026-R-156: A resolution of the City of Palatka, Florida, accepting Amendment
#1 of the Florida Department of Transportation Grant Agreement PTGA G3T30 (FM# 441842-5-9401) for the construction of Taxiway E at Kay Larkin Airport (28J) increasing the award amount by
$699,999 to a total of $739,314 with no city match, and providing for scrivener's errors.

Adopt Resolution 2026-R-157: A resolution of the City of Palatka, Florida, accepting amendment #1
of the Florida Department of Transportation Grant agreement PTGA G3B18 (FM# 445880-1-94-01)
for the Acquisition of Land for Runway 9-27 at LT Kay Larkin Airport (28J) in the amount of
$500,000 with no city match and providing for scrivener's errors.

Adopt Resolution 2026-R-158: A resolution of the City of Palatka, Florida, accepting the Florida
Department of Transportation Grant Agreement PTGA 217074-2 (FM# 217074-2-94-01) for the
design and installation of security gates and cameras at Kay Larkin Airport (28J) in the amount of
$58,152 with city match of $14,548 and providing for scrivener's errors.

Adopt Resolution 2026-R-159: A resolution of the City of Palatka, Florida, accepting the Florida
Department Grant Agreement PTGA 44182-7 (FM# 44182-7-94-01) for the design and construction
of PAPIs and REIL Lighting at LT Kay Larkin Airport (28J) in the amount of $200,000 with city match
of $50,000 and providing for scrivener’s errors.

Adopt Resolution 2026-R-160 A Resolution of the City of Palatka, Florida, selecting the petroleum
liability restoration insurance program path for continued remediation of the port consolidated
site; authorizing termination of advanced cleanup agreement no. ac 538; authorizing the City
Manager or designee to coordinate with the Florida Department of Environmental Protection and
execute necessary documents; providing for severability; and providing an effective date.
