General Rules & Procedures for Public Participation at City of Boynton Beach Commission Meetings
The Agenda:
There is an official agenda for every meeting of the City Commissioners, which determines the order of business conducted at the meeting. The City Commission will not take action upon any matter, proposal, or item of business, which is not listed upon the official agenda, unless a majority of the Commission has first consented to the presentation for consideration and action.
Consent Agenda Items: These are items which the Commission does not need to discuss individually and which are voted on as a group.
Regular Agenda Items: These are items which the Commission will discuss individually in the order listed on the agenda.
Voice Vote: A voice vote by the Commission indicates approval of the agenda item. This can be by either a regular voice vote with "Ayes & Nays" or by a roll call vote.
Speaking at Commission Meetings:
The public is encouraged to offer comment to the Commission at their meetings during Public Hearings, Public Audience, and on any regular agenda item, as hereinafter described.
City Commission meetings are business meetings and, as such, the Commission retains the right to impose time limits on the discussion on an issue.
Public Hearings: Any citizen may speak on an official agenda item under the section entitled "Public Hearings."
Public Audience: Any citizen may be heard concerning any matter within the scope of the jurisdiction of the Commission - Time Limit - Three (3) Minutes.
Regular Agenda Items: Any citizen may speak on any official agenda item(s) listed on the agenda after a motion has been made and properly seconded, with the exception of Consent Agenda Items that have not been pulled for separate vote, reports, and presentations. - Time Limit - Three (3) Minutes.
Addressing the Commission: When addressing the Commission, please step up to either podium and state your name for the record.
Decorum: Any person who disrupts the meeting while addressing the Commission may be ordered by the presiding officer to cease further comments and/or to step down from the podium. Failure to discontinue comments or step down when so ordered shall be treated as a continuing disruption of the public meeting. An order by the presiding officer issued to control the decorum of the meeting is binding, unless over-ruled by the majority vote of the Commission members present.
Please turn off all cellular phones in the City Commission Chambers while the City Commission Meeting is in session.

Board Member Mr. Edwin Ferguson of District 7 will provide an update on education.
B. Announcement of Fall Festival
The City's annual Fall Festival will be held on Saturday, October 17, from 3:00 P.M. to 6:00 P.M. at Centennial Park located at 120 E. Ocean Avenue in Downtown Boynton Beach.
This year's event includes a kid zone, giveaways, food trucks, music, petting zoo and more. Community Greening will be onsite hosting a free tree giveaway for attendees while supplies last. For more information, log on to the Recreation and Parks Department's website at WeMakeLifeFun.com
C. Proclamation - Poverty Awareness Week
Proclaim October 19-25, 2026 as Poverty Awareness Week in the City of Boynton Beach. Accepting on behalf of the Circles of Palm Beach County: Reverend Richard Dames, Circles Director, Pathways to Prosperity.
D. Proclamation - Domestic Violence Awareness Month
Proclaim October 2026 as Domestic Violence Awareness Month. Accepting on behalf of the Aid to Victims of Domestic Abuse, Inc. : Pam O'Brien, President and CEO.
E. Presentation by the BBPD on the City's use of Flock ALPR, Department Policy Updates, and Transparency Measures.
Requested by City Commission Consensus.

Public Audience: Any citizen may be heard concerning any matter within the scope of the jurisdiction of the Commission. Speakers will be limited to 3-minute presentations (at the discretion of the Chair, this 3-minute allowance may need to be adjusted depending on the level of business coming before the City Commission).

A. Proposed Resolution No. R26-179- Approve transmittal of the City of Boynton Beach State Housing Initiative Partnership (SHIP) Program Annual Report for FY2023-2024 (July 1, 2023, to June 30, 2024) and authorize the Mayor to sign the corresponding Local Housing Certification.
Staff recommends approval of Proposed Resolution No. R26-179.
B. Proposed Resolution No. R26-180- Approve the Interlocal Agreement (ILA) between the City of Boynton Beach and Palm Beach County allowing the City to affix decorative art wrap on County-maintained traffic signal control cabinets located within the City's municipal limits.
Staff recommends approval of Proposed Resolution No. R26-180.
C. Proposed Resolution No. R26-181- Approval of the FY2026 Purchase Order (PO) Rollover Process for Open Capital and CIP Purchase Orders into FY2027. Based on Tentative Balances to be Trued-Up Following the October 16, 2026, Payment Cutoff.
Staff recommends approval of Proposed Resolution No. R26-181.
D. Commission Meeting Minutes.
Approve minutes from the July 14, August 8, and August 25, 2026, City Commission Meetings.
6. Consent Bids and Purchases
A. Proposed Resolution No. R26-182- Awarding Invitation to Bid No. 26-076B for Annual Supply of Brass Fittings, Pipe Fittings, and Accessories to Core & Main LP, Ferguson Enterprises, LLC, Fortiline, Inc., and STAline Waterworks, Inc., and approving Agreements between the City and each awarded vendor in an annual expenditure not to exceed $750,000 from October 5, 2026 thru October 4, 2031.
Staff recommends approval of Proposed Resolution No. R26-182.
B. Proposed Resolution No. R26-183- Approve a Single-Source Agreement with the City and Star Controls, Inc. for Supervisory Control and Data Acquisition (SCADA) System Support, Maintenance, and Professional Services, for an Initial Three-Year Term with an Annual Not-to-Exceed Amount of $150,000.00, with Two One-Year Renewal Options at the Same Rates, Subject to Commission Approval of Any Rate Increases at Renewal.
Staff recommends approval of resolution number R26-183.
C. Approve the annual expenditure and authorize the Mayor to sign the renewal amendments for RFPs/Bids and /or Piggybacks for the procurement of services and/or commodities as described in Exhibit A for October 6, 2026 - "Amendment Request for Bid Extensions and/or Piggybacks."

7. Public Hearing
6 P.M. or as soon thereafter as the agenda permits. T he City Commission will conduct these public hearings in its dual capacity as Local Planning Agency and City Commission.
A. Proposed Ordinance No. 26-028- First Reading, an ordinance of the City Commission of the City of Boynton Beach, Florida, amending Part III, Chapter 1, Article II, "Definitions," to create a Personal Instruction and Consultation Services use classification; and amending Chapter 3, Article IV, "Use Regulations," to amend the Use Matrix and Use Footnotes to establish the zoning districts in which the use is permitted or conditional; providing for codification; providing for severability; providing for conflicts; and providing for an effective date.
Staff recommends approval of Proposed Ordinance 26-028 at first reading.
