A regular meeting of the Board of Finance was held on Tuesday, September 22, 2026 at 5:30 p.m. in
City Hall Council Chambers and via Zoom. The following were in attendance: Chairman Dave
Maikowski, Mayor Ellen Zoppo Sassu, Commissioners Jane Murdock, Dante Tagariello, Bill
Campion, Jon Mace, Mike Massarelli. Commissioner Marie O’Brien, was on Zoom. Commissioner

6. PRYCS:
a. Approval of a bid waiver to Scoreboard Enterprises
Commissioner Campion made a motion seconded by Commissioner Tagariello
“To approve a bid waiver to Scoreboard Enterprises for a Colorado Time Systems Scoreboard.”
Sarah Larson stated this has been an ongoing effort spearheaded through the swim team. No bids
were received throughout the RFP process. The bid waiver will allow this to be in place for the boys
High School season, and the youth season. This is the standard system used specifically for swim
meets and the current system is a Colorado system and would be replaced with a new current model.
Following a voice vote in which there was no opposition, the Chairperson declared the motion
carried.
b. Transfer of $37,625 within the Arts & Culture Fund
Commissioner Campion made a motion seconded by Commissioner Tagariello
“To transfer $37,625 within the Arts & Culture fund for part time wages and to recommend
approval of this action to a Joint Meeting of the City Council and Board of Finance.”

7. Board of Education:
a. Budget Update
Jodi Bond gave the budget update from the Board of Education as of August 31. The August
snapshot reflects $8,504,664 in expenditures and $86,331,226 encumbered; leaving an available
balance of $54,009,996.
For the Cafeteria, pending June and July Federal and State reimbursements, the Café snapshot
reflects a surplus of $95,414. 3,795 breakfast and 4,250 lunches were served in August.
As of September 1, 2026, 1,754 of the 7,815 enrolled Bristol students are identified as requiring
Special Education programming. This enrollment reflects 22.4% of the total BPS student population.
As of September l, 123 students with disabilities required out-of-district placements at private special
education school programs. There were 88 students requiring special education programming
services at other public out-of-district schools, including magnet schools.
During the month of August 2026 40% (45 of 2l4) of the newly registered students were identified as
students with special education programming needs at the time of registration with. Two of the
newly registered students required programming and services at an out-of-district special education
school program. During the month of August, there were 1 211 and no 911 calls.
b. Additional Appropriation of $6,700,150 within the Capital Projects Fund – Schools
Commissioner Tagariello made a motion seconded by Commissioner Mace
“To make an Additional Appropriation of $6,700,150 within the Capital Projects Fund – School for
the Edgewood School Project and to recommend approval of this action to a Joint Meeting of the
City Council and Board of Finance.”
Chairman Maikowski asked for an explanation of the increase in the costs. Tara Landon explained
the $6.7 increase is due to the timing of the bid. The state held up the Pre-bid Conformance Review
(PCR) so there was escalation, inflation and additional tariffs added in the cost than initially
expected. Four of the low bids were disqualified due not having the required bonding qualifications.
It is now estimated the project will now be completed in December 2027, but the six-day work
schedule will no longer be needed. Commissioner O’Brien questioned what percentage of the
additional $6.7 million will the State reimburse. Tara explained the first $28.8 million will be
reimbursed 85.64%. However, they are currently waiting on the legislation to ask the state for the
additional funding.

RESOLUTION APPROPRIATING AN ADDITIONAL $6,700,000 FOR THE EDGEWOOD SCHOOL
RENOVATE AS NEW PROJECT
RESOLVED,
(a)
That, pursuant to Section 25 of the City Charter, the Board of Finance of the City of Bristol
hereby determines that it is necessary to undertake renovate as new alterations at the Edgewood School to
accommodate a k-5 closure and opening of a new preschool. Full transformation of the site and the interior
of the building to include new systems to be code compliant, hazardous materials abatement, roof and
mechanicals, and other upgrades that will bring the school to new with a minimum of a 20-year lifecycle.
(b)
That the sum of SIX MILLION SEVEN HUNDRED THOUSAND DOLLARS
($6,700,000) is appropriated therefor, in addition to a prior appropriation of $28,800,000, for an aggregate
appropriation of $35,500,000.
(c)
The aggregate $35,500,000 appropriation may be spent for land acquisition, easements,
installation costs, equipment, materials, construction costs, site improvements, consultant fees, net interest
on borrowings and other financing costs, preparation of schematic drawings and outline specifications for
the project, and other expenses related to the project. The School Building Committee, established for the
project, subject to the approval by a joint meeting by the City Council and Board of Finance, may reduce
or modify the scope of the project if funds are insufficient to complete the entire project, and the entire
appropriation may be spent on the project as so reduced or modified. The appropriation is subject to the
approval by a Joint Meeting of the City Council and Board of Finance.
(d)
The aggregate $35,500,000 appropriation shall be funded from borrowing less any grants
received to defray the appropriation.
(e)
The School Building Committee for the project is vested with the following powers and
duties: (i) to approve design and construction expenditures for the project; (ii) to recommend to the Mayor
the execution of any contract with architects, engineers, contractors and others in the name and on behalf
of the City to complete the project; and (iii) to exercise such other powers as are necessary or appropriate
to complete the project. Committee members shall not receive any compensation for their services.
Necessary expenses of the Committee shall be included in the cost of the project. The records of the
Committee shall be filed with the City Clerk and open to public inspection during normal business hours.
Upon completion of the project, the Committee shall make a complete report and accounting to the Mayor,
the Comptroller, the Treasurer, the Council, the Board of Education and the City.
(f)
That the Board of Education is authorized to apply for and accept state grants for the
project. The Board of Education is authorized to file applications with the State Board of Education, to
execute grant agreements for the project, and to file such documents as may be required by the State Board
of Education to obtain grants for the costs of financing the project. Any grant proceeds may be used to pay
project costs or principal and interest on bonds, notes or temporary notes.
d. Resolution Authorizing the Issuance of Bonds or Notes in the Aggregate Amount Of
$35,500,000 to Finance the Appropriation for the Edgewood School Renovate as

RESOLUTION AUTHORIZING THE ISSUANCE OF BONDS OR NOTES IN THE AGGREGATE
AMOUNT OF $35,500,000 TO FINANCE THE APPROPRIATION FOR THE EDGEWOOD SCHOOL
RENOVATE AS NEW PROJECT
RESOLVED,
(a)
That under authority of and in compliance with the City Charter and any other acts of the
General Assembly of the State of Connecticut thereto enabling, the Board of Finance of the City of Bristol
hereby determines that it is necessary to issue bonds or notes in the aggregate principal sum of THIRTYFIVE MILLION FIVE HUNDRED THOUSAND DOLLARS ($35,500,000) to finance the appropriation
for renovate as new alterations at the Edgewood School to accommodate a k-5 closure and opening of a
new preschool, if approved by a Joint Meeting of the City Council and the Board of Finance. The bonds
or notes shall be issued pursuant to Section 25 of the Charter of the City of Bristol and Sections 7-369 and
10-289 of the General Statutes of Connecticut, Revision of 1958, as amended, and any other enabling acts.
The bonds or notes shall be general obligations of the City secured by the irrevocable pledge of the full
faith and credit of the City. The bonds and notes authorized herein incorporate and include the previously
authorized bonds and notes for the project.
(b)
That the City issue and renew temporary notes from time to time in anticipation of the
receipt of the proceeds from the sale of the bonds or notes for the project. The amount of the notes
outstanding at any time shall not exceed THIRTY-FIVE MILLION FIVE HUNDRED THOUSAND
DOLLARS ($35,500,000). The notes shall be issued pursuant to Section 25 of the Charter of the City of
Bristol and Section 7-378 of the General Statutes of Connecticut, Revision of 1958, as amended. The notes
shall be general obligations of the City and shall be secured by the irrevocable pledge of the full faith and
credit of the City. The City shall comply with the provisions of Section 7-378a of the General Statutes with
respect to any notes that do not mature within the time permitted by said Section 7-378.
(c)
That the Mayor or Acting Mayor of the City shall sign any bonds or notes by their manual
or facsimile signatures. The bonds or notes shall be countersigned by the manual or facsimile signature of
the Agent or Vice Agent of the Board of Finance. The Comptroller’s approval of the bonds or notes shall
be evidenced by his manual or facsimile signature. The law firm of Pullman & Comley, LLC is designated
as bond counsel to approve the legality of the bonds or notes. The Mayor or Acting Mayor and the Agent
or Vice Agent of the Board of Finance are authorized to determine the amounts, dates, interest rates,
maturities, redemption provisions, form and other details of the bonds or notes; to designate one or more
banks or trust companies to be certifying bank, registrar, transfer agent and paying agent for the bonds or
notes; to provide for the keeping of a record of the bonds or notes; to designate a financial advisor to the
City in connection with the sale of the bonds or notes; to sell the bonds or notes at public or private sale; to
deliver the bonds or notes; and to perform all other acts which are necessary or appropriate to issue the
bonds or notes.
(d)
That the City hereby declares its official intent under Federal Income Tax Regulation
Section 1.150-2 and, if applicable, pursuant to Section 54A(d) of the Internal Revenue Code of 1986, as
amended, that project costs may be paid from temporary advances of available funds and that the City
reasonably expects to reimburse any such advances from the proceeds of borrowings, including qualified
tax credit bonds, in an aggregate principal amount not in excess of the amount of borrowing authorized
above for the project. The Mayor or Acting Mayor and the Agent or Vice Agent of the Board of Finance
are authorized to amend such declaration of official intent as they deem necessary or advisable and to bind
the City pursuant to such representations and covenants as they deem necessary or advisable in order to
maintain the continued exemption from federal income taxation of interest on the bonds or notes authorized
by this resolution, if issued on a tax-exempt basis, including covenants to pay rebates of investment earnings
to the United States in future years.
(a)
That the Mayor or Acting Mayor and the Agent or Vice Agent of the Board of Finance and
the Comptroller, or any two of them, are authorized to make representations and enter into written
agreements for the benefit of holders of the bonds or notes to provide secondary market disclosure
information, which agreements may include such terms as they deem advisable or appropriate in order to
comply with applicable laws or rules pertaining to the sale or purchase of such bonds or notes.
(b)
That the School Building Committee for the project is vested with the following powers
and duties: (i) to approve design and construction expenditures for the project; (ii) to recommend to the
Mayor the execution of any contract with architects, engineers, contractors and others in the name and on
behalf of the City to complete the project; and (iii) to exercise such other powers as are necessary or
appropriate to complete the project. Committee members shall not receive any compensation for their
services. Necessary expenses of the Committee shall be included in the cost of the project. The records of

action which is necessary or desirable to complete the project.

b. Discussion of upcoming Bond Issue and Debt
Diane Waldron stated the City is working on the upcoming Bond Issue, there is $80 million in short
term bond anticipation notes which are due in November. The plan is to issue $68.9 million in bonds
and $20 million in bond anticipation notes. The original interest rate assumptions used during the
capital planning process was 3.25% and 2.95%, respectively. With the recent interest rate increase
the city’s municipal advisor is recommending the interest rate assumptions be increased to 4% for
Bonds and 3.25% for BANS. Based on updated projections with these rates the impact is
approximately an increase of over $500,000 which will impact next year’s budget more than initially
anticipated. While these are estimates at this time, actual amounts will not be known until the bond
sale. The City is meeting with the Rating Agencies on October 8 and the sale is scheduled for
October 21. Diane will provide an update everyone at the November Joint Meeting.

Chairman Maikowski disclosed he is a member of the Chippanee Golf Club but has no financial or

Sassu stated her brother Gary Sassu is a retired employee, but is not currently on the payroll,
contineues to volunteer with the youth program, but she also has no personal or financial gain.

(a)
That, pursuant to Section 25 of the City Charter, the Board of Finance of the City of
Bristol hereby determines that it is necessary to undertake the design and installation of new security
cameras and security upgrades in all schools in the district.
(b)
That the sum of ONE MILLION THREE HUNDRED FIFTY THOUSAND DOLLARS
($1,350,000) is appropriated therefor, in addition to prior appropriations of $2,000,000, for an aggregate
appropriation of $3,350,000.
(c)
The aggregate $3,350,000 appropriation may be spent for design costs, engineering or
other consultant fees, acquisition and installation costs, equipment, materials, consultant fees, net interest
on borrowings and other financing costs, and other expenses related to the project. The appropriation is
subject to the approval by a Joint Meeting of the City Council and the Board of Finance.

The aggregate $3,350,000 appropriation shall be funded from borrowing less any grants

RESOLVED,
(a)
That under authority of and in compliance with the City Charter and any other acts of the
General Assembly of the State of Connecticut thereto enabling, the Board of Finance of the City of
Bristol hereby determines that it is necessary to issue bonds or notes in the principal sum of THREE
MILLION THREE HUNDRED FIFTY THOUSAND DOLLARS ($3,350,000) to finance the
appropriation for the design and installation of new security cameras and security upgrades in all schools
in the district, if approved by a Joint Meeting of the City Council and the Board of Finance. The bonds or
notes shall be issued pursuant to Section 25 of the Charter of the City of Bristol and Sections 7-369 and
10-289 of the General Statutes of Connecticut, Revision of 1958, as amended, and any other enabling
acts. The bonds or notes shall be general obligations of the City secured by the irrevocable pledge of the
full faith and credit of the City. The bonds and notes authorized herein incorporate and include the
previously authorized bonds and notes for the project.
(b)
That the City issue and renew temporary notes from time to time in anticipation of the
receipt of the proceeds from the sale of the bonds or notes for the project. The amount of the notes
outstanding at any time shall not exceed THREE MILLION THREE HUNDRED FIFTY THOUSAND
DOLLARS ($3,350,000). The notes shall be issued pursuant to Section 25 of the Charter of the City of
Bristol and Section 7-378 of the General Statutes of Connecticut, Revision of 1958, as amended. The
notes shall be general obligations of the City and shall be secured by the irrevocable pledge of the full
faith and credit of the City. The City shall comply with the provisions of Section 7-378a of the General
Statutes with respect to any notes that do not mature within the time permitted by said Section 7-378.
(c)
That the Mayor or Acting Mayor of the City shall sign any bonds or notes by their
manual or facsimile signatures. The bonds or notes shall be countersigned by the manual or facsimile
signature of the Agent or Vice Agent of the Board of Finance. The Comptroller’s approval of the bonds
or notes shall be evidenced by his manual or facsimile signature. The law firm of Pullman & Comley,
LLC is designated as bond counsel to approve the legality of the bonds or notes. The Mayor or Acting
Mayor and the Agent or Vice Agent of the Board of Finance are authorized to determine the amounts,
dates, interest rates, maturities, redemption provisions, form and other details of the bonds or notes; to
designate one or more banks or trust companies to be certifying bank, registrar, transfer agent and paying
agent for the bonds or notes; to provide for the keeping of a record of the bonds or notes; to designate a
financial advisor to the City in connection with the sale of the bonds or notes; to sell the bonds or notes at
public or private sale; to deliver the bonds or notes; and to perform all other acts which are necessary or
appropriate to issue the bonds or notes.
(d)
That the City hereby declares its official intent under Federal Income Tax Regulation
Section 1.150-2 and, if applicable, pursuant to Section 54A(d) of the Internal Revenue Code of 1986, as
amended, that project costs may be paid from temporary advances of available funds and that the City
reasonably expects to reimburse any such advances from the proceeds of borrowings, including qualified
tax credit bonds, in an aggregate principal amount not in excess of the amount of borrowing authorized
above for the project. The Mayor or Acting Mayor and the Agent or Vice Agent of the Board of Finance
are authorized to amend such declaration of official intent as they deem necessary or advisable and to
bind the City pursuant to such representations and covenants as they deem necessary or advisable in order
to maintain the continued exemption from federal income taxation of interest on the bonds or notes
authorized by this resolution, if issued on a tax-exempt basis, including covenants to pay rebates of
investment earnings to the United States in future years.
(e)
That the Mayor or Acting Mayor and the Agent or Vice Agent of the Board of Finance
and the Comptroller, or any two of them, are authorized to make representations and enter into written
agreements for the benefit of holders of the bonds or notes to provide secondary market disclosure

PLAN PROJECT
RESOLVED,
(a)
That under authority of and in compliance with the City Charter and any other acts of the
General Assembly of the State of Connecticut thereto enabling, the Board of Finance of the City of
Bristol hereby determines that it is necessary to issue bonds or notes in the principal sum of TWO
HUNDRED FIFTY THOUSAND DOLLARS ($250,000) to finance the appropriation for the Public
Works Garage Master Plan project, consisting of the planning and design of a multi-use building, and a
dedicated wash bay station, if approved by a Joint Meeting of the City Council and the Board of Finance.
The bonds or notes shall be issued pursuant to Section 25 of the Charter of the City of Bristol and Section
7-369 of the General Statutes of Connecticut, Revision of 1958, as amended, and any other enabling acts.
The bonds or notes shall be general obligations of the City secured by the irrevocable pledge of the full
faith and credit of the City.
(b)
That the City issue and renew temporary notes from time to time in anticipation of the
receipt of the proceeds from the sale of the bonds or notes for the project. The amount of the notes
outstanding at any time shall not exceed TWO HUNDRED FIFTY THOUSAND DOLLARS ($250,000).
The notes shall be issued pursuant to Section 25 of the Charter of the City of Bristol and Section 7-378 of
the General Statutes of Connecticut, Revision of 1958, as amended. The notes shall be general
obligations of the City and shall be secured by the irrevocable pledge of the full faith and credit of the
City. The City shall comply with the provisions of Section 7-378a of the General Statutes with respect to
any notes that do not mature within the time permitted by said Section 7-378.
(c)
That the Mayor or Acting Mayor of the City shall sign any bonds or notes by their
manual or facsimile signatures. The bonds or notes shall be countersigned by the manual or facsimile
signature of the Agent or Vice Agent of the Board of Finance. The Comptroller’s approval of the bonds
or notes shall be evidenced by his manual or facsimile signature. The law firm of Pullman & Comley,
LLC is designated as bond counsel to approve the legality of the bonds or notes. The Mayor or Acting
Mayor and the Agent or Vice Agent of the Board of Finance are authorized to determine the amounts,
dates, interest rates, maturities, redemption provisions, form and other details of the bonds or notes; to
designate one or more banks or trust companies to be certifying bank, registrar, transfer agent and paying
agent for the bonds or notes; to provide for the keeping of a record of the bonds or notes; to designate a
financial advisor to the City in connection with the sale of the bonds or notes; to sell the bonds or notes at
public or private sale; to deliver the bonds or notes; and to perform all other acts which are necessary or
appropriate to issue the bonds or notes.
(d)
That the City hereby declares its official intent under Federal Income Tax Regulation
Section 1.150-2 and, if applicable, pursuant to Section 54A(d) of the Internal Revenue Code of 1986, as
amended, that project costs may be paid from temporary advances of available funds and that the City
reasonably expects to reimburse any such advances from the proceeds of borrowings, including qualified
tax credit bonds, in an aggregate principal amount not in excess of the amount of borrowing authorized
above for the project. The Mayor or Acting Mayor and the Agent or Vice Agent of the Board of Finance
are authorized to amend such declaration of official intent as they deem necessary or advisable and to
bind the City pursuant to such representations and covenants as they deem necessary or advisable in order
to maintain the continued exemption from federal income taxation of interest on the bonds or notes
authorized by this resolution, if issued on a tax-exempt basis, including covenants to pay rebates of
investment earnings to the United States in future years.
(e)
That the Mayor or Acting Mayor and the Agent or Vice Agent of the Board of Finance
and the Comptroller, or any two of them, are authorized to make representations and enter into written
agreements for the benefit of holders of the bonds or notes to provide secondary market disclosure
information, which agreements may include such terms as they deem advisable or appropriate in order to
comply with applicable laws or rules pertaining to the sale or purchase of such bonds or notes.
RESOLUTION APPROPRIATING $310,000 FOR COLLINS ROAD STORM DRAINAGE
IMPROVEMENTS
RESOLVED,
(a)
That, pursuant to Section 25 of the City Charter, the Board of Finance of the City of
Bristol hereby determines that it is necessary to undertake Collins Road storm drainage improvements,
consisting of, but not limited to, extending and upsizing existing drainage outfall, replacement of 12-inch
RCP outfall with 24-inch RCP.
(b)
That the sum of THREE HUNDRED TEN THOUSAND DOLLARS ($310,000) is
appropriated therefor.
(c)
The $310,000 appropriation may be spent for design costs, engineering or other
consultant fees, construction costs, acquisition and installation costs, removal and disposal of existing
materials, materials, consultant fees, net interest on borrowings and other financing costs, and other
expenses related to the project and its financing. The appropriation is subject to the approval by a Joint
Meeting of the City Council and the Board of Finance.
(d)
The $310,000 appropriation shall be funded from borrowing less any grants received to
defray the appropriation.
RESOLUTION AUTHORIZING THE ISSUANCE OF BONDS OR NOTES IN THE AMOUNT OF

RESOLUTION APPROPRIATING $1,170,000 FOR REPLACEMENT OF FIELD STREET CULVERT
RESOLVED,
(a)
That, pursuant to Section 25 of the City Charter, the Board of Finance of the City of
Bristol hereby determines that it is necessary to undertake the costs of replacement of the Field Street
culvert.
(b)
That the sum of ONE MILLION ONE HUNDRED SEVENTY THOUSAND DOLLARS
($1,170,000) is appropriated therefor, in addition to a prior appropriation of $430,000, for an aggregate
appropriation of $1,600,000.
(c)
The aggregate $1,600,000 appropriation may be spent for design and engineering costs,
construction, equipment, materials, engineering or other consultant fees, net interest on borrowings and
other financing costs, and other expenses related to the project and its financing. The appropriation is
subject to the approval by a Joint Meeting of the City Council and the Board of Finance.
(d)
The aggregate $1,600,000 appropriation shall be funded from borrowing less any grants
received to defray the.
RESOLUTION AUTHORIZING THE ISSUANCE OF BONDS OR NOTES IN THE AGGREGATE
AMOUNT OF $1,600,000 TO FINANCE THE APPROPRIATION FOR REPLACEMENT OF FIELD
STREET CULVERT
RESOLVED,
(a)
That under authority of and in compliance with the City Charter and any other acts of the
General Assembly of the State of Connecticut thereto enabling, the Board of Finance of the City of Bristol
hereby determines that it is necessary to issue bonds or notes in the principal sum of ONE MILLION SIX
HUNDRED THOUSAND DOLLARS ($1,600,000) to finance the appropriation for the costs of
replacement of the Field Street culvert, if approved by a Joint Meeting of the City Council and the Board
of Finance. The bonds or notes shall be issued pursuant to Section 25 of the Charter of the City of Bristol
and Section 7-369 of the General Statutes of Connecticut, Revision of 1958, as amended, and any other
enabling acts. The bonds or notes shall be general obligations of the City secured by the irrevocable
pledge of the full faith and credit of the City. The bonds and notes authorized herein incorporate and
include the previously authorized bonds and notes for the project.
(b)
That the City issue and renew temporary notes from time to time in anticipation of the
receipt of the proceeds from the sale of the bonds or notes for the project. The amount of the notes
outstanding at any time shall not exceed ONE MILLION SIX HUNDRED THOUSAND DOLLARS

10. Chairman’s Report
Chairman Maikowski stated he had a meeting with the Comptroller, Treasurer, and Retirement Chair
to start the RFP process for the Pension Advisor of the City’s retirement fund investments. The first
step is to select a consultant to assist with development of the RFP, review the RFPS, and guide the
Retirement Board through the interview and selection process. The Board will act on this consultant
at the next meeting as this will be an ongoing process over the next few months.
