Title:
City Manager Fiscal Year 2027 Recommended Budget
Background:
This is the first of three sessions scheduled with City Council regarding the Fiscal Year 2027 budget.
This work session will provide a high-level overview of the budget process, the challenges faced
through that process and the recommendation for addressing the structural deficit and setting a more
fiscally sustainable path forward. Staff will provide operational, capital and full-time employee (FTE)
updates.
This presentation is the culmination of more than 8 months of work by staff with support from City
Council and feedback from residents. The process began in February when City Council held their
strategic planning retreat and provided high-level, relative priority feedback to staff. That feedback was
utilized to develop departmental targets in order to close the anticipated $18M structural deficit.
Since that time, departments developed budget proposals to meet their assigned targets. Those proposals
were shared through a series of work sessions throughout the summer in which we answered questions
and solicited feedback from City Council and the community.
On Friday, September 4th, the City Manager's Recommended Budget was provided to City Council and
posted on the City's website. The following Friday, September 11th, City Council hosted a full-day
budget retreat to discuss and finalize the budget that is being formally recommended to City Council for
consideration and adoption.

development opportunity.
Background:
Project Juniper is an economic development opportunity prospect currently evaluating locations in
western Greeley, among other competing jurisdictions. Staff has engaged in discussions with the
prospect since June 2026. Staff requests that Council convene an executive session in order to determine
positions relative to matters subject to negotiation, develop a strategy for negotiations, and seek
instruction for negotiations regarding this project.
Council’s Recommended Action:
A motion to go into an Executive Session to discuss the following matter as provided under C.R.S.
Section 24-6-402(4)(e)(I), and Greeley Municipal Code Section 2-151(a)(5):
To determine positions, develop strategy, and instruct negotiators about an economic development
